Defense Orientation Conference Association (DOCA) wasfounded on March 30, 1952, by participants in the Secretaryof Defense Joint Civilian Orientation Conference (JCOC).

DOCA is a non-political, non-partisan, 501(c)(3) non-profit asso-ciation directed toward the interest of national defense withoutspecial advocacy of any particular military service or defense concept. DOCA objectives are as follows: to provide a means ofcontinuing the education of its members in matters pertaining tonational security with the cooperation of the Departments of Defense and State; to enable members to pass on such informationto others; to provide a permanent medium for cooperation between its members and Departments of Defense and State.

DOCA membership is obtained by one of two methods. The firstmethod is to be selected for participation in the Secretary of Defense Joint Civilian Orientation Conference. Following such participation, admittance into DOCA is by invitation. The secondmethod is to be nominated by a current DOCA member. Suchnominees must be approved for membership by the DOCA ExecutiveCommittee. It should be understood that DOCA has no direct or indirect affiliation with business, political or religious groups

or organizations. Members seek no special favors, political advan-tages, or material gains through DOCA.

DOCA is managed by a Board of Directors elected to office at theannual business meeting. An Executive Committee, composed ofthe President, the Chairman of the Board, two immediate PastPresidents, Executive Vice President, six Regional Vice Presidents,up to three Vice Presidents At-Large, and the Secretary-Treasurer,has the authority to act for the Board of Directors on all mattersbetween meetings of the Board. Elected officers and directors receive no salary or reimbursement of any kind for the time givenor money expended in behalf of the Association.

Association activities are administered by a staff from the head-quarters office in Burke, Virginia. The staff consists of an ExecutiveVice President/Chief Operating Officer and a Coordinator of Conference Services. These are the only full-time paid employeesof the Association, and they are responsible for planning and implementing the programs that association members attend. The Association is supported by annual membership dues. Each fieldorientation trip is self-supporting, financed on pro-rata basis byindividual members participating.

The Joint Civilian Orientation Conference (JCOC), from whichDOCA was formed, was initiated in 1948 by the Defense Depart-ment under the first Secretary of Defense, James Forrestal. JCOCis an official program of the Department of Defense to acquaintleading citizens from all parts of the country with DoD’s programsand policies. The program consists of high-level briefings held inthe Pentagon, and field trips to Army, Navy, Air Force and MarineCorps installations to present the important aspects of eachbranch of the service. The program lasts approximately one week.

1. Purpose of DOCA - An organization dedicated to the under-standing and studying of national security on an unclassifiedbasis at all levels. This is accomplished by members participat-ing in meetings/conferences which provides them the oppor-tunity to see first-hand our military posture and receivein-depth briefings on DoD activities.

2. Member should have a strong interest in DoD activities, andunderstands the responsibility to inform associates, otheropinion leaders, and organizations of what he/she learns.
