Negosyo Centers were opened at the DTI Regional

and Cebu Provincial Offices on August 18 and at the

Bogo LGU on August 19 to cater and facilitate the

needs of the business sector in the region.

Business and Industry Development Divisions to im-

DTI launched three Negosyo Centers this month--- at the DTI Cebu Provincial Office, DTI Regional Office and Bogo City LGU. Last July, DTI launched three Negosyo Centers. The first was opened in Duma-guete City during the Visayas Area Busi-ness Conference; the second was in Tagbilaran before the opening of the Sandugo Trade Expo and the third was in Siquijor. The Dumaguete, Tagbilaran and Siquijor hubs are located at the DTI provincial offices. A Negosyo Center is aimed at promoting ease of doing business and facilitating access to services for micro, small and medium enterprises (MSMEs) within its jurisdiction. Its services include business registration assistance, business advi-sory services, business information and advocacy, and monitoring and evalua-tion.

DTI Cebu launches Timbangan ng Bayan Project

The Department of Trade and Industry Cebu Provincial Office launched its “Timbangan ng Bayan Project” in Cebu City Carbon Market on July 15, 2015. The installation of timbangan (weighing scales) with corresponding housing (cage) in public markets is in accordance to R.A. 7394 or the “Consumer Act of the Philippines”, which protects the interests of the consumer, pro-mote general welfare and to establish standards of conduct for business and industry. “The goal of the Timbangan ng Bayan Project is to ensure that consumers are protected from deceptive, unfair and unconscionable sales acts and practices and that they can readily check the accuracy of the weight and quantity of goods they bought in public markets”, DTI Cebu Provincial Director Nelia Navarro said in her speech. Navarro added that Cebu Province is allotted 193 units of calibrated weigh-ing scales and steel cage housing which are distributed to the public mar-kets of its 9 cities and 44 municipalities. Of the 193 units, Nineteen (19) timbangan are distributed to Cebu City. Six (6) are already installed in Carbon Market and others to the different satellite markets namely: Lahug Satellite Public Market (3), T. Padilla Market (2), Labangon Public Market (2), Pardo Public Market (2), Taboan Public Market (2) and Ramos Public Market (2). A signing of a Memorandum of Agreement (MOA) between the DTI Cebu and LGUs will be conducted after the distribution to signify that parties agreed on its objectives. The recipient-market is advised to provide measures to protect the Timbangan ng Bayan facility from theft, misuse or abuse, and that the same is used exclusively by consumers and further, to have it regularly calibrated and maintained to ensure the accuracy of the timbangan.

Passage of PH Competition Act and Cabotage Law

On July 21, President Benigno Aquino III signed two "landmark" economic measures — the Philippine Competition Act and amendments to the Cabotage Law — to further boost the econ-omy's growth. Salient features of Republic Act No. 10667, or the Philippine Com-petition Act: include the following: — Levels the business playing field for all companies operating in the country, from the large foreign multinationals down to the local micro-, small- and medium-sized enterprises. — Creates the Philippine Competition Commission that will look into anticompetitive behavior, abuses in dominant positions, and anticompetitive mergers and acquisitions. — Addresses prohibited acts, such as the abuse of dominant po-sition and anticompetitive agreements. Activities under abuse of dominant position include selling goods or services below the market prices to suppress competition; im-posing barriers to entry; imposing restriction on the lease or con-tract of sale or trade of goods and services that is anticompetitive; and making the supply of such goods dependent on the purchase of other goods or services. Anticompetitive agreements include price fixing; limiting or control-ling production, relevant markets and technical development or

investment; dividing or sharing the relevant market, geographi-cally, in terms of volume of sales, type of goods or services, or buyers and sellers; and application of dissimilar conditions to different parties. — Imposes administrative penalties of a maximum fine of P100 million on the first offense and P250 million for the sec-ond offense for anticompetitive agreements and abuses of dominant position. Salient features of RA No. 10668, or the Foreign Ships Co-Loading Act, also known as the Cabotage Law: — Allows foreign ships to call in multiple ports provided that their cargoes are intended for import or export and duly cleared by the customs commissioner. — Reduces logistic costs for producers. Before the amend-ments to the Cabotage Law, it was cheaper to send products from other countries to the Philippines than to ship goods within the country. — Helps in decongesting major ports in the country.– Compiled by Ana Roa, Inquirer Research

The Department of trade and Industry in Bohol (DTI-Bohol) spearheaded the conduct of a Green Business Matching event on July 23, 2015 at the Island City Mall Activity Center from 1 to 5 in the afternoon. The activity was meant to familiarize businesses and consumers in Bohol on energy efficient and renew-able energy technologies, including where to tap available attractive financial schemes to avail of these technologies to promote the introduction of more energy efficient measures. The activity was part of DTIs weeklong events to launch the Bohol Ideas to Innovation (BHL i2i) Chal-lenge. The first part of the event introduced different suppli-ers presenting their green products and services to the participants by way of product presentation or sales pitch. These sales pitches were followed by a market setup at the trade fair grounds, with table and chairs where the green service and technology providers could provide further product details and negotiate. Participating green business service providers pro-vides included Sonjay Microsystems, Smiley Solar/Hamilton Phils., Inc., Easylink Merchandising, Philips Phils., Solaric and East Corporation. Negosyo Centers are now open to serve micro, small and medium enterprises (MSMEs) in Central Visayas.

These Negosyo Centers were established in cities and municipalities to provide assis-tance and facilitation to businesses in terms of business registration and trainings. These centers also provide consultation and information packages to MSMEs, as well as trainings and workshops.

DTI organized a Dialogue on National Quality In-frastructure and the ASEAN with EU-PH key ex-pert of the Trade Related Technical Assistance Project Jon Echanove on August 7 at the City Suites Ultima Residences, Cebu City. The Competitiveness Bureau in partnership with the Trade Relation Technical Assistance, Philip-pine Accreditation Bureau and the Bureau of Phil-ippine Standards are building up the country’s Na-tional Quality Infrastructure. With the establish-ment of the ASEAN Economic Community, the capacity of the country to show compliance with requirements of external markets is important in order to take full advantage of the trade flows in terms of socioeconomic growth.

With the agency’s continued support for existing

and aspiring entrepreneurs, the DTI regularly con-

ducts enterprise development seminars. An entre-

preneurial seminar tackles on how to identify, start

and manage a business and promotes enterprise

skills development. It also discusses the process of

complying with requirements upon putting up a

business and laying out expansion strategies for

existing businesses.

Last month, 35 participants from Dalaguete learned best practices on how to start an enter-prise. The Retail Trade Management Seminar organ-ized by the Department of Trade and Industry Cebu Provincial Office is the first Accelerated and Sustainable Anti-Poverty Program (ASAPP) intervention implemented in the province of Cebu. ASAPP, initiated by the National Economic De-velopment Authority (NEDA), is an inter-agency program which aims to accelerate poverty re-duction and boost economic growth in munici-palities with high poverty incidence levels by providing employment and business opportuni-ties, including self-employment for the poor.

More than 50 exporters and representatives from concerned government agencies in Cebu attended an information session on the export-ing business held by the Department of Trade and Industry (DTI) on Aug. 11 at Quest Hotel in Cebu City .

The one-day session is in line with a seminar series that intends to address the current issues and concerns identified by exporters and also promote exporting business under the Philippine Export Competitiveness Program (PECP).

DTI Cebu brought in speakers from Export Mar-keting Bureau (EMB), Bureau of Customs (BoC) Bureau of International Trade Relations (BITR) and Inter Commerce Network Services.

Thirty-six (36) entrepreneurs joined the GROW YOUR BUSI-NESS SEMINAR (GYBS) held at the Department of Trade and Industry Cebu Provincial Office (DTI CPO) on July 24. GYBS is conducted monthly by the DTI Cebu. It is conducted for small to medium size businesses that are poised to take their business to the next level. It is a full-day program which focuses on the essentials required for growing a business. Key areas covered during the seminar were: • Personal Entrepreneurial Competencies • Marketing Your Business in the New Economy • Costing and Pricing • Family and Entrepreneurship • Targeting Success and Developing the Right Business Atti-tude

Around 35 underprivileged constituents of Dalaguete, Cebu benefited from the Retail Trade Management Training initi-ated by the DTI Cebu Provincial Office in partnership with the Department of Social Welfare and Development (DSWD) on July 8-9, 2015.

The local residents were trained on fundamental com-petencies of entrepreneurship such as financial man-agement, bookkeeping, record keeping, costing & pric-ing, and standard operating procedures in running a retail store under the mentorship of Prof. Joseph Emer-

son Subong, a DTI accredited speaker who is also a business economics professor in the University of Cebu. “Ang katakus, kakugi, ug kaisog maoy kontra sa kawad-on!”, said DTI Cebu Business De-velopment Chief Elias Tecson during his speech by way of encouraging the partici-pants to fight against illiteracy and poverty. Aside from capacitating the local constitu-ents to become good business managers, a starter kit worth P20, 000 was given to each beneficiaries. The kits received are in-kind such as goods and commodities enough to start their own enterprise. “Bisag grade 1 ra akung nahuman, natagaan gihapon kog higayon nga maharuhay akung kahimtang pinaagi aning training ug assis-tance gikan sa DTI ug DSWD”, a teary-eyed beneficiary said during an interview with the media. Retail Trade Management in Dalaguete is the first program implemented in the prov-ince of Cebu under the Accelerated and Sustainable Anti-Poverty Program (ASAPP) of the government that aims to accelerate poverty reduction and boost economic growth in municipalities with high poverty incidence levels by providing employment and business opportunities, including self-employment for the poor.

nar at Sierra Bullones Technical Voca-

tion High School, Sirerra Bullones, Bohol

on July 30, 2015. A total of 171 grade 10

students comprising of 5 sections at-

tended the seminar. It was done in the

morning and in the afternoon on the said

day by Mr. Miguel Abuyabor and Ms.

Mercedes Matalines, respectively.

The Department of Trade & Industry (DTI) Cebu Provincial Office, in cooperation with the Office of the Mayor, installed public weighing scales at the Barili Poblacion Public Market to allow the market goers to counter check the items they have bought at the market.

Two weighing scales were placed in strategic areas: the first one is located between the tai-loring shop of Sergio Abasolo and the general merchandise store of Lola Paning. The second one is located at the Wet Section, near the Fish/Meat Sections.

Cebu hosted APEC Third Senior Officials’ Meet-ing and Related Meetings. The “Queen City of the South” hosted the APEC Third Senior Officials’ Meeting (SOM) and Re-lated Meetings which started on August 22 this year. Delegates from 21 APEC-member econo-mies experienced the warm hospitality and vi-brant atmosphere of Cebu’s bustling metropolis. SOM 3, traditionally the most heavily attended due to the number of meetings, brought together APEC Working Groups, Sub-fora and Commit-tees to continue discussions on trade and invest-ment liberalization, business facilitation, and eco-nomic cooperation within the Asia-Pacific region. Issues tackled, ranged from illegal logging; min-ing; health; counter-terrorism; food safety; intel-lectual property rights; standards and confor-mance; sustainability of cities; disaster risk man-agement, among others. These meetings continue to strengthen this year’s four priorities under the overarching theme of “Building Economies, Building a Better World.”:

1) enhancing regional economic integration; 2) fos-tering MSMEs’ participation in regional and global markets; 3) investing in human capital development and 4) building sustainable and resilient communi-ties. The culminating event is the Senior Officials’ Meet-ing on 5-6 September 2015 where Vice Ministers and Directors General will endorse initiatives that aim to make the region more dynamic, resilient, and inclusive. The Cebu meeting follows the successful Senior Officials’ Meeting (SOM) and Related Meetings and the Ministers Responsible for Trade (MRT) in Bora-cay in May. Following the SOM are two Ministerial-level meet-ings: the Structural Reform Ministerial Meeting (SRMM) on 7-8 September 2015 and the Finance Ministerial Meeting (FMM) on 9-11 September 2015. On August 7, local media and information officers from national and local government agencies gathered at the Cebu Capitol So-cial Hall for a briefing on the Asia Pacific Economic Cooperation (APEC) history, core issues and Philippine priorities.

The APEC briefing had resource speakers from the Department of Foreign Affairs. The activity is part of the government’s informa-tion and education drive about the signifi-cance of APEC and how the Philippines can benefit from its association which cur-rently has 21 member-economies.

The latest data from ASEAN Statistics revealed that

ASEAN economies remained resilient in 2014 amidst

uncertainty in the global economic environment. The

real Gross Domestic Product (GDP) grew by 4.6 per-

cent to reach US$ 2.57 trillion. The sustained growth

in GDP led to an increase in the GDP per capita from

US$ 3,908 in 2013 to US$ 4,130 in 2014. The ser-

vices sector continued to be the biggest contributor to

growth at 50.1 percent of the region’s total GDP in

2014.

In the case of ASEAN6 (Brunei Darussalam, Indone-

sia, Malaysia, Philippines, Singapore and Thailand),

all countries except Malaysia have experienced a

slowdown in their growth, leading to a decrease in the

averaged GDP growth from 5.1 percent in 2013 to 4.3

percent in 2014. In contrast, the real GDP growth of

CLMV countries (Cambodia, Lao PDR, Myanmar, and

Viet Nam) advanced by 6.6 percent in 2014, higher by

0.4 percentage point compared to the 2013 level.

In terms of Purchasing Power Parity (PPP) on the one

hand, ASEAN’s GDP reached PPP$ 6.64 trillion in

2014, constituting 6.1 percent of World GDP in PPP.

On the other hand, ASEAN’s GDP per capita stood at

PPP$ 10,677 which is equivalent to approximately two-

thirds of the World GDP per capita of PPP$ 15,189.

As one of the fastest growing regions in the world, the

share of ASEAN GDP in the world has increased from

3.18% in 2013 to 3.33% in 2014. The size of the

ASEAN GDP in 2014 stood at approximately 15% of

the US economy, compared to only 7% in 2004.
