    DTI took its integrated services bannered asNegosyo, Konsyumer ATBP to micro, small andmedium enterprises (MSMEs) and consumers from Cen-tral Visayas and Negros Island on June 9-11, 2016.

    Activities held in Cebu City included the National Logis-tics Roadmap seminar, Investment Briefing, SustainableBusiness Models and Maker trainings. Also includedwere seminars on Food Safety, Expanding your Busi-ness through E-commerce, Consumer and StandardBlitz, Catapulting Business for the Global Market andCapability Building for Women Entrepreneurs, Skills En-hancement of Negosyo Center Counselors on the Effec-tive Utilization of Trade Marks. Innovation talks were

    held to equip, inspire and invigorate key players of thePhilippine startups.

    The DTI also inaugurated the Fabrication Laboratory

    (FabLab) and the Negosyo Center with co-working

    space at the University of the Philippines (UP) Cebu.

    Right after the NKATBP, the DTI 7 & 18 prepared foranother big event the Sandugo Trade Expo which willbe held on July 20-25 this year.

    Various groups in the creative industry sector will now

    have access to a facility that will help them produce

    high quality outputs.

    This after the Department of Trade and Industry (DTI)

    inaugurated the Fabrication Laboratory (FabLab) in the

    University of the Philippines (UP) Cebu yesterday,

    June 9.

    (The FabLab) is open to the community. It is applica-

    ble to everybody and not just our usual sectors. We

    have tools that they can use to make their ideas come

    to life, DTI Cebu Director Ma. Elena Arbon said in aninterview during the facilitys launching at the Marco

    Polo Plaza in Cebu City yesterday.

    Arbon said the FabLab gives art and design students,

    professionals, micro, small and medium enterprises

    (MSMEs), and the public access to advance prototyp-

    ing, printing, and related equipment as well as training

    or workshop facilities.

    The FabLab, she added, is a DTI-funded Shared Ser-

    vice Facility (SSF) which costs P5.375 million.

    The equipment in the UP Cebu FabLab are a 3D print-er, laser cutter, printer + cutter, desktop vinyl cutter,

    CNC router, and benchtop milling machine.

    UP Cebu will manage the facility and its equipment for

    two years before the DTI turns over ownership to the

    school as specified in any other SSF agreement, said

    Arbon.

    Access to the facility will be free in the next three days, but

    Arbon said, the DTI and UP Cebu will soon have to come

    up with usage fees to help maintain the equipment.

    The FabLab in UP Cebu is the first one in the province and

    second to Bohol in Central Visayas.

    Lawyer Liza Corro, acting chancellor of UP Cebu, said, the

    FabLab in UP Cebu puts us in a very unique and privileged

    position.

    Aside from the FabLab, DTI also launched a Negosyo Cen-

    ter and Co-Working Space in UP Cebu.

    Corro said this completes the collaborative support ecosys-

    tem needed by MSMEs that the university can provide.

    Corro said that UP Cebu hosts the Cebu Business Incuba-

    tor in Information Technology (CeBuInIT) and Innovated

    Technology Satellite Office (ITSO).

    She said these facilities all aim to prepare businesses to

    become viable in the future.

    The DTI in Central Visayas (DTI 7), meanwhile, launched

    yesterday a three-day service caravan dubbed as

    Negosyo, Konsyumer at Iba Pa in Cebu. Asteria Caberte,

    7 director, said the event gathers under one roof theagencys services, bureaus and attached offices to bring

    them closer to the public without a fee. This caravan

    showcases DTIs services and assistance to MSMEs as

    To bring to full speed the Micro Small and Medium En-

    terprises (MSMEs) is the main aim of the three-day

    (June 9-11) service caravan in Cebu by the Department

    of Trade and Industry (DTI).

    DTI Central Visayas Regional Director Asteria Caberte,

    in her welcome address in todays launching of

    Negosyo, Konsumer at Iba Pa,said this event will

    gather under one roof all the department services, bu-

    reaus and attached offices, and bringing it closer to

    MSMEs.

    Caberte narrated the highlights of the three-day event

    which include the launching of the Negosyo Center, the

    Fabrication Laboratory (FABLAB) and Co-Working

    Space at the University of the Philippines (UP) Cebu

    Campus in Cebu City.

    There are also sessions on Food Safety and Regula-

    tions, Expanding Business thru E-Commerce, Effective

    Branding, among others.

    DTI Secretary Adrian Cristobal was the launchings

    guest of honor who said it is the first time they put to-

    gether different bureaus essential to the MSMEs from

    idea to implementation. Everything is here, from regis-tering a business name, branding, to protecting a trade-

    mark all the way to those who have existing products

    already, Cristobal said. He said these services made

    available to MSMEs will bring Region 7 to the forefront

    of Philippine economy.

    Central Visayas, according to him, is the fourth largest

    region contributing to the entire Gross Domestic Product

    (GDP). He said the regionposted a P406 billion GDP

    and a growth of 9%annually in the last six years. The

    Bureau of Investment recorded P29.5 billion investments.

    But those are just numbers, DTI made sure that these

    are felt through our various services, Cristobal said.

    He cited an example wherea beneficiary of the loom

    weaving Shared Service Facility (SSF), which had an in-

    creased earning of P880 daily instead of the usual P110.

    The manufacturing sector, considered as dying 10 years

    ago,is now growing, Cristobal said.

    During the launching, seven SSF s were awarded as best

    performing in the region.These include Tubigon Loom-

    weavers Multi Purpose Cooperative Inc (TLMPCI); Bohol

    Island State University (BISU); Southern Partners and

    Fair Trade Center (SFPFTC), Responsive and United

    Bayawan Believers for Economic Recovery Cooperative

    (RUBBERCO).

    There were eight establishments that were given Bagwis

    Awards for upholding the rights of consumers and prac-

    tice responsible business.From Negros Oriental,

    theBagwis Awardees were Lee Super Laza Supermar-

    ket, Lee Super Plaza Department Store, Lee Super Plaza

    Hypermart. From Cebu arethe four branches of Save

    More and eight branches of Seven Eleven.

    A three in one service facility for Micro Small and Medium En-terprises (MSMEs) was launched today at the The Universityof the Philippines (UP) Cebu by the Department of Trade andIndustry (DTI) and its collaborators.

    DTI launched today along with the opening of the Negosyo,Konsyumer at Ipa P a service caravan, the Go Negosyo PlusCenter,Fabricatio Laboratory (FABLAB), and Co WorkingSpace, all at the UP Cebu Campus.

    Fablab is the second of its kind nextto the Bohol Fablab andfirst with the Negosyo Center Fablab Co-working Space tag inthe Visayas.

    DTI Secretary Adrian Cristobal Jr. saidthese are strategicallylocated for innovation and creativity in the industry for stu-dents, startups, and micro and small enterprises.

    The Negosyo Center Plus UP Cebu is the first DTI-supportedFabLab in Cebu.

    DTI funded six equipment worth Php 5.375 million under itsShared Service Facility (SSF) program to provide technicalassistance and capacity building for the FabLabs manage-ment and operations.

    The Negosyo Center is a salient feature of Republic Act No.10644, otherwise known as Go Negosyo Act, which seeks tostrengthen MSMEs to create more job opportunities in the

    country.

    On the other hand, a Co-working Space (CWS) is an openspace that the public can rent for a flexible period using com-mon area office fixtures, Internet, and other common officeservices

    while the FabLab offers the digital fabrication equip-

    ment where people can build, design, and engineer ideas intoproducts.

    Atty. Liza Corro, UP Cebu Acting Chancellor,said this willprovide a creative space for designers, creatives, entrepre-neurs, students and the general public to test their ideas andturn them into products using digital fabrication equipment.This will indeed realize the mandate of UP which is to providean avenue for teaching, research and public service, Corrosaid.

    Cebu Governor Hilario Davide III also commended DTI forputting up the 3-in-1 facility in UP. Every great business startswith a simple idea. This Fablab will help our MSMEs that are

    the backbone of our economy, Davide said.

    The Department of Trade and Industry on Thursday launched aNegosyo Center with a Fabrication Laboratory (FabLab) in Cebuin a bid to help micro, small and medium enterprises (MSMEs) inthe area.

    This Negosyo Center Plus UP Cebu is the first DTI-supportedFabLab in Cebu, located within the University of the Philippines(UP) Cebu Campus in Cebu City. The Negosyo Center with Fab-labs are part of the DTIs Shared Service Facilities (SSF) Pro-gram that provides facilities and equipment for MSME supportand development. The DTI funded six pieces of fabrication equip-ment worth a total P5.375 million under its Shared Service Facili-ty (SSF) program to provide technical assistance and capacitybuilding for the FabLabs management and operations. This isDTIs fourth Negosyo Center with FabLab. Others that have al-ready been opened are located in Ilocos within the campus of thePhilippine Science High School (PSHS) on May 26, and one eachin Isabela City and Davao City on April 25.

    DTI Supervising Undersecretary for Regional Operations Group(DTI-ROG) Zenaida Maglaya said that the Cebu Negosyo Centerwith FabLab co-working space is a milestone for the DTI. TheNegosyo Center Plus is a huge lift to our MSMEs. These Nego-syo Center with FabLabs and co-working spaces are strategicallylocated for innovation and creativity in the industry, particularly foruse by students, start-ups and micro and small enterprises, Mag-laya said.

    A co-working space is an open space that the public canrent for a flexible period using common area office fixtures,internet, and other common office services, while the Fab-Lab offers the digital fabrication equipment where peoplecan build, design and engineer ideas into products.The Negosyo Center Plus UP Cebu provides a creativespace for designers, entrepreneurs, students, and the gen-eral public to test out their ideas and turn them into productsusing digital fabrication equipment.

    CEBU, Philippines -The Slingshot Summit, which was

    held in Cebu for the first time, is seen to boost the prov-

    inces innovation economy.

    Scheduled last June 11, 2016 at the Waterfront Cebu

    City Hotel and Casino, Slingshot Philippines

    (#SlingshotPH), is a government-initiated platform for

    public dialogue and partnership, building and nurturing

    the innovation ecosystem as an enabling environment

    with policies and programs for the startup and innovation

    sectors.

    Strongly supported by the start-up advocates such as

    TechTalks.ph, The Tide CoWorking Space in Cebu, Ce-

    bu Educational Development Foundation for Information

    Technology (Cedfit), and the Cebu City Business, Eco-

    nomic Development and Investment Promotion, the fo-

    rum expects the Cebuano start-up community to be rec-

    ognized as part of the ecosystem.

    "We want to bring together the stakeholders involved in

    the ecosystem," said Department of Trade and Industry-

    Cebu Provincial Office director Maria Elena Arbon in a

    press conference yesterday.

    Aside from encouraging the startup to come out and be

    "known", the Cebu leg of #SlingshotPH event also hopes

    to spark interest from the rich community in Cebu to be

    intrigued on the Venture Capital (VC) side of the ecosys-

    tem.

    According to TechTalks.ph founder Tina Amper, alt-

    hough development of the Cebu startup community had

    already started in the past, what makes this new en-

    deavor much more promising is, "it is initiated by the

    government."

    "The government is opening up. You can t just stayhome and complain and put them in Facebook, you have

    to come out and be recognized," said Amper, whose

    company started the "Start-up Weekend" events, and

    Geek-On-A-Beach (GOAB) annual confab of start-up

    community around the world.

    Focusing on the best of innovation hubs and startup eco-

    systems in Asia and the Pacific Rim, the event aims to

    inspire and energize a Philippine startup and innovation

    community, eager and yearning to catapult new enterpris-

    es shaped by the present game-changing realities of dis-

    ruption, technology and scale.

    These new breed of businesses that the DTI wants to

    launch in new verticals like agriculture, biotechnology,

    electronics, digital startups, are what the DTI defines as

    the various segments of the new "innovation economy."

    Although known to have rich talent pool, Cebu startup

    scene is considered as in the birth stage.

    The Philippine Roadmap for digital startups recommends

    for the country to develop itself as an innovation hub by

    aligning its resources and core strengths, as well as local-

    izing and factoring in the country's unique needs and

    pressure points.

    The Sandugo Trade Expo, a regional marketing eventnow on its 11thyear, aims to attract more exhibitors andbuyers this year.

    Exhibitors from Cebu, Bohol, and Mindanao are ex-pected to participate in the weeklong trade fair which willrun from July 20 to 25.

    This years exhibit will feature timeless interpretations oflocally made products focusing on heritage, culture andenvironment protection through ecologically-friendly,sustainable and indigenous materials. More specifically,products to be exhibited will range from furnishings andfixtures to wearables, and fashion accessories, as wellas fresh and processed food; that are appropriate to therequirements of the tourism sector.

    Exhibitors to the fair are SMEs from all over Central Vi-

    sayas as well as from neighboring provinces in Visayasand Mindanao.

    A short program will mark the formal opening of exhibitsat 4 in the afternoon at the ICM Activity Center. The rib-bon cutting ceremony will be held immediately at TheBlock.

    The Department of Trade and Industry (DTI) brought to Cebu its

    Slingshot program, a platform for public dialog and partnership to

    accelerate the development of the startup community in the coun-

    try.

    Joel Mari S. Yu, incoming business and economic adviser to Ce-

    bu City Mayor-elect Tomas R. Osmea, described Slingshot as

    an appropriate government response to a phenomenon that was

    never given attention.

    Until Slingshot, there has not been any institutionalized and sus-

    tained government response to assist startups.

    Slingshot is a program in that direction, Yu said in a press con-

    ference yesterday.

    The 2015 Philippine Roadmap for Digital Startups defines a

    startup as any business idea less than five years old and regis-

    tered with the financial regulatory authorities of any country.

    DTI Cebu provincial director Maria Elena C. Arbon said Slingshot

    brings the government and startups together. Slingshot is a plat-

    form where we can share ideas and find a way to move for-

    ward. Its a launch pad for our startup ecosystem development

    program,Arbon said in the same press conference.

    Tina Amper, founder of TechTalks.ph and Geeks on a Beach

    startup conference, said she was glad that DTI has recog-

    nized that new technology-based businesses need to be sup-

    ported by government. Amper has been working with govern-

    ment agencies to promote startups.

    Wilfredo T. Sa-a, Jr., managing director of the Cebu Educa-

    tional Development Foundation for Information Technology(CEDFIT), said this is the third Slingshot event and the first

    outside Metro Manila. We are looking forward to this event.

    Definitely, this would help the local startups level up and get

    support from the government and others in the (innovation)

    ecosystem, Sa-a said.

    According to DTI Cebu Provincial Director Elena Arbon, CebusFabLab offers a creative space for designers, creatives, entrepre-neurial students, and the general public to test out their ideas and

    bring these to life through digital fabrication and fast prototyping.

    The DTI said the FabLab will help the region produce a greaternumber of excellent quality and creative designs. This is also ex-pected to help industries improve their access to more designersand creative design outputs, as well as access to prototyping equip-ment to complement their existing design capabilities.

    The FabLab is located at the College of Arts and Humanities of theUP Cebu Fine Arts Department. DTI has invested on digitally ad-vanced equipment such as 3D printers, laser cutter, printer andcutter, desktop vinyl cutter, CNC router (shopbot), small CNCbench-box, and milling machine.

    According to Arbon, the establishment of FabLab in Cebu is anadded boost to the province, which is popularly known for its world-class creativityfrom furniture to fashion accessories.

    MSME development

    DTI believes FabLabs help develop the local economy by providingbetter and more competitive products, enhancing the local micro,small and medium enterprises ecosystem, encouraging startups,and developing entrepreneurs, who eventually create jobs for peo-ple.

    Aside from the establishment of the FabLab in UP Cebu, DTI alsolaunched yesterday the Negosyo Center and Co-Working Space,still in the same university.

    Lawyer Liza Corro, the UP Cebu acting chancellor, said the estab-lishment of these government intervention facilities has made UP ahub for a complete collaborative ecosystem for MSMEs, helpingthem and their respective businesses become commercially viable.

    Likewise, these facilities help the academestudents and teach-

    erson research and development, among others. Corro said theestablishment of the FabLab is a welcome development, as it is asynergy of creativity and information technology skills, which Cebu-anos are known for.

    Singing praiseA FabLab is a technology-based incubator laboratory, which beganin Massachusetts Institute of Technology (MIT) to help grassrootscommunities translate their design ideas into physical forms with thehelp of technology. The facility is now present in about 200 locationsin over 50 countries.

    The establishment of Cebus FabLab has also earned praises fromthe private sector, saying this will bring Cebus creative edge to thenext level. We believe the FabLab is a wonderful development tospur the creative and innovative market here in Cebu. Both the aca-deme and industry will greatly benefit from this facility. Entrepre-neurs, particularly MSMEs, would be given immediate access totools and technology that can turn an idea into a marketable prod-uct, said

    Melanie Ng, president of Cebu Chamber of Commerce and Industry.Ive seen the equipment currently set up there, and I believe thereare endless possibilities for product development that can happen ifour MSMEs take advantage of the facilities, she added. Ng said

    they will make sure CCCI members take advantage of the facilitiesand vowed to assist them in bringing their businesses to the nextlevel.

    Lowering costThe presence of the FabLab, according to Philexport Cebu executivedirector Fred Escalona, also helps Cebuano exporters and startupsbecome competitive, as far as operational cost is concerned.

    Since the FabLab is a shared service facility, users of the facility willbe able to avoid high costs and large capital infusion if they are tooperate their own facility. Usage of the labs equipment can be opti-mized, thus making the operation cost efficient, said Escalona.

    In a separate interview, exporter and former president of Cebu Gift,Decors and Houseware (GDH) Pete Delantar said that if properlydisseminated to other schools, the FabLab can help industry startupscreate a creativity explosion because creativity can now be execut-
