    Experts Say it May be Timeto Move or Remove Some ofB a l i ' s M o n u m e n t a lLandmarks.

    Commenting in Bali Post,a leading observer of zoningregulation in Bali, Ir. PutuRumawan Salain, and the vice-

    chairman of the Bali House ofRepresentatives (DPRD-Bali),Ketut Suwandi, has boldly calledfor a re-evaluation of thenumerous statues decoratingmany Bali's intersections in termsof the detrimental contribution

    they make to theisland's traffic situation.

    During the reign ofSuwenda as mayor ofDenpasar, the constructionof hero monuments at theU b u n g a n d N a n g k aintersections were ordered.

    This was followed by theconstruction of the dragons t a t u e i n d o w n t o w nDenpasar at "SimpangEnam" and the Dewa Rucimonument at "SimpangSiur." There are otherstatues, including a nursingmother monument near theSanglah General Hospital.All these statues wereerected to help beatify thecity. But now, with trafficjams affecting many areas ofDenpasar and south Bali, thesesame statues are seen asimpeding traffic flows.

    With plans now afoot tobuild flyovers to ease traffic flowsat busy intersections, gardensa n d mo n u me n ts ma y b ed o w n s i z e d o r r e m o v e d .Parliamentarian Suwandi hadgone so far as to suggest that anumber of statues in Bali shouldbe removed to reduce trafficcongestion.

    Rumawan joined thechorus, saying it is not enough toview statues and monuments inBali from only an aestheticstance. Prolonged traffic jams inBali also have a high social costincluding lost productivity andincreased use of precious fuel.

    Said Rumawan : "Don'tallow this to develop in anuncontrolled manner, like at theSimpang Siur round-about. Thesevere traffic congestion in thatarea is now very difficult tocontrol." The zoning expert alsocalled on the government toevaluate buildings standing inclose proximity to the traffic circle,

    retaining only thosebuildings that beautify the area.

    Rumawan wants the

    government to exercise morecaution before issuing buildingpermits, saying, "Don't beseduced by money and desires toenlarge the tax base into issuingbuilding permits that destroy theappearance of the community."He wants to see the localgovernment tighten the issuanceof building permits in strategicareas, paying attention to hownew buildings will contribute topopulation density and trafficflows.

    Rumawan also wants tosee local governments developdetailed engineering designscovering fast developing areas ofthe island, such as Seminyak,Jimbaran and Serangan. Theconstruction of roadside statuesin strategic growth areas withoutbenefit of an overall plan candestroy the aesthetic of the areasconcerned.

    Suwandi said it was timethat many of the statues standingat intersections be removed orreplaced.

    The Southside alien was

    spotted this morning nearBuddy's Pizza. He seemed to besleeping on a box of deep dish butwhen a Tommy Fiori, a ten-year-old in the neighborhood, took acloser look he could tell the alienwas sick. I told mamma aboutthe creature on the pizza box, butshe didn't want to leave the air-conditioning. My papa cameoutside with his baseball bat, buthe could tell right away the alienlooked sick. Carlo Fiori thoughtthe alien ate some bad pepperoni,but then figured that it had to bethe heat. I'm boiling my nuts off

    out here! Fiori called localauthorities, who took the alien toMercy Hospital.

    G'day again punters. What afantastic weekend of A.F.L, with the

    mighty Pies absolutely thrashing

    the West Coast. Good win

    gentlemen. The world cup has

    moved into final gear with the team

    to beat (at this point) looking that

    little more like Germany each day.

    The next big games are sure to be

    great to watch.

    Let's move onto a topic more in line

    with Bali. Although it's called the

    Island Of The Gods and a

    fantastic place to holiday or live,

    there is one underlying issue that

    rea l ly p isses me o f f . Anyguesses?? Beggers, bent coppers,

    stupid expats?? None of the above.

    My most hated thing on this little

    rock is the traffic. I live in a little

    home in Jimbaran Bay, which I

    bought years ago. Now on a good

    day if I leave the house and jump in

    the car it can take me 20 minutes to

    be sitting at the Town Houses, beer

    in hand while enjoying the war

    storeys being told by the usual

    suspects, however, lately, for some

    reason the traffic has been insane.

    It can now take me up to 2 hours in

    bumper to bumper traffic to get

    remotely close. I find myself

    parking the car at the end of the

    strip and walking the last kilometre,

    and we all know you don't get a

    body like this from walking very far,

    hence the rushed purchase of a

    new Honda scooter which is

    another complete story. The

    powers that be really need to do

    something to ease the congestion

    on the roads here as personally I

    think it is spoiling some people's

    holidays being stuck in traffic to just

    go and see the volcano or have a

    shot at white water rafting. One

    couple told me they went to Ubud

    and got caught in traffic for threehours. Not my idea of a good

    holiday outing. Part of the problem

    is the amount of taxis on the road,

    all trawling for customers and

    holding up all and sundry behind

    them. Taxis should be in a rank and

    only venture out from the rank

    should they have a confirmed call

    from HQ or someone jumps in at a

    rank. Other perpetrators being big

    trucks and delivery vehicles, these,

    should all be banished from the

    centre of town from 7am till 7pm.

    Then put a toll on any vehicle that

    drives down the main strip, that

    ought to slow them up a bit, let's

    make it 50,000rph.

    Part of the problem is parking. You

    have a two lane, one way road,

    running through the centre of town

    in which one entire lane is taken up

    with parked bikes and cars,

    basically reducing the traffic flow by

    50%. I believe large multi story car

    parks should be erected at strategic

    locations to counter this, oops I did

    forget the height restrictions on the

    island, so I guess that's out of the

    question, none the less a good

    investment for an investor that

    knows.

    Ok folks I guess it's time for a littlegreen bottle or two or three, then

    down to the beach for a few more,

    I hope your week is a good one

    and you achieve all you set out to

    achieve, and remember I don't

    suffer from insanity. I enjoy every

    Funding Being Sought toIncrease the Number of Life-Savers and Life-SavingStations in Bali's South.

    The Badung House ofRepresentatives (DPRD-Badung)is calling for more life-saving

    stations to be installed onBali 's famous Kuta Beach,increasing the current total of 6stations to 11.

    The demand for morelifeguard stands follows the deathof 3 young students enjoying aschool outing at the Kuta surf beachknown for its substantial waves.The regency's legislators areseeking a larger allocation in the2011 budget to pay for theproposed additional 5 safetystations.

    Identifying a lack of life-saving hardware and personnel onall beaches in Badung, legislators

    taken to prevent futurewater fatalities. The current numberof lifeguards working on Badung'sbeaches totals 129, substantially

    less than the 160 guards believedneeded to adequately guard Bali'ssouthern beaches. Officials havealso identified an urgent need toprovide a higher level of pay andbenefits to the people who, despitethe current limitations, are creditedwith saving hundreds of lives eachyear. In 2009 Bali's lifeguards orbalawista were involved in 369rescues and the retrieval of 16swimmers who perished in Bali'swaters.

    Millions more for scratch-Lotto four-time winner Joan

    GintherA US woman has continued an amazing run ofluck after pocketing a fourth multi-milliondollar payout from a sc ratchie ticket.

    Joan Ginther's $US10 million ($14 million)win from a $US50 scratchie ticket last week wasnothing out of the ordinary - it was the fourth time

    she has won a seven-figure sum through playinglottery.

    Her win has US news networks calling herthe world's luckiest ever lottery player.

    ABC News said Ginther's first win came in1993 when she won $US5.4 million. She won afurther $US2 million from a $US30 scratchieticket in 2006.

    Ginther then won another $US3 million in2008, again from a scratchie ticket.

    ABC news reported the 63-year-oldbought three of her winning tickets from a localTexas store.

    The lucky winner requested minimalpublicity, according to the Texas lotterycommission, and has not given any interviews.

    Scientists at the United States Library ofCongress have revealed the moment whenThomas Jefferson altered the Declaration ofIndependence to set the course of American history.

    The discovery was made public to mark theFourth of July, when the US celebratesIndependence Day.

    The blur of ink on the 1776 document haslong puzzled historians.

    Thomas Jefferson, the architect of theDeclaration of Independence, had obviouslychanged his mind about something but until nownobody realised the significance of his thinking.

    By examining the draft and the differentwave lengths of light - a process known as hyper-spectral imaging - scientists discovered his originalword was: subjects.

    But in a flash of inspiration while the ink wasstill wet he wiped it and wrote citizens instead.

    That was the moment, according to

    historians, that redefined the American colonists.

    Takeru Kobayashihas exper ienced an

    unfortunate fall fromgrace. The former hot dogeating champion is facinglegal charges in New Yorkfollowing an incident at Brooklyn'sFourth of July hot dog contest.

    Much to the dismay ofspecta tors a t the event ,Kobayashi did not compete in thehot dog contest. He said that acontract dispute kept him out ofSunday's competition. He did,h o w e v e r , m a n a g e a nappearance, jumped on stage,and was handcuffed afterwrestling with police.

    The district attorney's

    office said Kobayashi hasbeen charged with obstruction ofgovernmental administration.He's also charged with resistingarrest, trespassing and disorderlyconduct.

    With Konayashi not in thecompet i t ion , Joey JawsChestnut had a clear path at theannua l Nathan 's FamousInternational Hot Dog EatingContest. Chestnut was a manamongst boys and cruised to hisway to a fourth consecutive

    Airports anti-drug chief Colonel JosePiedrahita says Colombian authorities foundthe unusual statue during a routine securitycheck by anti-drug agents on Friday in a mailwarehouse at Bogota's international airport.

    The 36cm-high statue was inside a boxheaded for Madrid,Spain. The statue waspainted gold with greenstripes on the base.

    Lombok Fun Park Still a FrownA long-running row over aproposed fu n park at Narmada,near Mataram, has surfacedagain, with a former WestLombok legislator warning thelocal government it should bewary of giving final approval tothe company proposing theproject.

    Dianul Hayezi said he wasworried about the company's

    ability to finance thecapital investment required forconstruction of the LombokFunpark Patju, particularly sincetitle ownership of the 8.4 hectaresof land earmarked for the projectis in dispute.

    Cap i ta l investmentcannot be done before there isclarity on ownership and approvalhas been given and friends in the

    legislature must be carefulin this matter, Hayezi said inMataram.

    Caution in giving suchconsent was important becauseaccess to the land was blocked bya lawsuit, he said.

    with the Sunset Road att h e D e w a R u c iMonument (SimpangSiur) will commence in2011. The roadway isexpected to cost Rp.300 billion (US$32.6million) and is targetedto be completed in timefor a major APEC conference tobe held in Bali in 2013.

    As reported by the BaliP o s t , t h e c h a i r m a n o fCommission III of the Bali Houseof Representatives (DPRD-Bali), Putu Agus Surdnyana,

    said the bypass which will belocated on the western side ofthe Dewa Ruci Monument andrepresents the last hope toovercome traffic congestion inthe area.

    Another step discussedto reduce traffic jams near theisland's airport is the widening ofthe highway located in front ofthe Ngurah Rai Statue, near theeastern end of runway for Bali'sairport. From the south leadingto the western end of the airportauthorities would like to create a

    o n e - w a y r o a d ,necessitating the widening by 1-2 meters the current northboundlane. To achieve this, discussionare being held with the airport'sauthority, PT Angkasa Pura, tosurrender the right-of-way for the1-2 meters of roadside land thatwill make the project possible.

    A m e m b e r o fCommission III of the DPR-Bali,Ida Bagus Udiyana, said the costof creating a flyover is much lessthat installing an undergroundtunnel at the Simpang Siurround-a-bout.     or impeded by the high level ofcompensation being sought byproperty owners who will have tomove for the project to go ahead.

    Kuta Beach Has Great Views: That's the Local 'Wisdom

    Domestic tourists wisdom in the industrypatois, for wisatawan domestik are flocking toKuta Beach this school holiday season,apparently driven in some cases by theopportunities to ogle foreign female touristssunbathing there in bikinis that are a rare sightelsewhere in Indonesia.

    The number of domestic tourists visiting thebeach, usually a place dominated by foreignvisitors, has tripled recently, according to localauthorities.

    As a result the beach has been crowded

    with Indonesians in the majority andparking beachside has been difficult. Bali tourismofficials say the school influx has brought familiesfrom most major cities and also from other parts ofJava, Sumatra and Sulawesi.

    Kuta Beach, along with other Baliattractions, has long been a favorite with tourists.To some visitors, it is the chief must see spot onthe island.

    If you haven't been to Kuta Beach, youhaven't been to Bali, said one East Java visitor,Lala.

    Besides, the beach is good for both sandand waves. And you can also see the [scantily

    cited Jakarta and Bali as the country's majorgateways for illicit drugs. As reported byberitabali.com, arrests in recent years of drugsyndicate couriers at Jakarta's Soekarno-HattaInternational Airport and Bali's Ngurah RaiInternational Airport underline these two cities'

    major attraction to drug cartels.The head of BNN, Gories Mere, told those in

    attendance at a South Korean-Indonesian conferenceon controlling narcotics held in Nusa Dua that theairports of both Bali and Jakarta serve as major conduitsfor illegal narcotics.

    According to Gories, Iran is dominating as asource for the growing supply of illegal narcotics inIndonesia. "There (in Iran) the narcotics cost only Rp.

    100 million for one kilogram and can be sold here (inIndonesia) for Rp. 2 billion an increase in price of2,000%," explained the nation's top anti-drugpoliceman.

    Gories estimates that the use of shabu(methamphetamine) in Indonesia has increased by33% over the past year. Meanwhile, the use of heroinand cocaine is on the decline. However, on theaggregate, BNN estimates that illicit drug use hasincreased 300% in the period from 2003 unti l 2009.

    City Vehicle Tests FailOnly 25%

    City environment agency tests onselected vehicles show a quarter oft hem fa i l ed t o meet emiss ionstandards. The tests, at a new hard-track facility at Kompyang Sujanasports field in the city, are designed toreduce Denpasar's heavy air pollutionfrom vehicles.

    Environment chief Alit Sudibya saidthe city would continue to implementemission controls measures as part of itspollution-reduction campaign.

    Of the 32 cars and 25 motorcyclestested on Tuesday, 75 percent passed thetest based on the 2006 national ministerialdecree on threshold emission limits.

    Paul Handoko, a Jakartabusimessman, has been foundguilty in two separate trials beforethe Denpasar courts for actscommitted in connection to hisfailed attempt to wrest control of apiece of premium beach property

    on Sanur Beach.Strike OneOn April 1, 2010, a judicial

    panel led by Firman Tambunandeclared that Paul had beenproven to have committed thecrime of falsifying documents asproscribed by the IndonesianCriminal code and was sentenced

    t o t h r e e m o n t h simprisonment.

    The cour t found tha tHandoko had collaborated with now-deceased Jakarta businessman,Widodo Sukarno, to seize controlthree pieces of land and a villa in thepossession of a Singaporean

    businessman. The court found thatHandoko had falsified reportsregarding the loss of land certificatesin order to obtain replacementcertificates that could then befraudulently transferred to his name.

    Strike TwoDuring the investigative

    process prior to his trial andconviction for falsifying documentsin January 2009, Handoko wasbrought to the prosecutor's office inDenpasar for questioning. Duringthat visit, Handoko, in an attempt toavoid being photographed, struckout at a Radar Bali photographerresulting in facial injuries to thejournalist.

    Charged under the PressLaw, Handoko was sentenced onJuly 1, 2010, to an additional onemonth in jail.

    Both sentences are underappeal by Handoko who remainsfree pending a final decision from the

    A MASSACHUSETTSman has been charged withrobbing a bank of more than$32,000 ($37,800), then fleeingthe scene on a bicycle.

    The Department of

    Justice says HarleyTraverse, 25, is alleged to haveentered a Citizens Bank branchon Main St, South Kingston, onRhode Island at about 9.08am(local time) on March 12 andhanded a teller a note demanding$US50,000.

    The note warned the teller

    that Mr Traverse had a gun and apolice scanner.It was alleged Mr Traverse

    left the bank with about$US32,400 ($38,200) and rodeaway on a bicycle.

    If convicted, Mr Traversefaces up to 20 years in US federalprison.

    Judge Lincoln DAlmondordered Mr Traverse be detainedfor a hearing at a later date.

    parking ticketA NEW York City judge has beenfired from his job and fined $5500after accepting popcorn as a buy-offfrom a snack food delivery driverwith too many parking tickets.

    Alan Rubin, employed asan administrative law judge by thecity's finance department since May2004, got the heave-ho because heaccepted six to eight bags of freepopcorn a year earlier from a food-

    delivery driver whose tickets he haddismissed, the New York Postreported.

    Mr Rubin agreed to pay a$2500 fine to the Conflicts ofInterest Board after his firing in June2009 - making this the mostexpensive snack of his life.

    Sources said Mr Rubin wastripped up when he brought some ofhis bounty into the office to sharewith coworkers. One of them gavehim up.

    Hawthorn captain Sam Mitchell will miss histeam's next two AFL games after undergoingsurgery for a broken hand.

    Mitchell had a plate inserted on Mondaynight following a slight fracture to his right handsuffered suffered in Friday night's win against the

    Western Bulldogs at the MCG.Hawks football manager Mark Evans said

    on Tuesday the decision to insert a plate was madeafter it became apparent that Mitchell would missthis weekend's match against Geelong.

    Mitchell had surgery on Monday night."We had decided that inserting a plate was

    the best option as he would have missed thisweek's match anyway due to the fracture," Evanssaid.

    "The plate will give him maximum strength

    around the fracture site and he is likely to onlymiss one to two weeks, depending on how it settlesdown."

    EIGHT AIN'T GREAT.Whoever claims the final spot in this year's

    eight is wasting their time. Last year we sawEssendon sneak in and get annihilated by theCrows in the first week of September. You will begetting good odds if you think that will change thisseason. Round 14 wasn't a good one for the'contenders'. The Swans let a chance to consolidatetheir pace in the top half of the competition slip whenthey gave up a 33-point lead to Richmond. NorthMelbourne were handed a reality check by anundermanned Geelong down the highway. Perhapsthe most telling thing about the race for eighth is thefact Adelaide have closed to within two games of aplace in the finals. Perhaps a wildcard play-off underthe new system isn't that crazy after all. At least thena side with form is likely to be there when the whipsare cracking.

    HARD-HITTING HAWKS.Hawthorn have rediscovered their form on

    the field and Alastair Clarkson is ensuring theHawks are back to their unsociable ways off it.Clarkson and club legend Dermott Breretonclashed on the airwaves on Saturday. The Hawkscoach accused Brereton of betraying the club anddisclosing private information in his recent articlesuggesting that Luke Hodge would have been abetter captain than current skipper Sam Mitchell. Itwas uneasy listening on Melbourne station SEN.Clarkson told Brereton that he had "crossed theline" and suggested his allegiance to his mediaemployer was stronger than his ties with the

    Hawks. Clarkson's stance reminded many of theHawks of 2008, the year they won the flag.

    THE LONG HAUL.In the next two seasons we are going to get two new teams in the competition. That's likely to see

    the home-and-away season stretched beyond its current 22-week system. While we all love our footy, isthat going to prove to be too much of a good thing? At the moment there are nine teams with a realisticchance of making the finals. Half of those can't win the flag and it's round 14. Port Adelaide, BrisbaneLions, West Coast, Essendon and even the supposedly improving Melbourne Demons have eight weeksof torture left. Let's hope they can find positives in the long road to round 22.

    Five defeats in six games,42 points scored in its last fiveencounters - Parramatta is a club incrisis, admits skipper NathanCayless.

    Favourites to win the NRLgrand final at the start of the seasonafter a stunning second half to the2009 campaign, a top-four spotlooked a shoo-in even before a ballwas kicked.

    High-profile signings such as NSW propJustin Poore, Sydney Roosters backrower ShaneShackleton and the return of Timana Tahu from aspell in rugby, bolstered an already powerful-lookingroster.

    The re-signings of superstar Jarryd Hayneand exciting young playmaker Daniel Mortimer justbefore the start of the season added to the hype.

    But it has not gone to plan. Poore hasstruggled to settle since arriving from St GeorgeIllawarra, Shackleton sustained a season-endinginjury in his first game and Tahu is midway through afour-game suspension following his brain snapagainst Newcastle.

    In addition, Hayne looks a shadow of theplayer who won the Dally M Medal last year andMortimer is suffering from second-season syndromeas he struggles to cope with his move to half-backfrom five-eighth.

    With 17 rounds now played and no more byeweeks available, the Eels sit in 10th spot followingSunday's 35-6 defeat by the Warriors, four pointsoutside the top eight.

    "We're probably a club that has about three orfour crises every year," said Cayless.

    "It's just part of the game and it's our turn at themoment, if we get a couple of wins it will be someoneelse's turn to be in crisis.

    "You've got to wingames, that's what weget paid for. We're notdoing that at the momentand we'll be in crisis untilwe have a win."

    "It was just a couple of little fundamental errorsthat really hurt us ... but we've got to keep working andkeeping digging to get a win next week."

    The Eels, like l ast year, have a difficult run towardsthe end of the season.

    They visit Penrith, Brisbane and the Gold Coast inaddition to western Sydney derbies against Wests Tigersand Canterbury and a potentially crucial battle againstSydney Roosters in round 21.

    And although they will take heart from their run lastyear, winning seven of their last eight games beforereaching the grand final, Cayless warned againstexpecting a repeat performance.

    "Last year was last year, it's totally different thisyear," the skipper said.

    "We're not playing that well at the moment in termsof our attack and we've just got to get some confidence byplaying confidently, we've got to break the shackles, getsome points on the board, score some good tries and getour confidence up.

    issued with a $5000 breach noticeover comments coach Brian Smithallegedly made to referees at half-time in the NRL club's win overCanberra.

    The league says Smithdirected comments on the penaltycount to whist leblowers BenCummins and Tony De Las Herasduring the break in the Canberra

    Stadium match, won 22-12by the Roosters.

    "Reports from the refereesand the ground manager confirmedthe comments were directed againstthe officials as they walked towardstheir change room and related to thepenalty count in the match," the NRLsaid in a statement.

    The league said clubs hadbeen warned in May after a numberof incidents where club officials hadgone close to breaching the rulesrelating to match officials.

    Brisbane are sweating on theresults of Brendan Fevola andMatt Maguire's fitness tests asthe Lions look to bolster theirside for the round 14 clashagainst St Kilda.

    The Lions have given upthoughts of making the finals butare determined to regain somerespect.

    Although their confidencehas been battered over a dismal10 weeks, the mood was good

    after the news popularrecruit Xavier Clarke will makehis long-awaited debut in thereserves against Broadbeach.

    The Lions have beenrocked by injury and has hadto deal with an unprecedentednumber of controversies -

    most of them surrounding Fevola.Veteran Simon Black, who
