and down the country will be alltoo aware of the range ofproblems the cold weather hasinflicted on their property.

One of the most common ismould. It might not sound like aparticularly serious issue, but forthousands of landlords andtenants in the UK it is a majorheadache.

Capable of growing anywherefrom carpet to clothing, insidewalls, on pipes and above ceilings,mould causes more disputesbetween landlords and tenantsthan any other issue.

Not only can it be extremelyexpensive and difficult to fix, itcan damage the health of peopleliving with it through theallergens, irritants and toxins itproduces.

Jane Wilkinson, Leaders’regional director for Sussex, said,“Mould can seemingly appear outof nowhere and very quicklybecome a huge concern in manyproperties.

“We often see landlords andtenants pointing the finger at eachother when mould appears, with

the former suspecting itspresence is the result of thelifestyle of the latter. However,tenants often believe theirlandlord should have done moreto prevent it.

“Most cases we are alerted toare the result of high humidityrather than any faults with abuilding, so the most effective,approach to take is to implementmeasures that reduce moisturewithin a home.”

Leaders has compiled fivepractical tips to help bothlandlords and tenants reduce thelikelihood of their property beingaffected by mould.

Identify problem areas ina propertyWhile it is impossible to entirelymould-proof a property, you canstrengthen its defences. Thinkabout which areas are at mostrisk. For instance, does thebathroom flood or doescondensation form around thebedroom window?Preventingmould in these places could be assimple as treating them with theright products or making minorrepairs.

Focus on ventilationThe growth of mould can beaccelerated by some everydayactivities. Cooking dinner, taking ashower or doing the laundryreleases moisture into your home,so make sure you have effectiveventilation systems in place toensure it does not stick around.

Divert water away fromyour propertyIf the terrain around your homedoes not naturally slope, allowingwater to flow away, it couldgather and eventually seep intoyour basement or walls. Find away to push it as far away aspossible.

Monitor humidityIndoor humidity should bebetween 30 and 60 per cent. Agood hardware store will sell adevice that allows you to measureyour exact level, and if you find itis too high, you can take action introublesome spots, such as areaswhere condensation builds.

Dry wet areasIt is impossible for mould to growwithout moisture, so it is crucialthat you dry any area that

becomes wet immediately.Whether your bath water hasspilled on to the floor, a pipe hasdeveloped a leak, or there hasbeen heavy rainfall, aim to dry itas soon as you can.

Who are you going to vote for? This isthe question on everyone’s lips atthe moment. As the CommercialManager at Latest Homes I can

hopefully give a guide as to the main parties’manifesto claims about housing, housebuilding, tenants and various taxation that willbe brought in, or not, dependent on which partyor parties come in to power. I have identifiedfive key areas that are open to discussion; themansion tax, the right to buy, the housingshortage, affordable housing, and last but notleast the issues with longer term tenancies andthe ‘banning of rip-off letting fees’.

LABOURMansion TaxIn February 2013 Ed Miliband said that he

would; “if in government, introduce a mansiontax and re-introduce a ten pence tax rate for lowearners”. The tax is only a proposal in theUnited Kingdom and the concept of a mansiontax is widely attributed to Vince Cable.

The 2014 Autumn statement by GeorgeOsbourne announced changesto the stamp duty whichmeant that a buyer of a houseat £2m would now have to pay£153,750 in stamp duty. In hisspeech he alluded to thisbeing his alternative toLabour's mansion tax, but hasrecently been quoted assaying; "We are not going tohave a mansion tax, or a newtax that is a percentage valueof people’s properties. Beforethe election they will call it amansion tax, but people willwake up the day after theelection and discoversuddenly their more modesthome has been labelled amansion.”

It is considered by some commentators to bea levy of £3,000 per annum on propertiesbetween £2 million and £3 million with highervalue properties the bill is likely to be £12,000.

‘Longer term tenancies and the banning ofrip-off letting fees’ – Labour has a plan forGeneration Rent

A Labour government will support renterswith longer-term tenancies and banning “rip-offletting fees.” Labour attempted to end a"fundamentally anti-competitive corporatepractice" with an amendment to the ConsumerRights Bill that would have banned lettingagents from charging fees to tenants, but wasdefeated by MPs. Labour wants to change thelaw to make three year tenancies the norminstead of the current 6 or 12 month tenanciesthat are currently in place. They want to makerent increases more predictable and they planto ban letting agents charging fees to tenants.

So landlords would face 1970s-style caps onrent increases under a Labour government. InApril 2014 the Conservatives said the policy hadbeen tried unsuccessfully by socialistgovernments in Venezuela and Vietnam, andwould result in low quality accommodation andfewer homes being rented out.

LIBERAL DEMOCRATSAffordable HousingThe Liberal Democrats’ website states: “Britainhas had a housing shortage for years. We areworking to tackle this problem in government.Together, our housing policies will create up to340,000 construction jobs.”

They are wanting to bring 70,000 homes backinto use, make 190,000 homes more affordable,make available £10bn to help builders borrowmoney for new house building and providehelp for first time buyers by making mortgagescheaper.

Rent To OwnThe ‘Rent To Own’ scheme, which forms part ofthe Lib Dem's new manifesto, aims to help youngpeople build up a share in their home throughrenting. The scheme will involve participantspaying a monthly amount, equal to marketrent, for 30 years at which point, they will own theproperty.

"Rent To Own will mean, regardless of theirbackground and family circumstance, they willbe able to make this a dream a reality. This isabout building a stronger economy and fairersociety, and making sure Generation Rent hasthe same opportunity to get on in life as theirparents and grandparents before them."

However, the ‘Rent To Own’ monthlypayment is expected to be higher than amonthly mortgage payment for the sameproperty. So the scheme will probably onlybenefit first-time buyerswho have relativelyhigh incomes.

Housingassociations will haveto build newproperties specificallyfor the Rent To Ownmarket.

CONSERVATIVERight to buy “Right to buy for 1.3m families in housingassociation properties will be at the centre ofConservative manifesto”- The pledge isexpected to see tens of thousands of housingassociation tenants a year take up a discounton buying a housing association property thatwill be capped at just over £102,700 in London,and £77,000 for the rest of England.

Councils will also be required to sell aboutfive per cent of their remaining council stock.These most-valuable properties will only besold once they became vacant, and once sold,councils will be required to build a moreaffordable, cheaper property on a one-for-onebasis.

New DevelopmentA Conservative Government would expect

around 15,000 of these high value councilproperties will become vacant annually, andproceeds from these sales will release £4.5bn ayear – cash that will not only build newaffordable property, but also fund the proposeddiscounts to tenants, creating a £1bnBrownfield regeneration fund that will produce400,000 new houses over five years.

UNITED KINGDOMINDEPENDENCE PARTYUKIP Housing Spokesman AndrewCharalambous said; “We talk straight I want itto be known categorically that we will protectthe British countryside not only by undoing thebogus Tory localism of imposing untenablehousing targets on local authorities, but byscrapping HS2 and putting an end in the UK toone of the biggest scams in history – the EUwind farm project.”

He has gone on to say; “We will reformleasehold law, making it easier for leaseholdersto extend their leases and challengeunreasonable service charges. Council housingentitlement should be first and foremost forthose who have contributed to the system. It istime we ended the perception that Britishpeople are at the back of the housing queue.”

• Brownfield RevolutionDecontamination assessment grants, removeStamp Duty from brownfield first builds andVAT from brownfield conversion costs. Plus asystem of brownfield bonds. Building 1mhomes on brownfield by 2025.

• Change the planning presumption in favour ofresidential in off high street office andcommercial buildings.

• Merge planning and building controldepartments in local authorities, thusexpediting, simplifying and cutting the cost andbureaucracy involved in the planning andconstruction process.

GREEN PARTYAffordable HousingThe Green Party state that they want secureaffordable housing for everyone. “We all wantwhere we live to feel like home, to feel safe andsecure”.

“The Coalition has made this more difficultby pushing through the hated bedroom tax forsocial tenants, allowing landlords free reign toraise rents faster than inflation, and failing toinvest in the supply of housing so that homesare over-priced and out of reach for many”.

They will:• Abolish the bedroom tax.• Build 500,000 social rented homes by 2020and bring empty homes back into use to ensureeveryone has access to an affordable place tolive.• Cap rent and introduce longer tenancies toprovide greater protection for renters.

So how will the proposed manifesto claimsaffect Brighton & Hove?Building work is starting on 29 new councilhomes at five sites across the city, with around200 more in the pipeline, and 159 homes havebeen let since June 2014 to date (Brighton &Hove Council Homing In Newsletter Spring2015). There are a number of sites that arecurrently being constructed to enable partownership and for key workers in the city,which is certainly a good thing. However as acity, we are very restricted regarding space tobuild on. Recently planners rejected a planningapplication to put 85 homes on a greenfield siteon Meadow Vale, in Ovingdean.

Brighton & Hove Council’s City Plan will bethe council’s key planning document and willprovide the overall strategic vision for the

future of Brighton & Hove to 2030. It will set outhow the council will respond to local priorities,meet the challenges of the future and identifythe broad locations, scale and types ofdevelopment needed together with thesupporting infrastructure. The draft can beseen at www.brighton-hove.gov.uk/content/planning/local-development-framework/city-plan.

Right-to-buy has always been a contentiousissue since the Labour Party initially proposedthe idea of the right of tenants to own thehouse in which they live in its manifesto for the1959 General Election – which it subsequentlylost. And after Margaret Thatcher becamePrime Minister in May 1979, the legislation toimplement the Right to Buy was passed inthe Housing Act 1980. Michael Heseltine,through his role as minister for theenvironment, was in charge of implementingthe legislation. Some 6 million people wereaffected and about one in three actuallypurchased their unit. 

Council house tenants will not be allowed tobuy their own homes, under plans unveiled bythe Green Party. Leader Natalie Bennett saidher party would build 500,000 social homes onBrownfield sites, particularly in the north andthe Midlands. The party would also bring700,000 empty homes back into use. Labourwants to make first-time buyers exempt fromstamp duty on homes up to £300,000.

Brighton & Hove has always had a high rentaldemand, which is now affecting the lower paidresidents who are looking to live and work inthe city. Rental prices are constantly on theincrease and that, with the fees that arecharged by letting agents, is making itincreasingly difficult to find a property to rent.

Our city is a fantastic place to live, work andplay. Let’s hope that whicheverparty is elected there is abalanced and consideredapproach to the need for newhomes in the city.

What made you want to become an MP?Business and politics have been continuousthreads throughout most of my adult life.

Twenty-three years go I was elected to EastSussex County Council and I stood for councilin 1993, 1994 and 1995 in Kingscliffe, Marinaand Rottingdean wards. I was elected to CityCouncil and campaigned to make Brighton &Hove a city.

I was born in Hastings and I am very proudto have lived in Brighton for the majority of mylife. I can trace my family history for hundredsof years, and being an MP is a real privilege.Being an MP for an area you know and love, inwhich your family have lived is wonderful.

I have 6 children ranging from 12 years to 23years, and feel very part of this community.

What did you do prior to being an MP?I ran a chain of businesses with my businesspartner, Martin Webb, [Webb-Kirby ran thesuccessful chain of pubs, restaurants andnightclubs in Brighton]. I was involved in thesuccessful launch of Surf 107, which is nowJuice 107 FM.

What has been your proudest achievement inthe last five years?The hospital campaign has been a significantpart of my work. A new £480 milliondevelopment which willcreate a world class hospitalfor the city. The people of thiscity have waited over 50 yearsfor a new hospital, and if Ihave played even a smallpart in that, that makes me avery happy man.

Staff at the Royal SussexCounty Hospital all dofantastic work, but some ofthe buildings pre-dateFlorence Nightingale datingback to 1822. The hospitalneeds modern heating,ventilation, storage space,level floors and good ceilingheights for a modernhospital. If we want 21stcentury care, we need all

these facilities as well as a helicopter!Also the Saltdean Lido is now happening.

Seven million pounds of new investment,when everyone said it wouldn’t happen andwe’ve proved them wrong.

I pushed forward same-sex marriage in ourparty. Brighton will be in the history books, asfamously the first same-sex marriage tookplace at Brighton Pavilion.

If re-elected, what are your key aims?I am happy to be a hardworking, local MPaddressing the concerns of all constituents. Itry hard to work for everyone, not justConservative voters.

What do you really love about Brighton?I live in Kemptown. The constituency is from

Palace Pier to the Newhavenborder and encompasses theAmex Stadium. 90,000 peoplelive in this area, and I amproud to live in the centre, theheart of this great area.

Brighton is a fantasticallydifferent place on almost everylevel. All year round there arethings happening. I’ve beenhere most of my life and amstill discovering more andmore things.

I’m a fan of both WhitehawkFootball Club and Brighton &Hove Football Club.Peacehaven and Telscombe are

also doing well.Football is anintegral part of the

city. Whitehawk stand agood chance of going up– they play in the Rymanpremier. Chris Hughtonis doing a great job atBHAFC. I have twoseason tickets, both inthe North Stand. It’s niceto be part of a livelycrowd and a nice breakfrom being an MP.

For an ideal day in Brighton, we’re spoilt forchoice. The Plough in Rottingdean for lunch, isgreat, although there are a huge selection ofrestaurants and cafes, we forget how lucky weare. I’d go to the football at Whitehawk or theAmex, Franco’s to get my hair cut, and for theevening, catch some live music. We’re lucky tohave the Concorde in our constituency, it’s agreat rock venue.

I love being an advocate for this city.

What do you think of all the newdevelopments happening in the city?The city is growing. There are a number ofinteresting new startups, a fall in youthunemployment and expansion of theuniversities. But we need a robust city plan.Whether you’re a business or a resident, youneed certainty. I’ve campaigned for increasedrail capacity, for an extra line down toBrighton. Gatwick expanding could also createmore jobs. We need tolook at building onmore brownfield sites.

Any predictions forthe election?We’ll wait and see!

CAROLINE LUCASThe Green Party candidatefor Brighton Pavilion talks toLatest

What has it meant to you to be the MP forBrighton Pavilion?I’ve sought to be a good local MP, making sureBrighton always comes first and at the sametime being a strong national voice. I have noParty Whip and it means I’m free to reallyrepresent my constituents.

Some of the most rewarding moments in myfirst term have come from successful localwork: standing up for my constituents, oursmall businesses and local organisations. Myweekly surgeries and additional ‘roving’Surgeries across the constituency (and on theodd bus!) are incredibly important.

My Pavilion constituents have fed into everyspeech and vote. It’s a privilege to fight theircorner.

What made you want to become an MP?Because I believe in a fairer society and safer,healthier environment.

What did you do prior to being an MP?I worked for Oxfam for 10 years, most recentlyas head of their Trade Policy team, and alsohad a year’s secondment to help set up a newInternational Trade section at the Departmentfor International Development. I also spent 10years in the European Parliament.

What has been your proudest achievement inthe last five years?I’ve been fortunate to enjoy some reallyeffective collaboration with colleagues acrossthe benches.

I’ve been able to push forward debates andpress parties to be more progressive on keyissues like a public and protected NHS andrailway.

Small businesses are crucial to Brighton. Ihelped secure an extension to thegovernment’s small business rates reliefscheme, won the commitment from energysuppliers to give small businesses the choice toopt out of contracts each year and tabled asuccessful amendment to a Bill which meansyou cannot knock down a pub or change its usewithout planning permission – to protect ourcommunity pubs.

I successfully campaigned to make domesticabuse a specific offence – and there’s muchmore still to do. And my Bill to make age-

appropriate personal, social, health andeconomic (including sex and relationships)education statutory in schools has beenincredibly well-received across parties, thepublic and education and welfare groupsacross the country. That means a lot to mebecause it was inspired by the brilliant work atthe local Patcham High School.

If re-elected, what are your key aims?To oppose austerity, and champion far moreambitious policies to tackle the climate crisisand the crisis of cold homes.

I’d press parties to champion far moreaffordable housing, keep our NHS truly publicand bring rail back into public ownership.

Reform is also key – many people don’trealise the stranglehold party officials haveover their MPs. I’m lucky – as a Green, I have afree voice, but that shouldn’t be the exception,it should be the rule!

What do you really love about Brighton?I love that we’re bordered by both sea androlling South Downs. The vibrancy of the placeand people – it’s so innovative and creative andwe have such a strong community here ofindependent small and micro businesses. I’mso proud to serve in a city where time andagain we see diversity, justice and equality notjust tolerated – but actively celebrated.

What do you think of all the newdevelopments happening in the city?I think development can be very important andexciting - and it’s also important to protect our

heritage and culture and all that’s preciousabout our city, including the natural beauty ofits surroundings. I think local input is crucial aspart of any process. This is our city; its peopleneed a voice in how their communities develop.

Any predictions for the election?The only thing we really know isthat smaller, progressive partieslike the Greens will have agreater influence than everbefore. I wouldn’t ever propup a Tory Government. Butthe idea of workingtogether to support aminority LabourGovernment on a case bycase basis is an interestingone. Labour has spent fiveyears in official oppositionnow – but has opposed fartoo little. It’s crucial wehave a strong, independentGreen voice in Parliamentto stand up for Brightonand press Labour to be thebolder and moreprogressive party manywant and need it to be.

My last memory of theLansdowne Hotel onLansdowne Place wasdancing to Rat Pack

classics with singer David VanDay and local builder JohnRegan. We had a great eveningbut did chuckle about the stateof the place. That was oneChristmas some years ago.

There were no doubt similarfestive celebrations over theChristmas period in 2012 withthe principal difference that,unbeknownst to staff, the hotelwas about to close. Theannouncement was made onNew Year’s Eve apparently. Itmust have closed quickly asdecorated trees are still scatteredaround the entrance foyer.Bottles of spirits in the bar arestill in situ. Uniforms still hang inthe staff room.

Many local people know theLansdowne by its former name,the Dudley Hotel. Some call itthe ‘Deadly Dudley’, presumablyon account of the dodgy food.Few probably appreciate thatthe hotel began as a terrace ofsix distinct houses calledLansdowne Mansions. The Dudley grew from a boarding house in thesouthernmost of the six houses until all six were included.

The street was developed from the 1820s and was originally called WickRoad. It became Lansdowne Place in 1834. There were once a number ofschools on the road but the use now is primarily residential. Planningpermission exists for the conversion of the 84-bedroom hotel into 45 flats.

Exploring old hotels, looking for bits of history, is a fascinating task. Ittends to be the case that most public-facing areas have little of interest tooffer. Successive refurbishments see to that. It is the behind-the-scenesareas that give the clues – cellars, staff rooms, service staircases. Iparticularly like a hidden 1930s lift at the rear.
