Local Development Order - Purpose

Statutory local planning provision Promoted, consulted upon and owned by Local

Planning Authority To establish more detailed planning guidance and

control over minor works Secretary of State can overrule if considered

appropriate

Page 33: Local Liaison Committee Presentation 11th March 2015

33

LDO – Examples of Minor Works Example Possible Condition Car Park and Surfacing Not to exceed Travel Plan Cap Re-cladding / Replacement windows

In accordance with Estate Standards

Lighting Columns To agreed max lux levels CCTV < 6m and > 150m from the

boundary Minor Extensions In central planning zones

Minor Demolitions Compliant with Code of Construction Practice

Page 34: Local Liaison Committee Presentation 11th March 2015

34

LDO – Key Considerations Extended planning control for West

Berkshire Council (WBC) Only relating to specific minor works Prior notification will be part of the process

Streamlined approval process Subject to “conditions”

EIA requirements apply To overall LDO; and Specific minor works

Page 35: Local Liaison Committee Presentation 11th March 2015

35

LDO – Next Steps

Prior consultation with all interested parties Needs broad agreement to the merits of an

LDO Understand likely impacts (planning policy,

transport, visual, contamination, surface water management / flooding etc) Establish legal framework

AWE sites – Public consultation themes

• Programme scope: – what happens if the GDF isn’t ready by 2040 or within 100

years? – would future classes of submarine RPVs be stored too? A

concern that once the RPVs are stored on a site there will be pressure on the site to store other things

• Transport: – would changes to local roads be necessary? – would the A340 be big enough? – concern about the route and whether roundabouts/bridges could

be negotiated – damage to roads caused by construction traffic will get worse – what happens if there is a transport accident?

Page 60: Local Liaison Committee Presentation 11th March 2015

AWE LLC, Submarine Dismantling Project Slide 60

• Safety: – how can it be safe to bring more radioactive waste when no

more houses can be built in the area due to AWE (referring to the DPZ)?

– plans for 1000s of houses the other side of the M4 could have an impact

– concerns raised about AWE’s safety record – concerns raised about the flooding risk on the Burghfield site and

concern about contamination of the watercourse • Security:

– concerns around the security risk – a comment that the RPVs should be stored somewhere owned

by the MOD i.e. Aldermaston or Burghfield

AWE sites – Public consultation themes

Page 61: Local Liaison Committee Presentation 11th March 2015

AWE LLC, Submarine Dismantling Project Slide 61

AWE sites – Public consultation themes

• Benefits/Impact: – would the store bring any additional employment to the

area? – what would be the impact to the local area, including noting

that it is a densely populated area? – why will there be no benefits to the local community? – will there be any impact on the DPZ from the store? There

had been some hope that the DPZ would be relaxed

Page 62: Local Liaison Committee Presentation 11th March 2015

AWE LLC, Submarine Dismantling Project Slide 62

AWE sites – Summary findings to date

• While some ‘nimby’ opinions were raised, on the whole workshop attendees felt reassured that storage of the RPVs was well within the capabilities of AWE and were supportive of the approach being taken

• Generally there was praise for the openness of the consultation and the information provided

• However, there were some concerns as outlined previously

Page 63: Local Liaison Committee Presentation 11th March 2015

AWE LLC, Submarine Dismantling Project Slide 63

Site assessment

• Assessment of the shortlisted sites based on a number of criteria: – Operational Effectiveness – Investment Appraisal – Strategic Environmental Assessment (SEA) – Other Contributory Factors

• Shortlisted sites are preparing their submissions to SDP • Stakeholder positions and the outcomes from Public Consultation

form an important part of the assessment process, feeding into the Other Contributory Factors criteria

Page 64: Local Liaison Committee Presentation 11th March 2015

AWE LLC, Submarine Dismantling Project Slide 64

Next steps

•Publish Post-Consultation report mid 2015. •Obtain site data and site submissions to progress detailed assessment.

•Prepare Business Case to recommend a site to the MOD Investment Appraisal Board.

•Approval of the recommended site is planned mid 2016. •Continue SSG/ LLC Communications
