GREETINGS MANASOTA 10-13 CLUB MEMBERS,
Thanks to all Club volunteers that have stepped up to help with the upcoming annual Picnic to be
held on Sunday, 4/22, 11 AM to 4 PM at the North Jetty Pavilion on Casey Key. Sgt.-at-Arms, Mark and
his committee really appreciate the help. Volunteers need to meet at FOP Lodge in the morning to
pick up coolers, etc. to bring to Picnic Pavilion. Thanks to all who attended and helped with the St.
Patrick’s corned beef & cabbage dinner meeting, especially Chefs Paul and Woody.
There will be no general membership meeting held during the month of April due to the Annual
Picnic of Sunday, April 22, 2018. The cost of the picnic will be $12.00 pp, all you can eat and drink,
with children 12 yoa and under Free. Please mail check to Joe Timmons, 7614 Rio Bella Place,
University Park, Fl 34201 or just let him know (212-991-8314) you are attending and will pay at the
picnic. Donations of salads and desserts are always appreciated. This year we have added 2 fun
games, an adult & a children’s bean bag toss game. The winner of each competition (adult &
children 12 yoa & under) will win a NYPD Baseball style cap. We may also have an adult horse shoe
toss game set up as well.

Next scheduled “Dine-A-Round” is Thursday, 4/26 at the Columbia Restaurant on St. Armand’s Key at
5:30 PM. We have secured their private room.
The May regular scheduled General Membership meeting will be held on Tuesday, May 22, 7 PM, at
FOP Lodge 3. The June meeting will be held Tuesday, June 26th

during the months of July & August.
Reminder: For a few last minute hold outs, dues are now OVERDUE to be mailed to Treasurer, Joe
Timmons at address above. Now $30.00 dues. If you have not paid you will NOT be receiving the
Newsletter or pertinent e-mails that are for current PAID members only. Also, Newsletter business

expiration date on your ID Card, it’s good forever, no need to ever renew.

After having corned beef with the usual accompaniments prepared by Chef Paul, and Chef Woody, Tony Marone called to order the meeting of the MANASOTA 10-13 Club at the Fraternal Order of Police Lodge # 3.

President Tony Marone requested a motion to be made to waive the reading of the minutes from the last meeting,
motion made by Paul Redecha, seconded by Mark Meyers, and approved by the membership.
OLD BUSINESS A. Keep your contact information updated so the newsletter gets out to everyone. Membership applications are in the
newsletter, please actively recruit new members. New or renewed advertising in the newsletter is $35 a year for a

this case seconded by Bobby Chico, discussion on the topic and denied by the membership majority vote.
C. Discussion on associate memberships. By-Laws (1st reading) to be amended to increase from 10% to
49% cap of Associate Members. D. Vic Rohe discussed the new gun laws.

EDITOR’S CORNER
s a reminder to the membership, we will
be having our yearly picnic. The picnic
will be held on April 22nd at 11am at the
Nokomis North Jetty’s. The cost of the picnic this
year will be $12 per person including spouse and
friends but children 12 and under are free. In the
past we have had a fantastic time. So please,
breakout your suntan lotion, bathing suits and
bring a healthy appetite. Mark your calendars
and make every effort to attend this function. We
always have a great time! Remember, only paid
members and their guests can attend.
It is with great sadness and
condolence that I report that one
of our recently returned member
has passed away. Mike Mahaney passed on or
about April 8th 2018. He only recently returned to
the club several months ago. Mike originally
joined the club in 2003. May he rest in PEACE !
I will not be attending this years picnic, I will be

Medicare Part B Reimbursement
The City will reimburse retirees and their eligible dependents on Medicare for Medicare Part B
premiums, excluding any penalties. You must be receiving a City pension check and be enrolled as the
contract holder for City health benefits in order to receive reimbursement for Part B premiums.
For most retirees, the refund is issued automatically by the Health Benefits Program. If you are
currently receiving your pension check through Electronic Fund Transfer (EFT) or direct deposit, your
reimbursement will be deposited directly into your bank account. This will be separate from your
pension payment. If you don’t have EFT or direct deposit, you will receive a check in the mail in June.
If you were eligible for Medicare Part B Reimbursement for prior years but did not enroll by providing
a copy of your Medicare card, reimbursement is limited to the previous three (3) calendar years. To
enroll, please complete the Medicare Part B Reimbursement Program Application.

CONTEMPORARY TELEPHONE SCAMS
We are in the age of cyber crime. Crooks steal your money by calling and making a pitch that frightens you or seems too
good to be true.
Cyber security firm “Caller Smart”.
“Phone scams are no joke. Scammers target millions of Americans every year via robo dialers. Folks fall victim because
they are threatened with arrest warrants or guaranteed free vacations. One of the most infamous phone scams, the IRS
scam, has stolen over $14 million collectively since October 2013 and it's on the rise. At CallerSmart we see a wide variety
of phone scams, and thanks to our vigilant users we spread the word. We've made a list of the 8 most common phone
scams to watch out for.”
1. Free Vacations and Prizes
You finish your day at work and you have a voicemail from an unknown number: "Congratulations! You've won a free
cruise to the Bahamas! This is too good to be true. The free prizes, Disney trip, Caribbean cruise, dream vacation, etc. is a
common scam. What you've won might change, but the scammers still want the same thing: your personal info and
money.
2. Phishing Scams
Phishing scams are usually carried out via email or websites, but there are also phishing calls that try to convince you that
there's an issue with your computer. These scammers will make you think that your computer and privacy is at risk to get
information out of you, or to get you to download malicious software that can steal your information.
3. Loan Scams
What do auto loan, student loan, small business loan and payday loan phone calls all have in common? They're all
typically scams. We've come across all sorts of loan scams
4. Phony Debt Collectors
Equally as annoying as loan scammers, but a bit more discouraging because of the threats they make, phony debt
collectors can be a serious problem. If you get a call from a debt collector ask for their name, number and company
information, then end the call. Afterwards you can check with your creditors about the call.
Never give your personal sensitive information out over the phone, in an e-mail, or responding to a letter from someone
who contacted you that you do not know.
5. Fake Charities
Sadly, some people feel they have nothing better to do than pose as fake charities and scam people out of money. One of
the most common fundraiser telephone scams involve people pretending to collect money for local police and fire
departments and other well known charities..
6. Medical Alert/Scams Targeting Seniors
Seniors are especially vulnerable to phone scams because scammers target them the most. One of the most common
scams that aims to con seniors are free medical alert system offers. Much like the free giveaway scams, medical alert
scams ask for personal information. It’s best to just hang up on these callers whether they’re offering free medical
systems, discounted prescriptions, or making threats. If the DEA really had a warrant out on you they wouldn’t be calling
you about it, this is a very common type of scam aimed at making people panic and react quickly.
7. Warrant Threats
Similar to the IRS scam, calls threatening that you’ll be arrested can be really stressful. They are designed to make people
panic. You or someone you know might have received phone calls from someone claiming to be the sheriff’s department,
or DEA, or even the FBI. When you get calls like this don’t trust them.
8. IRS Calls
The most common and publicized of phone scams is the IRS scam. Robo dialers call thousands of people daily trying to
catch them in this scam. We’ve found numerous examples from all over the country in our phone book:

“In the past year “I have received 3 of these telephone calls. One was from New Zealand - scared the hell out of me
because my sister happened to be there on vacation at the time. All three callers had heavy accents which I think were
Middle Eastern.”

File A Complaint Against GHI
The Following, although it is concerning North Carolina 1013, the same problem is true here
in Florida.
Hi All,
A week does not go by where I am not contacted by a club member who has a problem locating a GHI participating physician.
The NYC Office of Labor Relations informed the attorney involved in the lawsuit against GHI that they have not received any complaints against GHI.
We need to change this.
It is important that everyone files a complaint with the NYC Office of Labor Relations at:

Below is the information I included in the complaint I filed with Commissioner Linn, NYC Office of Labor Relations.

Commissioner Linn,
I am a retired NYPD Captain and president of the NYPD 10-13 Club of Charlotte, NC. Our club is
comprised of 282 retired NYPD officers who reside with their families in the Charlotte, NC area.
There are 2 additional 10-13 chapters in NC. The Raleigh chapter has 120 retired NYPD officers
and the Wilmington chapter has 105 retired NYPD officers.
Most of our members have NYC health coverage through GHI-CBP. Unfortunately there are very
few physicians in NC who participate in this plan and our attempts to recruit physicians have been
thwarted by Emblem Health/GHI. In one instance a GHI service representative told a medical
administrator for a local physician that she would not recommend the physician becoming a GHI
provider, that their insurance rates are lower than most insurance companies.
Another service rep told a physician that GHI is not accepting new applications for providers to join
their network in NC, because there are enough participating providers. If you check the GHI website
for GHI-CBP providers within 50 miles of Charlotte you will see that the number of physicians on this list,
especially in specialty fields, is inadequate to cover the medical needs of the NYPD retirees and their
families. Members often have to travel over 100 miles to find participating providers.
I mailed letters to the President and CEO of Emblem Health outlining our efforts to recruit area physicians
and the roadblocks we faced from GHI. I included letters and emails from area physicians who were
thwarted in their efforts to become GHI-CBP participating providers. If you provide me with an address,
I will mail you copies of the letters and emails.
Additionally I recently became aware of a provision in a 2014 NY Attorney General "Assurance of Discontinuance"
(settlement) that GHI is not in compliance with. The relevant section, #32 can be found at:

Attached are the documents I will be mailing to Commissioner Linn.
Additionally, we are going to keep a database of member contacts with GHI that I will periodically send to the attorney involved in the lawsuit.
If you cannot locate a GHI provider for a health care need, call GHI and ask for one.

ALLIANCE MEETING MINUTES – February 20, 2018
Meeting called to order at 12:10 pm by President Kolner
Pledge of Allegiance and a moment of silence for all military personnel serving, injured and deceased, as
well as Alliance Treasurer Peter Ruszczak, who is ill and unable to attend today’s
meeting.
Guest Speaker: None as Legislature is in recess
General Meeting:
• Meeting Minutes: President Kolner asks for a motion to waive the reading and approve the
meeting minutes from November 21, 2017, as e-mailed with the February 20, 2018 meeting notice.
Motion made by Bob Cross. Seconded by Ed Simmons. All in favor, so carried.
• Treasurer’s Report: President Kolner advises that Treasurer Ruszczak is ill, therefore he will
advise of the Treasurer’s Report. Motion to accept the Treasurer’s report made by Bob Cross.
Seconded by Ed Simmons. All in favor, so carried.
• Legislative Report: President Kolner states Vice President Tony Perrone is excused today.
o Health Insurance Protection Bill: President Kolner states he has repeatedly reached out to
Senator Lanza’s office, and he has not received a response. He states Senator Carlucci had
expressed interest in submitting and supporting the bill, but had backed away, as part of
political protocol. Lou Bousche’ proposes Senator Murphy, as a new path to submit the bill.
The amended bill has been drafted, therefore it only needs to be submitted and numbered.
o COLA Bills: President Kolner states that Senator Golden’s office advises the COLA
legislation is allegedly held up due to a lack of actuarial reports. As soon as the Actuary
Reports arrive then they will be forwarded to Assemblyman Abbate's office to submit the
bills in the Assembly.
o Veteran’s Supplementation Bill: President Kolner advises Assemblyman DenDekker’s office
has not amended the bill yet. A bill must have a fiscal note in order to be submitted to the
Assembly. The retirement system states they do not know how many Veterans would apply,
therefore it's difficult to give an accurate estimate to the cost of this bill. It is not expected
to be a large cost factor. President Kolner will continue to follow up with Senator Larkin’s
office for the actuarial reports and get them forwarded to Assemblyman DenDekker's office
asap.
President’s Report:
• Old Business: President Kolner congratulates all members present and all Alliance member
organizations as well as other large active labor unions such as PEF and AFL-CIO to name a few, who
all worked so hard to help defeat the New York State Constitutional Convention Proposition by an
astounding 83.4 % vote down statewide in all 62 Counties and all 5 boroughs of NYC!
• New Business: President Kolner advises that the 2018 Alliance Lobby Day will be held on April
17, 2018, from 11am-3pm. We will meet in Room # 104-A on the Concourse Level in the Legislative
Office Building. There will be no monthly Alliance meeting in lieu of Lobby Day activities.
Good of the Organization:
President Kolner asks if there are any concerns, ideas and/or subjects that wish to be discussed by the
membership? A discussion was held on the ramifications of the pending Janus decision.

New Medicare Card Scam,,,be aware
New Medicare Card and scams by telephone to beware of about them.....
Just a heads up that there is likely going to be a scam going around involving the new Medicare Cards coming
out in April.
New Medicare Card Mailing Strategy The Centers for Medicare & Medicaid Services (CMS) is required to remove
Social Security Numbers (SSNs) from all Medicare cards by April 2019. A new, unique Medicare Number will
replace the SSN-based Health Insurance Claim Number (HICN) on each new Medicare card. Starting April 2018,
CMS will begin mailing new Medicare cards to all people with Medicare on a flow basis by geographic location
and other factors. These mailings will follow the sequence outlined below. Additional details on timing will be
available as the mailings progress. Starting in April 2018, people with Medicare will be able to check the status of
card mailings in their area on Medicare.gov.

The new Medicare card will come to you in the mail. You don't need to request it or do anything. It will show up.
WHAT'S THE SCAM?
Somebody from "MEDICARE " will call to tell you-you are getting a new Medicare card. But until it comes you will
need a temporary card. Fee for the card is between $5-50 dollars. They want personal information, bank account
or credit card so they can process your temporary card.
THINGS TO REMEMBER
Medicare will never call you unless you ask them to.
Medicare does all communications by mail unless you ask them to call.
Ditto for anybody saying they "work with Medicare to make sure you get everything you are entitled to" .
HOW TO PROTECT YOURSELF FROM THIS ONE?
First of all, spread the word. Feel free to share these notes.
Use your answering machine to screen calls or just don't even answer a number you don't recognize.
If it has happened to you or your friends or loved ones and personal info had been given out (happens
considerably more often than you think so don't feel bad or stupid) immediately take action to protect yourself
against identity theft.

We have been exposed to so many frauds that we are conditioned but still need
to be cautious. You may want to share with your friends and family.

Five tips to avoid the new Medicare card scams
Perhaps you haven’t heard, but starting in April 2018, Medicare will issue new cards to all Medicare recipients. The new cards will no longer use Social Security numbers. Instead, members will be identified by a unique, eleven-character ID composed of numbers and letters.
The reasoning is sound. The old cards contained social security numbers and getting rid of those numbers should help reduce fraud. According to Medicare, the new cards will be sent automatically, so there’s no need to do a thing. Unfortunately, that’s the end of the good news.
The Medicare market is huge
Everyone 65 or older, roughly 60 million people, have Medicare. Your insurance may be provided via a Medicare Advantage plan, or you may have a supplemental plan, but the bottom line is if you’re over 65, you’re in what I call the “Medicare market.” Because it would be nearly impossible to ship out all those new cards at once, the switch will take place over the course of one year.
With a target market of 60 million people, many with some form of cognitive impairment, and more than a year to run their scams, is it any wonder scammers are salivating over the potential windfall? Even seniors without a cognitive impairment risk falling into the trap of following the lessons we were taught early in life—be trusting, be polite. Both lessons are tools scammers can use to their advantage.
Medicare card scam tips:
Tip 1: Medicare will never call, email or text you to ask for your personal information. This means that if you receive a communication asking for your information, it’s a scam.
Tip 2: The new cards cost nothing. If you’re asked to pay a fee to expedite or process shipment of your new card, it’s a
scam.
Tip 3: Medicare will also not contact you via phone, email, or text to discuss your “new benefits” or find out if you’ve received your new card. Medicare benefits are not changing just because new cards are being sent out.
Tip 4: If someone calls, emails, or texts you and claims your Medicare benefits are in danger of being cancelled unless
you pay a fee or share your information, it’s a scam.
Tip 5: Medicare does not accept payment in the form of gift cards, wired money, or credit card. If someone asks you to
send them money, it's a scam!
