The League General Meeting (GM) of the Belgium Cricket Federation (BCF) and Cricket Vlaanderen (CV)

was held together on 25th Oct 2015 at Sporthal Kattenbroek nv, Kattenbroek 14, B-2650 Edegem, Belgium.

This meeting was called by the League Chairman, Ganesh Ramasubramanian.

All member clubs of the federation were invited by an email communication via ‘BCF Office

announcement’ on 22 September 2015.

Agenda item: 1 & 2. Welcome address & Review of 2015/End of Season Discussion

Discussion:

BCF & CV Chairman welcomed everyone and presented the floor to League Chairman.

Chairman announced that this meeting holds the status of the ‘General Meeting’ as per our Articles of Association. Every Belgian Cricket Club will be allowed to vote for the League matters, irrespective of their membership status; i.e. all clubs holding Associate Members status are also invited to vote.

The decision was made by Chairman prior to the General Meeting on recommendation of the League Chairman.

Following are the reflection of End of Season Discussion.

BCF Season Start:

o The 2015 season started 04 April.

o We will continue to start the BCF competition with T20 followed by League in 2016.

Cricket Balls:

o We went with CA League Special (T20), CA Test Star (League). The feedback given by clubs was not very encouraging to go for it in 2016.

o BCF will explore other options.

Umpiring Course:

o We had the ECB ACO umpiring course at the start of the season. 32 participants from 12 clubs attended.

o Only 50% could clear the examination.

o BCF allowed everyone who attended the course to officiate BCF games in 2015.

Grounds and their status:

o At the start of the season most of the grounds didn’t have the grass trimmed down.

o Inner/Outer circles are not available (not visible)

o Boundary flags weren’t there. In some cases they were replaced with cones

o Most important is that Teas were not provided to the T20 umpires.

o BCF will look into these more carefully in future and failure to adhere will have serious implications.

Fixture Reschedules:

o 6 Matches were affected due to rain, 5 games were postponed and 2 matches could not be rescheduled. 4 T20 games were forfeited and 6 league games were forfeited in 2015.

Umpires

o In 2015,

Umpired games : 83 % (153 out of 184 games)

Single umpire: 31% (48 - T20: 7, League: 41)

o Non-compliance by the Clubs (25 EUR penalty fine (Approved by BCF EC. In the rules it was 60 EUR) )

o LC declined choice/Demand of specific umpires by Clubs and will not be entertained.

o Poor treatment of Umpires on the field by the clubs

o The Clubs must actively participate. BCF recommends all clubs to ask their captains to do the umpires course to get to know the rules better




o Treatment of Umpires in the field will be monitored more carefully. The clubs will be held responsible for mistreatment of umpires. Clubs/Players must adhere to the BCF Code of Conduct and failure to comply will have serious implications.

Start times:

o Initially all league games were scheduled at 13:30, midway Div 1 matches started at 12:30

o All other league games started at 13:00 and 13:30

o In 2016 there is a proposal to start all games at 12:00 H. (This will be decided by vote later in the meeting)

Star Players:

o The Star players in 2015 were decided based on CricHQ.

Scorecard:

o All clubs shall register scorecards in CricHQ using the App in 2016 - To be decided by vote

Player registration/Transfer

o In 2016, BCF will take more control of Player registration after the transfer period (31st March 2016).

Agenda item: 3. Junior Program in 2015 Presenter: Ganesh

Discussion:

Lessons learnt in 2015 :

o Clubs performed Junior initiatives to ‘just’ meet the compliance criteria and stay in Division 1

o All teams qualified in 2016 for Division 1 could achieve the minimum requirements

o Current level of Club commitment towards junior initiatives is not enough to develop Junior cricket in Belgium

o Clubs lack focus and do not encourage local children towards taking up cricket

o Regular Junior cricket training is not provided by the clubs for the next generation of players

o Clubs do not turn up to junior league fixtures, preventing other clubs from developing their junior

o Junior activities of some clubs were taken quite late (only at the start of September or October)

o All clubs were evaluated for their junior criteria in 2015

2016 Qualification criteria:

o BCF requirement for Clubs Junior Development in 2016:

All clubs in 1st and 2nd division must be required to make junior initiatives / participate in junior leagues or face automatic relegation. This has been approved by BCF EC

Criteria for junior initiatives will be stricter, clubs must work with schools and teachers to establish regular cricket including inter school competitions.

Clubs with junior teams will not be allowed to join with other clubs. Teams must honour all fixtures including away fixtures.

Junior Players must be registered in CricHQ. A player can only play for a club.

All games must have full scorecard in CricHQ (except U-11)

BCF will update the rules and requirements for junior development and share with all clubs by end of 2015 so that the clubs can prepare in advance for 2016

Benjamin (ACC)- Fazil must do more coaching lessons for clubs

Sanjay Vaid- We scheduled level 1coaching course, but there was lack of interest from clubs

Sanjay Vaid- We need to structurally change the operations in CV in 2016, Programmes initiated and organised by BCF will continue, but Clubs will have to continue the junior initiatives. Clubs are doing the Junior initiatives just to fulfil the criteria of BCF

Conclusions: There should be more junior initiatives

Agenda item: 5. Proposals for 2016 Season Presenter: Ganesh

Discussion:

Start Times in 2016 (to be decided by vote)

o All league games will start at 12:00 hrs to avoid confusion.

o In case of junior games in the morning the corresponding league games will be started at 12:30/13:00 hrs.

Scoring in CricHQ App (to be decided by vote)

o All games should be scored using CricHQ App by the home team.

o All Div-1 games must be scored using CricHQ App Live

Duckworth Lewis Method for rain affected matches

Home ground

o Every club must identify their home ground

o Get an agreement with another club

o All your home matches will be allocated in that ground

o Prevents rescheduling due to non-availability of grounds

Junior program/initiatives (Approved by BCF EC during meeting of 21/10/2015)

o Division 1 and Division 2 must have junior program.

o Extending from 9 teams in 2015 to 12 in 2016.

o Automatic Relegation to lower division when not followed

Management of Players in BCF Tournaments

o Declaration of Names, DOB, Address…

o Player identity mismatch

o Control of foreign players for crucial games

Coloured Kit: (to be decided by vote)

o Some clubs have shown interest to play with coloured kits.

o Problems foreseen:

Every club has to invest in new kits (<=40 EUR per kit)

T-shirt, Trouser, Pullover and Cap

Pullover colour must also be in the same colour

All Clubs can’t afford for helmets, pads and gloves.

Clubs will have to take care of new player(s) joining during the season.

Ramadan in 2016 (to be decided by vote)

o If games are not played during Ramadan (6th of June till 5th of July) 5 weekend will be lost

o SCM takes 3 weekends




o We lose 8 weekends out of the available 25 weekends in 2016 (16th April till 2nd October)

o Schedule for other team is also affected

o Rescheduling will not be possible if your club does not want to play during Ramadan

League Chairman The voting sheet was distributed to all the representatives of the clubs.

The voting was held on for the following decision

o Start Time- Minimum requirement in favour - 50%

o Scoring in CricHQ - Minimum requirement in favour - 50%

o Play during Ramadan - Minimum requirement in favour - 50%

o Coloured Kits T20 and League - Minimum requirement in favour - 80%

Discussion:

The League Chairman announced the awards for 2015. The awards were presented by several people.

In addition to regular awards, two new awards were presented: Most valuable contributor and Star Umpires

included meeting hall with projector and internet connectivity.

Special notes:

The general meeting started around 16:00 Hrs and ended around 19:00 Hrs.

Also present were BCF administrator, Natarajan Krishnan and guests who had come for the awards

ceremony.
