1. TOTAL TRAFFIC

Traff ic increased by 0.5% in August 2019i. Average daily traff ic in August 2019 w as 34,892.

The traff ic increase of 0.5% for August w as aligned w ith the low forecast published in February 2019.

This graph show s the variation in average daily traff ic for the last 12-month period relative to the previous 12-months. The average daily traff ic from September 2018 to August 2019 w as 2.3% higher than the average from September 2017 to August 2018.

Seven states added more than 50 f lights per day to the European local[i] traff ic grow th, ow ing mainly to their f low s to and from: Turkey: Middle East (+60 f lights/day), Germany (+47 f lights/day) and UK (+24 f lights/day); Italy: dynamic f low to and from Western Europe (Germany +33 f lights/day, France +17 f lights/day, Spain +15 f lights/day) but also its internal f low (+15 f lights/day) and its f low to and from Egypt grew 40.8% (+12 f lights/day); France: Spain (+19 f lights/day), Morocco (+19 f lights/day) and Italy (+17 f lights/day); Spain (excl. Canary Islands): strong internal f low (+30 f lights/day), including its f low s to and from France (+19 f lights/day), Italy (+15 f lights/day) and Morocco (+15 f lights/day); Morocco: Southern Europe (France +19 f lights/day, Spain +15 f lights/day, Turkey +5 f lights/day) but also to its internal f low (+14 f lights/day); Austria: Germany (+11 f lights/day), Spain (+10 f lights/day), Italy (+8 f lights/day) and France (+7 f lights/day); Ukraine: Poland (+11 f lights/day) and Egypt (+10 f lights/day).

At the other end of the scale, Germany, its internal f low decreased by 31 f lights per day; its f low s to and from Spain and Canary Islands recorded 54 few er daily f lights. Sweden recorded 55 few er daily f lights ow ing to its w eak internal f low w hich w as dow n 17 f lights per day. The top f ive external partners in average daily f lights on f low s in both directions w ere the Russian Federation (1,215 f lights, dow n 1.1%), the United States (1,175 f lights, dow n 3.5%), the United Arab Emirates (356 f lights, dow n 4.2%), Egypt (332 f lights, up 16.1%) and Canada (251 f lights, dow n 4.9%). The airlines w hich added the most f lights to the European netw ork on a daily basis w ere Ryanair (+147 f lights), Loganair (+33 f lights), Jet2.com (+31 f lights), TUI UK (+28 f lights) Sw iss (+28 f lights), Air Baltic (+26 f lights) and Vueling (+25 f lights). Seven of the top ten airports had positive traff ic grow th. Overall, the largest traff ic increases in August 2019 w ere at Milano/Malpensa, Antalya, Vienna, Tel Aviv/Ben Gurion and Budapest airports. The largest traff ic decreases w ere at Paris/Orly, Stockholm/Arlanda, London/Stansted, Gran Canaria and Berlin/Tegel airports. Additional traff ic due to the temporary closure of Milano/Linate explained the traff ic variation at Milano/Malpensa. Traff ic changes in Vienna are attributed to new entrants.

Three* of the top ten aircraft operators f lew more compared to August 2018. The operators w ith the highest traff ic grow th w ere Loganair, Air Baltic, Transavia France, Sunexpress and Thomson Fly. Norw egian Air International, Travel Service, Thomas Cook and Condor recorded the highest traff ic decreases. easyJet Europe commenced use of their second operator code EJU at the start of the IATA summer season, resulting in a shift of f lights from the EZY code. Jet2.com saw new aircraft join their f leet. The decrease of f lights for Norw egian Air International IBK is a result of a low er level of aircraft utilisation during the month. *EZY + EJU combined operated +3.1% compared to Aug 2018.

The highest relative traff ic increases in August 2019 w ere in L’viv, Sarajevo, Dnipro, Beirut and Skopje ACCs. Traff ic increase in Ukraine is partially due to an increase in overflights. High traff ic in the Balkan region and eastern Italy due to increased tourist traff ic to Greece, Turkey and Middle-East combined w ith f low s shifting from more northerly routes.

2. ATFM DELAY AND ATTRIBUTIONS

Total ATFM delays decreased by 4.2% in August 2019i.

En-route ATFM delays decreased by 5.5% and airport ATFM delays increased by 1.2%.

The rolling 12-month trend show s that ATFM delay w as 2.0% higher during the period September 2018 – August 2019 compared to September 2017 – August 2018.

En-route ATC capacity (34.4%), en-route w eather (22.0%) and en-route ATC staff ing (22.0%) w ere the main causes of ATFM delays in August 2019.

These are the top 20 delay generating locations for the reporting month w ith respect to total ATFM delays. Figures are the average daily delays in minutes for the individual locations.

• Convective activity impacted operations strongly in Vienna, Marseille and Karlsruhe ACCs; • High delays due to capacity/staff ing in Marseille, Karlsruhe, Vienna and Budapest ACCs; • High delays at Athens airport despite an overall increase in ATC capacity in both airport and TMA to meet the demand.

EN-ROUTE ATFM DELAY PER LOCATION

These are the top 20 en-route ATFM delay generating locations for the reporting month w ith respect to total ATFM delays. Figures are the average daily delays in minutes for the individual locations. The top 20 en-route ATFM delay locations generated 72.9% of the monthly total (netw ork) ATFM delay. The top 5 en-route ATFM delay locations generated 44.6% of the monthly total (netw ork) ATFM delay. More detailed information available in the Airspace dashboard via the ATFM Statistics dashboard.

EN-ROUTE ATFM DELAY PER DELAY GROUP

En-route ATFM delays accounted for 79.9% of all ATFM delays. Most of this delay w as caused by en-route ATC capacity, en-route w eather and en-route ATC staff ing as explained in detail below . The other causes w ere: En-route capacity; Military exercises in Karlsruhe and Nicosia ACCs; En-route disruptions; Partial closure of IFR ops room on 30 August in Bordeaux ACC; En-route ATC disruptions; Frequency problems in Athens, Warsaw and Bordeaux ACCs.

Budapest and Karlsruhe ACCs acknow ledge at Weekly Summer Coordination meetings that staff ing shortages are responsible for much of the ATFM delays.

Convective activity impacted operations strongly in Vienna, Marseille and Karlsruhe ACCs throughout the month. A total of 147,253 minutes of ATFM delay w ere recorded in Vienna ACC.

Several staff ing issues throughout the month in Marseille ACC generated a total of 244,668 minutes of ATFM delay.

The average daily f lights w ith an en-route ATFM delay of at least 15 minutes decreased from 2,461 f lights/day in August 2018 to 2,325 f lights/day in August 2019, w hich represents 6.7% of all traff ic.

EN-ROUTE ATFM DELAY PER FLIGHT

These are the top 20 average en-route ATFM delay per flight generating locations for the reporting month. Figures are the average en-route ATFM delay per flight in minutes for the individual locations. Vienna, Budapest, Marseille and Karlsruhe ACCs en-route ATFM delay/f light decreased from July 2019 to August 2019. Athens ACC en-route ATFM delay/f light increased from 0.49 min/f light in July 2019 to 1.37 min/f light in August 2019 due to more ATC staff ing and capacity issues. Makedonia ACC en-route ATFM delay/f light increased from 0.56 min/f light in July 2019 to 1.05 min/f light in August 2019 due to more ATC staff ing issues.

EN-ROUTE ATFM DELAY YEAR-TO-DATE

These are the top 20 en-route delay locations for 2019 w ith respect to the total ATFM delay. Figures are the average daily en-route delay in minutes for the individual locations. The top 20 en-route delay locations generated 66.1% of the total ATFM (netw ork) delay. The top 5 en-route delay locations generated 40.1% of the total ATFM (netw ork) delay.

These are the top 20 average en-route ATFM delay per f light generating locations in 2019. Figures are the average daily en-route delay in minutes per f light for the individual locations.

Reporting month: The average en-route ATFM delay per f light in the NM areaii in August w as 2.70 min/f lt, w hich is w ell above the corresponding monthly guidelineiii value of 0.83 min/f lt. Year To Date: The average YTD en-route ATFM delay per f light in 2019 in the NM areaii is 1.79 min/f lt w hich is three times the corresponding guideline value of 0.57 min/f lt.

An average of 1,316 f lights/day had an en-route ATFM delay of at least 15 minutes in 2019. The corresponding f igure in 2018 w as 1,477 f lights/day. The top 3 locations for f lights w ith 15 minutes or more en-route ATFM delay (year-to-date) are:

• Karlsruhe UAC w ith 225 f lights/day; • Wien ACC w ith 166 f lights/day; • Marseille ACC w ith 157 f lights/day.

Airports accounted for 20.1% of all ATFM delays in August 2019, mainly due to ATC capacity, w eather and airport capacity.

High delays at Athens airport despite an overall increase in ATC Capacity in both Airport and TMA to meet the demand. High demand at London/Gatw ick airport generated delays.

Strong w inds impacted operations at London/Heathrow and London/Gatw ick airports. Thunderstorms generated delays at Frankfurt/Main airport.

An average of 457 f lights/day had an airport ATFM delay of at least 15 minutes. The corresponding f igure in 2018 w as 408 f lights.

Average airport/TMA delay per f light increased from 0.67 min/f lt in August 2018 to 0.68 min/f lt in August 2019.

In addition to the Greek islands airports, Cannes-Mandelieu airport generated delays high above its year-to-date value due to airport capacity issues.

6. ALL AIR TRANSPORT DELAYS (SOURCE: CODA) This section presents the all air transport delay situation as seen from the airlines by using the data collected by Central Off ice for Delay Analysis (CODA) from airlines. Data coverage is 61% of the commercial f lights in the ECAC region for July 2019. ATFM delays reported by airlines may be low er than the NM calculated ATFM delays due to difference in methods: ATFM delays of NM are the (f light) planned “delays”; the airlines report the “actual” experienced ATFM delay on departure. For instance, a f light w ith an ATFM delay may also have a handling delay absorbed w ithin the ATFM delay. In the event of a long delay an example being during ATC industrial action a f light may keep its original schedule, how ever w hen it’s f light plan is submitted for example a day later any ATFM delay allocated may be low er or zero, in this case airline reported delay w ill exceed NM reported ATFM delay.

Based on airline data, the average departure delay per f light from ‘All-Causes’ w as 17.49 minutes per f light, a 17% decrease in comparison to July 2018 w here the average delay w as 21.03 mins/f light. Primary delays counted for 53% or 9.24 min/f lt, w ith reactionary delays representing the smaller remaining share of 47% at 8.25 min/f lt.

Further analysis of the past 12 months show s that the monthly average ‘All-Causes’ en-route ATFM delay w as at 3.04 minutes per f light in July 2019. In July 2019, ATC capacity delays occurred in Vienna, Zagreb and Barcelona ACCs. ATC staff ing delays w ere recorded in Marseille, Karlsruhe and Budapest ACCs, w ith w eather (convective activity) also affecting Marseille and Vienna ACCs.

The percentage of f lights delayed greater than 15 minutes from ‘All-Causes’ decreased, by 4.7 percentage points to 31.6% w hen compared to the same period last year. ‘All-Causes ’ delays exceeding 30 minutes fell by 3.8% points to 17.2% of f lights. 9.6% of f lights in July 2019 experienced an ATFM delay exceeding 15 minutes w ith 3.7% of f lights having an ATFM delay exceeding 30 minutes.

7. ATFM SLOT ADHERENCE

The percentage of early departures for August 2019 is 4.2% of regulated f lights, w hich is the same as July 2019. The percentage of late departures for August 2019 is 3.5% of regulated f lights, w hich is a decrease of 0.8 percentage points compared to August 2018.

The chart below show s the airports that have more than 300 regulated f lights during the month w ith their average daily number and proportion of regulated f lights that departed outside of the Slot Tolerance Window (STW). Any airport above the red line is non-compliant w ith the threshold (20%). Those airports w ith a number of departures outside the slot tolerance w indow can reduce netw ork predictability.

Local Plans in August A number of airports undertook infrastructure and technical system improvement w orks during August. These improvements as w ell as some special events had at most a minor impact on local airport operations, unless otherw ise stated. Special Events • Hungarian Formula 1 GP in Budapest, traff ic demand increase from 01 to 04 August; • Military Parade / Air Show at Katow ice airport from 13 to 15 August; • Para jump event “Summer Boogie” required additional coordination due to penalising and blocking RADs and conflicting

NOTAMs, f inally generating 863 minutes of ATFM delay at Eindhoven airport on 17 and 18 August; • G7 summit restrictions generated 2,245 minutes of ATFM delay at Bordeaux/Merignac airport from 24 to 26 August.

Completed • Runw ay maintenance/closure at Stockholm/Arlanda airport; • Taxiw ay and/or apron improvements at Munich, Rome/Fiumicino, Toulouse airports; • ILS maintenance at Milano/Malpensa airport.

Ongoing • Full closure of Milano/Linate airport due to overall airport renovation w orks. The traff ic has been rescheduled to

Milano/Malpensa w hich generated 3,390 minutes of ATFM delay; • Runw ay maintenance/closure at Casablanca (2,292 minutes of ATFM delay), Helsinki (10,208 minutes of ATFM delay),

Katow ice, Oslo/Gardermoen, Paris/Orly (11,235 minutes of ATFM delay) and Venice airports; • Taxiw ay and/or apron improvements at Basel/Mulhouse, Cologne, Düsseldorf, Frankfurt/Main, Hamburg, Porto, Stuttgart,

Tenerife/Sur, Tirana and Venice airports; • ILS maintenance at Paris/Le Bourget (1,540 minutes of ATFM delay) airports; • Terminal building improvements/w orks at Budapest, Frankfurt/Main, Ljubljana, Oslo/Gardermoen and Paris/Charles de

Gaulle airports; • Crystal TWR/APP implementation – local tool to improve local decision making regarding ATFCM measures at Zurich airport.

DISRUPTIONS Technical • Major softw are update – Radar and HMI of Luxembourg APP/TWR generated 4,216 minutes of ATFM delay throughout the

month; • GNSS interference at Tel Aviv/Ben Gurion airport generated 5,456 minutes of ATFM delay from 01 to 06 August; • Electrical supply problems w ith the main fueling system at Amsterdam/Schiphol airport generated 2,821 minutes of ATFM

delay on 09 August; • Frequency problems in Bordeaux ACC on 10 August generated 1,199 minutes of ATFM delay; • Radar failure and maintenance at Pisa/San Giusto airport generated 5,088 minutes of ATFM delay, mostly on 11 and 12

August; • Fuel tanker drivers industrial action at Lisbon airport restricted the fuel supply and forced airlines to plan accordingly from 12

to 19 August; • Aircraft incident on the runw ay at Palma de Mallorca airport generated 5,086 minutes of ATFM delay on 13 August; • CHMI problems in Zagreb ACC on 24 August generated 4,210 minutes of ATFM delay; • Security issues at Munich airport resulted in a zero-rate and generated 1,615 minutes of ATFM delay on 27 August; • ATC equipment f light chec at Lisbon airport generated 1,768 minutes of ATFM delay on 29 August; • Frequency problems in Warsaw ACC on 30 August generated 1,294 minutes of ATM delay; • Frequency problems in Athens ACC on 31 August generated 3,196 minutes of ATFM delay.

Other • Partial closure of IFR Ops room due to a snake in the building in Bordeaux ACC generated 1,307 minutes of ATFM delay.

9. NM ADDED VALUE FLIGHTS WITH DELAY > 30’ The number of f lights w ith more than 30 minutes of ATFM delay decreased by 11.3% betw een August 2018 and August 2019. In August 2019, 77.4% of f lights w ith more than 30 minutes of ATFM delay w ere en-route and 22.6% w ere airport. An average 168 f lights per day had their delay reduced to less than 30 minutes by NM.

REROUTING PROPOSAL DIRECT DELAY SAVINGS On average 10 RRPs/day w ere executed saving 725 min/day, accounting for 0.6% of ATFM delays. This graph show s the actual daily averages for the previous 13 months’ periodiv.
