NAXALISM IN INDIA
INTRODUCTION TO NAXALISM
The Naxal name comes from the village of Naxalbari in West Bengal
Spread due to underground groups like the Communist Party of India (Maoist)
Naxalites are especially concentrated in an area known as the "Red Corridor"
They control 92,000 square kilometres
PM Manmohan Singh declared them to be the most serious internal threat to India
HISTORY OF NAXALSCharu Majumdar provided ideological leadership for Naxal movement
Large number of urban elites were attracted
1967 Naxalites organized the All India Coordination Committee of Communist Revolutionaries(AICCCR)
In 1969 the AICCCR gave birth to the Communist Party of India (Marxist-Leninist)
All Naxalite groups trace their origin to the CPI(ML)
VIOLENCE IN BENGALNaxalites gained a strong presence amongst the radical
sections of the student movement in Calcutta
Majumdar declared an "annihilation line“
Dictum that Naxalites should assassinate individual "class enemies“
CM Siddhartha Shankar Ray, instituted counter-measures against the Naxalites
Naxalites alleged human rights violations by the West Bengal police
Large sections of the Naxal movement began to question Majumdar's leadership
In 1971 the CPI(ML) was split due to Satyanarayan Singh’s revolt
Majumdar’s death accelerated the fragmentation of the movement
THE GROWTH OF NAXALISM IN INDIA
Government cannot satisfy all the needs of everyone
Leading to opposition from some people
Naxals feel that their needs are not considered
Naxalism is a consequence of years of suffering and exploitation suffered by a sect
Trend of Naxalism and its impact
Naxal groups have been raising mainly land and livelihood related issues
They blame the Government settings and Bureaucracy
Overcoming Naxalism gives extra burden to the administration
Recent Central Government assistance of Rs.2475 cores for 55 Naxal affected States
Amount of Rs.15 cores per year has been given to each of the districts for three years
We spend bulk of money which is the contribution of tax payers(citizens)
Naxalism therefore is affecting the economic growth as well
Naxalism Attitude
Naxal attitude is violent
They believe that Administrative and Political institutions are inadequate
76 districts and 9 States are found to be badly affected by Naxalites
Good livelihood, land and wages is the only solution
Surrender Scheme
Naxal affected states have implemented the " SURRENDER-CUM-REHABILITATION"scheme
Scheme welcomes Naxalites who want to shun and join in the majority interest of the mainstream Government
Centre has provided assistance to the state governments
Government offers good facilities and returns
Central Government directions to the State governments
Call for a closer co-operation between Centre and states
States have to maintain law and order strictly
Economic development is impossible and also it threatens our unity, stability and democracy
States are asked to do the followings:-1)Resettlement and rehabilitation policy for displaced
tribes2) Improving Good –governance
3) Setting up better delivery system for people
4) People driven development programmes
5) Providing proper and fullest utilisation of various funds for schemes like:-
> Bharat Nirman> National Rural Employment Guarantee Scheme etc
ConclusionNaxalites are not terrorists
Naxalites are citizens of our country
Fighting for their needs and demands but the mode is unacceptable
Justice should be given to one and all
By all these measures the Naxal problems have been decreased
The threat of Naxals of 510 police stations has decreased to 372
The government is ready to talk with the naxalites if they surrender
These innovative steps will reduce the Naxalism and make them a part of mainstream.
