Focus on housing to boost WA economy

Recent news that the State Government is investing $150 million in housing is great for Western Australians hoping to get into a home of their own.The announcement included a funding boost which will pay for 500 new social or affordable homes to be built, plus 70 homes to be refurbished.

The package includes money for more than 300 new public housing units, 200 shared-equity homes and $6 million towards fixing up 20 regional and 50 metropolitan public housing properties.

This is a boost for builders, for those in public housing and those on the waitlist, but there’s also good news for first homebuyers.

Keystart’s borrowing limit increased by $437 million, boosting its capacity to $5.3 billion, which creates a greater opportunity for people to get on the property ladder through the state-wide low-deposit loan scheme. Also, Keystart’s temporary changes to income limits for borrowers has been extended.

The income levels rose by $15,000 for singles and couples and by $20,000 for families earlier this year, and the deal was to end on December 31, 2019, but has now been extended to June 30, 2020, which is a big help to those looking to get onto the property ladder.

Since Keystart began in 1989, more than 107,000 home loans have been approved, helping hundreds of thousands of Western Australians to get into the market and achieve homeownership.

In follow-up news, the government introduced a Common Ground model of supportive housing. The plan is to offer permanent,

No time like the presentA rise in median house prices of 0.4 per cent in November 2019 has led many to predict the housing industry is in recovery and prices will continue to rise. For potential buyers, this may give you a pause for thought. If the industry experts predict house prices to rise further, is now the best time to achieve your homeownership dreams?

Commodore Homes Sales Manager Simon Patrick said 2020 would be a great time for first homebuyers, as well as first homebuilders.

“If you’re thinking now is the right time, you’re right,” he said.

“Perth has had positive growth and it may be a small increment but, assuming the trend continues, those small monthly increments

annualise out to about five per cent total market growth.

“That’s a pretty big swing in Perth, and you want to be on the right side of the equation.”

Government incentives only sweeten the deal, according to Mr Patrick.

“When you couple the first homebuyers grant with the structure of a Keystart loan, you may not need any money from your pocket to get the door open to your first home.”

Keystart has also extended the income limits applicants need to meet for their loan until June 30, 2020, while the Federal Government implemented their First Home Loan Deposit Scheme, which allows first homebuyers on low and middle incomes to purchase a home with a deposit as little as five per cent and avoid lenders mortgage insurance.

An efficiently designed and sustainably built home are common desires for many budding homeowners, and a great way to achieve this is through a NatHERS six-star energy rating.BGC Housing Group Executive General Manager Michael Bartier said the company had been building six-star homes for more than a decade and lauded the benefits.

“Our various building divisions, including Now Living and BGC Development, service The Housing Authority to deliver affordable housing to some of the state’s most vulnerable Western Australians,” he said.

“We have built countless homes which offer superior energy efficiency and reduce energy costs for homeowners, as well as benefiting the environment.

“Given vulnerable Western

Australians are spending a higher proportion of their living expenses on energy usage, the reduction of the cost burden provides numerous societal advantages.”

A six-star rated house is projected to use about 20 to 25 per cent* less energy to heat and cool when compared to a similar sized five-star house. This means lower energy bills and less pressure on energy infrastructure, as well as reducing carbon emissions – a significant factor in lessening the impact of climate change.

“Currently, the State Government has the opportunity to enact change through the NCC Energy Efficiency Provisions 2019 (NCC 2019),” Mr Bartier said.

“The government is able to ensure all new homes constructed in WA are future-proofing residents against rising energy costs and contributing to the shared obligation of protecting the environment.

However, Mr Bartier said there was opposition to NCC 2019 on

the basis it was not feasible in WA and would add substantial costs to building.

“BGC Housing Group, along with the CSIRO and Thermarate reject this claim. The changes will introduce heating and cooling loads, which will benefit WA the most due to the hot summers,” he said.

Not only will these changes help the environment, they will help residents’ pockets as well, according to Mr Bartier.

“We have conducted an assessment of the building cost to achieve a six-star home versus the same utilising the Verification Using a Reference Building method, and concluded it costs on average less than $2000 more per home,” he said.

“Given BGC Housing Group absorbs this cost – and not the consumer – the benefits to the customers’ energy bills are significant.

“For us to adopt the full extent of the NCC 2019, the cost is negligible.

“Any low-cost measures supporting sustainability in construction should be encouraged not resisted.”

Mr Bartier recommended using a reputable builder to design and build a home which meets a minimum NatHERS six-star energy rating.

“It means you will have a comfortable, well-designed, energy-efficient home and a future-proofed investment,” he said.

Perth owner-occupiers snap up riverside apartmentsOnly seven apartments remain at Tribeca North, part of popular riverside development The Residences, with owner-occupiers snapping up apartments off the plan.Opting to make The Residences a boutique offering within The Springs precinct at Rivervale, BGC Development sought to reduce the

number of apartments in order to maximise lifestyle opportunities for residents.

The decision appears to have paid dividends, with BGC Development Senior Development Manager Adam Casotti reporting “only positive feedback” from the residents who have moved into the building, which is 85 per cent sold.

“The level of finishes and the quality and size far exceeded their expectations when they originally

bought off the plan,” he said.

“We only built 44 apartments because we wanted to design a place that people could call home.

Meet The Belharra by Commodore Homes, located within the Calleya estate at Treeby. The concept for our latest project is ‘poetic Parisian’, inspired by elegant French interiors infused with character and practical luxury.

The colour palette for this home is monochromatic and minimal, with the natural timber tones of Trevors Carpets Polaris vinyl plank floors in Astro distributing warmth throughout the living and bedroom areas of the home.

Playful bursts of on-trend colour are seen sparingly throughout, incorporating olive green, cobalt blue, serpent grey and cerise pink.

We played on a strong juxtaposition of masculine and feminine features within The Belharra, such as with the soft curves of the Globe West Juno Josephine curved sofa available from Roxby Lane set against the striking Glosswood 90mm lining boards from the Matte Range in Charcoal.

Drawing reference from 19th century Parisian design, simple wall quad moulding was installed to the master suite bedhead wall, enhancing subtle sophistication and personality in our latest display home project.
