Adapting to changing times

• In 1990s, it was recognized that State of Registry and State of Operator are not always same– Exportable go beyond crews and aircraft– Now extend to operators

• Clause introduced in Annex 6 Parts I and III:– AOC must meet minimum standards in Annex 6 to be

recognized by other States

• Articles in Convention are building blocks of how framework functions

• They allow for:– Uniformity in the aviation system– The export of licenses and certificates

• Annexes provide SARPs, including:– Annex 1 — Personnel Licensing– Annex 6 — Operation of Aircraft

• Including recognition of AOCs

– Annex 7 — Aircraft Nationality and Registration Marks– Annex 8 — Airworthiness of Aircraft
