The Owner reserves the right to accept or reject any and all bids and to waive any irregularities or informalities inci-dental thereto, and to accept any bid, which the Owner feels, serves their best interest. Such action will be in accor-dance with Title 38 of the Louisiana Revised Statutes.

Bids shall be received from Bidders only on the Bid Form in the Bid-ding Documents which is issued to him in his name, as provided in the Louisiana Revised Statutes R.S. 37:2162(b). A single bid shall be submitted for all por-tions of the Contract Work.

Each Bidder must de-posit with his/her bid, security in the amount equal to five percent (5%) of the total bid in the form of a certified check, cashier’s check or bid bond.

All bidders must show proof that he/she is licensed in the State of Louisiana under the classification of “Build-ing Construction”. Contractor’s license number must appear on the face of the sealed envelope con-taining the bid.

St. John the Baptist Parish Council, being a government agency, is exempt from all sales tax. The vendor awarded the contract will be provided documenta-tion to support their tax free purchases for this project. Therefore, the amount of the bid should contain no sales tax.

The successful bidder will be required to fur-nish a Performance and Payment Bond written by a company licensed to do business in Loui-siana, in the amount equal to one hundred percent (100%) of the contract price. Cer-tificates of Insurance will also be required

as specified in the bid package. A Mandatory Pre-bid Conference will be held at 10:00 a.m., April 14, 2016, at the St. John the Baptist Parish Joel S. McTopy Council Chambers located at 1801 West Airline Hwy. LaPlace, LA. The architect shall pass around a sign-in sheet prior to beginning the formal presentation. The sign-in sheet shall have an area to fill in the name, company rep-resented, email address, and indication of prime bidder for contractor bidding. The sign-in sheet shall be collected by the architect prior to the commencement of the presentation and shall announce that the contractors shall be expected to stay for the entire meeting.No bidder may with-draw his/her bid within forty-five (45) days after the actual date of opening thereof. The Contractor shall begin mobilization and pro-curement of necessary materials within ten (10) workingdays of the receipt of the Notice to Proceed.

No other school system with a higher poverty rate performs better than we do. That means we are doing the best job with the kids with the greatest needs.”

Mr. Burl asked that The Mission Church (Pastor Peppo) be informed that they will be allowed to rent LaPlace Elementary School’s Cafeteria for the purposes of holding their church services each Sunday for one calendar year, at which time the rental will be reviewed and possibly renegotiated.

SUMMARY OF THE PROPOSED PARTIAL ACTION PLAN NO. 8 FOR UTILIZATION

OF CDBG FUNDS IN RESPONSE TO

HURRICANE ISAAC

The State of Louisiana is accepting public comments on Hurricane Isaac Partial Action Plan 8 for St. John the Baptist Parish. In order to serve the number of applicants for the Small Rental Rehabilita-tion Program and the Homebuyer Assistance Program, Partial Action Plan 8 reduces the St. John the Baptist Parish allocation for its Small Rental Rehabilitation Program to $1,919,662 from the previous $3,589,140, a reduction of $1,674,478, and trans-fers these funds to its Homebuyer Assistance Program, increasing that program’s alloca-tion to $2,981,438.

Additionally, as a result of demand during the application period, Partial Action Plan 8 reduces the St. John the Baptist Parish al-location to its Small Business Grant and Loan Program from $4,334,880 to $3,334,880. The $1,000,000 reduction in funds will remain unallocated until the parish submits a budget amendment, requiring local council approval.

Partial Action Plan 8 is considered substantial because it reallocates $2,674,478 that is already allocated within the current housing and

economic development activities described in the Hurricane Isaac Master Plan.

The public is invited to comment on this pro-posed Partial Action Plan 8 before it is sent to the U.S. Department of Housing and Urban Development for ap-proval. Copies of the proposed amendment will be available for distribution and may be requested in writ-ing or by telephone at (225) 219-9600 from the Division of Administra-tion, Office of Commu-nity Development.
