Note from Business operations: Sue Pankowski

Our fiscal year 2017 budget picture remains unclear at this point. We are currently operating on a Continuing Resolution (meaning funding is flatwith last year) until April 28, 2017. What occurs thereafter is anybody's guess. With that in mind, it's critical that everyone pay close attention totheir spending. Please refer to this following message sent earlier this month by Thomas Roser.

This Email is Being Sent on Behalf of Thomas Roser, C-A Department Chair

TO: C-AD Personnel

This year we are again faced with a Continuing Resolution (CR) that will extend beyond the point when we begin to incur incremental cost fromrunning RHIC. For the duration of the CR, DOE will provide periodic funding increments at a daily rate based on our prior year fundingauthorization. Thus, until the CR ends, the budget increase we anticipated is uncertain and we must manage to a flat budget.

To meet the challenge, while simultaneously preserving staff, we will need to initiate a number of all too familiar cost saving measures. Onceagain, you are asked to limit purchases to only what is essential to support the RHIC Operations, AIPs, and eRHIC R&D including CBETA.Please make sure that you always use the correct account number. Procurements in support of new initiatives and those that can be deferred

should be deferred. In total, we must cut current year purchases charged to the RHIC operating budget by ~$2M.

Consistent with our mission, preparations for RHIC Run 17 are proceeding as planned. Please keep in mind, however, that without an increase in funding, any non-essential procurements we make now may unnecessarily constrain our plans for the FY 2017 shutdown.

Spend wisely and make every dollar count!

BLIP Operation has started on 3 January 2017, and the Linac current rapidly increased to last years' record value. As every year, a Systems DryRun was done RHIC last week in preparation for the start-up, and we are set to start the 4K cool-down wave on 6 February 2017. For the startupthere is still installation work to be completed for CeC PoP and the new LEReC DC electron gun, both in the RHIC Interaction Region 2.

Note from our Experimental Support & Facilities Division: Bill Christie

As we reach the middle of January we are still on track to start the Cryogenic cool down of the collider for the upcoming RHIC Run 17 onFebruary 6th. The schedule can be found on the Web at the following link: http://www.c-ad.bnl.gov/esfd/operatingschedules/CAD_operation_FY17.pdf

Work continues out in the PHENIX Facility with the disassembly of the PHENIX detector, parts of which are planned to be re-purposed andre-used (R&R) in the sPHENIX detector. There was a possibility that, with the two week delay in the start of Run 17 announced back inDecember, there may be sufficient time to clear space for the Central PHENIX magnet to be moved to the Assembly building before theshield wall had to be assembled. Due to some complications encountered with the disassembly of the South Muon arm in the Assemblybuilding, it was recently concluded that there would not be sufficient time, and hence the PHENIX shield wall is getting assembled with theCentral Magnet still physically in the IR.

Out at STAR in the few weeks since the Holidays a few of the important new detector sub systems needed for the Run 17 Physics plan/goalshave come together very well.

This includes a new Ultra Violet light curing system for the forward Meson Spectrometer (FMS). The FMS is a large array of Pb-glassblocks, read out by photo multiplier tubes, which works as an Electromagnetic calorimeter for forward going particles on the West (7:00

side) of STAR. The radiation from the particles passing through and showering in the FMS cause radiation damage which discolors the Pb-glass, reducing its lightcollection efficiency. For this year's run, with 500 GeV pp collisions this radiation damage has to be undone in situ during the run to maintain the devices neededperformance. A large array of UV emitting LEDs was designed, fabricated, and installed to remove the radiation damage. The system installation was completed about aweek ago, and it has been demonstrated to work by using it to clear the radiation damage that the FMS accumulated in the past few years. A very important result for thisyear's Physics run.

We've been working through the entire maintenance shutdown period on the design, procurement, fabrication, and installation of a new detector called the FMS PostShower Detector. This is a scintillator strip array that sits downstream of the FMS Pb-glass array, and is crucial for one of the components of the STAR Physics plan/goalsfor the Run 17 500 GeV program. All the effort on this new detector came together with its installation in the past two weeks. The testing so far on this device has lookedgood, and it is currently getting the final electronics hook up done, after which the final check out and integration into the STAR system can proceed.

All indications are that STAR will be ready, including the new capabilities needed for this year's Physics program, for the start of Run 17.

Note from Operations: Paul Sampson

RHIC shutdown is in the final stages and preparation for the upcoming run is underway as work on shutdown projects nears completion.LEReC and CeC PoP installation continues in and around the 2 o'clock region 7 days a week. Installation of the laser systems, cathodeassembly, platform and transport elements are the focus for LEReC, while reinstallation of the 704MHz cavity will be the main task forCeC PoP. It is expected that work will continue up to the last day of the shutdown and beyond, during access and maintenance periods. In RHIC sector 3&4, the new 9MHz RF cavities are being tested and commissioned, limiting access to these areas. Testing of theremaining warm RF systems will occur later this month and the 56MHz SCRF will be re-commissioned after RHIC cool-down iscompleted. Work at STAR and PHENIX continues on or close to schedule.

Setup for polarized proton running is underway in both the AGS and Booster. Good progress is being made.

LINAC was successfully restarted after the holiday. Isotope production started on schedule January 3rd and polarized protons were re-established January 9th.

EBIS and Tandem are providing beams for Booster and NSRL as necessary.

The “RHIC Broadcast” link displays the latest schedules for testing, power disruptions, outages and daily schedules. To view a list of approved work for the Shutdown or to review past results, go to the Job Request System and select the appropriate date. Note from our MEDICAL ISOTOPE RESEARCH & PRODUCTION PROGRAM: Cathy Cutler

On January 3rd, the MIRP group started its season by inserting its first set of RbCl targets for Sr-82 production. The Linac start up came overthe holiday week and unfortunately a few problems were encountered. We want to thank Paul Sampson and all involved who helped get thechiller fixed to enable the Linac and the target irradiations to start on time, particularly those who came in and worked over the holidayweekend to get this done.

As most of you know it takes a lot of work while the beam is off to get the Linac and MIRP ready for the next season. At the TPL we needed towork with waste management to get the waste out of the hot cells and perform routine maintenance and upgrades to prepare for the nextseason. This year we worked with waste management to completely strip, clean and repaint two hot boxes that are to be used for evaluatingproduction of Cu-67 and Y-86. These radioisotopes are used for targeted imaging and treatment. This requires they be in very high specificactivity and contain very low non-radioactive metal content to ensure they have maximum uptake at the desired site. Thus we needed to cleanout the cells to minimize the introduction of metals into these isotopes. We further worked with waste management to clean out the Sr-82 hotboxes for the new season. We want to thank waste management for all their efforts in improving our hot cells enabling us to ensure the qualityof our products.

The TPL operators worked on cleaning out the main hot cell and repainting it. Last year we had a number of remote manipulator issues andSteve Bellavia has been helping us to address these and find a path forward to ensure we can minimize these in the future. This will require additional engineeringsupport from C-AD. We had the factory engineer in to perform repairs and maintenance. In addition to the refurbishment going on at the TPL we have been refurbishingthe BLIP and working on improvements to the hot cell, and instrumentation. Steve Pontieri has been working on installing an additional inch of lead on the hot cells toallow for increased production of Sr-82 and Ac-225. Additionally he has been working on the installation of sound proofing to serve as both protection to the equipmentas well as to reduce the noise for the operators working in the area. Jason Nalepa and Slawko Kurczak have been testing and fabricating new detectors as well as cleaningout the hot cell to prepare for the new season. Of course all of this requires the support of the Rad Con group to ensure we get everything done in a safe manner. Thanksfor everyone’s support in getting us back into operation.
