Energy Efficiency / Environmental Certification

Q : What is the standard for measuring weight of a cable for the passage 25.7 of the Standard?A : It is subjectively dependent on the judgment of the CVC & CEPREI engineer.

There are no specific details to the standards for Vacuum Cleaners with rechargeable batteries. The laboratory engineer may make a judgment, based on subjective standards, as the followings:

Overall Requirements: 1) The specified vacuum cleaner is not integrated with the cables of the product. 2) The cable specifically used for charging of the battery is defined as a power cord and not a cable.

Explanation: 1) Passage 25.7 is the standard for cables of mobile devices, and refers to the mobile devices with normal

operating conditions. 2) However, the specified product cannot be operated while charging but can only be operated when the

recharged battery is installed in the device. Therefore, it is defined as a power cord and not a cable which thus means the GB4706.7 passage 25.7 does not apply to this case.

Judgment AThe following needs to be met for the current standard, GB4706.1 passage 25.7 to apply. Line no. 52 is applicable to products under 3KG.Line no. 53 is applicable to products over 3KG.Judgment BIt is categorized as “Other devices” and not as “Mobile vacuum cleaners”. Therefore, the standard for “Other devices” from GB4706.7 passage 25.7 is applied. If it is rubber-insulated, the normal ebonite (hard rubber) to cover wire , line no. 53 is applied from GB/T5013.1. If it is PVC-insu/T5023. Judgment C Categorize it as the cover wire of the power supply and request for application of 25.8.

▶Precautions for Processing BSMI

All company’s name and address needs to be the same as the information on the business license.

During the compilation of the application form, most of the information in the CB is taken into

reference, however all the information at the end should be the same as the information on the business license.

The product name has to be written in Chinese.

The Taiwanese business license and the manager or the method to reach the manager should be written (contact

details needed for signing/stamping the documents)

The NCC applicant does not necessarily have to be a Taiwanese company. However, if the NCC applicant and

the BSMI applicant is different, the following need to be followed through:

1) NCC applicant provide letter of authorization to BSMI

2) BSMI applicant needs to submit the RF management document

NCC applicant company needs to provide their corporate information (ID No., address, date of birth, etc,

all the required information in compiling an application)

Precautions: each product’s precaution sign may differ. It is necessary to record in the manual

▶Precautions for Processing NCC

Process

The Asian body wishing to sign an MoU with PCN do Brasil should be an IAF MLA member and follow the standard ISO 9001.

If the factory is in compliance with ISO 9001, the inspection contents should be in accordance with the following of ISO 9001. 4.2.4, 7.1, 7.2.3, 7.4.1, 7.4.3, 7.5.3, 7.5.4, 7.5.5. 7.6, 8.2.3, 8.2.4, 8.3, 8.5.2

If the factory is not in compliance with ISO 9001, the inspection contents should be in accordance with the following of ISO 9001. 4.2.3, 4.2.4, 5.6.1, 5.6.2, 6.2.2, 6.3, 7.1, 7.2.3, 7.4.1, 7.4.3, 7.5.1, 7.5.2, 7.5.3, 7.5.4, 7.5.5, 7.6, 8.2.1, 8.2.2,8.2.3, 8.2.4, 8.3, 8.4b, 8.4c, 8.4d, 8.5.2.

Factory Inspection possible at a body which has signed an MoU with PCN do Brasil. However, the initial inspection will be witnessed and a PCN do Brasil member. During inspection, the sampling should be delivered to the laboratory.

▶INMETRO LED Lamp Process

On the 19th of September, the Department of Trade and Industry of South Africa announced on their news board, the resignation of National Regulator for Compulsory Specifications (NRCS) CEO, Mr Asogan Moodley.

The main reason for Moodley’s resignation was rooted from his frustrations with the lack of cooperation from the Department of Trade and Industry (DTI) in processing LOA. The promised 120 calendar day service delivery period was not being met and due to this, billions worth of goods are waiting for approval, which may never be issued. In early September, Moodley had stated that the regulator was developing a Risk-Based Approach for approvals for a much more time efficient and effective process for the delivery of LOA. According to media reports Moodley apparently explained internally that the department wasn’t supporting NRCS, as a result of which he had no choice but to resign, as he couldn’t do his job.

The Minister of Trade and Industry, Dr Rob Davies, strongly emphasized to both management and labor that he expects no disruptions in work performance following this event. He has requested for the Director-General of the Department of Trade and Industry (the DTI), Mr Lionel October, to engage with NRCS to management and labor to resolve any matters within this period. Furthermore, Dr Rob Davies stated that delivery of service is not guaranteed to be executed on schedule.

▶ The Resignation of NRCS CEO

In November 2014, the South African Department of Trade and Industry presented the enforcement of the Energy Efficiency and Labeling (VC 9008). However, the following year in 2015, the labeling of all electric and electronic products including refrigerators, categorized in Phase 2 was postponed.

The products already out in the market were to receive evaluation within a year of the announcement (November, 2015), however it has been delayed until May of 2016. The continuous postponing has resulted in many businesses feeling dissatisfied and confused.

However, the NRCS has recently resumed the evaluation for the products of Phase 2, inclusive of refrigerators and so has the applications for refrigerator energy efficiency.
