Dockets are regularly delivered to the station as victims are from across the metropole, says Philippi police spokesperson Lieutenant Lance Goliath. “There has been a trend,” he con- firms. “It is being proposed that an integrated effort with Metro Police and other law enforcement agen- cies monitor this intersection reg- ularly.” Motorist David Timm says he re- cently witnessed an unsuspecting motorist fall victim to the oppor- tunistic thieves prowling the inter- section. “I spotted a man walking towards the car at the red robot ahead of me. It looked like he was begging but he had other inten- tions because I saw him looking in- to the car’s back window. The man was not paying attention and the ‘beggar’ hit, running off with a bag,” he says. Timm witnessed two other inci- dents before he fell victim. “My daughter and I were driving home after buying take-aways when a man approached the car. I only realised what had happened when it was too late. He smashed the window and took the food off my daughter’s lap. While he didn’t get away with much, the cost of re- pairing the window was steep,” he says. Timm adds he is unsure whether the incidents were perpetrated by the same man as they occurred months apart. Another motorist, who asked not to be named, says the route is the easiest for her to take on her way home. “I have been hit twice and my sister has been hit once, but I have no other choice but to drive through here as it is really busy on all the other roads,” she says. “What is most strange to me is that the intersection is so close to the police station and yet nothing is being done to stop these smash and grabs.” Goliath says police are in the process of compiling a proposal for council to consider the area for road signage warning motorists that the area is a hotspot. “These crooks target those who are not aware of their surround- ings. If people know about the dan- gers, they are more cautious,” he says. Similar signage has already been put up on the corner of Weltevreden and Duinefontein Road and has seen drivers ap- proaching with more caution, Goli- ath adds. The woman insists that this is not enough, suggesting that a po- lice vehicle be placed at the inter- section as a deterrent. But a lack of resources at the sta- tion makes this impossible, Golia- th says. “If we were able to patrol and be visible all day, we would. We are not in a position to do so.” The use of Metro Police resourc- es is also being proposed by police. But the Metro Police’s Metro South area commander Superin- tendent Raymond Arnold says this is not a viable option. “We have less man power than the police. If they can’t put a vehi- cle there, how can we?” he asks. “With that said, we are constant- ly in the area and will not allow any lawlessness in our presence. Seven drug dens are believed to be oper-ating from one court in Manenberg.And law-abiding tenants say they

are tired of dirty deals and living in fear ofturf wars.A resident, speaking on condition of ano-

nymity, says life in Grieta Court is a night-mare.“Shots regularly fly throughourwindows

and walls as gangsters shoot the rival deal-ers who do business here,” she seethes.“Maar ek is ‘n piemper. I have had enough

of themerchantswho rule these courts. I amtired of being scared and hiding in my flat.But my neighbours are too afraid to speakout.”Dealers don’t make a secret of their deal-

ings in the council block.Stairs, the area surrounding the washing

lines and the courtyard is prime businessareas for runners who work for the court’speddlers.“You don’t see the bigmerchants,” she in-

sists.“They recruit the youngsters to do their

dirty work. If the children say no, they getintimidated and hurt. They are forced intoit.”Another tenant says violent incidents

and dangerous people are common in andaround Grieta Court.“When the tikkoppe are high they hak uit.

They run into people’s homes and threatento kill residents for money. We phone thepolice but they either ignore the complaintor drive past the scene,” he says.“All the shootings, theft and robberies

point back to drugs. It’s all for drug moneyand that’s why the police need to focus onthat instead of the gangs. At the same timecouncil needs to step up and evict the

guilty.”More tip-offs from fed-up locals have led

to a number of arrests in Grieta Court, con-firmsManenberg police spokespersonLieu-tenant Ian Bennett.He says a number of flats are under sur-

veillance for suspected drug peddling.“As a result we have confiscated drugs

with a street value of R150 000 last month,”he says.“We are also working on a number of op-

erations to try and target young people andprevent them from getting involved withdrug lords as runners or lookouts.”Mayoral Committee member for Safety

and Security JP Smith says council’s SocialHousing Unit has been alerted about anumber of homes which have been identi-fied as possible drug hotspots.“Wehavebeen focusingmore timeand re-

sources on curbing substance abuse withinthe lower social economic areas. Drugs andgangs still remain a huge challenge but afew good arrests have been made. We havea number of operations running to targetthese areas,” he says.“We are not going to tolerate any illegal

Approved.One word has resulted in Ronde-

bosch East homeowners preparing forbattle against the City of Cape Town.

Residents are up in arms after council re-cently gave approval for two of its erven tobe leased for a low-cost housing develop-ment.

The Cape Town Community HousingCompany (CTCHC) is the developer andfunder of the project.

Now that the company has secured use ofthe land, the planswill be sent to theAthloneSubcouncil to start the public participationprocess.

Talk of a low-cost development firstreachedhomeowners’ ears inNovember lastyear.

This resulted in numerous petitions andheated public meetings where residentsmade it clear that the development wouldnot be suitable for their community.

But Johan van der Merwe, Mayoral Com-mittee member for Energy, Environmentaland Spatial Planning, confirmed that the de-velopment will be going ahead.

“The City can confirm the site includesErf 62594 on Smuts Road and the un-utilisedLansta Road reserve in Lansdowne, situatedon the corner of Smuts and Windsor roadsbetween Windsor High School andLansdowne Station. The plots have beenleased to the CTCHC for the use of socialhousing development,” he says.

But the Civic Association of RondeboschEast (Care) say they are ready to stop theproject from moving forward.

Care’s housing portfolio executive mem-ber Nazier Banderker says: “This can onlymean trouble. These houses will be situatedin the heart of a higher-income area and itwill affect the value of properties,” he says.“The increase in residents will have an af-fect on the already high crime area becauseof the strain on resources.”

Homeowner Abubaker Nile agrees. “Weworked hard for our homes and if we want

to sell no one will want to buy the propertiesfor what it is worth. The development willjust be an eyesore,” he insists.

According to the original environmentalimpact assessors, the site is “well located inrelation to economic and social services andamenities within the surrounding area”.The company owner previously told People’sPost that preliminary investigations on thedevelopment potential indicated that about250 units can be developed on the land, con-sisting of two to three-storey apartments,(“Rondebosch East township triggers out-rage”, 20 February).

At the time it was also expected that theproposed development will consist of three

two-storey, four three-storey and seven four-storey buildings.

According to council, the project will berun by the Social Housing Act and the SocialHousing Regulatory Authority.

“These are not RDP houses and will berented to tenants,” says Van der Merwe.“People who earn less than R7 500, have fi-nancial dependants, do not own property, donot receive a government subsidy and arewilling and able to pay rent, will qualify.”

Banderker says they have not yet been in-formed of when the public participationprocess will start.

“We already have signed petitions againstthe development and we will take it further

until they can guarantee our concerns arenot warranted,” he says.

VanderMerwe says it is too early to specu-late on the full impact the development willhave on the surrounding community.

“The impact will only be assessed once allof the outstanding technical informationhas been received. Only then will the caseofficer be in a position to assess the applica-tion and prepare the report for tabling atSubcouncil 17,” he says.

Big Brother is packing a punch.And, if homeowners dig deep to help

raise funds, more cameras may becoming to the area.

The Lansdowne/Rondebosch East (Lan-Roe) Neighbourhood Watch has set out toacquire privately-funded CCTV cameras tomonitor vehicles entering and leaving thearea.

Watch member Moshin Karbelkar saysthe extra “eyes” are making a difference tothe number of criminal incidents reportedin the sector.

“We already have a camera set up on thecorner of Lawson Road and Seventh Ave-nue. Itwas installed on this site as it seemedto be the most likely entrance and exit forcriminals. The cameras are night vision ca-pable and can pick up details such asnumber plates and faces,” he says.

The watch recently acquired anothercamera – thanks to donations – to monitorthe opposite end of Seventh Avenue as thefirst camera doesn’t cover the entire vicini-ty.

“Residents have come forward to volun-teer to sponsor cameras as they are quitecostly. We have also discussed the possibili-ty of having live digital streaming to cell-phones, tablets and laptops of certain mem-bers in order to increase our responsetime,” he says.

Resident Christopher Lane says the foot-age is only available for viewing to neigh-bourhood watch members and the police.

“We are not monitoring the cameras allday, but if there are any incidents we cango back and look at the numberplates or fac-es if they made use of these roads,” he says.

With live streaming to members’ cell-

phones and tablets, the watch will be muchmore efficient, Karbelkar says.

“We hope that we will eventually be ableto roll out the project to the rest of the areaas well. With the help of the cameras we areable to identify perpetrators,” he says.

It is hoped the police will also be able toaccess the live feed once the system hasbeen established.

A date for the installation of the secondcamera has not yet been finalised, buthomeowners are happy to have the extraeyes on the street.

Watch chairperson Adam Fisher says thecameras have been instrumental in build-ing the case against the crowbar gang.

“We have footage of the getaway cars ofthe crowbar gang and we want to hand itover to the police,” he says.

At a recent meeting, Lansdowne policespokesperson Sergeant Nkululeko Mnyakasaid the video footage would be discussed.

“We will be setting up a meeting so thatwe can view the video and exchange noteswith the neighbourhood watches,” he says.

Karbelkar adds he would recommend theproject to also be implemented in other are-as.

“This has helped us to not only get rid ofbad elements, but to also add evidence tocases,” he says.

Nyanga Cluster Commander Major-Gen-eral Robbie Robberts encourages collabora-tive efforts with community crime fighters.

“Have regular meetings with the neigh-bourhood watches and the security compa-nies in the precinct, because we all have thesame goal,” he said at a recent public meet-ing.

over R2.3m towards an awarenesscampaign about Foetal Alcohol

Spectrum Disorder (FASD).These disorders develop in an unborn

baby if themother consumes alcohol dur-ing pregnancy.The alcohol is absorbed into the blood-

stream and poisons the foetus, affectingits organs.Babies are usually born with physical

and mental disabilities.South Africa has one of the highest in-

cidences of FASD in the world, and theWestern Cape is particularly affected bythe most serious FASD: Foetal AlcoholSyndrome (FAS).Albert Fritz, the provincial social de-

velopment minister, says the Depart-ment of Social Development is workingclosely with non-profit organisationssuch as the Foundation for Alcohol Relat-ed Research, FAS Facts and Early Yearsto help reduce and prevent the harmcaused by FAS.

Just over R2.3m has been allocated tothese three organisations.“Key to our efforts in tackling the

scourge is adopting awhole-of-society ap-proach, which involves building partner-ships with the private sector, NPOs andindividuals in our communities,” hesays.“Our efforts include a multi-pronged

approach to addressing the challengewhich involves the provincial depart-ments of Social Development, Health, Ed-ucation, and a number of NPOs.”The provincial health department con-

ducts research in conjunction with UCTto look at the impact of interventions.The education department has em-

barked on a comprehensive training pro-gramme to help teachers identify specialeducation needs, including children suf-fering from FAS.Pupils with FAS may receive support

from their class teacher or a learning sup-port teacher in a mainstream school orfull-service, inclusive school, Fritz says.

Crystal High School pupils will soon beable to let their imaginations free as anew school library opens its doors.

Former pupils, parents and the privatesector helpedmake the facility a reality, andschool principal Dino Abrahams says theopening comes at the perfect time.“We are starting matric exams soon andthe library has provided the students witha place to study,” he says.Every public school should have a library,Abrahams believes.“It was set up to benefit all our pupils andincludes digital and hard-copy material aswell as internet access.”Mark Stevens, a parent, says: “I lovedreading when I was younger; it was some-thing that kept me motivated. Our childrenmust have access to good books and maybethat will change some of their mindsets toshow them they can achieve more,” he says.Although Hanover Park has a public li-brary, Abrahams says the school’s pupils

are not making use of it.“Owing to the library being in the heartof gang territory, children don’t feel safegoing there. This facility is close by withall the resources they need to help themwith the new curriculum,” Abrahamssays.Stevens agrees that pupils are not stay-ing away due to a lack of interest.“The public library is situated in a veryvolatile area and there is little security atthe moment. There have been so manyshootings in the area thatwe as parents arenot keen on allowing our children to gothere. If there is a library at school in a safecontrolled environment, children willwant to read,” he says.Provincial education departmentspokesperson Jessica Shelver says booksare an escape.“A library at school provides scholarswith resources that they would otherwiseneed to source on their own time and mayinvolve travel,” she says.Shelver agrees the public library is “notin an ideal state”.

“The library in HanoverPark is located in a hotspot soif the school has a good credi-ble library then it would bene-fit the pupils and teachers.Leaders are readers and booksopennewworlds,withnewop-portunities and new possibili-ties. Books allow learners torise up above their circum-stances,” she says.Abrahams says education isthe way out.“We want to pay it forwardfor the next generation andwehave encouraged our allumninot to forget about the schoolonce they are a success. Thisis only the first project with

A total of 32 high school football teams willdo battle for the fifth annual Ryan RasoolMemorial Cup in Mitchell’s Plain this week-end.

The tournament, sponsored by the MRPFoundation, will be played on Saturday 20and 27 September.

It will feature under-19 teams from acrossthe Cape Peninsula and Cape Winelands.

The 32 teams have already been drawn in-to eight groups – Group A to Group H. Allmatches will be played at Westridge HighSchool.

Group A will feature MRP High SchoolsLeague champions Tafelsig, Bonteheuwel,Rocklands and New Eisleben.

In Group B, Oval North, Sibelius,Westridge and Ocean View will do battle,while MRP High Schools League runners-upCloetesville, Harold Cressy, Portland andBloekombos will fight it out in Group C.

Beacon Hill, Woodlands, Belgravia andRobinvale make up Group D, while GroupE comprises Spine Road, Trafalgar, Strand-fontein and Zola.

Group F will see Princeton, Mountview,Lentegeur and Groote Schuur do battle,while defending champions Mondale willstrut their stuff against Stellenzicht, Aloeand Silverstream.

The final group, Group H, will sees Cedar,Muizenberg, Glendale and Groenvlei com-pete for a place in the play-offs.

The matches kick off at 09:00 and will beplayed throughout the day.

Cricket meets academics at NewlandsCome January, one of the most famous

and picturesque cricket grounds in theworld will become home to a high

school.The Western Province Cricket Associa-

tion (WPCA), in partnership with Stone-fountainColleges, announced the opening ofNewlands Cricket High School last week.Stonefountain Colleges founder and direc-

tor Shaheed Shaik says the school willbroaden the platform for talented cricketplayers so that more players of value canproceed through the local cricketing system.“There are currently four very prominent

cricket schools in town, but disadvantagedplayers cannot afford to attend theseschools,” he says.“Therefore, the objective of the Newlands

Cricket High School management team is toarrange scholarships for nine players froma disadvantaged background, thus ensuringmoney is not the most important criteriawhen deciding which players will be accept-ed at the top cricket institutions.”The school, which will be following the

provincial education department’s curricu-lum, will be accepting Grade 8 and Grade 9pupils for next year. The school will growwith a grade every year.“After five years, the school should have

at least 45 well-developed disadvantagedplayers vying for provincial selection onmerit, rather thanopting for the veryunpop-ular quota system,” Shaik, the school’s di-rector, explains.“The school will have a fully-fledged aca-

demic programme, but will fit the develop-ment of cricket skills into the daily pro-gramme.”According to the WPCA website, the

school will be housed in the Century Clubon the third floor of the southern end of thefield. It will also use the facilities of WesternProvince Cricket Club, which is a merestone’s throw away from the stadium.“Applicantswill be assessedby coaches on

the school’s staff in terms of their cricketability and only those players with an aboveaverage ability to play cricketwill be accept-ed. Players who show real potential but who

have fully not developed will also be consid-ered,” a statement reads.“Teaching staff will be registered with the

South African Council of Educators, whilecricket coaches will be at least Level Twocompliant coaches. The school’s core activi-ty will be cricket development and playerswill be exposed to the best possible pro-grammes, workshops and practice ses-sions.”The pupils will also be exposed to many

forms of cricket andwill playmatches in theWPCA schools and clubs competition. Theywill also tour the country and host touringteams from around the world.“Players will not lose out on school work

as teachers will be touring with the players,ensuring that the academic programme con-tinues,” Shaik says.WPCA general manager Nabeal Dien

praises Shaik for his “forward thinking” interms of cricket development and education.“He is passionate about education and

more passionate about the game of cricket,”Dien says.
