Law Enforcement officers will be deployed to assist in decreasing crime in these areas. Lansdowne ward councillor, Anthea Green, says the officer will be deployed to im- plement bylaws and control the homeless- ness plaguing the suburb. “We need help with problems like vagrants and informal trading,” Green says. “Police don’t usually deal with those types of issues so the new de- ployment will help in that sense.” Lansdowne is renowned for squatters at specific areas like under the Racecourse Road bridge. The officer will essentially look at ways to keep vagrants from squatting in the area. “Even when Law Enforcement removes the vagrants they eventually just come back. That is what we are trying to avoid,” Green says. “Vagrants really are a massive problem,” says Springbok Pharmacy owner, Wayne Kolevsohn. The pharmacy is in Lansdowne Road. “We have been here since 1990. Since then we have had problems with them. They are harmless but scare away customers when they get intoxicated,” Kolevsohn says. When he heard about the plans to deploy a security officer he was speechless. “I am so happy to hear this. It is about time. I have been waiting for something to be done for what feels like eternity,” an excited Kolevsohn says. The officer being deployed in Hanover Park will also focus on enforcing bylaws. Ward councillor Antonio van der Rheede is positive about the deployment. “Police’s preventative work could im- prove a bit. When there is some kind of law enforcement in the area it could curb small transgressions,” Van der Rheede says. He hopes to have more resources available in future to employ more officers. A total of R100 000 from the annual ward allocation budgets will be used to deploy these “neighbourhood security officers”. Meanwhile ward councillor Junade Hoos- ein accuses Manenberg police of not being active enough on local streets. “They aren’t always around when you need them the most,” Hoosein says. “Criminals take chances but once they see there is someone watching them, they might think twice. We felt we could fulfil more se- curity needs and this is the best route we came up with.” Manenberg police is “useless”, resident Rick Cronje says. “I was robbed here a couple of times al- ready. A friend’s car was stolen three years ago and still hasn’t been found. “If police were around patrolling and do- ing what they were paid to do, these type of things would never or seldom happen,” he says. Cronje gives the initiative the thumbs up, but believes it will take more than one officer to have an impact. But Manenberg police spokesperson Lieu- tenant Ian Bennett hits back that sector po- lice vehicles are seldom at the station as of- ficers are constantly on patrol. He says on average eight vehicles patrol in Manenberg. “There are two vans for every sector and our crime prevention unit patrols as well. ROBBERS preying on children and theelderly and thieves storing their stolenitems in uncovered manholes hasMountview residents on edge.

But despite criminals runningwild in theirquiet streets, police aren’t fast enough to re-act, residents and neighbourhood watchmembers claim.

The small area has been plagued specifical-ly with robberies, car break-ins and houseburglaries.Yusuf Davids has lived in Mountview for

over 20 years. “I’ve always heard people com-plain about crime. I thought they were over-reacting because this area is very quite. Itwas when my bakkie was stolen that I reallystarted taking note.”Residents say criminals, supposedly from

Hanover Park, prey on youngsters and theelderly.Various hotspots have been causing head-

aches for locals.One of these is a passage next to Sterling Pri-mary School where several people have beenrobbed, Davids says.Amanhole in themiddle of the throughway

is apparently used by the criminals to stashstolen items.“There are actually two man holes but we

closedup the other one,”Davids says. “I don’teven think it would help if other covers areput on. These thieves will just take them offagain.”Another hot spot is an alley running

through Belmore Avenue, Murray Road,Jackson Crescent and Armstrong Crescent.A resident, who asks not to be named, lives

close to the notorious alley and refers to it asa nuisance.“Each and every time we have to hear that

someone has been robbed here. I have seenit with my own eyes. These skollies come andwreak havoc here.“We’re just trying to make a living. What

gives them the right to steal from us?” hesays.Gulzaar Khatieb says although the closest

shop is only a stone’s throw away from hishome, he doesn’t allow his son to go to therealone.“If Iwere to sendmy son to the shop I know

for a fact he will be robbed. Not too long agomy family and I were all in the house havingdinner when we heard water gushing. Whenwe got outside someone had stolen our out-side taps. It happens in the blink of an eye,”a frustrated Khatieb says.“Don’t even think about leaving anything

outside – they will steal everything frombenches to mops.”Lansdowne police station commander

Lieutenant Levona Januari says she hasn’tnoticed an increase in the number of break-ins and robberies.“Our records don’t show a spike but that

is probably because people don’t report thecrimes. Officers do however often patrol inthe area,” says Januari.In the meantime, residents have come up

with a plan of their own.The Mountview Neighbourhood Watch

was established three months ago and al-ready has 30 committed members, which in-clude Davids and Khatieb.“I care for this community so much and I

will protect it any way I can. At the end of

the day everyone works hard to be able to af-ford assets, then some criminal comes andtakes what we have worked so hard for. It’snot fair,” he says.Despite the neighbourhoodwatch’s valiant

attempt to keep criminals off their streets,they have concerns regarding police involve-ment.“We want police to be more visible inthe area. Their response time is extremelypoor. We had a few incidents where we need-ed the police desperately but either they camelate or didn’t pitch at all,” Davids says.Januari admits that many times police ve-

hicles are not available as they are “out onother urgent calls”.“We have had discussions with the neigh-

bourhood watch and I have even given themmy personal number for when they have re-sponse problems. Ideally, they can call theshift commander or the sector commander sothat their calls can be properly dealt with andstandby officers can respond.“The neighbourhood watch plays a big role

because they strengthen policing and we ap-preciate their assistance.”

LANSDOWNE police say schools need tocommunicate with them to ensure safetyin classrooms.

The station’s commissioner, Colonel Levo-na Januari, says theywould gladly do search-es but such operations are only done on re-quest of the principal.“We often go to schools but it ismore to talk

to pupils about crime prevention and try todiscourage them from criminal activity,”Januari says.She says principals don’t always inform

themwhen there are incidents at the schools.“Police need the help of principals, staff

and parents. In unison we can prevent vio-lence from occurring at schools,” Januarisays.The concern comes after two pupils were

shot at Oaklands High School last week.At about 15:00 on Tuesday, the boys, aged

13 and 15, were waiting in a Kenwyn taxi togo to their Hanover Park homes when theywere shot by another pupil (14).Both boys, one in Grade 8 and the other in

Grade 10, sustained injuries, one to his armand leg and the other to his leg.Theywere taken toGroote SchuurHospital

for treatment and are in a stable condition.The Grade 10 boy had to undergo surgery lat-er that evening.The taxi driver said he was waiting for the

children to collect their taxi fares in order todrive. That’s when he heard gunshots.It is alleged that the boywho fired the shots

was playing with the gun when it went off.He was soon arrested and faces charges of

attemptedmurder, possession of a prohibitedfirearm, possession of an unlicensed firearmand possession of ammunition.The boy claims he had found the 9mm gun

and picked it up.

The serial number had been filed off mak-ing it difficult to track. The boy appeared inthe Wynberg Magistrates’ Court on Wednes-day. Police are not sure if the incident wasgang-related.Western Cape CPF chairperson, Hanief

Loonat, is demanding action.“This is unacceptable. Learners shouldn’t

be going to school with weapons. A policyneeds to be set up by all role players to helpstop these types of violent incidents,” saysLoonat. “All of us need to work in unison, es-pecially the parents of these children.”Loonat wants a full investigation. “Why

would an innocent child be walking aroundwith a gun? It doesn’t make sense. Childrenget involved in gangsterism so easily. Howmany other children are carrying guns toschool?”Bronagh Casey, the spokesperson for pro-

vincial education minister Donald Grant,says counsellors were sent to the school toprovide support on Wednesday.“The school is understandably shaken by

this incident, and we would like to thank theprincipal, staff and the district officials fordealing with the aftermath of this incident soeffectively,” she says.“A report has indicated that the child did

bring the weapon into the school. The schoolprincipal was not aware that the learner hada gun in his possession. Should he haveknown he would have taken the necessarysteps to remove it.”In circumstances where a principal is in-

formed that a child has any dangerous object,liquor or drugs, he or she can conduct asearch-and-seizure exercise.In January 2011, the new Western Cape

Provincial School Education Act was passedwhich provided clearly defined powers toconduct search and seizure operations atschools should staff reasonably suspect alearner of carrying any dangerous weapons.

Howev-er, she says she prefers to give U-Turn vouch-ers as she has found people are grateful to re-ceive them because they can either getclothes, a meal or a night in a shelter. “Myheart just breaks for people because I knowjobs are hard to find. By giving them somethingyou feel like you’ve made a little difference.”

UNFUNFAIR:AIR: Samier Booley says he doesn’t makea habit of givingmoney to people on the streetsbecause it is easier for them to beg and notwork. Although he understands they might nothave jobs, he feels it is still not fair. “A labourerworking on a site gets between R120 andR150 for a full day’s work. It is unfair for peoplebegging to make the same sum or more.”

TTAKE AAKE A CHANCE:CHANCE: René Jantjies prefers givingfood. She adds sometimes people beg for mon-ey to feed their families, but then use the cashto buy other things. “It is difficult to knowwhen people really need it, but that’s why I goto the shop and buy a bread for people insteadof giving them the money.”

HANDHAND IT OIT OVER:VER: Thuso Simon says it’s hard totell whether beggars give the money to theirfamilies or use it for drugs. Even so, he sayssome people, especially car guards, deserve tobe tipped. “I’ve seen some get stabbed pro-tecting cars.They should actually get moremoney. Everyone should get paid more.”

ONTARIO Court residents in HanoverPark are demanding that the City of CapeTown increase refuse collection.

Currently theCity only collects rubbishonWednesdays but residents say this needs tobe increased to at least twice a week.Another concern fromresidents is that not

all homes have bins.There are 60 flats and 20 back yard dwell-

ings who use eight binsamong each other.A couple of days after

dirt collection the binsare filled to the brim withdirt again. Residents saythis makes the court lookuntidy.Community worker

and court committeemember Gigi Richardssays they can’t go on liv-ing in filth. “There are 80families living here,which includes back yarddwellers and all of themhave dirt to get rid of.We pay to have the dirtremoved. They see how quickly our bins getfull so why don’t they do something aboutit?” Richards says.The City used to collect twice a week but

have stopped, she continues. “We are proudof our court. We want to keep it as clean aspossible but how can we do that when ourbins are constantly overflowing and there isdirt flying all over?”Resident Elsie deBruin says hermain con-

cern is the lack of bins. “The tik monsterscomearoundand they steal our bins to trans-port stolen goods. Some people even use thebins to store shoes or groceries,” De Bruinsays. “Thecouncil sayswemustbuyanotherbin.Why shouldwe paywhen it is stolen eve-ry time? Even if we wanted to buy new bins,where would we get the money? This is animpoverished area; most people can’t afford

to buy a new bin every time,” says de Bruin.She insists the City should clean twice a

week. “They clean neighbouring streets onother days. The truck can stop here at On-tario, collectmore of our dirt and themmoveon to the other streets. It’s not like they’dgive out extra petrol,” she argues.Mayoral Committee member for Utility

Services, Ernest Sonnenberg, says thenumber of bins for courts must be equal toat least one third of the total number of flats.“According to that ruling, there should be

at least 27 bins at OntarioCourt,” he says.Residents have to ask

the housing office to re-port the stolen bins andrequest replacements,Sonnenberg explains.If the bin is stolen from

outside the property onthe scheduled refuse col-lection day, residentsmust report the theft tothe police, obtain a casenumber and then reportthe incident to theCity bycalling 0860 103 089, going

to a walk-in centre, or emailing 2 [email protected]. “Residents willthen have to provide their account number,address, contact details and case number. Anotification will be created and a new binwill be delivered free of charge,” Sonnenbergsays. Although if the bin is stolen from out-side the property on any day other than thescheduled refuse collection day, it will benoted as negligent. People will then have topay for a new one.Regarding the request to have an addition-

al refuse removal day, the City says resi-dents have to apply at the City’s Human Set-tlementsDirectorate. To stop the theft of binsthe City is in a pilot phase of developing elec-tronic systems. “Thiswill be used to identifythe bins in an effort to, among other things,exercise improved control over the bins,”Sonnenberg says.

OVER 8 000 learners have registered to partic-ipate in the National Senior Certificate (NSC)supplementary exams.The exams started yesterday and will run

up until Tuesday 19 March.The provincial eduction department is giv-

ing learners an extra helping hand by provid-ing free tuition.“One of our priorities is to ensure that as

many learnerswrite andpass theirNSC,” saysprovincial minister of education, DonaldGrant. “In all examinations, some candidatessimply ‘slip-up’ or are significantly weak in aspecific subject. Therefore they are given asecond chance to complete their NSC require-ments by writing the supplementary exams,”Grant says.The tuition programme includes broadcast-

ing revision lessons via satellite to 145 schoolsacross the province using its Telematics sys-tem. Local schools include Crystal Secondaryin Hanover Park, Manenberg Secondary,

Mountview High and Silverstream Second-ary. Expert teachers will provide quality les-sonsvia satellite to candidateswhohave regis-tered to write the supplementary exams.Candidates will be able to view these broad-

casts between Sunday 17 February and Thurs-day 28 March from 15:00 to 17:00 on weekdaysand from 14:00 to 18:00 on Sundays.The revision lessons will cover seven core

HAVING outlived most of her family, a107-year-old Manenberg woman is stilllooking forward to many more years.

Johanna “Aunty Henna” Arendse wasborn in Ladysmith where she also spentmost of her childhood years.She says her secret to living a long life is

to “fear God and always do good things forother people”.AuntyHennahad six siblings and says she

grew up on a farm in a harsh environmentand did not even go to school.None of her siblings are still alive.But despite this, the friendly and talkative

woman jokes she “doesn’t rememberhalf thethings [she] sometimes says”.Aunty Henna, who lives in Grootkop

Street, got married when she was 19 yearsold and says its sudden end a short while lat-er traumatised her.But she found love again, andmarried her

second husband a few years thereafter.She moved to Manenberg in 1964 and says

despite her memory not being good, she stillremembers pertinent moments in her life.

Oneof herhighlightswashaving four chil-dren with her second husband, HendrickBailey.“We had two sons and two adopted daugh-

ters. My husband and children were every-thing to me, but sadly none of them are stillalive,” she says tearfully.Aunty Henna lives with her grandchild,

Nigel Bailey and great-grandchild, Winlen.The bundle of energy has a tendency to

leave his toys scattered around the lounge.“Always remember where to put your toys,”she says to him, tongue-in-cheek.Sharifa Ryland lives opposite the pension-

er’s home and has known her for half a cen-tury.She says Aunt Henna has been an inspira-

tion to all in the community.“Every day I bring her a plate of food as

a way of showingmy appreciation for all thewisdom she has shared with me,” she says.“When she needs our help as neighbours,

we always do our best to help her.”Allie Mansoor, another Grootkop Street

resident, says he has known Arendse for 45years.“AuntyHennahas always been akindper-

son. Whenever I have a problem I will go toher and she always gives me the best ad-vice,” he says.“I hope she stays the way she is and never

forget us in her prayers.”Ward councillor Junade Hoosain says

Arendse’s life needs to be celebrated as sheis the oldest person in Manenberg.“I organised a seniors party for the

Manenberg community where we also cele-brated Aunty Henna’s birthday,” he says.“We don’t get people reaching that age any

more so we need to look after and supportpeople like Aunty Henna.”

Petrol increased by 41c a litre on Wednes-day.A litre of petrol now costs R11.92 in coastal

areas and R12.27 in inland regions.While fuel increases affect the profits of the

taxi industry,most associations onlyup theirfares once a year, explains Vusumzi Miselo,the regional chairperson of the Congress forDemocratic Taxi Associations.“We meet with other taxi associations be-

tween October and November where we dis-cuss price increases. Our fares always in-creasebetweenR1andR2and these increasesusually take effect in December,” he says.“We will be losing a lot of profit by not in-

creasing our prices, but we know the petrolprice will go down soon. If we increase faresnow, our customerswill expect us to decreaseit when the petrol goes down. For this reasonwe only have a price increase once a year.”After price increases, more travellers

make their way to train stations, Metrorailregional manager Mthuthuzeli Swartz says.“The region’s overall ticket sales have in-

creasedbymore than9%[since the last petrolincrease]. Monthly ticket sales have shot upby 21.4%, an indication that the demandkeeps growing despite our current challeng-es,” he says.Metrorail has 85 trains operating on three

different lines in the province.There are 33 trains operating on the Khay-

elitsha/Mitchell’s Plain line; 32 on the north-ern line to Bellville, Wellington and Strand;and 23 serves the Simon’s Town and CapeFlats line.“Some 655 daily trains operate 732 000 pas-

senger journeys each weekday. The currenteconomic climate has increased demand fortrains to the point where it exceeds availablesupply,” Swartz says.“Even with all train-sets repaired and in

service, the Western Cape region will find itextremely hard to meet increasing demand.Attemptshavebeenmade to source train-setsfrom other regions and commuter trainshave been replaced with long-distance car-riages for outlying areas to free up additionalcapacity for shorter routes.”Another alternative for cash-strapped mo-

torists is car-pooling.Findalift.co.za offers a secure and free serv-

ice that allows people to find others travel-ling their way with little hassle.Already used by over 6 400 South Africans,

the site matches people on similar routeswithout displaying personal information, sothey can decide to make secure contact andarrange to share the journey.Managing member Daniel Claassen says

the service helps people travel better, reduc-es emissions and congestion and saves mon-ey.“The effect of the latest fuel increase will

ensure a motorist, making a modest com-mute of 25km to work and back, will pay onaverage R300 more for fuel annually,” hesays.And while 41c might be something most

won’t even bother to pick up off the floor,there is a bigger picture.“Using the latest petrol price, it will cost

a commuter onaverageR9 000 in fuel per yearand R4 000 in wear and tear, based on AArates for the maintenance costs of a vehiclewith an engine capacity of 1 501 to 1 800,”Claasen says.“Sharing this journey with one person can

save R4 500 in fuel alone and R2 000 on wearand tear. What could you do with an extra R6500 yearly?”Johnny Barret previously travelled 20 km

from Athlone to Cape Town to drop his wifeat work. But since the price hike, she has opt-ed to rather travel by bus.“When I used to drive her to work I would

spend at least R1 200 a month,” he says. “Weare saving more than half the money nowthat she is using public transport.”Selvinlee Balie says commuting by taxi is

the cheaper option.He takes one taxi from home to work, trav-

elling 20km on average per day.“When I was using my car I would spend

R600 on petrol amonth. Now that I use publictransport I spend just over R250,” he says.

SEVERAL people were injured on Thurs-day when random shootings rockedManenberg.

People walking in Thames Avenue scat-tered as the shots rang out.It started at 10:30 when a 21-year-old was

shot in his right leg.The youngmanwas sitting in Thames Av-

enue with friends when shots were fired at

them. No one has been arrested.Also inThamesAvenue, a 27-year-oldman

was shot in the leg at around 17:00.No arrests have been made.Just a stone’s throw away from Thames

Avenue, another shooting occurred in Swa-kop Road at 17.45.The man, aged 22, was also shot in the leg.

Again, no arrests.After the shootings police launched an op-

eration in Thames Avenue and the sur-rounding area.Officers searched houses, people and cars.A 17-year-old was then arrested after try-

ing to flee police.Officers saw the suspicious-looking young

man running with a bag in hand and gavechase.

Hidden in the bagwas a gunwith the seri-al number filled off.Three more men were arrested when po-

lice searched a house in Thames Avenue.They appeared in the Athlone Magis-

trate’s Court yesterday on gun possessioncharges.On Friday at 2:10, police received a tip-off

SK WALMERS could divert from theirusual ball-in-hand brand of rugby toincrease their chances in the SaruCommunity Cup.

The Green Point side host WorcesterVillagers in their first game of the inaugu-ral tournament, which replaces the Na-tional Club Championship, at the GreenPoint Track on Saturday 23 February.Labeeb Levy, the club’s director of

coaching, says the team will aim to enter-tain, butmayhave to swap their tradition-al champagne rugby for amore structuredapproach, depending on certain factors.“We would like to play that brand, but

we also have to look at the resources wehave. We would like to play and maintainit, but, in saying that, the competition isvery different (to the Super League A),”says Levy.“The people you are playing against al-

day and will use the extra week to wrapup their preparations. Levy believes hisside could be in for a taste of their ownmedicine when the Boland champs visit.“I think Worcester Villagers will play a

typical Boland game – keeping the ball inhand and giving it lots of air,” he says.“They will play their normal attacking

game.Theywouldhavehadanextra gameso theywill know the pressures that comewith it. We will be fresh, so hopefully thatwill be to our advantage.“It’s our first game on the Track after

a two-year break and hopefully we willmake it special.”SKW are set to announce a squad of be-

tween 30 and 35 players for the competi-tion this week.

ninth place on the table respectively, andAthletico’s 2-0winhas seen themclimbaboveMutual to eighth on the table.Sayed Appels, team coach, says he wasn’t

aware of the match’s importance as his sidewent into all games with the same mindset.“I am not even watching the log. I am just

thinking about winning.“The goal is to end as high as possible. We

can stillwin this league, asweare a teamwithambition,” Appels says.“If the boys can show commitment and

heart then I can’t see anybody stopping them.I am with this team for four weeks and youcan see the changes. The heart, discipline, re-spect and commitment is starting to devel-op.”Athletico were the first to threaten and got

the game’s first shot on target in the 15thminute, when Marcelino Lambert’s raspingdrive was parried by the Mutual goalkeeper.They took the lead fiveminutes later, when

Abdul Jacobs curled a free-kick finto the topright corner of the net from the edge of the

box.Athletico increased the deficit, on 25 min-

There was only one team on the park. Wetired a little bit in the second-half, but that’sunderstandable as this field is a bit heavy,while this was a high-paced game,” he says.“Whenever we gowide, we look like we can

score goals. That is what football is about –how you go wide and how your runs are upfront. If you can get that right, the sky is thelimit.”Old Mutual will host Cape Town All Stars

from Roos Drost in the seventh minute and Kit-ty van Male in the 23rd minute, but the score-line did not reflect the tremendous fight the SAteam put up.World record goalscorer Pietie Coetzee and

Jade Mayne came close to getting on thescoresheet on a number of occasions only to befoiled by the world’s best shot stopper, JoyceSombroek, in the Netherlands’ goal during thefirst-half.Five minutes into the second-half a revital-

ised SA scored from their second successivepenalty corner, when Lisa Deetlefs slapped inon the rebound.

NEWLY appointed Santos coach Ian Palm-er ishappy forhis side to “winugly”as theypush for promotion from theNational FirstDivision (NFD) and a place in the latterstages of the Nedbank Cup.

The Lansdowne based club will kick off thesecond half of their season – and Palmer’s ten-ure as coach – against local rivals Vasco daGama at Parow Park tomorrow (Wednesday 13February).Palmer expects the match to be a physical

encounter, saying he will be looking for hisplayers to play within the structures he imple-mented after taking over from Maart Nooij.“To be quite honest I don’t care how I get the

points – if it’s ugly then it’s ugly. You are notgoing to have perfect football,” says Palmer.“Sometimes you play good football and you

lose games. For me the brand of football isabout staying compact and playing on thecounter-attack.“That’s the football you are going to need to

grind out results in the NFD. For me, havingits important to have speedywingers and a topstrikerwho canholdupballs andbring the sec-ond striker into play.”Santos will go into the game short of match

fitness – as they have not played since mid-De-

cember – andonanunhealthy runof form,hav-ingdrawn twice and lost twice in their last fourgames.The People’s Team are ninth on the league

beginner surf and ocean knowledge les-sons, outdoor activities, survivor educa-tion and plenty fellowship and fun.Attendees will have a chance to share in-

gramme could help young cancer survivorsin several ways.“Integrating the YSA surf program into

our Cancer Buddies survivor mentoringservice is a wonderful opportunity for us tohelp young people connect with fellow can-

cer fighters and survivors, participate innew challenges and feel empowered to re-claim their lives and identities,” she says.“This is going to be an unforgettable ex-
