The 38-year-old says he knows no other way to live. Morgan is one of eight gangsters who re- cently set up house underneath Wetton Road bridge in Dolphin Way. The area was fenced off two years ago, but homeless people have since broken down the barriers and have resettled into the Metro- rail-owned land. And despite locals’ fears of criminals liv- ing on their doorstep, the rail agency says there are no immediate plans to cordon off the erf. Morgan admits that crime is the only way he survives. He has been to jail more than 20 times. “Crime is our way of life; there is no other way for us because that is all we know,” he says. “I have tried to work doing a normal job, but I always end up going back to crime and then I lose the job.” Morgan became a member of the 26s gang while in prison and says he has lost faith in trying to live an honest life. “I know that by stealing I will always have something on my plate at the end of the day. Living a normal, clean life just doesn’t make any sense to me.” Two years ago about 30 people were forced to move when the City of Cape Town and Metrorail set up steel fencing around the ar- ea to keep the homeless out. But the drifters slowly started making their way back a few months ago, homeown- ers say. Lansdowne police spokesperson Sergeant Nkululeko Mnyaka advises residents and commuters to be vigilant and says more pa- trols will be conducted in the vicinity of the bridge. “The problem there is an old one because it is difficult to just move the people away. Some of the criminals don’t even sleep there. They just use the bridge as a place to hide. It’s almost like a halfway house for them,” he says. Sandra “Ouma” Fielies (57) has been liv- ing near the bridge for over 10 years. Fielies was one of the 30 vagrants who were removed in 2012. She has since taken up residence under- neath a pedestrian stairway along with 10 other vagrants on the opposite side of the bridge in Dolphin Way. “We are not involved in crime. We get food from residents and do odd jobs for money, but those guys on the other side are the ones causing the trouble,” Fielies insists. The Lansdowne Community Policing Fo- rum has been bombarded with complaints about criminals who call the bridge home, says chairperson Thetha Sithole. The vagrancy in this area has been a sore issue for years, he confirms. “We need to sit down and speak to them because they are clearly not going any- where. We need a holistic solution to this problem because it’s not just the people who live under the bridge who commit crime in the area,” Sithole argues. Wetlands Neighbourhood Watch chair- person Maahier Moos says one of the com- munity crime fighters has found that drugs are also being sold by the vagrants under the bridge. “We have been monitoring the situation and are liaising with police to go in there and search the area,” he says. Metrorail spokesperson Riana Scott says Wetton station is currently being redevel- oped. “The station is being revamped but there are no immediate plans to further fence the area as this will be addressed at the time of development,” she says. Scott admits the rail agency was not aware of the gangsters who have set up camp on their property, but confirms Metrorail will investigate the matter. Disabled people continue to be sidelined.This was the sentiment shared at a

housing meeting last week.Wheelchair-bound locals say they are ig-

nored when it comes to the housing waiting

list. Their needs are also never taken intoaccount when residential developmentplans are made, they contend.While a number of housing projects have

sprungup acrossCapeTown in recent years,wheelchair-bound residents say thedevelop-ments are not accessible for all.Deputy Minister of Women, Children and

People with Disabilities Hendrietta Bogo-pane-Zulu says disabled people must de-mand better standards of service delivery.She suggests a housing list for disabled

people be established to ensure those withspecial needs are not overlooked.“When houses are allocated, developers

must indicatewhogets theproperties. Thoselists can be inspected by the public. They arenot top secret.“However, it is your responsibility to en-

quire,” Bogopane-Zulu says.Should ahouse not be accessible for a disa-

bled beneficiary, there is a rectification pro-gramme put in place by the Department ofHumanSettlements to address this problem.“There is money this government has set

aside for top-ups to ensure houses are acces-sible. If you become disabled due to an ill-ness, you can also make use of this pro-gramme,” she says.Anthony George is confined to a wheel-

chair. He believes more awareness needs tobe created to ensure the rights of disabledpeople are not violated.“People are not aware of the processes and

policies in place to assist them,” he says.George, who is also the provincial secre-

tary of Disabled People’s South Africa, saysnational government has put in place poli-cies that outline the guidelines which pro-vincial and local government should adhereto when building houses.“These policies aim to ensure accessible

houses are built for the disabled, but are not

always adhered to,” he argues.Bogopane-Zulu reiterates this and says

her department, which has an oversightfunction, tests norms and standards.“Should you be concerned about these

norms and standards not being upheld, con-tact my department so we can investigate.”Zou Kota-Fredericks, the deputy minister

of human settlements, says there are hous-ing developments where no disabled peoplehave benefited.“Each developermust set aside houses for

people with disabilities. These houses needto take into account the needs of the disabledperson.”AndileNdabeni says houses built inKhay-

elitsha do notmeet the needs of disabled peo-ple.“It sounds like to our leaders we do not be-

long in South Africa. I was told that a devel-opment in Site C is not suitable for peoplewith disabilities. If we do not belong in thesecommunities, where do we belong?”Hispatience iswearing thinashehasbeen

sent from pillar to post in a bid to resolvethe matter.“As disabled people we are always told to

be patient. Politicians always talk, but whenare they going to work for us?” he asked.Wheelchair-bound Allen Gordon ques-

tioned the sincerity of politicians speakingat the meeting.“This sounds like a story I have heard five

years ago. How long are we going to wait be-fore you take action?” Gordon asked.Two resolutionswere takenat themeeting

to address the public’s concerns, this in-cludes spreading awareness about the rightsand responsibilities of disabled people interms of the allocation of houses.It was suggested that the Department of

Human Settlements open a satellite office inthe Western Cape.

SHERWOOD PARK: NO INJURIES IN FIRE

An infuriated man has allegedly burneddown a makeshift dwelling used as adrug den by tik addicts in Sherwood

Park.The angry homeowner is alleged to haveset fire to a shack in Third Avenue at 16:00on Sunday.Witnesses say themanbecame incensed af-termetal gates had been stolen fromhis prop-erty.After a brief investigation the communitysingled out a group of tik addicts living in adwelling on a vacant plot further down theroad.Marion Paulse (67) says the man has beentrying to build a house adjacent to her homefor over a year.“Every time he wants to start a new phasethey steal his building materials.”A neighbour, who does not want to be iden-tified and lives near the vacant plot in ThirdAvenue, said she witnessed the incident.“I saw him come here; he found out it wasthe tik koppe who stole his gates, so he tookpetrol and set the place alight,” she says.“Peoplewere shoutingandperforming, butthere was nobody inside at the time.”

Residents tried to hose down the blaze be-fore Fire and Rescue Services arrived to se-cure the area.Spokesperson Theo Layne confirmed theincident on Sunday.He says a case of suspected incendiarismhas been opened after rescuers found thatmalicious intent may have been behind thecause of the blaze.“One wood and iron structure was dam-aged by aminor structural fire. Our rescuersarrived on the scene at 16:35 and managed toextinguish the fire after 30 minutes. Therewere no injuries reported.”Layne says the incident report was handedover to police at the scene.However, Manenberg police spokespersonLieutenant Ian Bennett could not confirmthis.“We do not have any record of the fire. No-body has come forward to report the fire ormake a case.”Bennett says there have, however, been re-ports of homeless drug addicts committingcrime in Sherwood Park.“Themost recent was a theft out of amotorvehicle in Third Avenue on Sunday night.”Sherwood Park residents say the group ofaddicts has not been seen since the blaze onSunday.

Children are being blamed for a recentflare-up of gang violence in HanoverPark.

A spate of gang-related shootings whicherupted late last year left more than 20 deadand residents fraught with fear.However, after more than a month of

peace, violence is once again the norm.Three shootings in less than amonth have

left a 40-year-old man dead and a 10-year-oldboy and a 23-year-oldman seriously injured.The man was killed in Ryston Road after

being shot in the head, neck, chest and stom-ach on Friday 4 April.The boy and man were shot at Lomond

Court on Sunday 6 April. Both were treatedat hospital and have since returned hometo their families.Hanover Park Community Policing Fo-

rum chairperson Anthony Daniels saysyounger gangsters are to blame for the re-cent shootings.“The older gangs like the Americans and

Mongrels have settled down, but the newer,younger street gangs are now causing cha-os.”He says young gunmen are shooting frivo-

lously at random targets to gain entry intothe bigger gangs. “Shooting people givesthese guys a huge ego and they gain popular-ity among their peers. Then they brag aboutit to get into other gangs,” he says.Residents say children are soft targets for

gangsters who want to recruit them intotheir ranks.AlgoaCourt residentRaulParker (31) says

when he was a teenager, he was often har-assed by older gangsters. “Theyusedmoney,jewellery and expensive clothes to lure meand my friends into their gangs.”Parker says many of his peers are in jail

or dead. “Once you’re in a gang it’s difficultto get out and gangs like the Islanders arerecruiting youngsters for the Americans.ZahirMatthews admits to recruiting, list-

ingmoney, drugs and power as potent lures.Matthews was recruited as a teenager and

says the gang is constantly on the lookoutfor new members to dominate their territo-

ry. “The cycle continues,” hesays, adding that parents ofrecruited children make noreal effort to pull their childback from a life of evil. “Theydon’t encourage their chil-dren to leave the gangs; theyjust go with it.”Matthews says more than

10 boys – aged between 16 and18 – have been recruited to hisgang in April.Charlene Miller is a Hano-

ver Parkmother of three boysand her children joining agang is a horror she will fightto the end. “We know there isa big chance theywill becomegangsters. It’s just so common in areas likethis. Some parents don’t even try, but I willnever give up on my children,” she says.Miller says her boys, aged 10 to 15, are all

involved in sport and attend school daily.“We have to be positive and be good role

models for them while encouraging them tobe successful. The rest is in God’s hands.”

Philippi police spokesperson LieutenantLanceGoliath says this scenario is common.“We are doing lots of imbizos to mobilise

the community. It’s a sad reality because itis so hard for a single mother to raise goodchildren when they are being lured intogangs with money, power, drugs and thefake gloss that goes with that lifestyle.”

After five armed robberies in the lastfour months, some frequent shoppersat Vangate Mall feel their safety is be-

ing compromised.But centre management says additional

security measures are being explored toprevent robbers from striking again.

Themajority of these incidents tookplacebetween 09:00 and 13:00, confirms Athlonepolice spokesperson Sergeant Zita Norman.

The last reported incident took place lastmonth, when a security guard was shottwice by armed robbers who struck just be-fore 10:00 on Sunday 9 March.

According to a police report, four sus-pects entered a cellphone shop and used afirearm to threaten two employees.

The men made off with an undisclosednumber of cellphones.

They then hit a second store opposite thecellphone shop and stole an additional 45cellphones as well as laptops and modems.

The robbers then ran to the exit and shotthe mall security guard twice in the shoul-der before driving off in a green MercedesBenz.

Norman says suspects are becomingmore daring. “We have deployed a sectorpatrol vehicle and sector manager to patrolthe mall area at various times. We are alsomakinguseof theFlyingSquad topatrol theouter perimeters of the mall. During theday the Equestrian Unit patrols the parkingarea of the mall,” she says.

“Police don’t focus on retail areas andaren’t usually visible at shopping malls be-

cause most have privately employed securi-ty. However, it is concerning that criminalsare becoming more brazen and reckless byoperating in retail areas filled with people.”

Norman says mall workers are urged toshare CCTV footage of robberies takingplace, as well as produce identity kits of sus-pects and sharing information about theirmethods.

Shopper Alan Hendricks says it is alarm-ing that the robbers are striking in broaddaylight. “Security staff need to be properlytrained and increased. The safety of shop-pers needs to be ensured,” he insists.

Cheryl Jacobs, a shopper who witnessedan armed robbery at the mall earlier thisyear, says the incident left her scared.

“The robbers weren’t even wearingmasks,” she recalls. “They are striking dur-ing lunchtime when many innocent peopleare around.”People’s Post has reliably learnt more se-

curity measures are to be put in place, in-cluding hiring more security staff.

The sources, who refuse to be named, sayit is essential for the mall to have a goodrelationship with local police.

Vangate Mall management was ap-proached for comment, but at the time ofgoing to print there were no responses.

Athlone Community Policing Forumchairperson Azizah Kannemeyer says therobberies should not be taken lightly.

“Most of the security (guards) at mallsare not armed and do not wear bulletproofvests. The robbers wait until there are nosecurity officers around before striking. Ifthey appear, they become the target of therobbers’ violence,” she says.

An era when sport played a big part inthe community was rememberedwhen Maitland Giants Baseball Club

recently hosted a reunion.Former star players spoke about the

game with fond memories of the enjoymentit brought to them and, most importantly,the positive impact it had on them as jun-iors taking the lessons of discipline intotheir adult lives.

While many of those players may haveleft Maitland and spread across the penin-sula, it was obvious that the Giants re-tained a special place in their hearts.

This event was the brainchild of MilesOctober, a former player who rose throughtheir ranks from junior level, and wants togive back to his community through a neworganisation Play Sport4Life (PS4L).

“The organisation is a new developmentventure based in the Kensington, Factretonand Maitland areas that wants to revivesport in the area,” he says.

“We organised this event to highlighthow important sport was in the communityand to honour some of the club’s formergreats who were inducted into the Hall ofFame. It’s important that we show our ap-preciation for the role these guys played.”

While the evening was well attended andsaw former players from many eras get to-gether for the first time, there was also abig surprise.

“Kenny Roman, the club’s star pitcher inthe 1970s, was flown in from Australia to at-tend the event and surprised birthday boyDanny Page when he walked in with a hugeMaitland Giants birthday cake,” Milessays.

“This was very special for so many of themembers because Kenny was one of thestars of our teams. He shared some of thehighlights of his playing days with the gath-ering.”

Miles is serious the goals of PS4L in hishome suburb. “We want to revive sport inthe community as a means to deal with thesocial issues plaguing it – rampant drugabuse, gang violence and crime.

“PS4L intends to provide a safe environ-ment where children and adults can playsport and have fun and at the same time,learn essential skills such being disci-plined, team work and respect for others.

ARetreat football club believes a recent-ly inked sponsorship deal could help itprogress to the professional ranks.

Greenwood Athletic, affiliated to the CapeDistrict Local Football Association (CDL-FA) Super League, has set it sights on a spotin the SAB League and eventually the ABCMotsepe League (Safa Second Division).Club secretary Noel Isaacs believes a

sponsorship is exactly what the club neededto make their dream a reality.“It will help us to bemore professional; we

will look more professional during and be-fore matches, and at training,” he says.“Since we have secured the sponsorship

everyone at the club is more motivated andspirits are high. We can all feel somethingdifferent is happening.”Greenwood received a sponsorship from

the Kaaf Trust, a Cape Town NGO which as-sists disadvantaged people.The trust will provide the clubwithmatch

kit, training kit, training equipment, leisurewear, balls and a fee for administration.Thevalue of the sponsorship is not known.Kaaf Trust founder and chairperson Dr

AnwahNagia says the organisation chose tosponsorGreenwood because of the club’s po-tential.“Greenwood Athletic are a disadvantaged

club fromadisadvantaged community, play-

ing excellent soccer. The logical conclusionis for them to accelerate their game on andoff the field,” he says.“The club has fantastic administrators;

they have managed to keep everyone moti-vated and disciplined, and bonded the com-munity in a very difficult area.”Nagia believes aiding the club to progress

to the professional ranks will give the area’syouth a stage and outlet for their football tal-ent.Greenwood previously played in the Sec-

ond Division, but sold the franchise in 2002whenoperational expenses became toohigh.They subsequently moved to the CDLFA

from the South Peninsula LFA and havebeen successful ever since.“We have been affiliated to the CDLFA for

seven years and have won the title threetimes,” Isaacs says.“At the beginning of the year we sat down

and realised that we had become compla-cent. We decided that we wanted to be morerelevant in football – the only way to do thatis to play in the SAB or ABC Motsepeleagues.”Last year the club finished second in the

CDLFA Super League. To qualify for theSAB League promotion play-offs, they willneed to win the tournament this year.Greenwood has been in action twice this

season, thrashing Battswood 7-1 on Satur-day 5 April and beating defending champi-ons Crusaders 3-1 on Saturday 12 April.

Western Province Cricket Club claimed itssecond consecutive Feedem Pitseng Knock-out Cup after thrashing Panorama PrimarySchool in the final on Saturday.Team manager Shaheed Shaik says their

secret to victorywas ensuring his team com-peted against quality opposition.“Wewent through a rigorous training and

warm-up schedule where we played 23warm-up games in preparation for the tour-nament,” he says. “Half of the teams wereunder-15 and under-16 sides, so we werepretty confident playing against teams ourown age when we went to the final.”The tournament kicked off in January

with over 60 school and club under-13 sidescompeting. The final four then met in thesemi-finals at Sahara ParkNewlands on Sat-urday to decide who would lift the trophy.The penultimate games took a 15-over for-

mat and pitted Panorama Primary againstGrassy Park’s Bluebells Cricket Club andWPCC against Kenridge Primary, in twoNorthern Suburbs vs Southern Suburbs en-counters.Panorama went through to the final after

a narrow, one-run win, while WPCC beatKenridge by 20 runs to set up another north-south clash in the final – a 20-over encounter.Panorama won the toss and elected to bat.

worth thousands of rands after theleagueorganisers secureda sponsorshipfrom Umbro South Africa.Umbro has provided each school with

10 balls, an agility ladder, hurdles,cones, a planner for the coach, a whistleand a captain’s arm band.League chairperson Shamiel Kolbee

says the sponsorship is invaluable asmost of the schools can not afford to buyequipment.“This is manna from heaven for some

of these schools,” he says.“One of the coaches recently told me

he didn’t know how he was going to getthrough training without balls. Normal-lyweassist byproviding oneor twoballsdue to a small budget, but now they aregetting 10 balls each.Umbromust be giv-en the credited for this.”Kolbee adds the sponsorship will help
