Almost two years ago, Helen Kwatiyo saw her son Roland Hen- dricks for the last time. Her drug-addicted first-born, who lived in Hanover Park, was last seen in Athlone before he dis- appeared on 22 July 2012. After exhausting all possible av- enues, including distributing pam- phlets and sending out emails, Kwatiyo knew her son would not be found alive. Word spread in Hanover Park, and residents informed her of gangsters who may have been in- volved in his disappearance. Intent on finding out what hap- pened to her son, she began her own investigation last year as, without possible leads, police had registered the incident as a cold case. “I had to find my own means of getting information because I knew it would be a long process had it gone through the proper channels,” she says. Her family joined in her quest for justice, who followed up on all leads received. Numerous tip-offs were received, none of which proved successful. Their breakthrough came in January this year. Helen’s brother was informed through a friend that Roland was killed and buried on Vanguard Drive. “The friend had been in conver- sation with the two suspects, who were unaware that he knew us. They told him everything – how he was killed and where he was bur- ied. With this information, I went to Manenberg Police Station be- cause I couldn’t take the matter further on my own.” In the early hours of Wednesday 22 January, shortly after reporting the lead, she pointed out her son’s possible location to the authori- ties. Sniffer dogs found the victim’s remains, confirms Manenberg po- lice spokesperson Lieutenant Ian Bennett. “The remains of a 23-year-old man was exhumed from a shallow grave,” he says. The four-month wait to confirm a DNA match was unbearable, Kwatiyo recalls. “It was torture waiting all the time while I knew it was my son that was found. The bones were covered in the clothes he was reported missing in. I gave the police a tough time, but all in- vestigations had to be done by the book,” she says. Last month, it was confirmed that the remains were indeed those of her child. A funeral service was held on Friday 2 April at Mountview High, Roland’s alma mater. Kwatiyo is still struggling to come to terms with losing her eld- est son. “We are still very sad about how Roland had to leave this earth. Even though we have buried him, it still opens up a lot of wounds. But I just have to be strong for my fami- ly and will ask the Lord no ques- tions,” she says. Even though her son was caught in the grip of drugs, Kwatiyo says Roland wasn’t a gangster and didn’t deserve to die in such a cruel manner. “It is very tragic. But I hope that with his death, other children and adults who use drugs in the com- munity will learn a lesson from it and consider it an eye opener.” Three suspects are in custody in connection with Roland’s murder, which is still under investigation. Four months after a body wasfound buried in a shallowgrave along Vanguard Drive, a

Hanover Park mother has finallyfound closure.

Almost two years ago, HelenKwatiyo saw her son Roland Hen-dricks for the last time.

Her drug-addicted first-born,who lived in Hanover Park, waslast seen in Athlone before he dis-appeared on 22 July 2012.

After exhausting all possible av-enues, including distributing pam-phlets and sending out emails,Kwatiyo knew her son would notbe found alive.

Word spread in Hanover Park,and residents informed her ofgangsters who may have been in-volved in his disappearance.

Intent on finding out what hap-pened to her son, she began herown investigation last year as,without possible leads, police hadregistered the incident as a coldcase.

HANOVER PARK: SATELLITE DROP-OFF POINT TO HALT DUMPING

Trash the idea of illegal dump-ing.

A new satellite drop-offpoint has been earmarked forHanover Park to decrease the filthpolluting the area.

The site forms part of the WorldDesign Capital 2014 project headedby the Subcouncil and City of CapeTown’s parks department.

Situated on Induland Crescent,the construction of the drop offpoint is budgeted to be worth R1m.

The facility is set to be completedby August.

Mayoral Committee member forUtility Services Ernest Sonnen-berg says following requests forfunding, the collections branch ofthe solid waste management de-partment was allocated the fundson their 2014 budget.

“We are hopeful that the conven-ience and proximity of additionalfacilities will encourage residentsto dispose of their waste responsi-bly and to refrain from illegaldumping,” Sonnenberg says.

The drop-off point will acceptdirt and rubble from businessesand homes in the area.

“The drop-off point will accept

builders’ rubble and residential ga-rage waste which includes oil frommotorvehicles and tyres.Nowet orkitchenwastewill be accepted. Themaximum load is 1.5 tons a resi-dent a day.”

Hanover Park Civic Associationchairperson Errol Davids is de-lighted by themove and says the fa-cility is definitely needed in the ar-ea.

“Dumping has been a serious is-sue here for a very long time.Knowing that there will now be afacility to decrease illegal dumpingin the area is most welcomed,” hesays.

“Residents don’t really care forwhere they dump anymore andthis has made the area filthy. I amespecially concerned about thehealth hazard the dumping posesto those in close vicinity of the dirt-covered fields.”

Public open spaces are used asdisposal sites, Davids insists.

“Even after the municipalitycomes out to clean the mess, thevery same day you will notice thatpeople have dumped there again.The situation is unhealthy andworrying.”

But resident Elizabeth Bantomfeels the locationof thedrop-off siteis not beneficial to the people of

Hanover Park.“I live opposite a fieldwhere peo-

ple come and dump their rubbishillegally. I don’t see this problemchanging as the site is not accessi-ble to the people of the community.It will only benefit the businessesin the surrounds,” Bantom says.

Not all residents have the meansto transport their rubble and dirtthat far, she argues.

“How will people get there? Weshould get a facility that is morecentral. People won’t go that far ifit’smore convenient to do so on theopen fields in our area.”

Resident Elsie de Bruyn says thecommunity should take responsi-bility for the dumping that hap-pens in their community.

“You might think that throwingaway a sweet paper is not a big is-sue but those sweet papers accu-mulate and that’s where the prob-lem arises,” she says.

De Bruyn has taken it upon her-self to clean up around the commu-nity and to also rope in the youthto help her keep their area clean.

“Parents need to teach their chil-dren to want to live in a cleanercommunity. That is where it allstarts.

“We all need to take responsibili-ty when it comes to cleanliness.”

After several years of frustration theSolomon family will return to theirConstantia farm.

This follows as the land, situated along La-dies Mile Road, was handed back by the De-partment of Rural Development and LandReform after more than 60 years.The property, purchased in 1902, was once

a thriving farm and residence where thefamily lived happily for many years.But this changed in the 1960s, says

Rashaad Solomon, founder and chairpersonof the Solomon Family Trust, as he reflectson the day his family was forcibly removedunder the Group Areas Act.Solomon says in addition to the trauma of

watching their homes being bulldozed thefamily split and lived in various areas on theCape Flats includingManenberg, ParkwoodEstate, Grassy Park and Athlone as well asMalmesbury.For Solomon and his family the return to

Constantiahas beena long-timedreamcometrue.“There is nothing like watching all you

and Hadji Ismail Solomon Trust made appli-cation to the Land Claims Court for the res-toration of the land.According to a statement by the trust, ac-

quiring the land formerly known as the Sil-lery Farm was an “arduous journey” as itbelonged to the City of Cape Town and theprovincial Department of Public Works.But the return is also bittersweet as the

There’s a dirty crime trend in Manen-berg.

More than 80 wheelie bins were re-ported stolen in the area last month.

The bins are used to cart rubble, stolenitems and even groceries, says Manenbergpolice spokesperson Lieutenant Ian Ben-nett.

In addition, he continues, the bins are alsobeing melted to make weapons such aswhips and batons.

“We have been experiencing a concerningincrease in thenumber ofwheelie bins beingstolen andhaveno ideawhere they are beingtaken. Residents are urged to be alert and toreport anyone they see walking around witha bin they suspect was stolen. Mark all binsclearly with your house number and streetname so that we can identify the property,”Bennett encourages.

Even gangsters are using wheelie bins totransport their contraband, ManenbergCommunity Policing Forum spokespersonRandall April says.

“We have received complaints from peo-ple claiming that the stolen bins are beingused by gangsters to transport guns anddrugs. It is sad that criminals can think so

little of other’s possessions.”April advises residents to only place their

bins on the street just before dirt collection,whereafter it should be brought back ontothe property. “We need to become alert andresponsible. Bins are expensive to replace somaking sure it is placed outside and broughtin on time will benefit you in the long runand save you money,” he says.

Mayoral Committee member for UtilityServices Ernest Sonnenberg says binsshould be kept on the resident’s propertyuntil the scheduled collection day.

“There is a tariff which can be chargedto recover the cost of replacement for dam-aged or stolen bins. Currently, this tariffis only applied where the customer hasbeen found to be negligent,” Sonnenbergsays.

An example of such negligence is if theThe City of Cape Town is in the process of drafting a Municipal Planning By-law.

This By-law will give effect to the municipal planning function allocated to municipalities interms of Part B of Schedule 4 of the Constitution. It also gives effect to certain requirementsset in the Spatial Planning and Land Use Management Act, No 16 of 2013, which wasassented to on 2 August 2013 and the Land Use Planning Act which was assented to on31 March 2014, both of which are expected to come into effect during the year.

The City of Cape Town Zoning Scheme Regulations, approved in terms of section 9(2) ofthe Land Use Planning Ordinance, No 15 of 1985, will become a schedule to the MunicipalPlanning By-law and called the City of Cape Town development management scheme.

In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000,the public and interested parties or groups are given the opportunity to submit comments,recommendations and input to the municipality from 9 May 2014 up to and including24 June 2014.

Electrical geysers may well continue toguzzle up some 60% of household elec-tricity supply as some incentives by

Eskom to get more people solar-savvy havebeen cancelled.The energy supply giant said it has placed

its Load Reduction Rebate Programme un-der review, meaning rebates worth thou-sands of rands it has been doling out to so-lar-enthusiastic households will be severlycurbed.A leading solar products company has

since drawn up a petition against the ener-gy giant because of this decision to cut re-bates.“In a surprisemove,Eskomhas terminat-

ed the current solar rebate programme, ef-fective from 1 May, with minimal notice tothe public, industry and other stakehold-ers,” saidKlintMunton, owners of SunScanSolar Energy Technologies.“This means that all Eskom solar rebates

will fall away, in stark contrast to their pub-lic image of endorsing, supporting and sub-sidisingmore energy-efficientways of heat-ing water and, in turn, saving electricity,”Munton said.“Eskom’s major campaigns, which have

cost millions, warn us to cut back on ourusage and urge us to turn off pool pumps,geysers and non-essential appliances.“Despite this, electricity demand still ex-

ceeds supply during peak periods, and nowEskom is pulling the plug on their endeavorto save power by their subsidising of ener-gy-aware consumerswho install power-sav-ing water heaters and geysers,” Muntonsaid.“The question remains that with an elec-

tricity grid under severe strain, how is itpossible that a programme such as the LoadReduction Rebate Programme can be dis-continued?”

Rebate cutsThe City of Cape Town, a major Eskom

customer, said the rebate cuts only appliedto high-pressure solar geysers, and then on-ly if the components used in the making ofthese geysers have been mostly locallymanufactured.“There are new requirements around re-

bates and high-pressue systems, being thatrebates will only apply where productionincludes 70% locally produced compo-nents,” said Sarah Ward, head of the City’senergy department.Ward said therehadbeen littlemovement

regarding the low-pressure systems mostlyused in low-cost housing schemes.“The national low-pressure solar water

heating programme is on hold. It has beenfor the past two-and-a-half years,” she said.This is in line with Eskom’s response.

The energy giant said the rebates were notcut completely, but are taking a differenttack. “The programme is under review toenhance certain aspects such as creatingmore opportunities to stimulate local man-ufacture, and the level of rebate,” said Late-tiaVenter, Eskom’smarketing and commu-nications manager.“The programme will continue, but with

changes which are currently under consid-eration,” she said.“There will be no negative implication to

the grid as the subsidy will continue.“Selected areas with low-cost housing

consumers will continue to receive low-pressure solar water heating systems forfree,” Venter said.There are twopopular kinds of solar-pow-

ered geysers: one that works with solartubes, the other with solar flat-plates.A typical 200F solar tube system for a fam-

ily of four costs R29 697.The Eskom rebate on this system is

R5 865.

Thus, in total, it comes down to R23 832.Munton said with financing this amountwas repayable over up to five years with amonthly instalment of R998.“One very important point to note – the

tubes are only manufactured overseas.South Africa does not have a manufacturefacility tomake this product,”Munton said.“With Eskom wanting to do away with

the rebate on imported products this is go-ing to limit the homeowner to flat-platetechnology only.“This becomes problematic when the

home owner has a roof orientation whichismore than 45° off north. Flat-plates do notperform well when placed on such a roof,”he said.Another problem was the threat posed to

local businesses which have bought intothe manufacturing of alternative energy.One suchbusiness is that ownedbyDavid

Lipschitz.His company advocates net-metering – an

alternative energy solutionwherebyhouse-holds generate their ownelectricity and sellany excess back into the grid.Lipschitz said the rebates were just one

way in which Eskom and the government’sapproach to alternative energy is puttingsmall manufacturers out of business.“Apparently Eskom has given their solar

water heater manufacturers/installers sixweeks’ notice that this Load Reduction Re-bate Programme is being terminated,” hesaid.“This has become typical of this govern-

ment’s approach to localisation and to itsincentives and rebates programmes. Manybusinesses and local jobs and local manu-facturing concerns have been created,” hesaid.“When government willy nilly changes

the rules, these local businesses go out ofbusiness and international companies filltheir place, with an associated loss of locali-sation, jobs (and) resources.”He said if government would spend mon-

ey on alternative energy sources to createtheir own electricity, it would free upenough energy for industry.“Instead of fixing their contracts, Eskom

takesout their problemson thepoorand thepoor investors who have invested in‘Proudly South African’ only to have therug pulled out from under them.”AskedwhatEskom’s stance onnet-meter-

ingwas,Venter replied: “Bothnet-meteringand solar water heating are important pro-grammes and are not mutually exclusive.”

PetitionIn the meantime, Munton’s petition

against the rebate cut remains.“We will continue to lobby Eskom, regu-

latory bodies and government to overturnthis decision,” said Munton.“We urge all South Africans to join the

community for change and sign (the) peti-tion to make Eskom aware of how the re-bate cuts affect the pockets and shiftsmind-sets against creating a greener South Afri-ca.”Eskom’s response to the petition was

brief: “Eskom is not intending to close theprogramme.”Ward said theCitywould continue to sup-

port local solar products manufacturers.“This is supported in the City’s water

heater programme,” she said.“The City has accredited solar water

heater service providers in order to allaypeople’s fears about the quality of products.“Households can visit www.savingelec-

It takes 20 years to build a democracy.And, if you believe the doomsday prophets, it also

roughly the same time to watch a democracy crumble.The naysayers use other countries in Africa to prove

their point.Unfortunately, they may seem more right than not.Liberia, Sierra Leone, Zimbabwe, Egypt and the tur-

moil in West Africa are prime examples of troubled na-tions in distress.Tribal or clan infighting over the natural resources of

landandminerals are shroudedbehind the facade of justi-fied wars over religion, language and culture.Local skirmishes have resulted in nations separated by

a visual line drawn in the sand at the hands of warlords.Really, their aim is no different from those of the sup-posed leaders in the so-called civilised West.They’re all power-hungry and want to amass as much

materialwealth for themselveswhile doingprecious littleto work for any of it.They’re the takers and won’t think twice to force en-

slavement ofwomenand children in theirmarch ongreedto build and feather their ivory towers.These people have many friends as well as enemies

ready to pounce upon the same opportunities.Through the actions of such leaders the image of Africa

as the perpetual begging bowl is etched in the minds ofthe West. Our continent is the stepchild of the world, to-gether with others like South America and parts of Asia.South Africa is one of the world’s emerging nations.

When then will this economy finally break through andemerge? Will ours remain a developing nation?It is a tiresome cliche and, as the nation joined in the

votingqueues yesterday tomake theirmark, it is obvious-ly evident that South Africa has a long way to go to beinga nation on the cusp of realising its true potential.Once the numbers are in, politicians should halt the

blame game and get on with the work at hand. There ismuch to do to fix our SA.

Social ills feed crime on Cape FlatsWhile the police should be commended forhalving the murder rate since 1995, theGreater Cape Town Civic Alliance agreeswith the Institute of Security Studies seniorresearcher Chandre Gould that crime re-mains too high.The nominal 2012 decrease from previous

years and crime trends show that simply im-proving allocation and employing more po-lice is not going to decrease violent crimesignificantly on the Cape Flats.Western Cape social development servic-

es are mostly outsourced to NGOs wherethese organisations are doing government’sjob but are not appropriately funded by pro-vincial government to make a significantdifference.If this was house robbery, most would be

shouting at the provincial government, butas it ismainly restricted to the economicallydepressedCapeFlats, theprovincial govern-ment gets awaywith the highest crime ratesin SA, fuelled by thehighest social ills in SA,by conveniently blaming police solely foroverall violent crime, while ignoring that alarge percentage of our crime is fuelled bysocial ills suchas substance abusewith alco-hol abuse topping the list.Province is quick to compare their NGO

funding allocation to other provinces. Butit is disingenuous quoting spending com-parisons with other provinces, while ignor-ing studies that show the highest social illsin the country fuel 70%of the province’s vio-lent crime.Under premier Helen Zille’s watch chil-

dren’s homes have been closed withoutenough replacements opened, resulting in

volunteer community field workers run-ning around, unable to find accommodationfor abused children living in dangerous en-vironments.Reports of rape, torture, mutilation and

murder of children in the Western Cape areon the increase. But early-warning pro-grammes are nonexistent as suggested bythe rape, setting on fire and later death ofnine-year-old Lihle Hlanjwa from Delft,while little in the way of life-skill pro-grammes are being provided in AneneBooysen’s home town and surrounds.(There is a) lack of socialworkers and psy-

chologists based in schools and communi-ties to identify problem households andabuses deny children protection. Reports ofonly “one psychologist for over 50 schoolsin Mitchell’s Plain, while some model Cschools had one per school” is inexcusable.Province needs to listen to social workers

and psychologists with years of experienceat grassroots level, instead of having col-leagues in the city and province sidelinethem; pool the resources of provincial de-partments, to deal with social ills in a proac-tive manner, and demand that the LiquorBoard be accountable to the Department ofSocial Development, while Zille must sup-port the ban on alcohol advertising.Zille can’t simply fingerpolice for thehigh

2012 crime rates in the Western Cape, whenmost of the crime is fuelled by social ills,which her government has direct oversightover, while the City of Cape Town’s socialdevelopment department is dysfunctional.Archbishop Emeritus Desmond Tutu

shares the GCTCA’s grave concerns about

thehorrific rate of childmurders, rape (and)childmutilations on the Cape Flats when hestated: “Wherever one is in the world, theavoidable death of a child is considered adisgrace; the rape of a child is considered anabomination. Yet in Cape Town, a world-class city voted by New York Times readersas among the top travel destinations onearth, it’s impossible to tell how many chil-dren have been brutally violated and/orkilled over anygivenperiodbecausenobodyappears to keep such records.“The reality for citizens across broad

swathes of the Cape Flats and the surround-ing region is that 20 years into South Afri-ca’s democracy they have yet to receive afreedom dividend. They have yet to be freedof the yoke of oppression wrought by gang-sters, sex fiends and other criminals. Mostof these communities remain as fundamen-tally dysfunctional as they were when theywere first thrown together as racial en-claves in the 1960s and 1970s.”The perpetuation of apartheid spatial

planning where the City and province pro-motes low-cost housing on and outside theurban edge, exacerbates these ills.We applaud the recent announcement by

province that provisions in the Draft West-ern Cape Liquor Amendment Bill will makeit easy for police to shut down illegal she-beens.However Zille and her government are

losing the fight against social ills that fuelmost of our violent crime, and we demandresults.

Where have all the coloureds gone?Where have all the coloured assistants gonethat used to work at Pick n Pay, Shoprite,Woolworths, Edgars, Fruit and Veg, Clicks,Makro, Checkers, the banks andSocial Serv-ices?We coloureds are the majority in Western

Cape, but the majority of the jobs have goneto the minority of blacks.When there is a building project in Khay-

elitsha, the blacks demand that theymust bethe majority (employed) or only people em-ployed there. When there is a project in col-

oured areas, they also demand to be the ma-jority employed.Affirmative action use the national demo-

graphics instead of the provincial demo-graphics and therefore the 70% plus col-oureds in the Western Cape are denied jobsand are forced to leave their country of birthand seek employment overseas.This is apartheid in reverse.

Brick thief alertThank you for your article on the bricksthat are being stolen in Manenberg(“Council brick thief caught red-handed”,People’s Post, 24 April).I have a similar problem here where I

stay. The thieves mostly steal in themiddle of the night and when you callthe police they take their own sweet timeto come. It’s not only bricks being stolen,they are also stealing gutter pipes fromthe flats.

UCT installed themselves as early sea-son Super League A title favouriteswith a fourth comprehensive victory

last weekend.The Ikey Tigers are the only side to have

played more than one game and taken maxi-mum points from all, and currently top theleague standings.

They launched straight into their SuperLeague A campaign after winning the Varsi-ty Cup, with the momentum serving themwell.

The Tigers kicked off the campaign witha 49-22 demolition of Tygerberg at FloridaPark, before thrashing NNK 64-28 at the JanBurger Stadium, cruising past Kuils River38-12 at the Green Mile and pummellingPrimrose 49-11 at Rosmead on Saturday.

The bonus point victories means UCThave a points total of 20 and lead second-placed Victorians by five points.

However, their toughest test so far comeson Saturday in the form of rivals Stellen-bosch University – also unbeaten after three

matches. They are currently in third placeon the log with 14 points.

UCT beat Maties both home and a awayin the Varsity Cup this year, and the MaroonMachine will be itching for revenge.

Maties will have to improve on their lastshowing, a narrow 19-18 win against top tiernewcomers False Bay at home on Saturday.

Both UCT and Stellenbosch will also be inaction on Wednesday 14 May, facing SKWalmers and Helderberg respectively.

Hamiltons are also expected to put in astrong challenge for the Super League A titlethis season after a promising showing at theCommunity Cup.

The Sea Point side finished third, losingjust once during the tournament.

South Africa’s oldest club edged Victori-ans 31-28 in their opening game last Satur-day and can be expected to pull off anotherwin away against Kuils River this weekend.

Mondale High School took first place on theMr Price High Schools’ League table on Sat-urday after securing one of the tournament’sbiggest ever victories.

The defending champions, perennial titlecontenders and powerhouse of WesternCape schools’ football, sent out a warning toany and all challengers with a 10-1 win overOval North High.

Mondale beat Spine Road High 2-1 in theiropening fixture at the end of April and nowtop the league thanks to their vastly superi-or goal difference.

Only two other sides can boast a perfectrecord after the second round of fixtures inthe tournament.

Beacon Hill High hold second on the stand-ings with the second best goal difference inthe competition, thanks to a stingy defence.

The Beacon Valley side beat Aloe High 2-0on Saturday, after edging Belgravia High 1-0in the opening round.

Portland High are third on the table afterpicking up three points in a high-scoring en-counter with Lentegeur High.

Portland won 3-2, conceding for the firsttime this season after beating StrandfonteinHigh 1-0 in the first round.

Cedar High stayed within touching dis-tance of the leading pack after picking upthree points against Glendale.

Saturday’s 1-0 win over Glendale High,combined with the solitary point gleaned inthe first round, sees the Rocklands school infourth on the table with four points.

The middle of the table has remained con-gested with only goal difference separatingthe teams placed fifth to eighth.

Spine Road High are fifth on the table afterpicking up their first points of the season ina 1-0 win over Tafelsig.

Glendale, Tafelsig and Aloe are in sixth,seventh and eighth places respectively. Allthree sides lost this weekend after claimingwins in the opening round a week earlier.

Westridge and Princeton are ninth and10th on the table respectively, level on pointsand goal difference, with the former leadingon goals scored.

Westridge drew 2-2 with Lentegeur in thefirst game of the season and again played toa 1-1 stalemate with Strandfontein on Satur-day, while Princeton drew 0-0 in gamesagainst Cedar and Cloetesville.

The sides placed 11th to 15th on the tableare level on points and goal difference, withonly goals scored and conceded separatingthem.

Lentegeur are 11th and Cloetesville are12th, while Rocklands, Belgravia andStrandfontein are tied for 13th, 14th and 15thwith the exact same figures.

Oval North are dead last on the table, hav-ing conceded 12 goals in their losses to Tafel-sig and Mondale.
