1. The project “ETD Lithuania Project as Pilot for Baltic States” financed by UNESCO (further -Project) was implemented

2. The vision of Lithuanian ETD Information System (further - IS) was formed Lithuanian ETD IS is a cohesive whole of the ETD IS of all higher education institutions (further - Institutions), which is created, maintained and used applying the same methodology and software, and by storing data in the same storage

3. There was collected 46 master theses (defended on January 2004) ETD and their metadata of KTU Faculty of Informatics and doctor dissertation summary ETD and their metadata of Riga Technical University. It was made an opportunity to search of ETD in internet (http://etd.library.lt). Metadata was published in Networked Digital Library of Theses and Dissertations, NDLTD

4. Institutions ETD committees were established in all higher education institutions (further – Institutions) participating in the project

5. KTU ETD committee prepared KTU ETD IS regulations project

6. According to KTU ETD IS regulations project, ETD committees of all other Institutions prepared their own ETD IS regulations and indicated the ETD presentation scope of the master’s student final papers, doctoral dissertations and their summaries

7. ETD IS regulations project approved by all Institutions ETD committees

8. The server (Dell PowerEdgeTM 2600) was purchased for Lithuanian ETD IS storage, in which Red Hat Enterprise ES operating system and ETD storage software (further – program SUBMIT) were installed

9. User‘s guide in English and Lithuanian for program SUBMIT was prepared

10.There is taking place continual cooperation regarding ETD IS establishment issues among 14 Lithuanian and Riga Technical University

11.Two workshops of the project were organized, in which took part over 140 participants from Lithuanian and Latvian universities

12.There were selected responsible persons in each Institution, who, with help of KTU ITDC specialists, can organize training for their Institution‘s master and doctor students how to place ETD and metadata to the Institution‘s and Lithuanian ETD IS

13.The following formats are recommended to be used for the long term ETD storage in Lithuanian ETD IS (the list can be complemented on demand):

• Microsoft Word (version 2000 or higher),• StarOffice (version 7.0 or higher) Writer,• OpenOffice.org (version 1.1 or higher) Writer,• Mathcad (version 11 or higher).

14.Adobe Acrobat (version 5.0 or higher) format is being used for presentation of ETD in the internet or in Institutions intranet.

15.Special program SUBMIT is used for submitting the ETD and metadata into the Lithuanian ETD IS and administering it. The program SUBMIT can be obtained in http://submit.library.lt.

16.The following international standards and protocols for ETD metadata structurization is being used:

• ETD-MS• UNIMARC/Bibliographic• XML• OAI-PMH

17.KTU ITDC is going to carry out the installation, maintenance and renewal of the Lithuanian ETD IS software as well as the storage of data, archiving, helping the Institutions to organize training, providing consultations on various ETD IS issues

Work description:• Creating Lithuanian master students model of final works, doctors dissertations and

their summaries e-documents (ETD) information systems (IS) model it’s necessary: to detail the main Lithuanian ETD IS objectives; to explore chances and ways of this IS interconnection into Lithuanian academic libraries network; to prepare Lithuanian students’ principles of final works, doctors dissertations, preparation of their summaries and united repository organizational scheme; to explore ETD and presenting to reader processes of their metadata selecting, collecting in repository and invariant according to given forms.

• Creating Lithuanian ETD IS model, recommended to the Baltic states’ universities, it’s necessary to follow the document „UNESCO ETD Guide“ (Paris: UNESCO,2002) recommendations.

• The Work is prepared according to the contract No. 4500013451, signed on 15th December 2003 between KTU and UNESCO .

CONTINUANCE OF THE PROJECT CONTINUANCE OF THE PROJECT (1-3/5)(1-3/5)

1. UNESCO project made influence on development of Institutions‘ and Lithuanian ETD information system, which is one of thematical full-text databases of the national project “Lithuanian virtual library and development VDDB”

2. Further development of Lithuanian and Institutions‘ ETD IS will be implemented under the guidance of Lithuanian and Institutions‘ ETD IS regulations

3. Institution‘s ETD IS, associated with Lithuanian ETD IS, must insure ETD preparation and collection, costs of which are covered by the institution

4. Institutions‘ ETD IS, not associated with Lithuanian ETD IS, development and maintenance are fully financed by the institution

5. The creation and maintenance of the Lithuanian ETD IS will be included to subprogram “Lithuanian Academic Libraries Network ”(http://www.labt.lt) of the program “Information Technologies for Science and Higher Education (ITMiS)“ (http://www.itmis.lt) and financed by ITMiS and other Lithuanian and foreign programs, other assigned or received financial resources

CONCLUSIONS (1-3/5)

1. To approve the results and draft of final report of UNESCO project “ETD Lithuania Project as Pilot for Baltic States”.

2. To prepare final report and send it to UNESCO organization until 31st of March, 2004

3. To offer prof. A. Targamadzė, A. Štreimikis, V. Kučiukas and L. Bloveščiūnienė to present the results of UNESCO project in the 7th congress of Baltic librarians: “Diversity in Unity: Baltic Libraries in European Union”, which will take place from 30th of September till 1st of October

4. To ask ITMiS implementation management to initiate the foundation of Lithuanian ETD committee till 15th of April. To offer the following institutions to delegate one representative each for Lithuanian ETD committee staff:

• Department of Science and Studies Ministry of   Education and Science

• Lithuanian Academic Council 

• ITMiS Program

• KTU ITDC

• Association of Directors of Lithuanian Academic Libraries (LABA)

• Association of Directors of Lithuanian Academic Publishing (LALA)

• Studies Committee of Rectors Conference.

5. To ask ITMiS implementation management to form a work teem to prepare the common requirements for study works preparation order till 15th of April. To offer the following institutions to delegate one representative each for such teem:

• Department of Science and Studies Ministry of Education and Science

• Department of Standardization

• Publishers Ltd “Vaga” or Publishers of the Lithuanian Academy of Sciences

• Vilnius University

• Kaunas University of Technology

• Vilnius Gediminas Technical University

• Law University of Lithuania
