Introduction In 1996, the Michigan Department of Education initiated the Michigan Education Information System (MEIS) with the purpose of
developing a process for the educational community to gather school data via the Internet, store the data in a secure data
warehouse, and make the data accessible to researchers.
The MEIS represents a new phase of electronic collection and data analysis. Standard student data elements have been
established and are maintained and reported by school districts for each public school student. The Center for Educational
Performance and Information (CEPI), Michigan Department of Education (MDE), and local school districts are working together
to develop the Michigan Student Data System (MSDS) as the new application districts will use for state and federal student data
reporting. Data collected in this system are vital to district success. The primary focus of the MSDS is accurate accounting of
student information that, when stored in the MEIS data warehouse is relationally linked to teacher, fiscal and performance data.
The Michigan State Reporting Guide provides detailed information on the data elements to be set up for Michigan state
reporting. The data elements are required to produce accurate state reports and must be added prior to running state reports.
The information in this guide is grouped first by the [District], [School], [Staff] and [Student] setup items and second by the
reports.
Many of the data elements are specific to a report and may require fields to be pre-populated with the report-specific options as
described in the setup section before running the report. Some of these items are configured during PowerSchool
implementation. PowerSchool Online Help is also available to assist with the set up of the Data Elements.

The following reports are included in this guide.
The report description table includes the following elements:
Report Name Name of the report as seen in PowerSchool.
Description The purpose of the report.
Due Date / Cycle The timeframe during which the report is submitted to the state.

Michigan Student Data System (MSDS) Data Collections
Michigan Early Childhood The Early Childhood Collections are used to report
specific programs in which early childhood students are
participating. Data submitted in the Fall Early
Childhood Collection are used in combination with
other MSDS data to report fall preschool student
headcounts. The Michigan Department of Education
(MDE) plans to use the Great Start Readiness (GSRP)
data reported in the spring collection to compare the
number of funded slots to the number of children in
MSDS. Data collected in the early childhood collections
are reported to the U.S. Department of Education and are utilized by MDE.
In each early childhood collection you should report
any child who received program services during the
reporting period. We encourage you to report all
children, but you are only required to report children
participating in the GSRP, GSRP/Head Start Blended
Program and the Great Parents/Great Start (GPGS)
program. Do not report Early On students in this

In each early childhood collection you should report
any child who received program services during the
reporting period. We encourage you to report all
children, but you are only required to report children
participating in the GSRP, GSRP/Head Start Blended
Program and the Great Parents/Great Start (GPGS)
program. Do not report Early On students in this collection.
Michigan law states that ISDs are the fiscal agents for
the GPGS and GSRP programs. ISDs are responsible
for ensuring these data are reported in the MSDS. A
warning message will display if an ISD is not the
submitting entity for GSRP and GPGS program. These
early childhood programs must work with their ISD to ensure compete and accurate reporting.

Michigan Request for UIC /
Early Roster
Use the Michigan Request for UIC / Early Roster report
to generate the following extracts:
The Request for UIC allows schools districts to
obtain or validate Unique Identification (UICs)
for their students.
The Early Roster may be used to submit
projected student enrollment for the upcoming
school year.
Since this is not a certified collection, it does not
impact accountability nor do the submitted data
become part of the students' official records.
Data are used for the creation of direct
certification reports.
he Bureau of Assessment and Accountability
(BAA) may also use data submitted through the
Early Roster Collection in the pre-identification
of students for Fall 2013 assessments.

Michigan Student Record
Maintenance Collection
Use the Michigan Student Record Maintenance
Collection throughout the school year to extract the
following student information:
End-of-Summer snapshot, which includes all
summer graduates and other students who
exited the school district.
Graduation and Dropout Review and Graduation
Rate Appeals.
Submit enrollment records between general
collections so that the district can obtain
student history information, look up direct
certification status, and claim
accountability/PEPE.
Submit exit records to ensure that PEPE status
is appropriately updated, to correct exit status
for accountability, and, in the future, to provide
the accurate roster for assessment purposes.
Update student demographics and program data
for assessment and accountability.
This optional collection will be open
until July 1, 2013 for submission of
2012-2013 school year data.
The collection will re-open on July
22 2013 and will remain open until
Sept 18 2013 to submit changes for
the Graduation Rate Appeals
Windows only.
The 2013-2014 SRM Collection will
open late-Sept 2013.

Michigan Teacher Student
Data Link
Use the Michigan Teacher Student Data Link Collection
(TSDL) to report links between students and the
teacher(s) who provide instruction to them. These data
are necessary to meet the requirements of the America
Competes Act as part of the State Fiscal Stabilization
Fund.
This is a full-year collection. Reported data reflect the
students performance in classes taken throughout the current academic year and the status of his/her
academic report at the end of the school year. The
targeted collection open date is May 1, 2013
Courses taken in the summer of 2013 can be included
in the 2012-2013 TSDL collection or be reported in
next years 2013-2014 TSDL Collection. Students who do not have a final grade in a course (summer school
or otherwise) by the August 27 certification deadline
may be reported with an I (incomplete) course grade. If you choose to report courses taken in the
summer of 2013 in the next years 2013-2014 TSDL Collection, those courses must be reported with the
2012-2013 academic year.
A workgroup composed of intermediate school district,
local education agency, public school academy, and
Michigan Department of Education (MDE)
representatives developed the schema for this
collection.

Validation
Use the Michigan General Collection Validation report
to validate the Michigan General Collection data and
generate a csv file with the results of the validation

report to validate the TSDL data and generate a csv file
with the results of the process.

Michigan Import/Export/Update Reports
Michigan Update
Completion Status
Use the Michigan Update Completion Status report to
update the completion status field associated with the
student class records selected on the report interface
with the default completion status code selected on the
report interface. In addition, a CSV file is created,
which holds all of the student class records that were
updated.
The main purpose of the Update Completion Status
report is to populate the completion status for primarily
elementary students who do not receive final grades.

Michigan 10/30 Day Use the Michigan 10/30 Day report to generate a PDF
report showing attendance on a period or course basis
for students who were absent on the count date. The
report includes all students who received an excused or
unexcused absence in at least one class on the count
date.
Each period in a student's school day will be listed
along with the date the student returned to class. If
the student did not return in the allotted amount of
days then the period will be populated with an X. Otherwise, if the student was either present on the
count date for a class or is not enrolled in a period, the
period will be left empty.

Spring Count
Run the report until it shows that all
students who were absent on count
day have returned.
Michigan 4061 Use the Michigan 4061 report to extract F.T.E.
information for special education, general education,
and adult education participants. The report is created
in PDF format.

Michigan 75 Percent
Membership
Use the Michigan 75 Percent Membership report to
extract the attendance data for a specified date range
and selected schools. The number of students enrolled
and absent on each date in the date range are listed on
the report, along with the calculated percentage of
students present on each date. This report prints in
PDF format.

Michigan Attendance
Transcript
Use the Michigan Attendance Transcript extract to
collect attendance data for each high school year in
which the student was enrolled. The attendance
numbers are calculated for the whole year term.
Students with an active enrollment record within the
first and last report dates selected on the report
interface are included in the extract.

Records Extract
Use the Michigan Disciplinary Records to extract
records that appear in the Disciplinary Consequences
and Disciplinary Incidents components of the MSDS
reports.

Exit/Transfer In Report
Use the Michigan Monthly Exit/Transfer In report to
generate a listing of students who have Transferred In
or Exited the district/school during the time frame
specified. This report serves to extract the Exit\Enter
report as well as the Add\Drop Report for Michigan.
You can choose to extract the report data in a HTML
(Web page) file or a CSV (Excel) file.
Students are extracted for the Enter\Add part of the
report if they are enrolled between the Start Date and
End Date entered. Students are extracted for the
Exit\Drop part of the report only if they have an exit
date between the Start Date and End Date entered.
The month field is extracted exactly as it is selected as
are the School Year field and the Date Prepared field.

ACT Explore Pre-ID Use the ACT Explore Pre-ID export to create a tab-
delimited file that can be imported into the Pre-ID
spreadsheet for the ACT Explore Test.

MI Civil Rights Data
Collection
Use the MI Civil Rights Data Collection to produce a
PDF document that will be used to assist in entering
the data into the CRDC website. It will extract data
such as ethnicity, student populations, total FTE, grade
level, discipline from log entries, historical grade data,
and student course information directly from
PowerSchool. Other information that is required that is
not available within PowerSchool will be denoted with a
manual entry required pencil icon.

Use the MI Official Enrollment Student Roster report to
submit the Official Enrollment Student Roster in the

will enable the Special Education Administrator to
determine FULL TIME EQUIVALENCY (FTE) membership
section 53 assigned to Basic Classroom Programs as
well as total count of handicapped students by program
category and by grade.

Report
Use the Michigan Worksheet B report to generate a
PDF file of data reported on Worksheet B. This form
will enable the Special Education Administrator to
determine FULL TIME EQUIVALENCY (FTE) membership

Understanding the Setup Table
Each setup table includes the following elements:
Breadcrumbs Navigation to the data entry page as listed on the page in PowerSchool. Example: School Setup > Edit Course District Information. Each > indicates a new page or link.
Navigation Navigation to the data entry page based on the path to the page. Example: School Setup > Select Courses > Select [Course]. Each > indicates the link to select.
Note: The first page in the navigation is Start Page. This page name is removed for brevity.
Data Element The name of the field as it appears on the page.
Additional Information Guidance for correct data entry.
[Table] - The name of the table where the data is stored.
Field Name The name of the field where the data is stored.
Note: The Table name appears in brackets with the Field Name directly following. Example: [Table]FieldName.
Length The length of the data to be entered.

Use the Grade Mapping option to designate specific grades for completion status for each grade scale. The mapped values are
used to determine the completion status assigned to selected student records.
You must complete this page for each grade scale used in your district before running the
Michigan Update Completion Status Report to mass update the completion status field associated with student class
records.

To modify a grade scale mapping record, follow these steps.
1. Click District > Grade Mapping.
2. On the Grade Mapping page, click the Grade Scale Name to be mapped. The Grade Mapping Edit Record page appears.
3. In the From PowerSchool Grade lists, hold down the Ctrl key and click each PowerSchool grade that corresponds to
the Grade Scale Name (Id). For example, for Completed/Passed (state value CP), you could select all grades
beginning with Superior (A) through Average (C-).
4. When all grade scale values are mapped, click the Submit button to add the record to the list.

Term StoreCode Mapping
The Term StoreCode Mapping option designates a specific Term ID for each Final Grade Store Code. The mapped values are
used to determine the Final Grade Store Code for each student grade based on the term duration of the section.
To create a new term store code mapping record, follow these steps.
1. Click District > Term StoreCode Mapping.
2. On the Michigan Term StoreCode Mapping screen, click Edit next to the school you are creating the term
storecode mapping for. The Michigan Term StoreCode Mapping New Record Page appears.
3. Click New and enter the Term ID and corresponding Final Grade Store Code. For example, for Semester 1, you could
enter 2001 in the Term ID box and S1 in the Store Code box.
4. Click Submit to add the Term StoreCode Mapping.
5. Repeat the process until all Term IDs are entered with the appropriate Final Grade Store Code.
6. Complete this process for all schools in the district.
