Presidents’ message to ratepayers

COOMALIE AND BELYUEN COUNCILLORS’ COMBINED WORKING GROUP MEET WITH MINISTER FOR HOUSING AND COMMUNITY DEVELOPMENT AT PARLIAMENT HOUSE.

On the 30th April, 2018, the Combined Working Group tasked with the development of a proposal to join the Belyuen and Coomalie Councils (including Litchfield National Park) met with the Minister for Housing and Community Development, Hon Gerry McCarthy, MLA at Parliament House.

The meeting was held for Councillors of both Councils to jointly brief the Minister on progress towards the development of a formal proposal towards the amalgamation of the two Councils.

At the time of Stop Press going to print the following matters were the subject of the briefing and discussion with the Minister.

The Combined Working Group is represented by:

Belyuen Council – President Zoe Singh, Deputy President Rex Edmunds and Councillors John Moreen and Cecilia Lewis

Coomalie Council – President Andrew Turner, Councillors Sue Bulmer, Deb Moyle and

Sharon Beswick (Proxy)

Cathy Winsley (Belyuen CEO) and Paul McInerney (Coomalie CEO) attend in support of the Working Group and to undertake required work.

Progress from the first meeting in December 2017 – April 2018.

Focus areas established:

The working group of Belyuen and Coomalie Councils recognised at its first meeting the need to identify the following key focus areas to guide development of a joining proposal of the two Councils:

• Governance and Administration

• Finance and Assets review (short and long term)

• Services, Works and Operations

• Our Communities

“Building Awareness and Trust” Tours of each Council area;

Field Tours of each Council area have been undertaken in December and January. (Focus areas - Services, Works and Operations and Our Communities)

The Coomalie tour with Belyuen Councillors visited major community assets being the administration and depot, Batchelor town assets such as the Swimming Pool and Sports precinct, Community Centre, Waste Management Facilities, Airport, Health Clinic, Area School and Batchelor Institute of Indigenous Tertiary Education, major district road sealing projects and the extensive road network and rural holdings and agribusinesses, Adelaide River assets, Primary School, Australian War Cemetery, tourism related businesses and Show Society assets as well as Waste Transfer Stations.

Coomalie Legacy issues explained were; unmade roads, paper roads, non-contiguous roads across Crown and other tenure lands, from decisions made by Federal and NT Governments in the past. Economic development is needed for the towns of Batchelor and Adelaide River and northern road corridor linking to Greater Darwin growth. Investment of cross agency support and infrastructure funding is required to rapidly solve road connectivity issues.

The Belyuen tour with Coomalie Councillors consisted of visiting the General Community Store and fuel outlet, the Administration and Training Facility, The Women’s Cultural Centre, water recreation reserve, Mechanics Depot, Aged Care and Community Centre, sports facilities, Area School and solar street lighting project. Of great note was Belyuen’s efforts in seeking employment creation for the local unemployed and underemployed community members. This is recognised through the General Store being the hub for the community and retail activities and provides services to aged citizens. Recognised was the keenness to secure a range of government contracts and other utility contracts to underpin local employment.

The inability for Belyuen to access Government and Utility contracts as these are packaged as larger NT or Greater Darwin contracts was seen as a legacy issue.

Due Diligence - Asset Condition Review of both Councils. (Focus area Finance Modelling and Assets)

The Working Group identified in January, 2018 that much work is needed to inform the proposal and financial modelling both short and long term. To this end, and with the Departments’ financial support, Core Business Australia was identified as the consultant body to work with the two Councils to undertake an Asset Condition Review and asset financial model. This model will inform future long term planning and provide a strong measurement of the condition of assets pre-amalgamation.

The Asset Condition Review commenced on April 9th and 11th, 2018 with 2 day workshops for management, finance and operational staff of both Councils. The consultant was also taken on a familiarisation tour of Council roads and built assets, and also a desktop exercise with plant and equipment was undertaken. Work by staff will continue over the next month on source data being obtained for inclusion in the model for use by the individual Councils, and importantly that of a combined Council.

Once the Asset Condition Due Diligence Review is undertaken, this will feed into the financial modelling.

Evidence based costings on a proposed merger

Work is also continuing on identifying the wide range of costs associated with startup and longer term running of a new Council, including Legacy issues.

Staff have been progressively working on obtaining quotations or solid estimates to provide backing to the financial model. This is a time consuming process.

Organisational Structure is nearing completion and has also involved discussion and comparisons/ranges to Councils in the Top End. The structure needed is one that is robust and resilient considering the first part of the merger process of Belyuen and Coomalie is the most problematic logistically due to lack of community wealth, geographic dislocation and differences in makeup and core service provision.

The structure being established will importantly allow for the resourcing necessary for neighbouring communities to voluntarily join in without major organisational structural adjustment or upheaval.

In relation to evidence based costings being undertaken at present Coomalie Council had adopted a position in October 2017 that stated that participation to the proposal stage would rely on an agreement for the Minister to support funding the process sufficiently, so that there is no financial liability incurred by Coomalie ratepayers in relation to the creation of a larger, expanded Council. (The range of costs to be considered include but are not limited to staffing, vehicles, consultation, travel and related expenses, new corporate, strategic or operational and financial staff and systems, defraying unanticipated costs of the merger.)

Governance And Administration – focus area.

At the next meeting in June 2018, the Combined Working Group will analyse a research paper on the best governance arrangements for the new Council that will reflect best representation of the joining Councils and potential later expansion partners. The Regional Council model and Shire Council model will be assessed.

Community Consultation

Both Councils have been informing their citizens in ways that reflect each of the communities’ most appropriate communication methods.

Belyuen have hosted a Community BBQ and were able to take the opportunity to introduce the joining together proposal being developed by both Councils. 75 Community members were present.

Coomalie Council has been informing the community via media statements in its Stop Press monthly newsletter and regular monthly updates in the Council minutes that are available on the Council website.

A position paper is being prepared at present and is being added to as more information is finalised. The key component is the financial and asset modelling work being undertaken which will inform the final position paper. This will likely constitute the consultation paper that will be provided to rate payers, residents and stakeholders in Coomalie and Belyuen.

A Frequently Asked Questions paper is being developed as a handout to assist those people who may not wish to read the total proposal. A series of subject brochures/handouts will also be developed for distribution.

Comments, questions or Concerns

Council and Councillors would welcome any feedback or questions from ratepayers and residents on progress to date and for Council to consider within its work on the combined Working Group over the next three months.

MONSOONAL RAIN DAMAGE TO ROAD NETWORK - CLAIM $600K

Council is still awaiting a decision through the NT Government and Natural Disaster funding agencies of its claim for $600K for damage sustained to the road network and associated infrastructure.

This funding is vital to the speedy repair of the road network.

What’s happening at the tip

Food Waste

Food waste is a significant contributor to landfill.

When organic waste such as food scraps is dumped in landfill it undergoes anaerobic decomposition (because of the lack of oxygen) and generates methane gas. When released into the atmosphere, methane is 25 times more potent as a greenhouse gas than carbon dioxide.

A compost pile, on the other hand undergoes aerobic decomposition because it is exposed to oxygen, either by turning it or through the use of worms and other living organisms and compost is great for your garden. It's worth considering.

Wooden Pallets

There are still a few wooden pallets available, please feel free to help yourself to these.

Green Waste

Every now and then items such as plastic, glass, aluminium cans etc are disposed of with the green waste and sometimes green waste is disposed of in the skip bins for general household waste. Please ensure to sort your waste before your visit to the tip. Your help will be much appreciated.

Youth Week On Tuesday the 16th and 17th of April I went down to the Batchelor area school with some local children and we cleaned up the garden. While we were down there we decided to plant some herbs and vegetables to assist the Batchelor area school. Thank you to everyone who came down and volunteered their time to assist me with this pro-ject, your time and assistance is greatly appreciat-ed.

Active Family Fun Day On April the 11th of April Coomalie Council had Royal Lifesaving come down to the Batchelor Pool for the Active Fami-ly Fun Day, this was to congratulate the children graduating to the next swimming level. This event was open to the public and we all had a blast playing games and winning prizes. We all finished up our big swimming adventure by having a fantas-tic sausage sizzle for dinner.

After School Sports

This term the Adelaide River Primary school will be holding AFL footy practise sessions on Tuesdays and Thursdays form the 24th of April until the 24th of May. These practise sessions start at 2.45pm and finish at 3.45pm. I will be down there on there on both Tuesdays and Thursdays to Support the Adelaide River Primary School, I look forward to seeing you all there.

Youth Week Council ran a Youth Week event with guest DJ and hip hop artists from Skinnyfish Music .The Be True 2 U Dance Party and workshop was an opportunity to learn some new music skills, get inspired and show off some inspiring dance moves .Thank you to our sponsors Territory Families, Adelaide River Primary School and Ringers Western. A big highlight of the event was having a great crew of very talented Batchelor kids visiting Adelaide River.

ANZAC Day Dawn Service

25th April 2018

Coomalie Community Government Council once again held the Anzac Day Dawn Service at the Adelaide River War Cemetery. A crowd of 2800 people attended this year. The setting was visual-ly stunning with the Waler horses and their riders in WW1 uniform, solemnly standing guard at the entrance. They set the tone for a dignified, moving and respectful commemorative service. The Cemetery grounds were meticulously presented, and many visitors lingered after the service to pay their respects. A small group of dedicated staff and volunteers were responsible for the safe and seamless running of this special event and were all proud to be associated with the most significant event in the Coomalie Council year. It is encouraging to see the increasing num-bers of young people respectfully volunteering and attending the service, keeping the signifi-cance of the day alive for generations to come. The 2018 Anzac Day Dawn Service was a very suc-cessful event, with the attendees passing on many appreciative comments. An RAAF flyover; the traditional gun fire breakfast, some lively two up, and professional displays by the Waler Society and the Arms Collectors Association kept a crowd of about 1000 people fed and entertained at the Adelaide River Showgrounds after the service.

BATCHELOR MUSEUM UPDATE - May 2018

The Museum opened over Easter, as did the café. Unfortunately, due to unforeseen problems we have had to close temporarily. However, from Friday April 20 we are up and running again.

Usually we have the help from Grey Nomads who stay on site and assist with open-ing the Museum. Denise handles the advertising for this, and this year we asked people to stay two months only and had several couples coming. Then our first couple cancelled so we are reliant on our Batchelor volunteers only.

We would very much appreciate assistance from those people who could supervise for a morning or afternoon session. It is not an arduous task, and it is easy to learn what needs to be said to introduce our visitors to the Museum. Denise will be around most days and is happy to advise any newcomer, so if you can help please call by and discuss it.

The café will operate on five days, not Wednesdays and Thursdays and offers light refreshments, usual drinks, hot and cold, and of course Streets ice creams and ice-blocks. We did have some umbrellas but the large colourful umbrellas have come from Streets and as we had always envisaged having umbrellas so it is a win all round!

The Garden Club members have donated pot plants to add to the few we had around the café area, so it is now much more attractive. On Sunday May 6 at 11 am the garden club will hold its monthly meeting at the Museum café.

At the present Denise is using a small coffee machine for the café. We are hoping to purchase a “two group” machine in the near future. Meantime, during March, Den-ise attended a Barista training course in Darwin, which she thoroughly enjoyed.

As yet there have not been a lot of tourists around, but know they will increase from now on and for the next few months. Hopefully our visitor numbers will con-tinue to grow for this season.

Whilst the Batchelor Museum is primarily an interpretive one, we have been given some wonderful display items. When you visit you will see the name on the ob-ject and the person who has donated it- some of the notices are yet to be done.

Items must be given permanently to the Museum and there is a form which we will have available- the format given to us from the Military Museum in Darwin, please be aware this is a common policy of museums.

Be proud of the Museum – it will showcase the unique town of Batchelor and will be a valuable resource to bring visitors from all over.

Mothers’ Day is on the Sunday the 13th of May and there is nothing better than relaxing with a book or

magazine. The Library has range of fiction and non-fiction books and magazines including a copy of the

award winning ‘Tracker’, and ‘The Guernsey literary and …’ (a new film). Come along and choose some-

thing to inform and entertain.

In April we held a really fun and interesting Youth Week event at the Library. Artists from

Skinnyfish music came to work with us over two days and there was a great dance party

at the end of it.

We had a great bunch of students visiting from Batchelor Area School who were all

smart, polite and very talented. We hope they come and spend more time over our

way.

There were some real stars amongst the performers and dancers. We learnt so much,

gained some confidence, were inspired to do new things and made some friends.

Thank you to Coomalie Council, Adelaide River Primary School, the Northern Territory

Government for their assistance, and Ringers Western who donated

the very popular bandanas.

Extra special thanks to Mr G, Lucinda, Therese, Emma, Jeremy and

Melissa who helped with driving, decorating and keeping everything

running we could not have done it without you.

Dogs in the Coomalie Shire

All dogs within the Coomalie Region over 3 months of age must be registered. You can register your dog at the Coomalie Council Office in Batchelor or Ade-

laide River or via email.

Dogs must be on a leash at all times in any public area otherwise they will be impounded.

Fees apply if your dog has been put in the pound. Impoundment fees are initially $90.00 for registered dogs and $165.00 for unregistered dogs, then $60.00 per day kept in Pound. Registered dogs are

kept for 3 days and unregistered dogs kept for 2 days. Unregistered dogs must be registered before being released from the pound.

Registration Fees Town Dogs - A limit of 2 dogs per house-hold applies Registered July-June (1 year) $30.00 Registered January—June (6 months)$20.00 Concessions

Rural Dogs - Registration is free and no limits apply

The Bushfires NT Facebook page continues to grow, with our following more than doubling over the last 9 months. Since March, Bushfires NT has published well over 300 social media posts (Facebook and Twitter). This is on average more than 1 per day.

There is still a lot to be done in this space to increase public awareness of Bushfires NT. In fact, there is

something very simple that you can do to help. If you haven’t already, get on to www.facebook.com/

BushfiresNT and like or share some of posts. By sharing our information/stories on your newsfeed, it cre-

ates more exposure for Bushfires NT. This provides us with a greater opportunity to access more of the

community, and keep people up-to-date with important bushfire safety information.
