Excelsior Correspondent JAMMU, Feb 6: Stressing on adopting innovative methods to expedite the investigation of criminal cases, the Director General of Police (DGP), K. Rajendra Kumar has said that professional policing at grass root level in the State would be revamped to enhance proficiency of cops in crime investigation. He said that the mechanism should be revisited for fruitful and speedy investigations. Mr. Rajendra said this while chairing a meeting of officers of Jammu Zone at Zonal Police Headquarters here today. The meeting was convened to review the crime scenario in Jammu province and discuss different methods to improve professional functioning for better deliver- ance. DGP stressed for improving techniques of investigation by adopting the latest technology and conclude the cases on merits for judicial determination. He said that our priority should be to ensure better public deliverance and rule of law in every corner of the State. “Community policing is mandatory to gain public con- fidence which would help in our fight against crime and social evils”, he added. Referring the criminal activi- ties, DGP stressed upon the offi- cers to brace up with a mission- ary spirit to fight against drug abuse and realize the dream of a crime free society. He asked for crime mapping with an intent to establish pattern and factors of crime, which could lead to iden- tity of criminals. At the outset of the meeting, the IGP, Jammu, Danish Rana briefed the meeting about crime scenario in Jammu Province. He apprised about the achievements and action taken in different areas to curb the crimes and criminal activities. Range DIGs informed the meeting about the preventive measures for eradication of crimes and execution of warrants issued by different courts. District Superintendents of Police of the Zone through their power presentations gave detailed resume of crime sce- nario in their respective jurisdic- tions and targets achieved during the year 2014-15. Mr. Rajendra asked for fruit- ful preventive measures to check the crime rate in the society and book the criminals under relevant provisions of law. He said that progress of the investigation should be reviewed at different levels to ensure timely conclu- sion of the cases. Lalit Gupta JAMMU, Feb 6: The con- summate one-hour solo-per- formance by Ronlin Forman, the 62 years old American actor/director/writer of Pigeon Show: A Play of Fools, came out as a high watermark of the ongoing International Theatre Festival, at the Abhinav Theatre, here today. Staged by Individual Performance, a group from California, USA, the show, a collage of number of dramatic pieces was a contemporary commentary, not of political or social struggles, but of person- al/human dilemmas. The form of show marked by the use of the hearty humor of the Comedia dell'arte, highlighted the dread of the grotesque and the paradoxical provocation of the fool to examine our univer- sal struggles with finding iden- tity and significance in this world. Playing five characters, Ronlin Foreman raises existen- tialist issue and questions cul- tural constructs that are primary foundations of human experi- ence and 'meaning' of abstrac- tions which rule our lives such as time, space and objects. "It is a comedy of juxtapositions and dichotomy. Pushed to the limit, this sometimes becomes anguish'. The masterly performance by the veteran actor, who often moved in and out of the play, joking, dancing, juggling, was marked with imaginative use of props like the door, chair and the masks. The background musical score, light design-all were woven as an organic whole. The welcome interactive session with Ronlin Foreman, which followed the perform- ance, helped the audience to fully grasp and appreciate the abstract import of today's show. Tomorrow on the penulti- mate day of International Theatre festival being organized by National School of Drama, New Delhi, in collaboration with Jammu and Kashmir Academy of Art, Culture & Languages, Armen Pather, a play in Kashmiri, directed by Ravi Shankar Kemmu and per- formed by ALG Cultural Society, will be staged. Excelsior Correspondent JAMMU, Feb 6: State High Court has rejected the bail appli- cation of one Dhan Raj alias Vicky allegedly involved in killing the husband of his lover. According to the prosecu- tion case, deceased Sunil Singh, husband of Surekha Devi, had established two shops at a place called Nud in district Samba and had engaged the Dhan Raj on these shops and for driving his vehicle. The deceased got appointed as a driver in SRTC and was allotted SRTC Truck No JK 02Y- 0170 so he handed over the busi- ness of his shops to his wife and Dhan Raj. On 07.02.2012 the dead body of the deceased was found lying at Kanthpur and the SRTC truck bearing No. JK 02Y- 0170 was found parked near the dead body. After inquest proceedings in terms of Section 174 CrPC offence under Section 302/34 RPC was registered at Police Station Samba. After investiga- tion, it was found that the Dhan Raj and Surekha Devi had devel- oped illicit relationship and in order to continue in that relation- ship they, pursuant to a conspira- cy hatched by them, committed murder of the deceased when he was sleeping in his house in the night intervening 6th and 7th February, 2012. To mislead the public, they threw his dead body at the place from where it was recovered. After hearing the counsel for Dhan Raj, the High Court observed, “for releasing an accused involved in commission of offence punishable with death or imprisonment for life, like an offence under Section 302 RPC, the court, having regard to entire record of the case, must find rea- sons to believe that accused was not involved in commission of the offence”. “Such a situation does not exist in this case”, the court fur- ther said while rejecting the bail application. Excelsior Correspondent RAJOURI, Feb 6: BJP Member of Parliament Jugal Kishore Sharma, alongwith MLA Abdul Ghani Kohli, senior officials of different departments and party leaders, visited remote and far flung areas of Rajouri including Taryath, Moglas, Dalari, Gunda and adjoining vil- lages. He interacted with the local people at these places, took stock of their problems and inquired about the developmen- tal activities going on there. He also addressed massive public gathering at Gunda. Mr Sharma, while addressing the gathering, said that many areas in Jammu-Poonch Parliamentary Constituency are at a long distances from district and tehsil headquarters and still need a lot in matters related to education, health, road connec- tivity etc and every effort is being to ensure that more stress in given to such areas. “After being elected as MP, I have been putting my best to get extended the benefits of central- ly sponsored welfare schemes and providing means of commu- nication to these areas, Jugal said and added that Narendra Modi led government at the Centre is concerned for the border, remote and far flung areas. Excelsior Correspondent SRINAGAR, Feb 6: A mob led by Panchayat members allegedly thrashed a Block Development Officer (BDO) and other employees and ran- sacked his office in Kokernag area of South Kashmir's Anantnag district reportedly over non-allotment of public works under various schemes including MGNREGA. BDO Kokernag, Rashid Raina said a mob of 40 persons led by Panchayat members including a Sarpanch and a Panch broke out into his office and ransacked it. "Without say- ing anything, the mobsters beat me and my employees merci- lessly. They even threatened to burn down my office and tore down some important docu- ments," he said. The BDO said his employees fear for their lives and sought security. "We have lodged an FIR against these mobsters," he said. The incident triggered a protest by locals and they demanded stern action against the mobsters. "These goons make wrong use of their power. They only want to fill their pockets. They are supported by some of the political parties. They are not our representatives and have been installed by peo- ple with vested interests," said Mohammad Rafiq Malik, a local protester. Station House Officer (SHO) Kokernag, Tariq Tak confirmed the registration of a case and said the probe has been launched into the incident. Hundreds of teachers con- verged at Sher-e-Kashmir Park here and marched towards press enclave. The rally was also sup- ported by Jammu Kashmir Public Service Commission Lecturers' Forum, Jammu and Kashmir Contractual Teachers Forum and civil society mem- bers. Addressing the rally partici- pants, the JKGLTF provincial president, Anwar Hussain Wani said GLTF supports the meas- ures taken by the department for the betterment of the education system. He lauded the role of DSEK Dr Shah Faesal as Director and said that he took many reforma- tive decisions which will prove to be very fruitful for the educa- tion system. "But unfortunately some black sheep who are used to skip their duties are trying to sabotage the whole reformation process," he said. The JKGLTF provincial president said instead of ridicul- ing the genuine steps for person- al gains, the "so called" leaders should have offered the Director a helping hand to rectify the sys- tem. He said that GLTF would not let any person or any organiza- tion hijack the department. "We stand as a rock solid wall behind the DSEK for the reformation of the system," he added. Roads in former FM’s constituency in shambles Excelsior Correspondent SRINAGAR, Feb 6: Dozens of roads in interiors of Rajpora, the Assembly segment that is being represented by former Finance Minister Haseeb Drabu, are in shambles but no attention is being paid by the concerned authorities to repair them. The roads which are in dilap- idated condition and are without black topping include Shadi- marg to Qasbay, Drabgam to Aglar to Kandi, Drabgam to CB Nath, Dalaw to Rohmoo and Pakharpora via Zaigam and Shadimarg to Tukoo Shopian via Qalampora. All these roads which are spread over nearly 100 kilome- ters are in bad shape. The resi- dents of several villages said that from past 5 to 6 years these roads have not been macada- mized or repaired and they con- tinue to be in shambles. "All these roads have devel- oped potholes and as a result it is difficult to commute particularly during winters and rains. The mud makes difficult for vehicles to ply smoothly and pedestrians too face the similar situation," said Ghulam Nabi, a local. The locals have demanded immediate repair, macadamiza- tion and black topping of all damaged and dilapidated roads of the Rajpora constituency. Neither concerned lawmaker nor R&B officials could be reached for their comments over the story. One killed, six injured in road accidents Excelsior Correspondent SRINAGAR, Feb 6: Police today said a person was killed while six others were injured in separate road accidents in South Kashmir. A police spokesman said a Maruti car bearing registration number JK05B-4346 driven by Ajaz Ahmad Bhat collided with a motorcycle driven by Nisar Ahmad Mir at Rampora in Qaimoh area of Kulgam district, resulting in injuries to five per- sons. "All the injured were shifted to District Hospital Anantnag for treatment where Nisar Ahmad Mir succumbed to his injuries. Two of the injured persons were shifted to SKIMS Soura in Srinagar for further treatment. Police have registered a case in this regard," he said. The spokesman said an Alto car bearing registration number JK13B-8706 hit and injure a pedestrian Ghulam Nabi Bhat at Pulwama near Court Complex. "The injured was shifted to District Hospital Pulwama for treatment. Police have registered a case in this regard," he said. JAMMU, Feb 6: State HighCourt has rejected the bail appli-cation of one Dhan Raj aliasVicky allegedly involved inkilling the husband of his lover.

According to the prosecu-tion case, deceased Sunil Singh,husband of Surekha Devi, hadestablished two shops at a placecalled Nud in district Sambaand had engaged the Dhan Rajon these shops and for drivinghis vehicle.

The deceased got appointedas a driver in SRTC and wasallotted SRTC Truck No JK 02Y-0170 so he handed over the busi-ness of his shops to his wife andDhan Raj. On 07.02.2012 thedead body of the deceased wasfound lying at Kanthpur and theSRTC truck bearing No. JK 02Y-0170 was found parked near thedead body.

After inquest proceedings interms of Section 174 CrPCoffence under Section 302/34RPC was registered at Police

Station Samba. After investiga-tion, it was found that the DhanRaj and Surekha Devi had devel-oped illicit relationship and inorder to continue in that relation-ship they, pursuant to a conspira-cy hatched by them, committedmurder of the deceased when hewas sleeping in his house in thenight intervening 6th and 7thFebruary, 2012. To mislead thepublic, they threw his dead bodyat the place from where it wasrecovered.

After hearing the counsel forDhan Raj, the High Courtobserved, “for releasing anaccused involved in commissionof offence punishable with deathor imprisonment for life, like anoffence under Section 302 RPC,the court, having regard to entirerecord of the case, must find rea-sons to believe that accused wasnot involved in commission ofthe offence”.

“Such a situation does notexist in this case”, the court fur-ther said while rejecting the bailapplication.

SRINAGAR, Feb 6: A mobled by Panchayat membersallegedly thrashed a BlockDevelopment Officer (BDO)and other employees and ran-sacked his office in Kokernagarea of South Kashmir'sAnantnag district reportedlyover non-allotment of publicworks under various schemesincluding MGNREGA.

BDO Kokernag, RashidRaina said a mob of 40 personsled by Panchayat membersincluding a Sarpanch and aPanch broke out into his officeand ransacked it. "Without say-ing anything, the mobsters beatme and my employees merci-lessly. They even threatened toburn down my office and toredown some important docu-

ments," he said.The BDO said his employees

fear for their lives and soughtsecurity. "We have lodged anFIR against these mobsters," hesaid.

The incident triggered aprotest by locals and theydemanded stern action againstthe mobsters. "These goonsmake wrong use of their power.They only want to fill theirpockets. They are supported bysome of the political parties.They are not our representativesand have been installed by peo-ple with vested interests," saidMohammad Rafiq Malik, a localprotester.

He lauded the role of DSEKDr Shah Faesal as Director andsaid that he took many reforma-tive decisions which will proveto be very fruitful for the educa-tion system. "But unfortunatelysome black sheep who are usedto skip their duties are trying tosabotage the whole reformationprocess," he said.

The JKGLTF provincialpresident said instead of ridicul-ing the genuine steps for person-al gains, the "so called" leadersshould have offered the Directora helping hand to rectify the sys-tem.

He said that GLTF would notlet any person or any organiza-tion hijack the department. "Westand as a rock solid wall behindthe DSEK for the reformation ofthe system," he added.

Roads in former FM’sconstituency in shambles

SRINAGAR, Feb 6: Dozensof roads in interiors of Rajpora,the Assembly segment that isbeing represented by formerFinance Minister Haseeb Drabu,are in shambles but no attentionis being paid by the concernedauthorities to repair them.

The roads which are in dilap-idated condition and are withoutblack topping include Shadi-marg to Qasbay, Drabgam toAglar to Kandi, Drabgam to CBNath, Dalaw to Rohmoo andPakharpora via Zaigam andShadimarg to Tukoo Shopian viaQalampora.

All these roads which arespread over nearly 100 kilome-ters are in bad shape. The resi-

dents of several villages saidthat from past 5 to 6 years theseroads have not been macada-mized or repaired and they con-tinue to be in shambles.

"All these roads have devel-oped potholes and as a result it isdifficult to commute particularlyduring winters and rains. Themud makes difficult for vehiclesto ply smoothly and pedestrianstoo face the similar situation,"said Ghulam Nabi, a local.

The locals have demandedimmediate repair, macadamiza-tion and black topping of alldamaged and dilapidated roadsof the Rajpora constituency.Neither concerned lawmakernor R&B officials could bereached for their comments overthe story.

A police spokesman said aMaruti car bearing registrationnumber JK05B-4346 driven byAjaz Ahmad Bhat collided witha motorcycle driven by NisarAhmad Mir at Rampora inQaimoh area of Kulgam district,resulting in injuries to five per-sons.
