President of the United Stated has already begun Twenty-two candi-dates have announced their inten-tion to run and are already furiously vying for a favorable position with the media and the public Well it just so happens the SCA is holding elections of our own in October Although our elections are at a much smaller local level they are just as important The Board Members are the imple-menters movers and shakers of our association The different committees schedule and plan luncheons education seminars and social events And the best news is every SCA Member in good stand-ing with the association (meaning

Speaking to the issue were two inside professionals Susan Burns of the Cali-fornia Department of Insurance and Kelly Mulcahy Deputy District Attorney from the Sacramento County DArsquos office The two tag-teamed for a spirited and timely discourse on the state of insurance fraud investigations and prosecution ldquoItrsquos a joint effort - we need to do this togetherrdquo stated Burns ldquoWhen we take a case we let the DA know so theyrsquore not duplicated And we work togetherrdquo she said She went on to say that of late they are not seeing a lot of referrals coming from claims offices The SIU Sus-

pected Fraudulent Claim (SFC) FD-1 Refer-ral Form allows investigators to follow-up on suspect claims She encouraged claims people to document their files extensively but cautioned to against including any per-sonal comments ldquoRemember everything is discoverablerdquo she said If unsure of a case she said ldquoask your SIUrdquo And ldquoany suspicion we need to see itrdquo Noting any potential red flags in a case is always great she said You just have to be prepared to explain them laterKelly Mulcahy with one partner in operating the Auto Fraud Unit for Sacramento County She spoke about grant funding that has made prosecution a reality ldquoA lot of these cases

Insurance Fraud Fighters Tag-Team at July SCA

Speaking to the issue were two inside professionals Susan Burns of the Cali-fornia Department of Insurance and Kelly Mulcahy Deputy District Attorney from the Sacramento County DArsquos office The two tag-teamed for a spirited and timely discourse on the state of insurance fraud investigations and prosecution ldquoItrsquos a joint effort - we need to do this togetherrdquo stated Burns ldquoWhen we take a case we let the DA know so theyrsquore not duplicated And we work togetherrdquo she said She went on to say that of late they are not seeing a lot of referrals coming from claims offices The SIU Sus-

pected Fraudulent Claim (SFC) FD-1 Refer-ral Form allows investigators to follow-up on suspect claims She encouraged claims people to document their files extensively but cautioned to against including any per-sonal comments ldquoRemember everything is discoverablerdquo she said If unsure of a case she said ldquoask your SIUrdquo And ldquoany suspicion we need to see itrdquo Noting any potential red flags in a case is always great she said You just have to be prepared to explain them laterKelly Mulcahy with one partner in operating the Auto Fraud Unit for Sacramento County She spoke about grant funding that has made prosecution a reality ldquoA lot of these cases

wouldnrsquot get prosecuted if we didnrsquot have this grant (money)rdquo she said ldquoAsk questionsrdquo she urged ldquoInsurance fraud is a straight felonyrdquo she added Catch-ing claimants in lies is a key component to success in her work she explained ldquothe more lying you (they) do the more Irsquom going toward felonyrdquo she stated Adding ldquoarsons (cases) are always a felonyrdquo ldquoWe love it when they lierdquo Burns addedThe two made no bones about how they feel about perpetrators of fraud employing some rather colorful language to describe their sus-pects Bottom line according to Mulcahy ldquoinsurance fraud needs to be eradicatedrdquo

Six sentenced in multi-million dollar scam targeting Verizon Wireless

conspirators had phones sent to their homes and hotels Detectives identified Louis Lovett 31 of Sacramento as the mastermind behind the scheme The fraudulent claims totaled approximately $636000 According to detectives there is no indication that consumer identities or personal account information was stolen or used by suspectsAs the department noted we have no indication that any per-sonal account information was stolen or any customers harmed We take the protection and pri-vacy of our customers accounts very seriously and congratulate the insurance commissioner and the district attorney for their handling of this case a Verizon spokesperson saidCourt ordered restitution of $636265 was ordered to be paid to Asurion the mobile protection insurance company that was defraudedThe DOI further reports that ldquoAs the mastermind behind the crime Lovett was ordered to repay the entire fraud loss amount but all individuals are held responsible for ensuring the restitution is paid In effect the remaining five suspects were ordered restitution based on the agreed upon amount of their ap-portioned responsibilityrdquo

SACRAMENTO Calif - The California Department of Insu-arnce reported August 6 2015 that six individuals involved in a mobile phone insurance scam have been sentenced on felony fraud charges after filing more than 1300 claims for stolen and damaged phones totaling more than half a million dollars The convicted scammers in-cluding some Verizon Wireless employees were arrested by DOI detectives and Los Angeles Police Department officers in May 2013Insurance fraud is an expensive drain on the states economy totaling billions of dollars an-nually The cost of these scams is passed along to consumers through higher insurance rates said Insurance Commissioner Dave Jones Thanks to the su-perior work of department detec-tives and aggressive prosecution by the district attorney we were able to shut down their criminal enterpriseThrough the course of the inves-tigation detectives discovered at least three Verizon employees accessed consumer account in-formation to identify customers with high-end phones and file insurance claims for what they claimed were damaged or stolen phones The replacement phones were shipped to the conspirators homes Three additional co-
