CITY OF BLAINEUniquely located in the northwest corner of Washington at the Canadian Border, Vancouver, British Columbia, lies 35 miles to the north, while Seattle is 110 miles south. Land values have increased significantly in recent years, growing by 10-15% per year in Richmond, Burnaby, Delta, Coquitlam and Port Coquitlam. Growth rates have been lower in Surrey and Langley (6-8% growth per year) with little or no change in Vancouver and North Vancouver. As of February 2008, Pacific Highway (State Route 543) was dramatically changed and improved through Blaine.The highway was reconstructed, lowered and repaved from Boblett Street to the U.S.-Canada border. A new interchange at D Street and a designated truck lane were built. The new truck lane is on the east side of the Duty Free Store and lines up with the commercial inspection booths at the border. These improvements will help increase safety, improve freight movement and relieve congestion.

BIOPLEX NUTRITIONBioplex Nutrition recently expanded their operations to a new 15,600-square foot manufacturing facility at 2252 Odell Road in Blaine and closed the doors on their Axton Road plant in Bellingham.

The company manufactures more than 80 varieties of dairy and egg protein mixes as well as other nutritional supplements. National sales manager Bill Wicker said what attracted the company here was the friendliness to development by city planning officials and land value, as well as the proximity to Canada and Interstate 5.

Healthcare St. Joseph's Hospital is a 253 bed, two-campus medical center and a Level III Trauma Center, located in Bellingham, Washington. This facility offers comprehensive health care for the Whatcom County region. Services include 24-hour Emergency and Trauma care, Oncology, Cardiology, Mental Health Services, Hospice, Orthopedics, home-like birthing center and a full range of inpatient and outpatient services.

There are over 200 physicians/surgeons, 130 dentists, 75 chiropractors, and 20 naturopathic physicians serving Whatcom County. The County also offers several physical therapy centers, excellent nursing homes, premium retirement centers, and special care homes for the disabled and elderly.

Education System Education is an integral part of our community with a total student population of over 55,000. There are over 27,000 students in Grades K-12 in seven school districts, with the balance of the student population attending one of five higher education institutions in Whatcom County. Based on standardized testing administered by the State of Washington in reading, writing, math and science, Bellingham School District, the largest school district in Whatcom County, beat state averages in every subject and grade. Unemployment Insurance Tax

0.14 – 5.82% of the first $41,300 of an employee’s salary based on rate class. The average tax rate for 2012 was 2.02%. This is a historically low tax rate.

Industrial Insurance Washington is the only state with workers’ compensation tax rates based on the hours worked, rather than per each $100 of paid wages. This assures that an inflationary increase is not built into the system when wages rise. Rates are based on business classification and experience. Insurance is not paid for hours the worker is off the job including sick leave, vacation or holiday hours and leaves of absence.

Tax Environment Washington state was named the “best state to start a business” in 2009 by U.S. News & World Report. The ranking was based on the high marks Washington received in the 2008 New State Economy Index and the Small Business Survival Index in 2008. U.S. News & World Report cites Washington’s strong manufacturing sector and low taxes as the reason for this high ranking.

The State of Washington does not have a corporate or personal income tax. This means that regardless of the profitability of the company or the personal wealth of the employees, the company will only be taxed on its gross receipts.

The State of Washington is one of only seven states that do not levy a Personal Income Tax. Washington also does not impose a tax on intangible assets such as bank accounts, stocks, or bonds. Additionally, Washington does not tax retirement income earned and received from another state.

• Business and Occupation Tax: Washington uses a Business and Occupation Tax (B&O) in place of an income tax, depending on the industry, this taxation structure can be very beneficial to the company. This flat rate tax system allows a manufacturer to retain more earnings as profitability grows.

• Sales and Use Tax: Washington State relies on consumer taxes rather than personal income tax and the most significant of these taxes is the retail sales tax. Sales tax does not apply to food products, prescription drugs, or professional and personal services.

• Washington state property taxes vary due to voter-approved special levies. Property tax is administered by local governments. County assessors value and assess the tax and county treasurers collect it. Washington does not assess property tax on intangible assets including patents and copyrights.
