You can send written comments to the Board Secretary for receipt no later than 7:30 am onJanuary 25, 2021 to be read during the appropriate portion of the meeting. SUBJECT: Interview Candidates and Adopt Resolution No. 21-04 Appointing a Director for Division Three

RECOMMENDATION:

It is the Staff recommendation that the Board of Directors:

1. Interview Candidates for the Division 3 Vacancy; and

2. Adopt Resolution No. 21-04, Appointing District Division 3 Director; and

3. Take other action as appropriate.

DISCUSSION:

This item has been agenized as a result of Director King’s resignation, effective December 11, 2020, and the Board’s intent to fill the vacancy by appointment.

Following the Board meeting on December 17, 2020, a Notice of Vacancy was posted at the District Office, a Press Release was issued to the local newspapers, and a Notification was sent electronically via the District’s website to those subscribed inviting letters of interest from those wishing to be considered for this Board vacancy. A Notice of Vacancy was also posted at the Rancho Santa Fe Association Office. The deadline for submittal of the letter was close of business on Sunday, January 17, 2021. This deadline provided adequate time for the Board Secretary to verify applicant eligibility to serve and prepare for the Board interview process. The District received two letters of interest, each via email, from the following individuals: Janet Danola and Sandra Johnson, included for your review as Attachment A. It was verified with the County Registrar of Voters that these candidates each reside within Division 3 and are registered voters, thereby meeting the eligibility requirements to serve.

The candidates have been invited to participate in a Board interview at this special January Board meeting and a Resolution has been prepared providing the Board the opportunity to make an appointment following the interviews.

In light of the COVID-19 pandemic, in lieu of in-person interviews, the applicants will be interviewed virtually, by telephone or video conference. The applicants will be interviewed in alphabetical order. After the final candidate is interviewed, the Board will vote to select a candidate and consider adopting Resolution No. 21-04 appointing the new Director (Attachment B).


COMMITTEE ACTION:

This matter was not reviewed at the Committee level.

FISCAL IMPACT:

There is no fiscal impact associated with this review of this item.

RESOLUTION OF THE BOARD OF DIRECTORS OF THE SANTA FE IRRIGATION DISTRICT APPOINTING __________________________

AS DIRECTOR REPRESENTING DIVISION 3

WHEREAS, Director Marlene King, the Director representing Division 3 of the

Santa Fe Irrigation District resigned effective December 11, 2020 and the position then became vacant; and

WHEREAS, the District initiated filling the vacancy pursuant to Government

Code Section 1780; and

WHEREAS, at the Special Meeting of the Board of Directors held January 25, 2021, the Board interviewed two qualified candidates for the Division 3 Director position; and

WHEREAS, the Board of Directors appointed ________________________to fill the vacant Director seat, effective immediately.
