Minutes

Page 2: Sixth Assembly 5th Meeting September 27th, 2016 Minutes · 9/9/2016  · college access professional. Excited to share my expertise supporting students, faculty, and staff on campus

i. Jumanah – hi, I’m a new masters student, school of education, part time, work

full time. Really excited about serving on the committee, have extensive

experience, very involved in undergrad in similar appointment, on committee to

interact with board of regents representing various student populations. Non-

traditional students, most are full time so will be nice to have different

perspective.

ii. Alex – hi, first year in PhD chemical biology, working with student relations

committee, undergrad experience, like to plan events and get students involved

and have life-school balance and get started in a new place.

iii. Aditya – hi everyone, dual masters in business and industrial engineering, want

to serve on financial affair advisory committee.

iv. Danielle – hi everyone, first year masters in higher education administration,

came from Smith College in anthropology, recently involved in Chicago as

college access professional. Excited to share my expertise supporting students,

faculty, and staff on campus.

v. Shannon – hi, I’m a first year doctoral student in sociology. Will be on medical

affairs advisory committee, focused on sexuality and identity formation,

background in mental health research. Currently one of 14 grad students

researching with title 9 project, in charge of religious subset.

vi. Daryl – good evening, 2nd year PhD in educational studies, interested because

have a strong passion working for medical services. Thank you for your time.

vii. David – thanks so much. You heard from candidates, vetted through Rackham’s

student gov and through counsels within own schools. Strongly encourage all to

vote in favor of block right now.

Confirmation of Aman Agrawal as the Student Representative for the Faculty Senate

(SACUA) Information Technology Committee (ITC), u. Confirmation of Christian

Bashi as the Student Representative for the Faculty Senate (SACUA) General

Counsel Advisory Committee (GCAC), v. Confirmation of Alexander Brewster as a

Student Representative for the Faculty Senate (SACUA) Academic Affairs Advisory

Committee (AAAC)

i. David – SACUA committees are faculty version of CSG, different

committees on which 1 or 2 students sit. Deal with different things.

After outreach, looked at committee descriptions and backgrounds of

applicants. Whit and Husam are medical students, Sheema and

Sophia come from different backgrounds and experiences, strongly

believe will advocate for students on SRAC. Omar and Pratik are the

2 nominees for financial affairs advisory committee, naturally

seamless transition from studies and involvement to this committee.

Max and Seth for communications, Seth has done wonderful job as

vice chair, seamless transition, Max absolute dynamic student leader,

bringing diversity of perspectives. Aman makes sense on information

technology committee, CTO of CSG, done wonderful job of

redefining website, serves on its advisory committee as well.

Christian, law school representative, makes sense to sit on advisory

committee. Alex, diversity of perspectives, background in

engineering, more than Ross or LSA folks on committees.

Competitive process, thank everyone for their interest. Endorse all of

them.

ii. Andrew – all approved

iii. Motion to approve all; seconded; approved

b. Provisional Confirmation of Olivia Luciani as Campus Life Commission

Chair

i. David – background, did restructuring this summer, created

commission out of existing sub commissions on CSG. Academic

policy and affairs and student engagement. Two main focuses of this

commission. Olivia has done a lot of leadership work, served on

Greek life DEI task force. Olivia will do fantastic job establishing

precedence for how commission can be led and issues they can

further this year.

ii. Olivia – hi, junior, passionate about what commission will do.

Leadership positions in sorority, that’s about it, studying

International Studies and French.

iii. Andrew – I recommend her, have not met her but I trust David.

iv. Motion to provisionally confirm; seconded; approved

m. Guest Speakers

n. Community Concerns

a. Keysha, Tyler, Victor, Kate, Shandria

Page 4: Sixth Assembly 5th Meeting September 27th, 2016 Minutes · 9/9/2016  · college access professional. Excited to share my expertise supporting students, faculty, and staff on campus

i. Kate – Hi, all with BAMN. I think, everybody knows about racist

flyers around campus yesterday. I think, I’m glad CSG issued

statement last week, I think this body would like to work with people

to put forward another statement and resolution condemning racist

flyer and putting demands on administration. Response is like cut

and pasted from last spring, just as inadequate and response of

students is to say this does not make us feel welcome at all. No

reason, nothing requiring university to put such emphasis on saying

we defend free speech in order to just say, they like could just ay we

condemn these racist acts, put such emphasis on free speech. That

protection of free speech is not universal. A couple weeks ago came

to talk about our friend Justin in immigration detention, been moved

up north, third month in detention, one thing referred to in court

hearing where denied bond was he was at protest of regents here

demanding increasing minority enrollment. That is free speech. But

when it’s free speech of students protesting for equality and against

racism on campus that’s not protected. He’s ben targeted as

undocumented immigrant leader, along with 8 other people who

were issued trespass warning for four years. Meanwhile, racist

threats on campus are escalating, will see more leading up to election

and beyond it. If no real consequences or communication from

administration will continue and escalate, really dangerous, not

question of words, university needs to take action to, one thing

simply can combat racism to increase minority enrollment and

declare sanctuary campus. Need to put demands on administration.

Need to be on the side of minority and immigrant students on

campus. Had passed out petition for Justin a couple weeks ago. We’ll

be doing demonstration at detention center up north this Saturday

also.

ii. Keysha – wanted to remind people, during black action movement,

students shut down campus in the 70’s for three weeks protesting,

students were arrested, what has changed in over 40 years, university

doesn’t do anything on way to first class at 9am, wasn’t sure what I

was seeing, then I went back 5 hours later, they were still there.

That’s not what I came to school to have to do, throw away posters,

as only person in my family who has gone to college. Knowing that

my friend who introduced me to BAMN, everything I’ve known is

locked away in detention center, can only see two people once a

week for 20 minutes, can’t go outside, in a cell, because he was in

protest on campus that I was a part of. Incredibly unequal and

despicable, proud of every student on this campus who has felt terror

of seeing those things and power of coming together. We need more

of true organizing, taking a stand, we’re not going to go away until

you actually do something about this, stand with us, stand with the

students.

iii. Tyler – when fighting against racism and to increase minority

enrollment, free speech went out the window, firs time in November

Page 5: Sixth Assembly 5th Meeting September 27th, 2016 Minutes · 9/9/2016  · college access professional. Excited to share my expertise supporting students, faculty, and staff on campus

regents went running into another building and closed it to everyone

including press. Second sent their dogs out, university police, tackled

and arrested us. That’s the free speech. Minority enrollment

increased fall 2015, first time in 10 years.

iv. Shandria – first, we need to be saying to university hate speech is not

free speech. Not only we don’t support it, taking action to shut it

down. Second, there have been raids in Ann Arbor. People are being

held in detention centers even though sanctuary city. Different

expressions of the Trump movement. Need to be fighting against

that, this is our opportunity.

v. Victor – hi, also with BAMN, not sure if you all know what was

done or who these people are. Two different orgs, “Identity Europa”

is one, white supremacist organization. One was “Reasons white

women should not date black men,” sexism and domestic violence as

problem of black men. “Don’t be ashamed to be white,” which you

shouldn’t be if you’re not a racist or fascist. “Be proud that you’re

white and superior to everybody else,” they know who their audience

is, promise you first attacks will come to Muslim people, as the most

open people about being Muslim, and will spread to other people.

After the Holocaust, there was the saying “Never Again,” said for

various genocides, people say never again, not an appeal to the

racists, its us as the left, as the supposed defenders of equality,

should never allow them to get away with this. In Germany before

Hitler already fascist gangs targeting Jews, same thing happening

here, they’ll take bigger and bigger steps. The more Trump has to

say and scapegoating people, the more they’ll feel they can take it to

next level. Especially if administration continues to defend free

speech for fascists.

vi. Shandria – not just posters and chalking’s, earlier last week when we

came up here to table, someone walked up and said “Heil Hitler,

build the wall,” those are steps to physical acts of violence.

vii. Victor- one member, Yvette in bay area, schoolteacher, organized

protest, fascists taped knives to poles with swastikas. Yvette and

others were stabbed and beaten by them. Her school district wants to

fire her now of what she did not during school hours.

1. Chris – motion to extend by one minute; seconded; approved

viii. Victor – Hitler was made chancellor, there were those gangs in

motion. Same thing happening in California. Public leader shutting

down fascists, district going after her just like this administration has

gone against 8 of our members, now Justin in detention. Jose got

arrested outside of Espresso Royale.

b. Josh

i. Hello, my name is josh I’m a junior, active in pro-Israel community.

Speaking on resolution to boycott Israel. Coming at this from a

student perspective, understanding is resolution prosed by

community members, feel like a divide between community

members and how students actually feel, generational shift and

Page 6: Sixth Assembly 5th Meeting September 27th, 2016 Minutes · 9/9/2016  · college access professional. Excited to share my expertise supporting students, faculty, and staff on campus

ideological shift. Want to clearly an firmly say resolution shouldn’t

be passed, divide and lack of clarity. Thank you.

c. Blaine

i. Thanks, saw Israel kill 1,200 Palestinians, in 2008/09 all over the

news, knew I had to do something. My heart cried out to stop them.

Hundreds more in 2012, so I demanded boycott everywhere I could.

I saw Israel kill 2,200 more in 2014, demanded boycott everywhere I

could. Hundreds of Ann Arbor students did same things in 2014.

That’s how I feel. What BAMN was talking about, what’s happening

in Israel is the same times 1,000. Fascism is a danger; racist murder

of people is a danger. Israel is doing it. My heart cries out to boycott

them to stop them. Israel understands that kind of language. Boycott,

they know what it means, it means stop killing Palestinians, hope

you got email with resolution in it. If you haven’t come see me I’ll

send it again. Need a student sponsor on this thing; if you feel moved

please let Lakshma and Josh and me know. That way can be fairly

debated in this room. What else can you say when you see Israel

murdering thousands of Palestinians in front of you what else can

you say besides boycott, lets wait, no. You say boycott now before

they can touch the hair on the head of another Palestinian child,

boycott Israel, thank you.

d. Mozhgan

i. You hear everything Blaine said which document what Israel has

done in the past few ears. Who are these Palestinian people, what can

they expect of this life. A regular Palestinian family can earn $500-

$600 a month for 5 plus people, have to pay for health care, housing,

education, food and water, all of that. Imagine having to pay for all

of that. Palestinian people are extremely poor people deprived of a

lot of things, everyday things. Poor, no hope anybody will listen to

them, no light at the end of the tunnel. Live in fear everyday. Here to

bring their voices to you. Education far from their reach, trapped in

village cannot get out Israel will not allow it. Those are the people

I’m talking to you about. Poor, deprived, and sick. Palestinian

woman, what can she expect in life, could die at an Israeli

checkpoint getting to hospital to give birth, a lot of Palestinian

women and their children die that way. Chances of having child with

birth defects is quite high, lives in polluted environments. Imagine

having to care for a child with abnormalities.

1. Teddy – motion to extend time by 1 minute; seconded; not

approved

o. Executive Communications

a. David – hi everyone, know it’s been a long and difficult week, hope taking

time for self care and reflection. Importance of CSG releasing statements

Friday and last night. Everything going on around the country and here. No

doubt week has been difficult for members of our community, fellow

students like us, have been targeted and devalued. Having sat on assembly

last year I know serving on CSG, many don’t see each other for the rest of

Page 7: Sixth Assembly 5th Meeting September 27th, 2016 Minutes · 9/9/2016  · college access professional. Excited to share my expertise supporting students, faculty, and staff on campus

the week. Can be hard to understand collective impact. As I said in April,

never doubt that what we do truly matters, does impact fellow students,

promise you they see us, recognize us, hear us, hoping what we do can better

their lives and experiences on campus. That’s why we released those

statements inevitable not everyone will agree, but that’s life, its complicated.

I urge all to constituent to advocate for every student son this campus. Every

student deserves to come here and be a part of welcoming and safe

community. If you ever have questions or concerns with something we say

please approach us, that’s why we’re here. Demographic report going

forward, working with Ayah, chair of diversity and inclusion commission,

determining how bet to go forward and enhance representatives’ nature as

governing body. If you have questions or want to participate, please reach

out to executive committee or Ayah. Mental heath and student wellness

central component of what we hope to do, some have approached with ideas,

2 surveys about classroom climate and resources should be going out next

week, will send reminder to ask friends to submit it, if we have sample size

large enough people will take it seriously. Discussed possibility of

commissioning executive task force. Together with intent to develop and

impose tangible solutions to better address student mental health on campus.

Please approach me or Max.

b. Micah – thank you for leadership on hydration station. Have voter

registration stickers, can take two each.

c. Noah – happy Tuesday. Readership pilot program, a few changes made, will

go into detail when we introduce again. After talking with some members of

assembly and times contact. Sticking with 500 passes but cutting to 24 hours

to up number of uses. Will triple number of uses. 24,000 will be really great.

Commissions. Great to see some at meetings this week. Tania included CSG

calendar, staying on top of it, meeting times are up to date. Please reach out

with questions. Most have had 15-20 people, reports, formalized last year by

Sean Pitt, adjustment in structure but content and goals remain the same.

First reports coming in next couple of weeks.

d. Joe – wanted to praise Seth, Eli, Katy on comms for doing great job, some

initiatives coming, looking forward to it. Thank you.

e. Grant – doing a few town halls, first is October 13th, Thursday, about

affordable housing in Ann Arbor. A few panelists to announce, open

conversation about housing in Ann Arbor.

f. Kohlton- new updated budget, around 400k, questions we’ll tackle in old

business.

i. Omar – formal process for statement release, possible to send to

assembly before posting so not retroactively agreeing or disagreeing,

posting as whole, think it would be good double check more

informed if asked about it? A –(David) great point, absolutely, two

options, one send to everyone to gauge, how many on assembly to

approve,

ii. Motion to extend by 2 minutes; seconded; approved

iii. David – can also sign just from exec or president/vice president, can

discuss it, thank you

Page 8: Sixth Assembly 5th Meeting September 27th, 2016 Minutes · 9/9/2016  · college access professional. Excited to share my expertise supporting students, faculty, and staff on campus

iv. Omar – just to let people know if people have concerns

v. Andy – echo Omar’s point, maybe just 4 hours, know you want to

rush but would have liked to read, happen to agree with both but our

names on there.

p. Report of the Speaker

a. Tania – thanks for coming to the Union, glad you all made it. Submit

committee/commission attendance for this week. Commissions now meeting,

encourage you to check them out, meet freshmen from mass meetings. Noah

sent something from grace about farmers market, if you volunteer will count

for attendance. If you missed headshots will make up next week. Would like

to get them all same so they look uniform. Resignation from Rackham, got

backpack tags. Congratulations to all our new athletes. Come up at the end if

you haven’t gotten yours yet.

b. Joe – thanks for filling out attendance form.

q. Representative Reports

r. Committee Reports

a. Rules Committee (Report Attached)

i. Jared – hi everyone. Did some minor revisions to the resolutions

regarding ethics committee and convention. Didn’t do much else;

Ramon was B plus in comedy.

ii. Ramon – we opened, it was a rough night.

b. Finance Committee (Report Attached)

i. Max – more attendance than just Andy this week, talked about

Noah’s resolution for the readership program, idea of changing to 24

hours, also talked about 006, now that’s redone so we’ll discuss at

next meeting, not meeting tomorrow look out for an email about next

meeting.

c. Communications Committee (Report Attached)

i. Katy – hi everyone, reverse shoutout to Joe Shea for being great.

Metrics, reached a lot of people, planning CSG Shabbat, totally paid

for, November 11th at my house, don’t have to be Jewish, everyone

welcome. Tomorrow meeting basement of espresso south u.

d. Resolutions Committee (Report Attached)

i. Lucky – lot of people, other committees get on our level, thanks

guys.

e. Executive Nominations Committee

i. Andrew – hey guys, busy Friday, upcoming week have one on the

calendar, will throw it on the calendar, one more going forward.

f. Ethics Committee

i. Andy – as many people as Max, Jared’s stuff looked at it, some

clerical changes, working on best practices document, met with tom

from last year.

s. New Business

t. Old Business

a. A.R. 6-003: A Resolution to Amend the Operating Procedures Regarding the

Ethics Committee

i. Joe – POI upload word doc?

Page 9: Sixth Assembly 5th Meeting September 27th, 2016 Minutes · 9/9/2016  · college access professional. Excited to share my expertise supporting students, faculty, and staff on campus

ii. Second reads

1. Jared – main change was section 13, remove action of

absences, loophole of getting people kicked out, combined

voting and debate into parliamentary privileges. Other

change wording in first section.

a. Abigail – 6 absences changed? A – separate rule, to

kick someone out have to do removal process which

is voting 2/3 majority

2. Ramon – ethics can begin impeachment, leaving that formal

procedure in and removing absences, want to make sure

people still have impeachment process

iii. Proposed amendments

1. Andy – wording on item 12, not 100% sure, didn’t find it to

be clear. 30 day time limit, not clear on what starts the time

limit, is it 3 days plus next meeting or must be presented

before end of 30 days. A – submit instead of present, so

submit by then and then next meeting.

2. Whit – before last meeting of assembly

a. Ramon – I think 30 day limit says end of semester if

we run out of days – last meeting of assembly of that

term

b. Rachel – number 11…

c. Friendly

3. Whit – “nature of business, investigate meetings closed” add

word investigative

a. Andy – the reason we may want to do this is

otherwise cant invite other people to open meetings?

“Investigative” want regular meetings open to

everybody.

b. Friendly

iv. Third reads

v. Vote

1. 33 in favor; 0 opposed; 2 abstaining

2. Resolution passes

b. A.R. 6-004: A Resolution to Amend the Operating Procedures Regarding the

Select Committee On Oversight

i. Second reads

1. Jared – no changes to this, basically fixing similar issues,

clarifications and small changes, line up with similar

operating standards. Talk of meeting, thought should be

independent discussion.

ii. Proposed reads

iii. Third reads

1. Husam POI suspend rules A – yes but have to vote twice for

that

iv. Vote

1. 31 in favor; 0 opposed; 3 abstaining

Page 10: Sixth Assembly 5th Meeting September 27th, 2016 Minutes · 9/9/2016  · college access professional. Excited to share my expertise supporting students, faculty, and staff on campus

2. Resolution passes

c. A.R. 6-005: A Resolution to Add Official Members to the Communications

Committee

i. Second reads

1. Katy –hey everyone, same resolution, went to rules before so

they’re good with it, just adding some members to the

committee.

a. Chris – in text it says at least 3 members at large A –

don’t know what committee will take on, originally

3-5 but want to open up to possibility of having

more, would go through chair, vice chair, assembly.

ii. Proposed amendments

iii. Third reads

iv. Vote

1. 33 in favor; 0 opposed; 1 abstaining

2. Resolution passes

d. A.R. 6-007: A Resolution to Pilot a College Readership Program

i. Second reads

1. Noah – excited to present pilot for the program, spoke with

several of you and made changes to make as cost-efficient

and best potential for success as possible, properly gauging

student interest. Will triple number of uses available for all

students to use, expanded resolved clause line 15 to explain

way program works in brief and clear way. Ran language by

finance, will be sending out marketing materials. Table in

the Ugli to advertise. Once that’s finalized will run by

speaker.

a. Seth – from executive or legislative discretionary? A

– both, assembly technically cannot bind executives

towards money, in whereas clause “have agreed”

and then remaining from legislative discretionary.

Purpose is we want you to be passionate about and

get your peers to use.

b. Josh – evidence student body interested in reading

NYTimes? A – haven’t put out survey to entire

student body, anecdotally speaking members who

have mentioned to friends have gotten positive

response, last week got assignment encouraged to g

to nytimes to read more. That’s why it’s a pilot

program, seeing what interest level is so we can

decide what to do going forward.

i. Omar – don’t know if necessarily purposeful

but would it be good to send out survey with

subscription most interested in, NYTimes,

Wall Street Journal, then get readership

licenses on those? A – definitely something

we can do going forward, that’s why doing

Page 11: Sixth Assembly 5th Meeting September 27th, 2016 Minutes · 9/9/2016  · college access professional. Excited to share my expertise supporting students, faculty, and staff on campus

pilot program to get the word out, don’t

think just survey is effective. Did reach out

to other outlets, not ever newspaper but this

was one that responded and ready to work,

going forward would be more than happy to

expand, this is what came to be in time able

to do it.

ii. Rachel – I think we talked about logistics

originally and went to finance, originally

only 8,000 passes, shortening cycle gets 3x

times than 8,000, good idea if you reach out

to classes and professors could demonstrate

where resource is for knowledge and

awareness? A – really helpful, members of

my team/interns what I tasked them with,

not the end of this initiative, meeting with

them tomorrow. Sending out information to

departments and professors who can use

this.

iii. Whit- reasonable to say more clearly how

you’re intending to publicize this? A –

within context of resolution don’t believe so,

going to send materials, in terms of sending

symbolic resolutions that take a stand on

something, emails etc., I think I have a good

marketing plan for this that I will share with

you soon.

ii. Proposed amendments

iii. Third reads

iv. Vote

1. 29 in favor; 5 opposed; 0abstentions

2. Resolution passes

i. Second reads

1. Joey – hi everyone just wanted to clarify some things. Report

to assembly, report is purely informational, not confirmation,

would be looking to hear your voice and opinions. Did check

timeline 25 days prior to election for amendments, built in,

week’s time with current date of October 15th.

a. Andy – don’t understand why needs to be November

instead of march, you said goal is to change minor

errors and pronouns, agree with but not pressing

Page 12: Sixth Assembly 5th Meeting September 27th, 2016 Minutes · 9/9/2016  · college access professional. Excited to share my expertise supporting students, faculty, and staff on campus

issue, after vote no control, if something random we

don’t like shows up, don’t see a reason for this rush

yet we’re rushing. What is the rush? A – reason why

are trying to meet November deadline so can go into

winter term this year, one thing we’d like to discuss

is first year ex officio members on assembly. Cant

be seated until amendment is made, would like to

discuss but would be tricky but they wouldn’t be

seated until October of next year. You mentioned

out of hands of assembly, would push back on that,

for amendment to be provided 2/3 of convention

would need to approve, would die there.

b. Chris POI ex-officio representation is for student

organizations would it require…would they be

considered ex officio? Representative representing

transfer or first year isn’t student organization? A –

understandable question, currently definition is what

you said, is a bit of a stretch to claim student

organization. Purpose of amendment would be to

create however many seats reasonable to represent

diverse student population, would be ex officio

appointed through method determined in

convention, would be shifting away to allowing

these seats to not be student orgs.

c. Rachel – without committee, how amendments made

without? Alternative? A – more line item

amendments to the constitution would have to pose

question to student body. Purpose of convention, one

main reason is that with grammatical errors,

presenting document in its entirety rather than

presenting line by line. (Jared) also several legal

loopholes, cant impeach chief justice, appointed to

multiple positions, UEC and assembly

confirmations, who can be impeached. Those would

each be 6 amendments right there to fix legal

loopholes, would merge into one group. (Joey)

should we go for grandiose amendment that

assembly finds to be problematic, we are going to try

to split question in areas that would be pertinent.

d. Whit – 6th resolved clause, reason isn’t more

detailed. A – haven’t discussed, one thing we came

up with convention would establish own operating

procedures, town hall, etc. one goal is want to garner

as much input as possible.

i. Laying out intention? A – essentially yes

ii. 8th resolved, work to inform assembly,

specific intention? A – not for purpose of

Page 13: Sixth Assembly 5th Meeting September 27th, 2016 Minutes · 9/9/2016  · college access professional. Excited to share my expertise supporting students, faculty, and staff on campus

yes or no, just decision you are entrusting to

membership of convention itself. Coming

for affirmation.

e. Andy – data on November v march election? (Jared)

can get back to you in a few minutes.

f. Seth – what election? A - November election

g. Chris – intention and purpose of convention size

being so small, in resolved says 5? A – membership

exclusive voting membership, personally hella down

for but not a lot of people would be, so voting g

membership can dedicate as much time as possible

before presenting to student boy.

h. Chris – if amendment proposed to assembly, what

does that entail? A – by voting on this, you are

providing convention with suggestion for student

body.

i. Precedent for constitutional convention to

have small number of voting members?

(Jared) not sure how big last one was, acting

off of no precedent. Winter LSA election,

top candidate received 540 votes, spring top

rep had about 1,000 votes. That’s best

comparison can give. No specific university

wide counts.

ii. Joey – would view as friendly if increased

membership to 7-9 members.

i. Andy – how do you address that effectively cutting

out certain schools having representation? A –

(David) in 2010 when constitution convention

commission, radically overhauled to what we have

today. Not representation from every school. Idea is

that we represent entire student body. Would have 3

representatives, all from different schools,

impossible because every school isn’t represented on

this governing body, argument would not hold.

(Jared) have to have compromise between

productiveness, such a large…have to have these

rules of order, becomes more difficult as you grow,

they wanted to have it be more lean committee for

that reason.

j. Seth – how would representatives be chosen? A –

says they have to be elected in manner body

chooses. Would hold election to have 3

representatives from assembly nominated and

elected by assembly to convention and start work

soon after.

Page 14: Sixth Assembly 5th Meeting September 27th, 2016 Minutes · 9/9/2016  · college access professional. Excited to share my expertise supporting students, faculty, and staff on campus

i. Seth – would have to happen between fall

election? A – yes, if branch knew task in

front of them I believe can see no world

where not completed on time.

k. Chris – …later says will submit amendment, doesn’t

specific what percentage would have to vote in favor

to ratify amendment. A - 3/5 majority, apologize for

not including it

ii. Proposed amendments

1. Andy – propose waiting for March, just got text that LSA

vote was 3% in November. Happy to vote to do in March,

can’t vote for November. Having vote in March, adding

whereas that thought process is to have highest student

turnout possible which record shows is in March.

a. Unfriendly

b. Seconded

c. Move into voting procedure; objection

i. Debate on amendment

1. Against

a. Noah – discussed at length

with authors. Decision to

bring forth was not made

lightly, made because we

have small things like

grammatical, loopholes,

pronouns, to larger things

like creating ex officio

seats. Reason trying to do

this is for simplicity.

Discussions constrained

sometimes, point is to bring

people in room most

interested in documents,

making changes that will

benefit student body.

Getting demographic report,

zero first year students. 25%

undergraduate student body.

Only way to fix this is to

have this convention. A lot

of changed we want to put

forward, secretive is not the

intention, intention is for

simplicity and efficiency,

important that we do not

change deadline because

though many not make all

Page 15: Sixth Assembly 5th Meeting September 27th, 2016 Minutes · 9/9/2016  · college access professional. Excited to share my expertise supporting students, faculty, and staff on campus

changes don’t believe those

at convention will add

things that are not properly

vetted.

2. For

a. Chris – low turnout is

important, pushing to spring

would have more of general

election type feel every 4

years, March have low

turnout and people don’t

take seriously. Agree with

intention I just don’t think

will have desired effect in

November election.

3. Against

a. Husam – been here for 9

years, feel like we have fear

they’ll sneak something in,

understand that fear,

suggested meetings be open,

responded positively to that,

all people we can hold

accountable, thirdly excited

to see what kind of changes

they have, shady things in

MSA elections so excited to

see what they suggest. Can

vote off members or show

displeasure, sure we could

cause discomfort. Excited to

see what they can do, if we

delay it don’t know what

will happen. Just want to get

things done.

4. POI how many speakers spoken? A

– 3

5. For

a. Eli – I think later will be

less rushed process, better

represented committee,

would like to have as many

students look as this as

possible.

6. Against

a. David – POI how much

time? A – 3 minutes

Page 16: Sixth Assembly 5th Meeting September 27th, 2016 Minutes · 9/9/2016  · college access professional. Excited to share my expertise supporting students, faculty, and staff on campus

b. David – want to speak

against this amendment,

Andy raised good point

about turnout in fall

elections being low. Want

to say why comparing

apples and oranges. 3

percent only talks about

LSA. Obviously students in

LSA. This amendment

would be eligible to entire

campus body. Importance of

getting stuff in convention

by November. Zero

representation for first year

students on student body.

Other universities do. We

have nothing. They don’t

have a voice in this

assembly. 25% of students

don’t have the ability to

exercise their voice and

have their voice heard. I

understand we have lower

than average voter turnout

in fall, I think that is an

issue structurally we need to

address as an organization. I

think question to ask is how

can we encourage all of our

students to vote in both

elections. Given us new

goal to increase voter

turnout in fall semester. I

know from serving here and

being here very little

marketing and advertising

before fall election. Still

have a month before the

election.

7. For

a. Seth – I do think it’s good

idea, but in favor of

proposed amendment,

important for elections to be

inclusive of everyone, with

that said I think winter more

Page 17: Sixth Assembly 5th Meeting September 27th, 2016 Minutes · 9/9/2016  · college access professional. Excited to share my expertise supporting students, faculty, and staff on campus

people vote in, more well

known election. Yes could

and should try to advertise

other election, constitution

shouldn’t be rushed. I think

that moving it to the winter

would be better.

ii. Andy – 3% turnout is real, why would be

want a vote when we know less people will

vote than the spring. Reps its your job to

reach out to freshmen and represent their

interests. Also have other problems this is

my compromise, ill vote for it if we do it in

arch.

d. Vote on amendment

i. Kendall – what is amendment?

ii. Chris – 3rd to last resolved clause, adjusted

to date in spring time. Final resolved, spring

elections.

iii. Teddy – is there a way to compromise so

freshmen can be on assembly?

iv. Amendment passes

iii. Refer to rules committee

i. Second reads

1. Kohlton – pretty straightforward with a few edits. As rules

mentioned during first reads, struck minimum mandate,

SOFC now 53.5%, same format from before, integrated final

enrollment numbers, welcome any questions.

a. Husam – summer assembly, zero percent? A –

disbursement are for proposed semester

b. Sam – why does executive have more than

legislative? A – historically more than legislative,

what we’ve done as oppose to last semester

increased both exec and legislative.

ii. Proposed amendments

1. Whit – second whereas, must comply instead of should

comply

a. Friendly

iii. Third reads
