    JJVL is Pakistans single largest producer of LiquefiedPetroleum Gas. Situated in Dei Shah Bukhari, DistrictHyderabad, JJVLs Extraction Plant has a daily output of about500 metric tonnes of LPG and 150 metric tonnes of NGL/Naphtha.

    PREPARATION BEFORE ARRIVAL

    OF VESSEL

    Upon receipt of the written instruction from the Importer /Representatives of the Importer, we will be in close contact with theshipping Company in order to ascertain the expected arrival date( ETA ) of the Ocean going Vessel at the Un-loading Port of theCountry.

    CONFIRMATION OF THE ARRIVAL

    OF VESSEL:-

    We shall inform the arrival and the berthing date of the vessel to theImporter / Representatives of the Importer in order to keep a close

    Loop for the berthing of the vessel.

    CUSTOM CLEARANCE:

    We shall collect in full advance all the necessarydocuments for the onward Custom Clearance fromthe Importer / Representatives of the Importerwhen intimated and will prepare GD and all therequired documents and formalities to be submittedto the related Custom Authority and Will Completethe preparation of the GD (Goods Declaration) asper Invoice, Packing List & Bill Of Ladingdepending on weather the Vessel has arrived and

    also subject to the Lodging Of Manifestation ofIGM (Import General Manifest) by the Shipping Company / ShippingAgent.

    OBTAINING THE DELIVERY ORDER:

    We shall complete all the formalities required by the relative Shipping Agent /

    Main Carrier Agent/ relevant Port Authority and will obtain the DeliveryOrder from the Shipping Company/ OR their Agent against thepresentation/ submission of Original Bill of Lading.The delivery Order's are generally issued after filing of IGM in order to

    ascertain the goods have not been Transshipped.

    c) Berth Number 25 is for Heavy Lift Cargo that has On Shore HeavyCrane for capacity 50 M/Tons.

    For Containerized Cargo the various Yards/Ports are charging different

    Handling Charges/Lifting Charges/Examination Charges/RD/Seal BreakingCharges/Yard Storage Charges.

    Please note that for all the above mentioned charges the relevantPort /Yard will issue Receipts for the relevant charges.

    Excise Taxes @ 0.91-0.95% on Import Value/Assessed Value/Appraise Value by the Customs or any other Charges / Taxes prevailing atthe time of Import shall be Paid by the I m p o r t e r immediately beforethe Clearance of the Consignments from the Port.

    Further the completion of GDs (Bill of Entry) and other Custom formalitiesare subject to the Final Assessment / Valuation / Any SRO Benefits / PCTconfirmation and also the Container / Marks & Number.

    Any discrepancy or mistake or dispute arising due to Invoice/ Packing List /Bill of Lading OR any other relevant documents submitted by the Importer,will may render in delay to clear the consignment.

    SUBMITTAL OF SHIPPING GUARANTEE

    BOND IN ABSENCE OF ORIGINAL BILL OF LADING

    If there is a delay in the arrival of the Original Bill of Lading, can cause a

    delay in getting the Goods/ Cargo release of the from the Portpremises/Yard.

    A Shipping Guarantee Letter/Bond for the said Bill of Lading would betherefore required by the shipping company in order to issue the DeliveryOrder.

    It shall be discussed and settle before arrival of the vessel. We will provideall necessary assistance and advice for the Shipping Guarantee to theImporter / Representatives of the Importer.

    During the Unloading of the Break Bulk/ loose Cargo from the vessel

    There are chances of getting the goods Damage OR in case we find any

    Loss of Goods and or the Goods already Damage on or after its receiving

    We shall report to the Importer / Representatives of the Importer or

    Arrange a joint survey as soon as possible. Marine/Transit insurance

    Shall be arranged by Importer / Representatives of the Importer, from

    Place of Origin up to the Plant Site.

    METHOD STATEMENT

    At the present there are 02 procedures for Custom Clearance:-

    1) Newly Implemented Web-Based

    One Cus tom s (WeBOC) SYSTEM

    Under this newly implemented procedure if the Vessel is berthedat any of the below Ports i.e.

    Karachi Port Trust (KPT)Karachi International Container Terminal (KICTL)Pakistan International Container Terminal (PICTL)Qasim International Container Terminal (QICTL Port Qasim)

    & the Cargo is a FULL CONTANERIZED CARGO (FCL / FCL), than the

    (Goods Declaration) for Custom can be filed through thisWeBOC System.

    Goods Declaration (GD) is prepared on Line(Via Electronic Mail Data Transfer System).

    The G.D (Goods Declaration) is prepared in accordance with thedeclaration of the Importer and the documents provided by the Importer

    i.e. Commercial Invoice, Bill of Landing and the Packing List. Thereafter theG.D (Goods Declaration) is submitted to the Custom for Assessment onLine.

    * The amount of Custom Duties & Taxes and the Sindh Infra StructureFee (CESS) has to be paid in advance as per the Importer declaration.

    * If the assessment by the WeBOC is done as per the declaration ofImporter, than the G.D is processed and the Importer can take the

    delivery of the goods, after the payment of all the necessary PortDues & Excise Tax.

    In case the goods have been processed under WeBOC SYSTEM does notaccept the Importer Declaration, than the Importer may asked for additionalDuties & Taxes or If the Importer wants to Contest with the views of theCustoms than they can go for appeal & meet the Senior Custom Officialsalong with the relevant Documents & Proof to justify their claims.

    The Custom Authorities may defer in three basic ways :

    1) Disagreement in the PCT OR HS Code Classification.

    2) Not extending the benefit of the claimed SRO.

    3) Disagreement with the Valuation.

    2) NORMAL FILING OF GD (MANUAL SYSTEM)

    Under this procedure the GD can be filed if the Cargo isthe following nature:-

    1) Break Bulk Shipment (Full Chartered Vessel)

    2) LCL or Loose Cargo (Not A full Container Load)

    3) FCL/LOOSE Cargo whose Vessel is not under theCare System (Vessel berthed other than theQICTL / KICTL / PICTL Terminals.)

    The GD is Prepared and filed Online (Via Electronic Filling),as per declaration of the Importer.

    If Customs satisfy with all the 03 criteriasmentioned above i.e.

    PCTSROValuation

    The GD is than completed by the Concerned Group. The Importer hasto than pay the Applicable Duties & Taxes after that the GD isforwarded to the Port side for Examination after which the Importer can

    take the Delivery of the goods after the payment necessary PortDues.

    * If Customs do not satisfy with all the 03 Criteriasmentioned abovei.e.

    PCTSROValuation

    Than the GD is forwarded to the Port Sidefor Physical Examination tocheck the goods are in conformity to the declaration of the Importer &under the light of Examination Report GD will be completed by theconcerned Group in the Custom House.
