B. Experience and Qualifications

 

B.1 Project Manager

Dan Bodycomb, PE

Mr. Bodycomb has dedicated his professional career to the design and development of roadway projects in Georgia. With over 20 years of experience, he has been involved in the geometric design of over 40 interstate, urban, and rural roadway projects. These projects range from

Interstate HOV projects to minor intersection improvement projects and everything in between.

Mr. Bodycomb brings over 14 years of project management experience with GDOT projects and will use this experience to successfully deliver this project to completion. Mr. Bodycomb’s primary role over the past 10 years has been focused on the management and delivery of GDOT and local county projects.

c) Relevant engineering experience

Georgia Department of Transportation, US 84, Pierce and Wayne Counties, Georgia. Served as lead roadway engineer for the design of seven miles of 2-lane to 4-lane widening of US 84. Mr. Bodycomb was the lead roadway engineer for all phases of design from concept through final design. He developed the concept report, designed and coordinated the horizontal and vertical alignments, cross sections, staging plans, drainage plans, and pavement designs. Due to the flat topography of the area, special attention was placed upon the drainage design.

Georgia Department of Transportation, I-985/SR 53 Interchange and SR 13 Widening, Hall County, Georgia. Served as roadway engineer for the preliminary, final plans, and right-of-way plans. The project involved the redesign of the I985/SR 53 interchange plus the widening of 1.2 miles of SR 13. Mr. Bodycomb designed the horizontal and vertical profile for the new frontage road. He set the driveway profiles and the erosion control along the widened portion of SR 13. He also completed the right-of-way plans for SR 13.

Georgia Department of Transportation, US 27 Improvements, Multiple Counties, Georgia. Developed plans for 11 miles of mainline and three miles of side road improvements for US 27. Mr. Bodycomb completed the traffic analysis for this corridor, including making recommendations for median opening locations and right turn lanes. He assisted in the development of erosion control plans and the drainage design, and provided quality control of overall plan production.

Cintra, GDOT PPP/Design-Build Western Wall, Atlanta, Georgia. Lead engineer responsible for the development of preliminary alignment layouts and bid quantity calculations to support the contractor with submitting a competitive bid for construction. The Western Wall project would construct two toll lanes in each direction along 10 miles of I-285 from I-75 in Cobb County to I-20 in Fulton County and extended 16 miles along I-20 from SR92 in Douglas County to M.L.K. in Fulton County. This complex design included a total length of 26 miles with a significant portion requiring bridges and walls.

Cobb County Department of Transportation, Cobb County Bridges Batch 1, Cobb County, Georgia. Lead roadway design engineer responsible for roadway design associated with three bridge replacements at two different locations in the Austell and Powder Springs area. Collins Boulevard included design for replacement of a small bridge on a dead-end street near the City of Acworth. A temporary detour was used to maintain access to the businesses that operate on this road. Garrett Road included replacement of a deficient bridge next to a tight curve that did not meet speed design requirements. A longer curve was required shifting the alignment. This created earthwork challenges that had to be factored into the design. Oglesby Road included the design for the replacement of two structurally deficient bridges over Powder Springs Creek and its overflow area. A detour was proposed to allow for a quick construction period. Along with close coordination with the bridge group, Mr. Bodycomb helped develop the concept report and designed the horizontal and vertical alignments, cross sections, staging plans, and erosion control plans.

d) Relevant project management experience

TIA Project Manager, GDOT, Atlanta, Georgia. Just Prior to joining Amec Foster Wheeler, Mr. Bodycomb spent over two years working in the GDOT General Office as a consultant, responsible for the management of 43 Transportation Investment Act (TIA) projects. These projects were funded with over $430M in local funds. The majority of TIA projects were not required to follow the Federal process. Environmental special studies were completed and the necessary permits were obtained, but GEPA documents were not required. Since the funding was limited, the scope of these projects was closely

managed to ensure that the projects were delivered within budget. Also, the TIA projects were required by legislation to be let to construction within certain time frames, thus making project schedules critical.

Georgia Department of Transportation, US 27 Interchange over SR 166, Carroll County, Georgia. Project manager responsible for the design of roadway and bridge improvements to an interchange in Carroll County. NH-017-1(22) provided for the widening of the US 27 twin bridges over SR 166 in Carrollton, Georgia. This section of US 27 had minimal room for left turns and the 4–lane roadway acted only as a 2-lane roadway due to the encroachment of the traffic into the through lanes. This project widened the twin structures to the inside to form a single bridge that accommodates dual left-turn lanes with longer storage lengths in each direction. The project included all aspects of design, including concept development, preliminary engineering, soil survey report, pavement evaluation and design, bridge foundation investigation, signal design, utility coordination, erosion control plans, drainage design, and all aspects of final design.

Georgia Department of Transportation, SR 166 Widening from Farmers High to south of Carrollton, Carroll County, Georgia. Project manager responsible for the concept development and preliminary design of the widening of SR 166 from a 2-lane road to a 4-lane road with a 32-ft. depressed median. The total length of the project is 5.2 miles.

Georgia Department of Transportation, I-20 High Occupancy Vehicle Lane Design, Douglas County, Georgia. Project manager for the addition of HOV travel lanes to I-20 from Bright Star Road to State Route 6. The project included 9.4 miles of interstate roadway design, three new interchanges, and replacement of five bridges. The budget was $7.5 million and included managing 12 sub-consultants.

Cobb County Department of Transportation, Hickory Grove Road Safety and Operational Improvements from Baker Road to Wade Green Road, Kennesaw, Georgia. Project manager responsible for the design of improvements along 2.2 miles of roadway. The project included the improvement of several major intersections as well as the addition of curb and gutter and sidewalk along the length of the corridor. The operational improvements will reduce the traffic delays for turning movements and increase the flow of traffic through the corridor. The safety improvements will create continuous 12-foot-wide travel lanes and improve the clear zone. The operational improvements will enhance the main intersection at Baker Road by adding a dedicated right turn lane. The intersections at Hamby Road and at Moon Station Road will be improved by adding center turn lanes. The intersection at Wade Green Road will be improved by adding a second left turn lane.

The team was responsible for performing an environmental screening, completing right of way plans, and all construction plans required for the bid documents.

Cobb County, Floyd Road, Georgia. Project manager for the improvements on Floyd Road between Veterans Memorial Highway (VMH) and Clay Road. This project included incorporation of a raised median and realignment of VMH intersection. Mr. Bodycomb designed a multi-use trail along the western side of the project which included a separate pedestrian bridge.

e) Relevant experience utilizing GDOT specific processes, manuals, or guidance

Working for over two years in the GDOT General Office as a consultant project manager for the TIA Program, Mr. Bodycomb has unparalleled project management experience and insight to the project delivery process not often experienced by other GDOT consultants. In this role, he successfully delivered numerous projects through the design and letting process. Also, working as a consultant to Program Delivery, Mr. Bodycomb has consistently delivered successful projects.

Throughout his 20 years of experience, he has also utilized and is very familiar with the following resources: AASHTO’s Green Book, Roadside Design Guide, and Highway Capacity Manual; GDOT’s Design Policy Manual, Plan Presentation Guide, Pavement Design Manual, Environmental Procedures Manual, Drainage Manual, and the Driveway and Encroachment Control Manual.

B.2 Key Team Leaders

Glenn Bowman, PE Roadway Design Lead Prior to joining Amec Foster Wheeler, Mr. Bowman served as the Georgia Department of Transportation’s Director of Engineering managing a division of over 300 engineering and support professionals. During his 27 years with GDOT, he led an office of environmental and

engineering specialists, managed several roadway design teams, managed numerous transportation projects from concept through final plans, and was the lead design engineer on a wide variety of road and bridge improvement projects.

As Assistant Engineering Administrator for over five years in the Office of Urban Design, Mr. Bowman oversaw the management of two roadway design teams in the Office of Urban Design. He was responsible for quality assurance of the design plans prepared by 20+ engineers ensuring that the deliverables of his groups met the Department’s quality standards and schedules.

As a Design Group Manager for more than six years in the Office of Urban Design, he led the roadway design efforts for 60+ projects assigned to him including urban and rural interstate widenings, interchange improvements, urban and rural road widenings to include new bridge construction and replacements, as well as intersection improvement projects.

c) Relevant roadway design experience

Widening and Reconstruction of SR 138 from SR 20 to Dennard Road, Rockdale County, Georgia. Served as Roadway Design Lead. This $12.5 million project consisted of 2.5 miles of widening and reconstruction of SR 138, a major rural arterial that was identified as a key access route to the equestrian events for the 1996 Summer Olympic Games. The project included widening the existing 2-lane roadway to a four-lane median divided roadway with rural shoulders as well as construction of a new 235’ long parallel bridge over the Yellow River.

Mr. Bowman’s duties included leading a team of design engineers to prepare the preliminary plans, final right of way plans, and final construction plans in less than 12 months for

this critical project. He developed the concept, designed and coordinated the horizontal and vertical alignments, cross sections, staging plans, drainage plans, and pavement designs. He organized the work of the design team and coordinated with the local officials to ensure the final plans matched the proposed entrance features to the horse park.

Widening of SR 28/Furys Ferry Road from Riverwatch Pkwy to Evans to Locks Road, Columbia County, Georgia. Served as Roadway Design Lead/Project Manager. This $14 million improvement project included widening 2.8 miles of SR 28 from a two-lane rural arterial to a four-lane median divided roadway. The project included improving numerous signalized and non-signalized intersections and adding curb and gutter drainage and sidewalk on both shoulders. The project was challenged by high traffic volumes and a very involved public that was concerned about the proposed raised median. Mr. Bowman led the design team from revised concept to final plans, and he coordinated the plan production of other GDOT offices to develop complete sets of right of way and construction plans by the expected delivery dates.

Widening of SR 101 and Bridge over the Etowah River in Rome, Georgia. Served as Roadway Design Lead/Project Manager. This $12 million road and bridge improvement project included widening SR 101 to a four-lane median divided roadway, realigning and improving two signalized intersections, and widening the historic bridge over the Etowah River. The project was additionally challenged by two railroad crossings, high traffic volumes, and intense public scrutiny. The project was located in a historic downtown setting that required close coordination with interested neighborhood groups, the State Historic Preservation Officer, as well as the Federal Highway Administration. Under his leadership the Section 4(f) alternatives analysis was quickly accepted by the agencies and the project’s right of way plans and final construction plans were delivered on schedule. During the course of construction, the GDOT Project Engineer complimented the delivery team on the quality and completeness of their construction and staging plans.

d) Relevant experience utilizing GDOT specific processes, manuals, or guidance. Mr. Bowman is thoroughly familiar with and has practiced GDOT’s preconstruction processes and procedures throughout his GDOT career. As a former teacher of the Plan Development Process training course, he completely understands what it takes to bring federal or state funded projects from pre-concept to construction letting. Throughout his 27 years of experience, he has also utilized and is very familiar with the following resources: AASHTO Green Book, AASHTO Roadside Design Guide; Highway Capacity Manual; GDOT’s Design Policy Manual, Plan Presentation Guide, Pavement Design Manual, Environmental Procedures Manual, Drainage Manual, and the Driveway and Encroachment Control Manual.

Heather Edwards, AICP Environmental Lead

Ms. Edwards of Edwards Pitman Environmental, Inc. (EPEI) has 17 years of experience in the fields of environmental planning and cultural resources; major tasks have included

environmental documentation, impact analysis, the project development process, and cultural resources fieldwork, documentation, evaluation, and agency coordination. Daily activities include advising clients on NEPA and NHPA-related processes, researching and writing NEPA reports, QAQC reviews, schedule tracking, scoping, and budget preparation. Ms. Edwards typically works with the Federal Highway Administration (FHWA), the Federal Aviation Administration (FAA), and the Georgia Department of Transportation (GDOT) in preparing documents in accordance with the National Environmental Policy Act (NEPA) of 1969, Section 106 of the National Historic Preservation Act (NHPA) of 1966, and Section 4(f) of the U.S. Department of Transportation Act of 1966.

SR 360/Macland Road, P.I. 0006049, Cobb & Paulding Counties: NEPA Lead preparing an EA/FONSI for a 6-mile road-widening project. In addition to serving as environmental project manager and overseeing the preparation and approval of all environmental studies for this project, Ms. Edwards planned and organized all public involvement efforts, including the public involvement plan, public information meetings, project flyers, church/school outreach, and written surveys for residents and local businesses.

SR 60/Thompson Bridge Road, P.I. 132610, Hall County: NEPA Lead preparing the EA/FONSI and planning, and performing all public involvement activities. Ms. Edwards coordinated and led the PIOH for about 400 attendees and developed and executed a plan to involve a daytime minority population commuting from Buford to the Fieldale Poultry

Processing Plant in Murrayville. She met with company representatives, developed translated questionnaires (Spanish, Laotian), set up commenting kiosks in break rooms, and presented at special workforce-focused meetings.

SR 219 Passing Lanes, P.I. 0001812, Muscogee and Harris Counties: Environmental Project Manager and Senior GEPA Planner responsible for completing the GEPA document (Type B Letter) for the project to add passing lanes from Luther Land Bridge to Happy Hollow Road on SR 219. Ms. Edwards manages the special studies, coordinates with the client, and maintains the schedule and budget. There are several historic resources and numerous waters of the U.S. that pose challenges for design. Ms. Edwards’ team performed all special studies, including aquatic, historic, ecological, and archaeological surveys, and air/noise studies.

d) Relevant Experience utilizing GDOT Processes, Manuals, or Guidance

As a NEPA Planner, Ms. Edwards has training and first-hand knowledge utilizing GDOT processes and procedures including the GDOT Plan Development Process (PDP) and the GDOT Environmental Procedures Manual (EPM). In addition, Ms. Edwards has an intimate working familiarity with all elements of the EPM’s public involvement approaches as well as other more elaborate outreach approaches associated with more complex public involvement plans. Ms. Edwards has worked on a variety of GDOT projects throughout all project development phases, from concept through construction letting. She has experience managing all resource special studies, coordinating with Project Managers and engineers on design issues, developing schedules for environmental deliverables, and preparing NEPA documents in accordance with the GDOT EPM.

Project 1: Naval Facilities Eng. Command; Camp Lejeune New Base Entry Gate; Camp Lejeune, NC a. Client, Project Name & Location, Dates of Service: Naval Facilities Eng. Command; Camp Lejeune New Base Entry Gate; Camp Lejeune, NC (5/2009 to12/2015) b. Project Description: The project included 6.5 miles of new divided highway inside the base; three interchanges and two intersections; and 15 bridge structures including three

new bridges spanning navigable water bodies and creeks. The project scope included environmental, road design, bridge design, bridge hydraulics and geotechnical engineering.

Project Description: The project involved the reconstruction and widening of S.R. 21, a major arterial roadway, to four lanes through the communities of Gurnee, Waukegan

and Libertyville, and it included work adjacent to the Lake County Forest Preserve District. Some highlights of this project include reconstruction of the Buckley Road intersection, collector streets, and commercial and residential driveways, and reconstruction of the Bull Creek Bridge. Amec Foster Wheeler work included geometric design, development of maintenance of traffic, drainage, detention, and traffic signal plans, and design of multiple structures including the bridge and retaining walls. We also provided coordination with Lake County Forest Preserve regarding tree impacts, wetlands and offsite stormwater retention.

b. Project Description: This project involves the realignment of Pylant Street with S.R. 16 and replacing the existing culvert on Pylant Street with a bottomless arch culvert. S.R. 16 is being widened to add turn lanes, and the existing box culvert under S.R. 16 is being extended to accommodate the widened roadway. Services include geometric design, drainage design, and traffic and erosion control plans. The final plans, specifications and estimate package will be delivered to the City on schedule.

Our Environmental Lead, Ms. Heather Edwards, AICP (Edwards-Pittman), is headquartered in Smyrna, Georgia.

c) Additional Resource Areas and Ability Quality Assurance – The Amec Foster Wheeler team includes Mr. David Griffith, who will make sure the team adheres to the required quality control procedures briefly summarized below. During his 32-year career with GDOT, Mr. Griffith served as the District 2 Preconstruction Engineer for 11 years, and he was responsible for directing and implementing GDOT’s quality control procedures on a daily basis for numerous personnel in the design, survey, right of way, and planning and programming disciplines in District 2.

Quality Control – Amec Foster Wheeler is committed to following the Quality Management Principles presented in the ISO 9000 series of Quality Management Standards.

Our basic tenet is that quality begins with the individual. Our company’s goal is for every member of every project team to complete their work accurately and efficiently the first time. This goal is achieved through continual feedback, training and nurturing a culture of excellence. Amec Foster Wheeler policies and procedures demand that all work products and documents be independently checked for quality prior to submittal to the client.

The lead professionals selected for this project have over 65 years of combined transportation experience developing and implementing similar projects for GDOT and other agencies. This extensive experience will be leveraged to provide the highest level of quality control. While each Key Team Lead is ultimately responsible for the quality of their unit’s work product, all final documents for this project will be subjected to an additional Inter-Disciplinary Review (IDR) for enhanced quality control prior to submittal. The IDR will provide an opportunity for team members from various project disciplines (road design, environmental, etc.) to review the documents to make sure the final work product is correct on the first submittal. For example, the road design team will review environmental work products to make sure the plans and documents are properly coordinated, and the traffic team will review the roadway plans to make sure the design is consistent with the traffic analysis.

Road Design and Traffic Teams – We have assembled a road design team with more than 70 years of combined design experience that will be led by Mr. Bowman. The team well understands the importance of meeting all AASHTO and GDOT design criteria for this type of roadway while avoiding and

minimizing impacts to sensitive resources. We have also added Mr. Peng Zhang, PE, PTOE to the team to lead the traffic operations study and design efforts. Mr. Zhang and his staff have over 26 years of combined experience in this area and have developed numerous sets of GDOT approved traffic, signing, marking, and signal plans for similar projects.

Public Involvement/Environmental Documentation – Given the rural setting of the project corridor, it will be very important to proactively reach out to the public early and often to enhance their understanding of and involvement in the project development process. Residents, farmers, and businesses will want to know how the widening will affect their properties, and they will also want to know about possible travel delays during construction. In addition to Ms. Edwards’ extensive experience, we have identified Mr. Lee Walton, AICP, and Ms. Paige Hatley, AICP, with over 39 years of combined experience to assist in the critical public involvement effort.

Getting the environmental analysis right the first time is also essential to achieving the project schedule. Multiple, experienced personnel have been identified in each discipline to ensure the quality control checks are scheduled and completed throughout the life of the project. With the combined resources of Edwards-Pitman and Amec Foster Wheeler, the project schedule will be met and our quality goals will be achieved.

Survey Team – Good designs begin with accurate field surveys. For this project we have identified David Millen, RLS, to lead our teams of surveyors who possess over 142 years of combined survey experience. They will produce accurate and complete field topography and existing right of way and property data from the very beginning. Their attention to quality work will assure efficient designs and right of way acquisitions during later phases of project development.

Constructability Review - The Amec Foster Wheeler team includes Mr. Thomas Howell, PE, who will perform a constructability review of the project. After a 30-year career with GDOT, he retired as the Thomaston District Engineer and former Director of Construction. Mr. Howell will review the plans for constructability and give advice on maintenance of traffic, detours and the proposed stage construction plans.

Project Schedule and Capacity – Our team understands the importance of meeting project schedules. We have teamed with several firms to ensure quality plans, documents and specifications are delivered on time and on budget. Our Project Manager, Road, and Environmental Leads are available now and, as our resource commitment table that follows illustrates, our team has outstanding capacity to deliver the project milestones ahead of the proposed RFP dates (Concept 8/2018, Environmental certification 10/2020, and Let 10/2021). Our team leadership experience and depth of resources give us the ability to efficiently manage and complete this project to meet all of GDOT’s expectations.
