SHORT NOTICE INVITING TENDER

No. PW/TB/BR/11/10/Pt/2 .— 1. Sealed tenders subsequently to be drawn up in M.P.W.D. F-2form of Tender agreement duly affixed with a non-refundable court fee stamp of Rs. 2000.00 (RupeesTwo Thousand) only, are hereby invited in 2 (two) cover bid system i.e. Financial and Technical Bidsseparately by the undersigned on behalf of the Governor of Meghalaya, from the Registered Class-IP.W.D. Contractors of Meghalaya State/Joint ventures having requisite qualifications for the undermentioned work and will be received in the office of the Chief Engineer. P.W.D. (Roads), Meghalaya,Shillong (Room No.311) upto 2.00 P.M. of 24th February, 2011. The Technical Bids will be opened onthe same date at 2.15 P.M. in presence of the tenderers or their authorised representativeswhosoever desire to attend. If the last date happens to be a holiday, the next working day will beconsidered as the date of receiving and opening of tenders.

Detailed tender papers may be obtained from the Bridge Design Branch (Room No. 311) of thisoffice from 17th February, 2011 upto 22nd February, 2011 on payment of Rs. 6000.00 (Rupees SixThousand) only, non-refundable per set in cash payable to the Cashier of this office during officehours on any working day, from 11.00 A.M. upto 3.00 P.M. Intending tenderers desiring to get thedetailed tender papers by post shall have to send the cost of tender papers along with extra Rs. 500.00(Rupees Five Hundred) only, non- refundable in the form of Demand Draft / Postal Order, duly pledgedin favour of Chief Engineer, P.W.D (Roads), Meghalaya, Shillong payable at Shillong. 2. NAME OF WORK :- Reconstruction of SPT Bridge No. 14/1 over Umngi River to permanent RCCBridge at 14th Km of Laitmawsiang - Mawthawpdah road including approaches -West Khasi Hills District in Meghalaya under NLCPR.

3. DETAILS OF WORK :-

4. TIME OF COMPLETION :- 30 (thirty) months from the date of issue of Final Work Order.

5. RATE :- Rate are to be quoted on flat percentage basis i.e. AT PAR /ABOVE the Schedule of Ratefor Road and Bridge Works for National Highway Circle, PWD (Roads), Meghalaya, Shillongfor the year 2007 - 2008 (Fifth Revision) for scheduled items and for the additional items ofwork not covered by the said Schedule of Rate on item rate basis.

6. EARNEST MONEY :- 2% (two) percent of the tender value for the general and 1% (one percent) forthe Scheduled Caste / Scheduled Tribe shall have to be enclosed with the tender.However, Registered Class-I Contractors of Meghalaya, PWD (Roads), are notrequired to furnish Earnest Money at the time of submission of tender.

7. In case of Joint venture both the partners should submit Trading Licence and Labour Certificate. AlsoEarnest Money is to be enclosed along with the tender.

8. The prospective tenderers should have satisfactorily completed during the last 5 (five) years at least 1(one) R.C.C. bridge work of simillar nature and having a magnitude of 40% (price updated @ 10% perannum compoundable) of the project cost for which prequalification is sought for or currently executingsatisfactorily at least 1 (one) work of similar nature and having completed billing not less than 40% ofthe value of the work for which prequalification is sought.

9. The prospective tenderers or any of their constituent partner should not have abandoned any work norany of their contract work should have been rescinded during the last 5 (five) years.

10. The prospective tenderers shall have their own or furnish documentary proof for acquisition (hire /purchase) of plants and machineries to be utilised in the execution of work.

11. The prospective tenderers or any of their constituent partner shall have requisite key personnel andquality control equipments for the execution of the work which will include Project Manager.

12. The average annual turn over of the prospective tenderers or their constituent partner over the last 5(five) years shall not be less than 40% (forty percent) of the project cost.

13. The working capital of the prospective tenderers or their constituent partner shall not be less than 10%(ten percent) of the project cost.

14. The available bid capacity of the prospective tenderers shall be more than the project cost which will becalculated as per provisions of the bid document.

15. Non-tribal contractors shall have to furnish Valid Trading Licence from the Khasi Hills AutonomousDistrict Council, while submitting their tender, otherwise the tenders will not be considered as valid.

16. Those who fulfill all the above conditions are only eligible to cast their tender.

17. The Chief Engineer, P.W.D. (Roads), Meghalaya, Shillong reserves the right to accept or reject any orall tender without assigning any reason thereof.

QUALIFYING CRITERIA:-

4. Cash Receipt for the cost of Tender Papers should be attached with the Tender Papers at the Time ofsubmission.

5. Tenderers (Contractors) should also furnish an undertaking that the work will be executed by theContractor/Tenderers himself/herself.

6. Forest Royalty, Value Added Tax, Sale Tax :- as applicable.

7. If the date of receipt of tenders happened to be a holiday, the Tenders will be received and opened onthe next working day at the same time and place.

8. The undersigned reserved the right to reject any or all the tenders, to split the work to more than onecontractor and also not bound to accept the lowest quoted rates without assigning any reason thereof.

10. No illegal migrant labourers shall be employed for the work by the contractor.
