Municipality considering change to water and wastewater rates Tim Brody ASSOCIATE EDITOR T HE Municipality of Sioux Lookout is looking at adjusting water and wastewater rates and charges. Municipal Treasurer Henry Wall explained, “Under the current rate structure you are charged a flat rate and in that flat rate you can consume up to 12 cubic meters of water. Under the new rate structure we would be reducing that flat monthly rate of, say, $91.21 on residential accounts to $71.57 cents but that 12 cubic meters that was included in the $91 is not included now. There is nothing included. You pay for every cubic meter of water that you use. You pay less as a minimum but you get billed for every cubic meter you use.” Asked about the cost per cubic meter, Wall replied, “It is currently $2.49 a cubic meter and that is being increased five per cent to $2.61 a cubic meter. What we’re trying to achieve is to ensure there is a bit of equity built into the rate as well. A lot of homes that are only using three or four cubic meters a month are still paying as though they were using 12 cubic meters. Results of 2013 municipal resident survey releasedSpecial to the Bulletin

MunicipAlity of sioux lookout

DuRINg April and May 2013 the Municipality

of Sioux Lookout, via its Economic Development Commission, invited the public to complete the 2013 Resident Survey which focused on shopping experiences, programming and events,

and community safety.residents were also

encouraged to offer suggestions for future retail opportunities, recreational activities and events, and ideas for nurturing a safe, inclusive and growing community. The results help to understand residents’ concerns and identify opportunities for economic and

community growth.Approximately 380

residents took part in the survey, with the majority of respondents living in Sioux Lookout (including hudson) and Lac Seul First nation. respondents who indicated they worked in Sioux Lookout but did not live in the community were asked additional questions related to relocating to

the community.Survey results indicate

that residents would welcome additional retail, restaurant and entertainment opportunities. These results will help form investment attraction activities and will support the development of new and expanded recreational and cultural programming and events.

Residents identified the need to update existing recreational facilities infrastructure, while acknowledging that current programs and activities are enjoyed.

residents were asked about their perceptions of safety and they offered suggestions for improving public safety in the downtown core.

The information

gathered from the survey has been compiled in the 2013 Resident Survey Final report, which is available on the Municipal website. The input from local residents will be used as one, of many, tools to help Sioux Lookout grow as a community, form future planning decisions, and in the development of strategic priorities.

The Ontario Ministry of Natural Resources (MNR) invites you to inspect the MNR-approved aerial herbicide spray projects. As part of our ongoing efforts to regenerate and protect Ontario’s forests, selected stands on the Wabigoon Forest (see map) will be sprayed with herbicide to control competing vegetation, starting on or about August 1, 2013. The herbicide VisionMAX, registration #27736 will be used.

The approved project description and project plan for the aerial herbicide project is available for public inspection at the Domtar Inc., Dryden office and on the MNR public website at ontario.ca/forestplans beginning July 1, 2013 until March 31, 2014 when the annual work schedule expires and throughout the one-year duration of the annual work schedule. The Ontario Government Information Centre at 479 Government Street, Dryden, Ontario, provides access to the Internet.

Interested and affected persons and organizations can arrange an appointment with MNR staff at the MNR District or Area Office to discuss the aerial herbicide project.

KI teens present at Portugal Rotary conferenceShayla Bradley

DI E T E R Sainnawap, a Kitchenuhmay-

koosib Inninuwug teen, is back in Canada after taking an exciting trip to

Lisbon, Portugal.Sainnawap travelled

to Portugal for the 104th annual Rotary International Convention, visiting with fellow teen Lilyanna McKay, Deputy Chief Darryl Sainnawap,

and Andrée Cazabon, director of Third World Canada, a film featuring KI.

The group stayed for one week, departing Canada June 21.

“The experience was

amazing,” Sainnawap said.The trip followed

the KI summer event, during which Canadians from all walks of life travelled to the remote First nation to see what traditional life is like in a far-north community.

Sainnawap carried that theme during his presentation, given to about 25,000 people at the conference.

“I talked about First Nations problems in Canada,” he shared. “I did a speech in a breakout session, and

that’s how the people got my message.”

McKay also presented, speaking about struggles with education.

Being in a new country was different than he expected, said Sainnawap.

“The food is freshly made and when you ask for orange juice, they will make it right from the orange,” he recalled. “Best orange juice. It wasn’t what I was expecting. It was such a surprise. everything over in Portugal is so

different. The buildings, the roads, the nature, and the people. The people in Portugal are such welcoming and friendly people.”

He accomplished what he set out to do while in Portugal.

“I was there to build friendships with people all over the world, and talk about the problems with First nations people in Canada,” he said. “The next step is to make changes in the communities, and with First Nations.”

Try being a teamster with Cedar Bay lessons

IF you have admired Cedar Bay’s wagon team, Bud and

Commander, parading down the streets of Sioux Lookout, and wondered what it might be like to take the reins, you can find out for yourself with teamster lessons.

“We are trying to see if it would be worth doing teamster lessons with John Cole,” said Kathy Masotti. “We would be using our Percheron team, Bud

and Commander, and learning from the ground up assuming that no one has any horse experience. our first lesson would entail going and getting the horses, haltering and leading to the barn, grooming and parts of the harness.

“Lesson two would entail putting the harness together and harness care along with fitting the harness and how it works. Groundwork with the horses will be practiced as well. each

lesson will progress from ground driving to hitching up the wagon and driving it. This would entail 10 hour to hour and a half lessons and will have five spaces available. We would be looking at doing this two times a week for five weeks or once a week for 10 weeks dependent on availability of the instructor and participants.”

The lessons will be a win-win situation for Cedar Bay and equestrian enthusiasts.

“our hopes for offering this program are to offer a safe way of learning how to drive horses and that we will hopefully gain some valuable volunteers to drive our team in the future,” said Masotti.

A program for children

five to eight years old and nine to 14 is also on the table.

“This program will also be focused on beginners,” explained Masotti.

If people are hoping for one-on-one equestrian lessons, package deals are available, geared for children five years old

and up, or adults with little or no experience.

Lessons cover every topic from leading to tacking up and riding off.

The packages expire six months after purchase. new clients can book one single one-hour lesson but lessons after that must be bought as a package,

sold in increments from three one hour lessons to ten one and a half hour lessons.

Protect yourself from the West Nile VirusThe northwestern

Health unit is reminding the public to take precautions to prevent mosquito bites.

Kurt Casey, Public Health Inspector with the health unit, said, “The number of

infected mosquitoes in our area is low, but it is not zero. Since there is no way of knowing which mosquito might carry the West Nile Virus, your best protection plan is to minimize the number of mosquitoes that bite you.”

West nile Virus is

mainly transmitted to people through the bite of an infected mosquito. Most people infected with the virus have no symptoms or they have flu-like symptoms, such as fever, headache, body aches and fatigue. Sometimes, though, the virus can cause severe illness, including meningitis and encephalitis.

The northwestern Health unit recommends taking the following safety measures to

prevent mosquito bites:• Wear light colored

clothing, a long sleeved shirt, long pants and a hat to go outside when mosquitoes are most active.

• Use an insect repellant with DeeT. ensure that the proper guidelines are followed for use with infants, children, adults and pregnant women.

• get rid of as much standing water as you can from around your home and property.

Drain water from flower pots, wading pools, and old tires. Change water in birdbaths and pet bowls twice a week.

• Make sure your screens are in good repair.

Sioux Area seniors picnic

Sweet Water Cruise pontoon boat was the latest setting for the members of the Sioux Area Seniors to enjoy some recreation and good food!

Dick MacKenzie, owner and operator of the cruise boat, met us at the town dock and we set off across Pelican Lake with a picnic destination of umphreville Park. Although the day started out with cloudy skies and some very dark clouds to the south, Fred Southwell predicted, “Ten minutes of light rain.” By the time we arrived at the park we

were rain free.After a short trek up

the hill with our lawn chairs, we arrived at a table set up for us by Eileen & Tom Jeffery and Sharon & Zeke Schinke. our very delicious lunch consisted of fried chicken, potato salad, bean salad, coleslaw, tomatoes, dinner rolls and iced tea – a sincere thank you to the deli staff at Johnny’s Fresh Foods! The aroma of the hot fresh fried chicken had everyone quickly setting up their chairs and proceeding to the luncheon table. After enjoying the main course everyone was presented with the

fresh fruit tray – watermelon was the favourite of all the fruit assortment!

halfway through lunch the clouds cleared and blue skies and sunshine appeared. Along with that a very friendly squirrel became our luncheon entertainment. He

decided he wanted to share our lunch and was continually running up and down trees giving us our laugh of the day!

Doug Shields, in his amiable manner, decided to make one last round with the fruit tray, which almost emptied it. Chairs were then gathered and back on the boat we went

for a most enjoyable warm, sunny ride home.

Extending Ombudsman oversight makes sense

This past week our province’s Ombudsman released his annual report.

Established in 1975, the Ombudsman is an independent officer of the legislature whose job is to investigate complaints against government services.

Dealing with more than 18,000 complaints a year, our current Ombudsman, Andre Marin, is one of the most respected civil servants in this province and it is for that reason that when he speaks out about an issue, politicians on all sides generally take note.

his annual reports are not only insightful, but offer a very important look into how the government is accomplishing, or falling short of, their goals, in addition to pointing out problems with government services and programs before they become crises.

While widely respected by all sides, one failing of the Ombudsman’s office is that there are certain programs and services that he does not currently have the ability to review. Popularly known as the MUSh sector, the Ombudsman’s office does not currently have the power to

review decisions of municipalities (although his office has recently been granted power to look into closed-door meetings), universities, school boards, hospital and long-term care homes, children’s aid societies and police. While most of these organizations have their own boards, some elected, some appointed, it does not mean they are immune to mistakes in judgement, and for that reason, Mr. Marin has been pushing for his oversight to be extended to cover these organizations.

As Mr. Marin noted in his report, the failure to provide him with the power to review these cases has forced him to turn away 2541 complaints in the last year alone - more than 10 per cent

of the individuals who have approached his office looking for help. While that alone is a significant number, it’s important to note that that’s just the individuals who were turned away, which could be far fewer than those actually experiencing problems.

Locally, I know that there is strong support for such an initiative. Since being elected I have received more emails, letters, petitions and phone calls regarding Ombudsman oversight for Children’s Aid Societies than any other issue. At the same time, I have helped many across our region who have been frustrated by decisions made by municipalities, school and hospital boards. While these organizations have their own elected officials,

their decisions often receive less scrutiny than decisions made at the provincial and federal level. Many of the problems people experience with these organizations are highly localized, and often affect a limited number of people, albeit with a significant impact.

At the same time, Ombudsman oversight of these organizations has the potential to shed the light on provincial funding shortfalls, or legislation that is imposed on these boards that does not fit northern realities.

It is for these reasons that I strongly support Mr. Marin’s push, and was pleased to support Private Members’ Bills and other initiatives that sought this much needed coverage.

also eliminates the distinction between commercial and residential water rates.

This shows the number of cubic meters of water a household uses.

Wall said, “Anyone using under eight cubic meters will actually see a decrease in their monthly bill.”

system, he said, encourages water conservation and ensures fairness in the system.

People conserving water will pay less. People using more water will pay more.

Wall added, “Because we have so many property owners in the municipality who are not on the municipal water and sewer system we can’t rely on taxation to subsidize it. It’s not equitable. It’s not fair.”

At their July regular meeting, municipal council gave first reading

of the proposed water and wastewater rates and charges bylaw.

Wall explained, “There will be a second and third reading in September and only after the bylaw is passed, if it is passed, would the rate change come into effect November 1.”

Prior to the September meeting of council, the municipality plans to conduct public consultation on the proposed changes as well as give notice of the potential rate change and

conduct public education on the topic to ensure residents know how the new system would work and provide tips on water conservation.

Additional charges have also been built into the proposed rate change.

For example, under the new system there would be a $25 cost passed on to the recipients of arrears certificates to recover administrative costs.

Wall added, “We’re finding that 20 to 25 per cent of our accounts change over on an annual basis. It’s just

the transient nature of Sioux Lookout so we will be charging an administrative fee to set up new accounts as well as to do final meter readings.”

There would also be an additional charge for those that have fire protection lines (i.e. sprinkler systems.).

The municipality is also looking at improving efficiencies in its system through a backwash treatment project that will reduce annual operating costs of the wastewater treatment

plant and increase the life of the plant, identify leaks in the municipal water distribution system, and look at whether its bleeder valve system can be improved upon.

The current rate hasn’t changed since October 2010.

Municipalities are required to show they have a sustainable water system and Wall said the proposed rate change will help address long term planning to be able to make replacements to the system.

InspectIonInspection of Approved Aerial Herbicide Spraying Lac Seul Forest

The Ontario Ministry of Natural Resources (MNR) invites you to inspect the MNR-approved aerial herbicide spray project. As part of our ongoing efforts to regenerate and protect Ontario’s forests, selected stands on the Lac Seul Forest (see map) will be sprayed with herbicide to control competing vegetation, starting on or about August 4, 2013. The herbicide VisionMAx, registration #27736 will be used.

The approved project description and project plan for the aerial herbicide project is available for public inspection at the Obishikokaang Resources Band office in Frenchman’s Head and on the MNR public website at ontario.ca/forestplans beginning July 4, 2013 until March 31, 2014 when the annual work schedule expires. Ontario Government Information Centres at 62 Queen Street, Sioux Lookout and 66 Keith Avenue, Dryden provide access to the Internet.

Interested and affected persons and organizations can arrange an appointment with MNR staff at the MNR District or Area Office to discuss the aerial herbicide project.

Municipality launches community improvement planSpecial to the Bulletin

In August 2013 the Municipality of Sioux Lookout will

officially launch its Community Improvement Plan Incentive Program, an initiative designed to revitalize and rehabilitate four project areas

within the Municipality: downtown Sioux Lookout, the gateway entrance into Sioux Lookout, hudson, and the Sioux Lookout Municipal Airport.

The community improvement plan will support the continued growth and success of retail business,

the development of residential areas, and the improvement of residential and commercial properties. The individual and collective revitalization efforts in the community will improve the appearance of properties and will also serve to make Sioux Lookout a more attractive place to

visit and community in which to invest.

The community improvement plan will provide financial incentives to business owners and homeowners whose properties are located within the project areas, and will offer the following grants:• Façade Improvements Grant

• Improved Signage grant• Landscaping Grant• Application Fees Grant• residential Intensification grant

• Cash In Lieu of Parking Grant

• Tax Increase Increment grant

• Municipal Land Development grant

Applicants are invited to complete the

Community Improvement Plan Incentive Program Application Form, which will be available on the Municipal website and at the Municipal office. each application will be evaluated, and recommendations on which projects to support will come before council for approval.

First Nations, Gold Canyon enter agreement

nations have reached an agreement with gold Canyon resources relating to the Springpole gold project located

about 175 kilometers north of Sioux Lookout.

The agreement sets a framework to negotiate an exploration a c c o m m o d a t i o n agreement.

“Gold Canyon values its relationship with the protocol nations and is committed to maintaining a collaborative and mutually beneficial working relationship in support of Gold Canyon’s exploration within the asserted traditional territories of these First Nations,” reads a July 18 release. “The Springpole gold project provides a strong opportunity for the protocol nations’ economic and community development. This agreement sets the foundation for the respectful relationship that will enable Gold Canyon and the protocol nations to move forward with further discussion of the project, maximize opportunities, and openly address any concerns that may arise. It will assist greatly in further timely discussions between Gold Canyon and the protocol nations as the project moves forward.”

Breaking down his responsibilities a bit, rickford stated, “Science and Technology is the mother lode, if you will, of responsibilities. It is a huge portfolio… Obviously science and technology touches every aspect of our live and interfaces with all of the major government

portfolios... I’m obviously very pleased as the former parliamentary secretary to FedNor. This is a file I have intimate familiarity with. Also, I have big shoes to fill. Minister (Tony) Clement was the longest serving Minister of Fednor.

“We want to continue to put the emphasis on the fact that FedNor’s strategic investments across northern ontario continue to translate into stimulating the economy and creating jobs for our communities, our municipalities and our First Nation communities. That’s the emphasis we’re going to be placing on it

moving forward…“In addition to

FedNor, I also assume the responsibilities for Ring of Fire. That’s perhaps one of my greatest strengths for a number of reasons. First of all, the epicenter of the activity for ring of Fire in extraction terms is in my riding… I’ve got great relationships with the First Nation communities. I obviously work closely with the mayors of towns and cities implicated in the potential for the Ring of Fire and I think we stand on the precipice of the environmental piece

and moving forward on a responsible resource development project, perhaps the largest of its scale northern ontario has ever seen. And it’s important to do it right

and I feel I have the position as a cabinet minister, Minister of State, to put my thoughts and my contributions forward directly which improves and increases

the access of many of the communities in the Kenora riding, including Sioux Lookout, which are in play for activities related to the ring of Fire.”

Community Development and Communications Manager and Stu Finn, Museum Project Coordinator:

MacKinnon, Finn and Beth McKinlay provided council with an update on the community museum.

They went through the digitization of the museum, new partnerships the museum has entered into and gave an update

on the relocation plans for the museum.

Museum artifacts were photographed last year allowing the collection to be viewed on the museum’s website siouxlookoutmuseum.ca or on the Sioux Lookout Museum’s Facebook page.

A mobile application is also in the works to allow Android and Apple device users to more easily browse the museum’s collection. That application is set to be launched in a few weeks during the Blueberry Festival.

The trio also discussed the new partnership between the museum and the Sioux Lookout Creative Arts Circle. An example of the collaboration, A roaring 20s Party, was held last Saturday as a fundraiser for both groups.

The physical museum is still to be located in the basement of the library where it is expected to reside for the next five to ten years awaiting a more permanent museum facility.

A draft floor plan for the museum in the library basement is in development and the plan is to move forward with renovations in 2014.

Finn concluded by stating, “The museum is very much alive and well.”

B) Don Yurkiw: BDO Canada LLP; re: Presentation of 2012 Audited Financial Statements for the Municipality of Sioux Lookout.

Yurkiw and Municipal Treasurer henry Wall went over the 2012 audited financial statements with council.

Yurkiw stated that revenue was down from $35 million to $31 million in 2012, while expenses stayed about the same, $28.7 million in 2011 down to $28.6 million in 2012.

he also stated the municipality posted a $2.5 million operating surplus in 2012.

overall he said it was a good year for

the municipality.Wall stated, “It is

important to note that is not how much we were under budget. We definitely had a surplus and it was between $150,000 and $200,000. That’s factoring in removing the cost of capital items.”

The reason for the lower revenue was not being paid for housing evacuees this past year, lower airport fuel sales compared to the year before and not receiving extra grant revenue for projects like the train station and centennial centre.

The Municipality was found to be worth $46 million dollars.

C) Brian MacKinnon, KDSB lack of community consultation on 10 Year Housing and Homelessness Plan

MacKinnon, speaking on behalf of the Sioux Lookout healthy Community Task Force, stated the task force was concerned it and individuals and organizations in town working with the homeless had not been adequately consulted for the KDSB’s 10 Year housing and Homelessness Plan. he told council KDSB

would need to submit their report soon and urged council to petition the KDSB to consult with the community.

Council voted to support the letter from the Sioux Lookout Healthy Community Task Force, dated July 15, 2013, regarding the lack of community consultation undertaken by the Kenora District Services Board (KDSB) with regard to the development of the KDSB’s 10-Year Housing and Homelessness Plan, and petition the KDSB to conduct further consultation with interested parties and stakeholders, in particular with the Healthy Community Task Force and its constituent members in Sioux Lookout, before finalizing its Plan; and further Council circulated the Healthy Community Task Force’s letter along with this resolution to all of the KDSB-serviced communities’ Councils requesting that they also support this request and that all such resolutions be sent to the KDSB.

Community Living Dryden-Sioux Lookout’s (CLD-SL) mission is to help people belong and be respected by harnessing the goodwill of our diverse northwestern communities and by mobilizing community efforts to create innovative solutions through advocacy and collaboration.

CLD-SL provides a range of supportive and inclusive services-day programming, residential supports, employment and community opportunities-to approximately 150 people. Our ten (10) member Board of Directors uses a Capacity and Consensus Hybrid governance model guided by the Association’s Mission, Vision and Values. Board Directors are elected to a two-year term by our membership from our membership at our AGM.

The Association is seeking nominations from the membership in Dryden and Sioux Lookout who are interested in joining our progressive and expanding non-profit organization.

CANCELLATION OF THE 2013

rEGULAr AUGUST COUNCIL MEETING

Council approved the cancellation of the regular August Council Meeting, scheduled to be held August 21st, 2013.

Councillor Cal Southall said he supported the motion to cancel this one meeting, but stated he did not wish to see council meetings canceled on a regular basis. he stated that if there was any way to have quorum at a council meeting, the meeting should not be cancelled.

Council’s Procedure By-Law sets the regular Monthly Meeting date as the third Wednesday of every month, which often conflicts with the Association of Municipalities of ontario (AMo) Conference. The 2013 AMO Conference is being held in ottawa, August 18th to 21st, and the CAo, Mayor and two members of council will be attending.

2013 rESIDENT SUrVEY, FINAL

rEPOrTCouncil received

and accepted the Final Report of the 2013 resident Survey recently undertaken by the Economic Development Commission.

Approximately 400 people completed the survey.

The following are the results of the survey as presented in Economic Development Officer Florence Bailey’s report to council.

“Commuting to Sioux Lookout for Employment Purposes: The majority of commuters who completed the survey indicated that they travel to Sioux Lookout five days a week.

While there is interest in relocating to Sioux Lookout, respondents indicated that lack of affordable housing and property taxes are reasons that prohibit them from considering the move.

“retail experience in Sioux Lookout: respondents offered suggestions to improve the retail experience in Sioux Lookout. With requests for new businesses and comments about poor experiences with customer service, inflated prices and limited selection, the public has provided the EDC with information toward improving the shopping experience in the community. Quick errands, grocery and pharmacy purchases represent the majority of the types of retail shopping that respondents carry out in the downtown. Conversely, there is also a strong indication that many respondents leave the community to shop for lower prices and better selection.

“Public Washrooms: respondents were not supportive of building a heated public washroom in downtown. Keeping Centennial Park a green space and holding events, like the Farmers Markets in Centennial Park are strongly supported in the results. residents also indicate that longer hours of operation and year-long markets are needed.

“Perceptions of Safety: Many respondents voiced concerns about loitering and public intoxication in the downtown. requests for more police, foot patrols and improved lighting are mentioned often throughout the survey. While the majority of respondents feel just as safe when compared to five years ago, many voiced concerns in this survey about aggressive behaviors of some people who loiter, drug paraphernalia on the streets and feeling intimidated while banking and walking down the street.

“Recreation Centre: Generally, the public is happy with recreational programming in the community, though respondents frequently request improvements to the recreation Centre. recreational and entertainment options are also identified as lacking: a bowling alley, public pool, mini-golf

and movie theatre are often listed as facilities the community needs. Further development of youth and children’s events are also requested.”

reading to By-Law no. 49-13, Being a By-Law to Establish the 2013 Water and Wastewater Service rates and Charges for the Production, Treatment, Storage and Distribution of Water and/or Wastewater in the Municipality of Sioux Lookout and to Repeal By-Law No. 55-10.

Councillor Joyce Timpson felt the proposed changes to the water and wastewater rates and charges would reward people for conserving water.

COMMUNITY IMPrOVEMENT

PLAN, APPLICATION PrOCESS

Council approved the application process for the Community Improvement Plan Incentive Program as attached to the Economic Development Officer’s Report dated July 17th, 2013.

Council approved amending Schedule “A” to By-Law No. 57-12 (Delegation by Council of the Powers and Duties) by adding the following under the “Corporate” section: Delegated Authority: Execution of agreements related to grants issued under the Community Improvement Plan Incentive Program; relevant Legislated Authority: Sec. 9 and 10(3) and 10(5), The Municipal Act; Delegated to: Clerk and Treasurer Limits on Delegation: reporting required by Legislation: N/A.

Councillor Steven Forbes stated he felt conflicted with this item stating he was all for economic development,

but did not wish to see unused funds attached to this item carried over with this item from year to year. he felt any unused funds at the end of the year should go back into the general financial pool to be looked at when putting together the annual budget, not be locked in with this one item.

Bailey explains in her report to council, “In 2012, Municipal staff undertook a process to develop a Community Improvement Plan to offer development incentives in four key areas of the Municipality, as identified below, also known as Community Improvement Zones: Downtown Sioux Lookout, The Gateway entrance into Sioux Lookout, hudson and The Sioux Lookout Municipal Airport. Through a competitive bid process, the Municipality hired Jim Dyment, representing MacNaughton, Hermsen, Britton Clarkson Planning Limited - Planning, Urban Design, Landscape Architecture (MhBC Planning), to facilitate the CIP process and create a plan. Council received and approved the Community Improvement Plan as presented by the Planning Administrator at the May 15th 2013 Council Meeting.

“Council appointed the following positions to the Community Improvement Plan Review Committee at their June 19th 2013 Council meeting: Planning Administrator, Treasurer and Economic Development Officer. The newly appointed Community Improvement Plan Review Committee met on June 28th 2013 to review a draft application form and to discuss the intake process to implement the Community Improvement Plan Incentive Program. It was determined that with regard to the 2013 Incentive Program, once Council has approved

the application process, staff will launch the program and promote an intake period from July 29th 2013 to August 23rd 2013. This will allow staff to review applications and make recommendations for approval to Council at their regularly-scheduled Council Meeting on Wednesday, September 18th 2013. Once the applications are approved, a Legal Agreement will be drafted that outlines the approved project costs, financing and Municipal grant and will be signed by all parties. Staff is recommending that the authority to execute the Legal Agreements be delegated to Staff (the Clerk and the Treasurer) through the “Delegation of Authority” By-Law No. 57-12. A copy of the Schedule to the By-Law is attached for reference. It is proposed that for the 2014 fiscal year, the Community Improvement Plan Incentive Program will have one intake

following budget approval, estimated to be from April 1st 2014 to April 30th 2014. If any funds remain unallocated following the initial intake in 2014, a second call for applications will be announced. Council approved $30,000 in the 2013 operating budget to implement the Community Improvement Plan Incentive Program.

“The operating budget of the 2014 Community Improvement Plan Incentive Program is proposed to be $60,000; however, this will be reviewed based on the outcome of the 2013 program results. It is requested that if any funds remain unallocated in 2013, that these funds be transferred to a Community Improvement Plan reserve Fund and used to pay out on approved projects and augment the Community Improvement Plan Incentive Program budget for future years.Continued on page 12

The Municipality will only contribute funds on approved applications and only following completion of the approved project.”

The Municipality of Sioux Lookout is offering eight different incentives which can be combined in any combination but in no instance shall grants exceed 50 per cent of the cost of rehabilitation or a total of $15,000 per property.

“Listed below are the eight different incentives, “Facade Improvement grant: The Municipality may provide a one-time grant of 50 per cent (up to a maximum of $10,000) of the costs to assist commercial building owners to improve a building facade in accordance with the Downtown Revitalization Study and the Community Improvement Plan Background report. The grant would include building materials, labour and professional fees. Improved Signage grant: The sign improvement

program may provide property owners a grant of 50 per cent (up to a maximum of $2,000) toward the cost of replacing an existing sign that does not comply with the sign design guidelines outlined in this Plan. Grants will be paid upon completion and installation of the sign.

“Landscaping grant: A grant of 50 per cent (up to a maximum of $1,000) of the costs may be available for landscape improvements between parking areas and roadways or laneways. The grant will be payable upon completion of the works. Application Fees grant: Where a property owner is undertaking improvements to a building in the designated improvement area in accordance with this program, the Municipality may provide a grant equivalent to the cost of the normal application fees for approved projects in accordance with the provisions of Section 69 of the Planning Act

as follows: Site Plan Approval $800 for construction valued $0-$800,000 0.1 per cent of costs (Maximum $5000) for construction valued greater than $800,000. Zoning By-law Amendment $600, Minor Variance $300 and Building Permit $100. Residential Intensification grant: Where new residential dwelling units are created within the Community Improvement Project Area the Municipality may provide a grant of up to $3,000 per residential unit created where the unit is developed on an existing serviced lot or within an existing building. Cash In Lieu Of Parking grant: Where development occurs in the Main Central Area that would require an increase in the number of parking spaces in accordance with the Municipal Zoning By-law, the Municipality may provide a grant of up to 50 per cent of the amount required under the Cash in Lieu provisions of the Zoning By-law,

up to $2,000 per space. Tax Increase Increment grant: Where property owners have improved lands and buildings under this Community Improvement Plan and those improvements have resulted in increased assessment on the property, the Municipality may provide a grant to offset the tax increase as follows: Year one: 50 per cent of tax increase, Year two: 25 of tax increase and Year three: 25 per cent of tax increase. Where the subject lands have been identified as “Brownfields”, being lands that have been contaminated, the Municipality may provide a grant of 100 per cent of the taxes on the lands for a period of three years during which time the lands are in the process of being rehabilitated and rendered developable in accordance with Ministry of Environment guidelines. In addition, the Municipality will support the elimination of the education portion of the taxes on the

lands by the Ministry of Finance. Municipal Land Development grant: Where the Municipality sells public lands for the purposes of development as described in the Official Plan, the Municipality may sell the land at market value less an amount equal to the Municipal portion of the taxes that would be paid on the lands for a period of seven years following the development of the lands according to the value of the land and the tax rate in the year that the land was purchased. In no case shall the amount of the grant exceed the value of the land. Grants will only be paid where there is an agreement registered on title requiring the lands to be developed within 24 months of the close of the purchase.”

Northwestern Ontario; and WhereAS the northwestern health Unit, Board of health approved resolution no. 83-2013 on May 24th, 2013, which supports the Thunder Bay District health Unit resolution No. 16-2013, advocating the establishment of a Centre of excellence for the northwest region of Ontario; and WHEREAS The Sioux Lookout Healthy Community Task Force (hCTF) was formed in January 2012 to reduce the incidence and impact of substance misuse, mental health issues and homelessness, as experienced by those afflicted with these barriers and as it relates to the social and health problems in our community by creating a local strategy based on a four-pillar approach (prevention, treatment, enforcement and harm reduction); and WhereAS The Sioux Lookout healthy Community Task Force has been diligently

recruiting membership from local agencies, organizations and individuals involved in addressing these concerns, and hosted Creating Healthy Communities: U n d e r s t a n d i n g Addictions, Building Partnerships, Finding Solutions addictions education and community engagement Conference, featuring renowned physician, author and speaker, Dr. Gabor Maté on May 14th and 15th 2013 in Sioux Lookout, as a means of drawing attention to the important work being undertaken and to facilitate information-sharing and networking and which laid the foundation for building a made-in-Sioux-Lookout strategy to address substance misuse/abuse and its related social challenges; and WhereAS the Council of The Corporation of the Municipality of Sioux Lookout is supportive of the concept of establishing a foundation, such as a Centre of excellence,

A Visit With… Mark Haverland and Faith FerreShayla Bradley

Mark Haverland and Faith Ferre have settled

into their fifth year enjoying the view from their Abram Lake home, built as a retirement getaway when the couple travels away from Iowa for the summer. Before their beautiful waterfront destination was completed, however, they were not strangers to Sioux Lookout, having weaved themselves into the fabric of the community over the years, with a focus on the St. Andrew’s United Church congregation.

Haverland was introduced to the region as a 12-year-old Boy Scout, coming from Minnesota to camp with his troop.

“The Scoutmaster had some connection to a tourist camp island in the Ear Falls area,” he explained. “We went there. I love the outdoors and wilderness and canoeing, so I kept going back over the years, on canoe trips. I’d bring my friends and we’d go camping and canoeing, for several years.”

In the 1980s a change in law affected where non-residents could camp, leaving Haverland searching for a new Canadian destination.

“I met a guy named Tom Williams who was from Hudson and ran

a camp over there,” he said. “We asked him where to go, and he said go to Sioux Lookout and contact Tom Terry, and he’ll send you on routes.”

He did just that, visiting over the next decade or so, along with Ferre. Eventually, they started spending more time in town, getting to know their surroundings on a more personal level.

“We decided that we would try to stay in town and take short day trips,” Haverland said. “Faith was getting tired of sleeping on the rocks and huddling under the tarps in the rain. We did that and we liked it, and made some friends through the United Church. As we got ready to plan retirement… we decided that we would build a destination in retirement that we were familiar with and liked a lot and already knew we could enjoy.”

They found their property by reading the Bulletin online,

negotiating with a realtor and ultimately purchasing the lot where they would build their getaway, which was

finished four years ago.Before that, “There

was a fishing shack of sorts here that we did use and live in for a couple of summers until we built this house,” Haverland said.

“You could see through the walls,” laughed Ferre.

She contrasted the ways Sioux Lookout works for each half of the couple.

“For Mark, I think the outside, fishing, boating and all that kind of stuff was really the draw. For me, Sioux Lookout, the community, was the draw.”

While she still enjoys the outdoors, “really, it was the community, and St. Andrew’s, and then finding out that I could do some volunteer work. I’ve been happy to be able to sort donations at the Salvation Army

thrift store, staff the hospital gift store about once a week, and work in the peace garden at St. Andrew’s outside… those kinds of things really make this a draw for me.”

It is all part of the realization of long-held goals and dreams.

“I have a theory that you should finish your life doing what you thought you wanted to do when you were 10,” said Haverland. “As a boy, I wanted to be a game warden and a forest ranger and an explorer and all those sorts of things. I took a kind of 50-year sojourn in other directions and now I’m back doing what I wanted to do when I was a kid, which is spend all my time on the water fishing. I like to canoe and camp so this is a nice way to come back.”

“When I was 10 years old I was already recruiting my friends to do volunteer work,” added Ferre. “My career was all in that, and here I am still doing it, but now as a volunteer myself instead of coordinating it.”

Both Haverland and Ferre are ordained ministers.

“We both are trained from Harvard Divinity School,” shared Ferre. “We both have our master’s degree in divinity. I went right from Harvard Divinity School to be ordained, and then was a campus minister at Drake University. I did that for six years.

“Then, for a couple of years, I became an associate minister of a church, a Disciples of Christ church right on the Drake campus,

so I only moved two blocks down the street. After that two years, an opening came in the church of my denomination, a big 3000 member church called Plymouth United Church of Christ.

“I was there for 27 years. I did pastoral stuff, led worship and did weddings and funerals and baptism and all that but my primary job was finding ways adult members of the congregation, particularly, could be involved in community service.

“Those 27 years we resettled probably 14 families, refugees from around the world, mostly the Balkans and Afghanistan.”

Haverland took a varied path to retirement.

“I left college and joined the navy and was a pilot,” he said. “I flew airplanes for five years or so then went to seminary and followed Faith to Iowa. In Iowa I was a United Methodist minister and served churches at different times but I interrupted that for mostly a political career.

“I served in the Iowa Legislature for 12 years, and after that I went back in the church for a little while. I had an opportunity to work for the governor as the director of the Department of Elder Affairs, which is the Department of Aging now, so I worked five years in the aging field in government.

“The last five or six years or so I’ve been back in the ministry doing interims, where ministers for one reason or another have to leave and needed a replacement just to finish the year. I’ve served five different churches in the last six years. I enjoyed that kind of variety to my life.”

That shared background in the ministry carries over into their Sioux Lookout activities.

“The continuation of my community service finds its way to community service here,” said Ferre.

Ferre recalled being part of KAIROS Canada’s Roll with the Declaration project in 2011, when people created banners supporting the UN Declaration on the Rights of Indigenous People. The banners were collected cross-Canada via train, which rolled into Sioux Lookout early one morning.

“I really felt at home when I was out there at dawn waiting for the train to come through with a little delegation of people from St. Andrew’s church, so we could add our banner to that effort,” she said. “That was really cool for me. That made me feel like my ministry was continuing, even as a volunteer. When you’re called to the ministry it’s sort of a lifetime thing.

When you no longer have a formal way to do it at least you can still live it out in your everyday life.”

Haverland and Ferre use their experience in the ministry to lead St. Andrew’s one time each summer.

“We volunteer at the church to take over a Sunday.” Haverland said. “We’re happy to do that, and it’s easy for us to do because we’ve spent a lifetime doing that kind of thing.”

The couple is drawn to spending time with people who share their interest in social causes.

“We enjoy the conversations and dinner parties that we have with people who are also interested in religious life and cultural diversity, the challenges and questions of this community,” said Haverland.

He said they enjoy getting involved in the same types of activities they are elsewhere, saying, “We’ll continue to be active in social justice questions wherever we’re at.”

Of course, they enjoy outdoor activities and resources, particularly the Umfreville Trail, but according to Haverland, the couple has certainly embraced many of the other parts of life in Sioux Lookout.

“I joined the rotary Club because I wanted to meet people from the community and get involved in some local activities,” he said. “It’s been fun to see some of

the other parts of Sioux Lookout. We think the library is a great resource. We joined the Creative Arts Circle. We joined the anti-racism committee.”

“We’re really fascinated with the hospital and the healthcare system and how that’s responsive to the Native population and their cultural and spiritual lives,” he shared. “One of our favourite things to do is get a tour of the hospital for new people, because it’s such an enormously interesting resource. The community did such a great job planning and designing that to meet the needs of quite a diverse population.”

Ferre said she is hoping ballroom dancing takes off here in Sioux Lookout, sharing, “We’re ballroom dancers. That’s our winter pastime. We belong to some clubs in Iowa.”

The key to retirement, said Haverland, is to do something intentional and plan.

“It’s not just permanent leisure,” he said. “In fact, this operation was in large measure a kind of fulfillment of a plan of what we want to do with the next 20, 30 years of our lives. We enjoy having our friends and relatives visit and show them around. We think of it as a real paradise up here.”

The basics of life are similar, whether in Iowa or Sioux Lookout, but

the couple does notice some slight changes that they cherish.

“It’s quite easy to feel comfortable here,” said Haverland, “but there are wonderfully interesting, delightful differences

between Canadians and the United States that we really enjoy and get great pleasure from. There’s definitely a Canadian personality and a Canadian take on things we really like. I appreciate the more liberal, social commitment you make to healthcare for instance, to child welfare. I think it’s more of a liberal, socialist country.”

“Certainly more focus on relations with the First Nations people here,” he added. “In the United States we’re not aware of that much going on.”

They have plans to visit more of the country.

“We’re going to spend our fall this year driving to the Maritimes,” Haverland shared. “We want to explore Canada beyond Sioux Lookout. Two years ago we drove west to the Rocky Mountains. We’re hoping to explore other parts of Canada as well. We’re looking forward to spending some more time in Winnipeg. We’re going to stop in Ottawa on our way east.”

Eventually, they are hoping to travel north to visit Yellowknife.

Their home is winterized so they can visit any time during the year, and are particularly free to do so now that both are fully finished with their careers.

“We have been coming mostly during summer because we were working,” said Ferre. “But now we’re both retired, so we have plans

to come up more often during winter.”

right here in Sioux Lookout, Haverland feels comfortable.

“I feel much more at home here than I thought I would,” he laughed. “It’s enough for it to be intriguing but not so much so that we feel alien.”

The pathway framework will be inclusive of all maternal addictions with a focus on prescription drugs. The expected outcome of the Project is a clinical pathway for seamless care for addicted prenatal women and their families.

Job Duties

The Project Assistant supports the work of the Project Coordinator in all aspects of the project. This includes communication with project partners, research on maternal addictions, consultation, needs assessments, data collection, and writing and circulating reports.

The Project Assistant is also responsible for key administrative functions within the project. This includes but is not limited to liaising with the project’s two advisory groups (Maternal Addictions Advisory Working Group and the First Nations Advisory Group), scheduling and coordinating face to face and videoconference meetings, developing and distributing information packages to stakeholders, liaising with and assisting the project evaluator, circulating project reports and collecting feedback, scheduling and coordinating community worker face to face and videoconference training including travel arrangements, and scheduling and coordinating regular nurse training.

Qualifications and Experience• Grade 12 or equivalent experience in administration • Research experience• Experience conducting consultations in First Nations

communities an asset• Proficient computer skills: Microsoft Office (Word,

Excel, PowerPoint) and data processing software.• Excellent organizational and planning skills. • Good time management and problem solving skills.• Excellent interpersonal skills.• Punctual with reliable and consistent attendance and a

Strongman, illusionist coming to Sioux LookoutTim Brody

CALvARY Baptist Church is asking people to

mark September 14 on their calendars.

The church is bringing to Sioux Lookout Master Illusionist Harris III and Bubba Dowling, one of

the world’s strongest men, for a powerful evening of entertainment with a message.

Pastor Darryl Hartwig shared, “We wanted to do something special, something really impactful for Sioux Lookout so we put our heads together. We had

lots of ideas.“We heard about

Harris III and started with him and followed him up and found he puts on a very powerful presentation by using illusions and we thought that would be something that would interest a lot of people.

“Secondly through the whole process we found out about Bubba Dowling who is considered the strongest man in the world. He is currently bench pressing up to 740 pounds and he is somebody that is a wonderful communicator and comes with a

very strong message about having a rough childhood, his struggles and we thought these two together would be a very interesting package.”

Hartwig continued, “First of all, with Harris he uses illusions to make powerful points about life. He talks about how

easy it is to be deceived. He uses commercials as an example… when you buy the actual product you find it’s not nearly as good as it seemed. He is extremely talented. He’ll do quite a few illusions.

“Bubba Dowling does things like smashing a pile of bricks with his

All of these things he tries to build into life and what life is all about. It’s going to be very applicable to people’s everyday life and that was one of the keys in bringing them here.”

Hartwig said the show will have something for everyone. “We’re hoping that this is going to be something that is going to be impactful for all ages, young and old. The big challenge

was you can bring in an athlete or someone like that but it narrows who you are going to draw. An event like this people can come and be wowed by the illusions and feats of strength. I think the second thing is looking at what things people are struggling with in life around

Sioux Lookout and the area, things like being misled, making bad decisions, self-esteem

challenges. Those were some of the primary needs we felt could be addressed in this

weekend of excitement. We’re really hoping a lot of people will come out and be encouraged and

maybe this will prompt some strong healing and new direction in life.”

The venue and time for the September 14 performance is still being determined.

Both men will speak the following morning at Calvary Baptist Church during regular Sunday service.

Teams tee off to support First Nations Restoration Center at S.L. Golf & Curling Club

TEN teams took to the greens of the Sioux

Lookout Golf and Curling Club July 19 to raise some green for First Nations restoration Center in Kejick Bay.

Hosted by Oshtugon Computers and co-sponsored by tbaytel and appliance Expert the tournament was a four ball, best ball, 18 hole event.

Lac Seul First Nation was also a major sponsor of the event.

Glen Whiskeychan, t o u r n a m e n t coordinator, said 16 teams were confirmed to take part in the tournament at one point however, for various reasons, six teams had to withdraw.

This year’s winning team, shooting a 62, was The Expendables.

On the team were Darryl Tinney, Adam Clark, Adam vincent and Gerson Agustin.

Agustin stated, “It’s great to support this cause. The networking with people was good and the golf was great.”

Maurice Chisel, First Nations Restoration Center director, shared,

“For the last four years Oshtugon has been the major sponsor

for this event which supports our centre in Kejick Bay.”

He said the restoration center continues to be busy offering counseling services to First Nations couples.

Frank Head, co-owner with wife Brenda of Oshtugon Computers said the business has been a major sponsor of the event as a way to give back to the community and the north.

“This seemed like a very good charity to support. Maurice is a friend and I want to support what he is doing,” Head said.

On Friday July 5th, 2013, John (Jack)

Wilson passed away after several months of illness. Born in Sioux Lookout on February 27th, 1921, he celebrated his 92nd birthday in hospital this past winter.

John retired from CN in 1977 after more

than 30 years as a B+B foreman and a Carman. In his retirement he moved to Dryden, returning to Sioux upon the death of his wife Lillian in 2005, to be closer to family. He was a regular at the Seniors Centre, often taking on the responsibility for keeping the ‘mugs at the round table’ filled with coffee. He took great pleasure in the task, enjoying the barter surrounding the required coffee payment.

John was a longstanding member of the Masonic Lodge, serving many yearsas secretary/treasurer for the Sioux Lookout chapter.

He is survived by his sister Dorothy Maskerine (Bill), niece Sally Wilson (Ken), nephews Barry Wilson (Kathy) and Bernie Maskerine (Pat) and children, Mike Greschuk and children (son and grandchildren of Lillian).

A Memorial Service was

held on Wednesday July 10, 2013 followed by interment in the Wilson Family Plot at Northway Cemetery.

We thank the staff at Meno Ya Win Health Centre Sioux Lookout for their help and support throughout John’s stay.

Garitas victorious againThe Subway Sioux Garitas beat the visiting Gillons Stealers 9–7 in Ladies fastball at the ball diamonds July 17.

Sioux soccerOn July 16 the Sioux Lookout Legends blanked the Sioux Lookout elites 2 – 0.

On July 17 the Dryden Arsenal defeated the Sioux Lookout Hurricanes 3 – 1. Also that day the Dryden Juventus beat the Sioux Lookout Old Boys 4 – 1.

On July 18 the Dryden Steelers edged the Sioux Lookout Strikers 2 – 1, while the Sioux Lookout Legends (pictured) tied the Dryden Caution 1 – 1.

Finally on July 21 in two games featuring all local teams the Legends edged the Strikers 1 – 0 and the Hurricanes doubled up the Flyers 4 – 2.

Community members enjoy ‘20s inspired fun at roaring party last Saturday at Legion

THE spirit of the ‘20s was alive and well July 20 in

Sioux Lookout.The Sioux Lookout

Creative arts Circle and the Sioux Lookout Community Museum hosted a roaring ‘20s

Party at the Legion that evening in support of their new partnership.

The party was hosted by organizers Beth Mckinlay and reilly Scott of the Sioux Lookout Creative Arts Circle and Stu Finn of the Sioux Lookout Community Museum.

The event, which drew more than 150 people, featured a fully decorated venue in a 1920s theme, catered food for purchase, a photo booth 1920s (and ‘20s-inspired) music, projections of authentic 1920s dance films across a wall of the dance floor,

dance lessons, including waltz and the Charleston by Greg Lathrop and Erin (EJ) Horvath and prizes for the best dressed guests.

Finn commented, “The party was a huge success. We couldn’t have been happier with the way it turned out.

We were particularly pleased to see how many people dressed up in ‘20s costumes for the event. Almost everybody there! And everyone seemed to have an amazing time.”

He added, “We are so grateful to the people Sioux Lookout for supporting our

partnership (and therefore arts and culture in Sioux Lookout), and for making the evening such a (roaring) success.”
