Sioux Lookout’s new Ministry of Natural Resources Fire

Management Headquarters is ready for the 2014 forest fire season.

The $13.7 million, almost 17,000 square foot facility has been in use by Fire Management Headquarters management and support personnel since January.

Jack Welch, fire management supervisor at the facility said, “Probably 50 per cent of our FireRanger crew staff are hired on now. We pushed back our hiring a little bit just because of

the recent snowfall we had. We’ll have everybody in here by May 5; we’ll have a full complement then.”

He said of the new facility, “It’s really nice. Unlike the old situation everything is under one roof. Before we had to go to this building over here to complete our training, this building over here to get equipment, this building over here for our meeting room, now everything is under one roof which is good and we have some new technology. it’s going to be a lot more efficient than the old way of doing things.”

Sioux Lookout speaker wins Toastmasters competition

organization that teaches public speaking and leadership skills through a worldwide network of meeting locations and has, since its debut in1924 at a YMCa located in Santa Ana California, helped people of all backgrounds become more confident in front of an audience.

Sioux Lookout’s Stu Cummings has been an active participant with the organization for three and a half years and spoke of how he first became involved.

“I joined Toastmasters in october of 2010 at the

invitation of Sasha Kirkland who was using my jokes to fill the weekly role of Joke of the Week. I decided to hear her versions of the jokes and enjoyed the meeting so much i in turn became a member. Every year Toastmasters has two main competitions, a Humorous Speech competition in the fall which can go through to the district level and in the spring the inspirational Speech competition which can proceed to the international Level. They are a worldwide organization with over 292,000 members in more than 14,350 clubs in 112 countries. Siouxper Speakers Toastmasters Club in Sioux Lookout is #6453 and along

with Dryden, Red Lake and Kenora forms area 22 of Division B in District 64 which covers all of Northwestern ontario from Thunder Bay west and all of Manitoba. District 64 has 104 clubs in total. In order to qualify as a contestant in each of the speech competitions a member must have first completed six speeches from the Competent Communicators manual.” He continued, “By the spring of 2011, I was ready to compete in my first Inspirational Speech Competition. At the club level i was declared the winner by acclamation and at the area level I met my first surprise. The speech I had prepared,

First Nations chosen for Aboriginal Conservation ProgramTim Brody

THe Ontario Power Authority (OPA) has announced

that 17 communities have been chosen to participate in this year’s saveonenergy aboriginal Conservation Program.

Locally Fort Severn, Kingfisher Lake and Webequie First Nations are taking part.

The program helps reduce electricity use in residential housing, eligible businesses and band-owned/operated facilities, such as community centres.

An OPA press release states, “As the first program of

its kind in Ontario, the program provides customized conservation services to help First Nation communities, including remote and northern communities, reduce their electricity consumption, build a culture of conservation and improve home comfort… Now in its second year, the program continues to attract significant interest. More than 30 applications were considered.”

P a r t i c i p a t i n g communities will work with a certified energy auditor who will recommend energy-saving measures based on an assessment of

their homes.These measures

could include the use of eNeRGY STaR® qualified CFL light bulbs, smart power bars, hot water tank wrap and pipe insulation, efficient showerheads and efficient faucet aerators, block heater timers and programmable thermostats, replacement of eligible appliances with eNeRGY STaR® qualified appliances and attic, wall and/or basement insulation.

Based on the assessment, eligible businesses and facilities can receive between $300 and $1,500 worth of energy-efficient lighting and water heating upgrades free of charge, installed by an approved licensed electrical contractor.

“This valuable and significant program helps First Nations communities receive customized conservation services, helping them to manage electricity usage and costs while supporting a cleaner environment. Congratulations to the 17 First Nation communities

chosen to participate this year,” said Minister of aboriginal affairs David Zimmer.

“The Aboriginal Conservation Program helps participating First Nation communities reduce their electricity costs and create local jobs. These communities will also be contributing to the province’s efforts to put conservation first, since it’s our cleanest and most cost-effective energy resource,” commented Minister of Energy Bob Chiarelli.

“The Aboriginal Conservation Program continues to be a successful and important

collaboration between the OPA and First Nation communities in Ontario. The program will help these communities maximize conservation and manage electricity costs while supporting a cleaner environment. Letters from MarilynOne fine September day

last year an email from a special friend in British Columbia popped into my box. It was so unexpected – Marilyn and i haven’t talked for a couple years – and so warm and touching on a cold, rainy day at camp that i wrote back and asked Marilyn if i might share it with friends.

Marilyn found me somewhere on the internet a few years ago and got in touch because she had spent a few pre-teen and teen years in Sioux Lookout back in the 1950s, and of special interest were her remembrances of summers spent at the family cabin on Pelican Lake, not awful far from where Mary and i have

our cabin today.over the years we have

exchanged many thoughts and compared notes and talked of friends and acquaintances we share. If I remember right, Marilyn has a long-standing wish to return to Sioux Lookout for a visit, but hasn’t been here for many years – possibly since the ‘50s. She and I have never met.

In 1978 I stumbled upon a run-down cabin up in the trees while fishing. Curiosity prompted me to put ashore and go take a peek. I found a few odds and ends among the rotting rubble, including some interesting bottles and some household items. I planned to go back one day and scout around, but until Marilyn got in touch a few years

ago, I kinda forgot.Since we’ve been in

touch, I have looked and hiked and scouted in various locations that seemed like right where it should be, but have never been able to find that site again. Maybe it was Marilyn’s old cabin. Maybe it wasn’t. From the time her family last used the camp until 1978 was 20 or 25 years. Lots of growth and changes can happen in the wilderness in two decades.

And, of course, more than three more decades have come and gone since my 1978 discovery.

every once in a while i still get the urge to go explore to see if i can find the spot. Maybe one of these times i’ll stumble back to the right place.

early in the morning of Marilyn’s email i took a picture of the sun shining on the trees across the bay from our cabin. We don’t see the actual sun rising

from camp. It breaks the horizon just east of our view and is obscured by a little hill and the trees of the forest. It’s at such moments that i’m reminded i don’t need to see the sun to know it’s there. I can gaze on its wonders at play across the bay and soon enough it will be overhead. So, this picture is for all of you – but especially for Marilyn in appreciation of her kind thoughts and words and friendship.

SLGCC First Annual Pot Luck Supper

on May 3 the Sioux Lookout Golf and Curling Club (SLGCC) is holding their First Annual Pot Luck Supper. There is no cover charge and the event is open to everyone. If you currently are a member of the SLGCC golf and curling community, are thinking about joining, or are just curious as to what our facility has to offer you are invited to attend.

We will be awarding the Men’s, Ladies, and Mixed Championship trophies, as well as the Grand aggregate trophies for the 2013 – 14 curling season. In addition to this, golf and curling volunteers and sponsors will be recognized throughout the evening.

The SLGCC april Golf Membership Drive has been extended to include individuals attending this May 3 event. This evening will be the last chance to pick up your 2014 Golf membership at the april reduced cost.

This event is something new for the SLGCC. So put together a main course, salad or dessert and come to the Sioux Lookout Golf and Curling Club on May 3. We need your support to move forward and we want to recognize the ongoing support the community of Sioux Lookout has already provided. The club opens at 5:30 p.m., the bar at 5:31 p.m. and supper will be at 6:30 p.m. There will be presentations, music

quite look like spring outside yet, Relay for Life is just around the corner! Relay for Life is an overnight, non-competitive team relay to benefit the Canadian Cancer Society. Funds raised help the Society fund leading-edge research and support those living with cancer

- even those right here in Sioux Lookout. We are still looking for teams for this year’s event. Teams can be made up of friends, family and co-workers and are a great way to experience Relay for Life. While helping a great cause you can participate in games, listen to live music, eat delicious treats and spend time with friends and family. This year’s Relay will be held at QeDHS on June 6 from 7 p.m. to 7 a.m. There will be a team meeting Thursday, April 24 at 7 p.m. at QEDHS. If you are interested in registering a team or joining one, please attend so we can get you registered and ready to start collecting donations. If you cannot

attend, but would still like to participate, team kits can be picked up at Sioux Travel or by calling Lori at 737-1673 or 737-3600. If you are unable to join a team, consider supporting Relay for Life in a different way by attending the event, volunteering at the event, making a donation to a Relay participant or hosting a fundraiser. Relay for Life is an important event that gives back to our community. Don’t miss out on all of the fun while contributing to this worthy cause. Let’s celebrate life, remember our loved ones, and fight back against cancer.

Literacy party at Slate Falls school

Last week on Friday, April 15, my Grade 4/5 class invited the principal and members of the community to our literacy party. The students worked incredibly hard on writing letters as part of our persuasive

writing unit. The letters were directed to the principal and the topic was trying to persuade her to let them have a three month summer. The students spent over a week compiling a rough draft, editing and then writing their good copy as well as practicing reading

their letters aloud to one another.

This is the first time any of these student had participated in an oral speaking event with community members in attendance. It was a courageous thing for these students to do and the principal and i are incredibly proud of them. Not only that, but their witty letters had the audience entertained and captivated.

Principal Joy Cochrane said, “We need more events like this to

let the community know about all of the great things going on in our classroom.”

Teacher Jessica Sterrett added, “I am so proud of my students for having the courage

to share their hard work with people in our community!”

Friends of Cedar Bay showcase new websiteGeoff ShieldsstAff Writer

THe Friends of Cedar Bay officially launched

their new website on April 13. The old site was suffering from having outdated software which was causing it

to malfunction. Brent Darling, who is a member of the group, took over the task of updating the website a year ago and after a lot of patient work now has the new, revitalized site up and running.

Bay chairperson Joyce Timpson commented, “Our new website will contribute to the ongoing success and prosperity of Cedar Bay. Friends of Cedar Bay member Brent Darling was the mastermind behind the project. Identifying that the software of the old site was outdated and was not allowing us to do very much, Brent reconstructed the site singlehandedly. He has created a remarkably attractive, easy-to-navigate site. An appealing and accessible

website may be the world’s first glimpse of any organization. It will make communication about Cedar Bay activities easier for locals and you never know, it just might convince folks thinking of moving to Sioux Lookout that Sioux Lookout is the right place for them.”

She added, “Friends of Cedar Bay commends Brent for this project. Brent also designed and implemented the Geocache project which attracts people from all over Canada.

“His commitment to volunteerism is truly in keeping with the spirit of Cedar Bay.”

Darling spoke about the problems he had encountered with the website, “When Cedar Bay was first set up the website was designed by Paul Galpern and when he moved out of town Mat Culham took over the maintenance. around this time the software problem was mentioned. Eventually it came to the point where it was unusable. So about a year ago, we realized we had to update it so new software was loaded on WordPress and then

as time progressed we uploaded the website and it was online.”

He concluded, “It still needs some work however if people have content or pictures they would like to share you can go to the website [email protected].”

Darling has asked that if people feel anything is missing, doesn’t look right or needs changing or people would like to add something just let him know at [email protected].

There is also a new posting form online for people to book pony rides or to request information.

NEWS: CN/CP merger opposedCommunities feel railroaded

CoMMuNiTieS from around northern ontario met by phone last week to discuss the proposed CN/CP Rail merger.

Last Thursday, ten citizens of Sioux Lookout joined a teleconference - linking ten northern communities - to lend local support to another town’s bid to stop the merger of the CN and CP lines east of Winnipeg. The merger threatens to discontinue the CN Mainline between Winnipeg and Capreol, a small town north of Sudbury.

NEWS: Door SLAAMBed on AKG Training Centre

RaCiaL hiring quotas are at the centre of a dispute that is threatening the existence of the Anokeewin Kenomadee Gamik (AKG) Training Centre.

In a letter sent to AKG last Monday, the Sioux Lookout Area Aboriginal Management Board (SLAAMB) - AKG’s funding agency - stated it was discontinuing the training centre’s funding because aKG had failed to meet employment equity goals.

Welch explained, “We’re in the process of putting out for tender for the construction of four brand new staff headquarters bunk houses on the site. These will be completely new buildings to house our FireRangers during the summer months.”

He said the hope is to have two of the four bunk houses fully constructed and in live-in condition by the end of this summer and in the spring of next year, start working on the other two. He is hoping to see all four bunk houses completed by the end of the 2015 fire season.

The new, energy-efficient building serves one of the largest districts in the province and replaces a facility that was more than 50 years old.

The new Fire Management Headquarters is equipped with state-of-the-art technology, modern firefighting equipment and is strategically located so that water bombers, supplies, and firefighters

can get to forest fires quickly and efficiently.

“This new and modernized fire management facility in the Sioux Lookout district will help strengthen our firefighting program in

the north by ensuring we have the necessary infrastructure support and capacity for rapid response to keep ontarians safe from the threat of forest fires,” commented minister of natural resources David

Orazietti.“This amazing new

facility further enhances ontario’s capacity to respond to emergencies and keep people across the northwest safe. After investing more than $9.6 million to upgrade the

Armstrong fire attack base in summer 2013, i’m very proud that our government continues to invest in this vital infrastructure,” concluded minister of northern development and mines Michael Gravelle.

Successful in winning the Inspirational Speech Competition

although judged very good, was deemed to be a persuasive speech rather than an inspirational speech. Having been defeated was reason to learn more and in the fall of 2011 i was ready again. This time I won area 22 for the humorous speech and then Division B and finally went on to be declared the Champion Humorous Speaker for District 64. Since then I have competed in both speech contest winning humor speech for the area in 2012 and 2013. i was defeated both

times at the Division B Level by better speakers. The inspirational Speech Contest was won

again in 2012 and 2013 at the area 22 level but defeated at the Division B Level. This spring i have been

successful in winning the inspirational Speech Competition at the Division B level which took place in Winnipeg on april 12th of 2014 as a result, the next competition i face is the District 64 level on April 26th in Winnipeg. if i win this competition i will proceed to the World Championship level in Kuala Lumpur, Malaysia in August 2014.”

He concluded, “I am looking forward to it, you always go into a competition like that planning to win and i am very optimistic about it.”

$3.5 million announced for the new Eabametoong First Nation police station


eABAMETOONG First Nation (Fort Hope) will be

getting a new police facility to replace its existing one.

On April 14, Kenora MP Greg Rickford, on behalf of the Minister of Public Safety and emergency Preparedness Steven Blaney, announced $1.82 million in funding for the project through the First Nations Policing Program (FNPP).

The Government of ontario is also contributing $1.68 million to the project.

a press release explains, “The FNPP provides funding to

support professional, dedicated and responsive policing services for First Nations and inuit communities. Under the Program, the Federal Government provides 52 per cent in funding, with the provinces and territories committing 48 per cent.”

“I am very pleased to announce, along with the province of Ontario, funding for a new police facility for the eabametoong First Nation. This is a wonderful initiative for Northern ontario and one that will help improve the safety and security for all of the people in the surrounding area,” said Rickford who is also

Minister of Natural Resources and FedNor.

“We are happy to see the Federal and Provincial Governments come together to assist our community in getting the police station that we absolutely need. We are confident that having the new facility will provide a renewed sense of safety and security for our community members. We especially want to thank Nishnawbe aski Nation Grand Chief Harvey Yesno and Deputy Grand Chief alvin Fiddler for their diligent lobbying and advocacy work in moving this project forward,” said eabametoong First Nation Chief elizabeth

Atlookan.“Our Government

is proud to support this construction in the eabametoong First Nation. This is yet another example of how we continue to support the provision of dedicated, responsive and professional policing services, which lead to safer streets and resilient First Nations communities across Canada,” Blaney added.

“Our government continues to work diligently to ensure our law enforcement partners have adequate resources through relationship-building and investments such as the one we are announcing today. We remain committed

to supporting strong, safe and prosperous communities across the North and we will continue to ensure they have the level of policing that is needed in their communities,” stated Minister of Northern

Development and Mines Michael Gravelle.

Since 2009, the Federal Government has invested in new police stations for eight First Nations communities in the Kenora riding.

i would like to begin by wishing all of my constituents a very happy spring. I know that this past winter has been long, hard and expensive for the majority of us, and we are all very deserving of a little sunshine, warmth, and of

course, the lower heating costs that will come along with summer. Probably the greatest relief for people living in Northwestern ontario will be the ability to drive highways without risking life and limb to negotiate their

way over treacherous levels of accumulated snow and ice. This past winter, my offices received a record-breaking number of letters, calls and comments concerning poor winter road maintenance throughout our region. Others joined Facebook groups, such as ‘Highway 105. Residents for Better Roads” or took to Twitter to voice their concerns. Because I monitored and listened to your concerns, I spoke on this issue in the House on a number of occasions,

and pressed the Minister of Transportation to come and see for himself the horrible conditions we were forced to deal with in the north. When my requests for action on this matter were met with silence, I stepped it up a notch. On April 10, I introduced Motion 70, calling on the Legislative assembly to establish a select committee to review ontario’s winter road maintenance contracts with a view at improving road conditions before the 2015 winter season. The purpose of this

committee would be to review a list of requirements including, but not limited to, the clarity of maintenance contracts set out by MTO; penalties and fines for non-compliance; ploughing frequency; patrolling frequency, as well as the existing highway maintenance classifications themselves. During the introduction of this motion, I stressed that all highways in Northwestern ontario are critical routes, and that often we do not have the option of taking an alternative route to get where we have to go for work, medical appointments, school etc. Essentially, what i presented was a synopsis of all of your input i received this year, and I thank you again for sharing that important information. i stressed that three of the four contractors responsible for our highways had been fined for inadequate maintenance – yet the problem persisted. Reforms need to be

made and they need to be made now, before history repeats itself next winter. This issue extends beyond the highway maintenance contracts themselves. We need to explore the economic impact that poor road conditions have on both the public and private sectors and to take this into account when determining who should be responsible for looking after our roads. And, most importantly, Northerners need to weigh in on highway classifications because, after all is said and done, it is northerners who have to drive these roads. i am pleased to say that the motion has successfully passed second reading and that the committee is now ready to be struck. it is my sincere hope that the government strike this committee without delay, so that we can get to the important work of improving the delivery of highway maintenance services in ontario in advance of next winter.

Area communities receive Trillium grantsTim Brody

THRee area communities have received ontario

Trillium Foundation (OTF) funding for their projects.

Grants were recently announced for applications due by November 1, 2013.

Fort Severn First Nation will receive $15,000 over one year to build a swim, kayak and canoe area for the community. According to the ontario Trillium Foundation, “This investment will provide a safe outdoor space for children and families to participate in water based sports.”

Kitchenuhmaykoosib Inninuwug (Big Trout Lake) will receive $57,000 over two years to hire a project manager to provide a mentoring program for twenty youth and assist them as they create a reconciliation event.

According to OTF, “This work will create a sustainable youth leadership program in Kitchenuhmaykoosib inninuwug and help increase awareness about First Nation culture, issues and living conditions in remote northern communities.”

Finally the Municipality of Sioux Lookout will receive $14,800 over one year to purchase new furniture and equipment for a multi-media and training room in the public library. An OTF press release states, “This investment will also provide training for community members in the use of new technologies.”

“The Government of ontario is proud of investments made today in a diverse range of not-for-profit and charitable organizations, through our lead agency the ontario Trillium Foundation. Our support for innovative local initiatives helps to build healthy and vibrant communities across the province and enrich the quality of life for Ontarians,” said Michael Chan, Ontario minister of tourism, culture and sport.

“The Ontario Trillium

Foundation is proud to invest in innovative ideas, to scale up programs that work and to collaborate to find systems solutions to complex issues. I’m excited to see what this round of grantees will accomplish with our support,” shared Andrea Cohen Barrack, CEO, Ontario Trillium Foundation.

Previous area grants

announced by oTF in 2013 have included $14,900 to Poplar Hill First Nation over one year to repair boards, player benches and lighting at the only ice rink in the community to increase local participation in winter activities in the First Nation community, $125,000 to Wapekeka First Nation over one year to renovate a recreation and culture facility and purchase

equipment. The facility and equipment will be used by community groups to offer traditional land-based recreation, culture and healing programs for people of all ages.

Finally the Friends of Cedar Bay in Sioux Lookout received a grant for $40,000 over one year to construct a picnic shelter and ramp at the Cedar Bay Recreation Complex in Sioux Lookout to provide a

safer, more accessible, multiuse space for people of all ages and

abilities participating in outdoor recreational activities and events.

Winter carnival at Slate Falls School brings community together through fun and fellowship


Co M M u N i T Y members joined students attending

Bimaychikamah School in Slate Falls First Nation for a winter carnival April 3.

Winter carnival activities were held in front of the school where three large fire pits provided warmth and an opportunity to roast hot dogs and marshmallows.

Winter carnival activities included boiling tea, a snowshoe relay, a snow angel contest and nail driving.

Jessica Sterrett, Grade 4/5 teacher at the school and winter carnival coordinator commented, “The food was generously donated by Fresh Market Foods and we extend much gratitude to Todd Nadon for putting together our lunch!”

Sterrett also thanked Education Director, Chancillor Crane and Principal Joy Cochrane for helping to make the day possible.

She concluded, “I felt as though it was a great success. The kids had a wonderful day and the families came together and supported our kids! it was nice to see everyone working together in their teams!”

Stocking local lakesMinistry of Natural Resources employees and local volunteers helped bag, transport and release thousands of young trout into area lakes April 16 for the enjoyment of local anglers.

A helicopter was used to transport and release 1000 Splake into both Snyder and Nyilas Lakes.

Boot Lake received 2000 Splake, 3500 Speckled Trout were released into Highway Lake and 1000 Speckled Trout were released into Whiz Lake in the Pickle Lake area.

This fall the MNR plans to release about 2500 Rainbow Trout into Mile 40.

Possession for the Purpose of Trafficking,

Possess Property Obtained by Crime

Alex Murdock, 28, pleaded guilty to possessing cocaine for the purpose of trafficking, possessing morphine for the purpose of trafficking and possessing property obtained by crime. On the cocaine trafficking charge he was sentenced to 90 days custody and was given credit for having spent 12 days in pre-trial detention. Bodily HarmNelson Kewakundo, 50, Sioux Lookout, pleaded guilty to assault, uttering a threat to cause bodily harm and he admitted to breaching

his Conditional Sentence Order (CSO) by failing to abstain from the purchase, possession or consumption of alcohol and failing to keep the peace and be of good behavior. On the breach of CSo charge the CSo was terminated and he was ordered to spend the balance of time left in the order in custody. He was given credit for having spent 16 days in pre-trial detention. On the assault charge he was sentenced to 30 days custody to be served consecutively. On the utter threat charge he was sentenced to 30 days custody to be served concurrently.

Breach of UndertakingRonnie Duncan, 44, pleaded guilty to breaching his undertaking by failing to abstain from the purchase, possession or

consumption of alcohol. He had spent 15 days in pre-trial detention and was sentenced to time served.

Breach CSODamien Masakeyash, 29, Thunder Bay, admitted to breaching his Conditional Sentence Order (CSO) by failing to keep the peace and be of good behavior, failing to abide by his curfew and failing to abstain from the purchase, possession or consumption of alcohol. His CSo was terminated and he was ordered to spend the balance of time in custody. He was given credit for having spent 22 days in pre-trial detention.

Stephanie Carpenter, 32, pleaded guilty

to operating a motor vehicle while impaired by alcohol and breaching her undertaking by failing to abstain from the purchase, possession or consumption of alcohol. on the breach charge she was sentenced to time served having spent 20 days in pre-trial detention. On the operate a motor vehicle while impaired charge she was fined $1000 plus an additional $100 victim surcharge and was given a year to pay. She was also given a one year driving prohibition.

Breach of ProbationCatherine McKay, Bearskin Lake, pleaded guilty to breaching her probation by failing to report to a probation officer. She was given a 45 day Conditional Sentence order and

was ordered to report, keep the peace and be of good behavior, obey a curfew, seek and maintain employment, abstain from the purchase, possession or consumption of alcohol, non-prescription drugs and solvents. The CSo was followed by probation for nine months with the same terms.

YOUTH COURT

Assault Peace Officera 15-year-old female young offender from Weagamow Lake pleaded guilty to assaulting a peace officer. She was put on probation for 12 months and was ordered to report, keep the peace and be of good behavior, attend school and apply herself diligently, write a letter of apology and attend counseling.

Freak snowfall damages local property

SPRING is a time when the snow begins to melt and

the community looks forward to spending more leisure time outdoors. It is however not without hazards as

Sioux Lookout couple alex and elaine McLeod found out when snow falling off their roof demolished the railing on their deck and blocked the entrance to their front door.

elaine McLeod shared, “Saturday, April 5 we were woken up at 10:30 p.m. by a loud crash. It sounded like the roof had caved in. We got up to see what had happened and discovered that the snow had slid off the roof onto the

front deck and had also knocked the railing off in all directions.”

“On Sunday morning my husband got the ladder out of the garage and we climbed up on the deck to clear it.” She continued, “That evening after supper we noticed that the snow and ice were hanging off the roof at the front of the house. I said to my husband, who had gone outside to the garage to get a shovel, to quickly come in before it falls.

“All of a sudden it fell and blocked the front entrance and i could not see him. I called to him as i thought he was buried under the snow. Finally he responded and said he was ok. He then went around the back to get in, only to find that the back door was also blocked. He then cleared the snow from the entrance which connects to our basement and

rejoined me in the house.“We called a friend

of ours, Tim Husak who does snow maintenance, to clear the entrance to our garage which was also blocked but there was not much he could do.

“Our front door is still blocked. At present we are just waiting for the snow to melt so we can get back to normal as for the time being we are

only able to access our house through the back.”

She concluded, “We normally have snow guards on the roof but they were not strong enough so we took them all down. We will have to install new ones to make sure this doesn’t happen again. For now we are just waiting for the snow to melt so we can get back to normal.”

DELEGATIONS/PRESENTATIONS

Municipal Economic Development Updates

Sioux Lookout’s new economic Development Officer Vicki Blanchard went over Sioux Lookout’s four economic pillars, health care and social services, tourism economy, arts, heritage and heritage economy and retail and commerce economy and discussed the importance of aligning those pillars to fit Ontario’s Growth Plan so as to be ready to act on projects should grant monies become available. The five year economic development plan looked at current needs in Sioux Lookout such as affordable housing, cost of living, skilled and knowledgeable workforce, investment readiness and attraction and population growth.

Blanchard talked about the Building Canada Fund and work

done so far to get the airport terminal building project ready for application to it.

She also talked about Sioux Lookout being identified as a possible expansion target to receive natural gas. She also touched on the importance of planning for growth in Sioux Lookout so that when growth happens, Sioux Lookout has a plan to guide that growth and let it flourish. Finally Blanchard went over municipal economic development projects such as the Cedar Bay Development Plan, Community Improvement Plan and Wellington Street Project.

She concluded by going over next steps for those projects.

Building Canada Fund Application – Airport ExpansionCouncil supported

an application to the Building Canada Fund to undertake the airport Terminal Building Renovation and Expansion Project.

airport Manager Ben Hancharuk’s report to council explains, “The airport serves as a regional centre providing services and goods to the surrounding region and to 29 remote First Nation communities. The relationship between the airport and First Nations communities is the result of a reliance on air transportation due to minimal road access. For this reason, Sioux Lookout Municipal airport serves as an important regional transportation hub in addition to providing access to the community from larger urban centres with a catchment area of over 25,000 people.

“Sioux Lookout is part of the burgeoning Ring of Fire project which positions the airport to assist with this development along with a growing number of area mineral explorations that are close to becoming operating mines. Potential expansion

of maintenance such as paint and avionics repair, cargo and warehousing support for Northern communities, e-commerce centre providing dry goods and food parcels to the north as well as a potential distribution centre for catalogue shopping or web ordering also exists.

“Based on the current increased traffic and passenger movements alone, the airport terminal building is at capacity and room for future growth is practically non-existent. In order for the airport to not only maintain the current level of service but to position itself for future growth, renovation and expansion is a warranted necessity.”

Hancharuk goes on to stated, “The Building Canada Fund is based on 1/3 funding from each level of government (Federal, Provincial and Municipal). Therefore the Municipal contribution to the funding agreement could be between $4,000,000 and $5,000,000 based on the 2013 cost estimate of $12,500,000 for the project. The Municipality

will use its airport improvement Reserve to fund 25 per cent of the immediate Municipal contribution requirement of approximately $1,000,000. The remaining 75 per cent will be funded through long term debt. The refinancing of the existing airport Water and Sewer extension project loan will allow the municipality to keep its annual debt carrying cost unchanged.”

Reserves and Reserve Funds Transfers

Council approved the transfers to/from Reserves and Reserve Funds for the year ending December 31st, 2013 as per the Treasurer’s report dated April 16th, 2014 regarding the audited Reserves and Reserve Funds Transfers for 2013.

Construction of Cedar Bay Road

Council discussed the matter and with input from staff it was decided that staff should issue an expression of interest relating to the cutting of trees as a first step before work on the road can begin allowing the

project to move along more quickly.

The exact location of the roadway is still being finalized.

The roadway to be constructed would allow for maintenance vehicles, emergency services vehicles and persons with mobility issues to access the Cedar Bay lakeshore.

Councillor John Bath said that from informal discussions with possible contractors, there is a possibility of starting the road this spring while the snow is on the ground. The advantage to this he said would be reduced ground damage as the road is constructed. It would also allow for cost savings.

Construction of the roadway has been included in the 2014 budget.

her report to council, “The purpose of this Report is to revise the “Sale of Land Policy” for the Municipality of Sioux Lookout.

“The Municipality has had a policy and/or procedure on how it disposes of Municipal land since prior to 1998. The policy/procedures have been amended several times since then in order to keep up with legislation and new ways of doing business.

“This By-law has been reviewed again. Changes are being proposed with the intent of streamlining the process, while maintaining accountability and

transparency, and clarifying where Council is required to make decisions and where staff can make decisions without having to obtain direction from Council.

“In addition, some “housekeeping” changes have been identified.

“In order to accommodate these changes and make the By-law more “readable,” we are requesting that Council pass a By-law adopting the revised Policy/Procedures.”

Councillor Joyce Timpson stated the public should be advised when land is deemed surplus by the municipality.

Planning Administrator

Pat Uren informed that is already the case.

Timpson said that perhaps a better job could be done of informing the public.

Updates to Council Boards, Committees

and CommissionsCouncil approved

amending Schedule “A” to Bylaw No. 84-10 (Being a By-law to Make appointments to Various Boards and Committees) by deleting: Dan Smith from the Sioux Lookout Youth Development Commission effective April 17th, 2014.

MAYORS COMMENTS

Sioux Lookout Mayor Dennis Leney informed council it had been a busy period for him since the last regular meeting of council.

Leney informed he and Timpson attended the viewing of the film Walk a Mile during Racism Awareness Week. He said he found the film quite informative and interesting.

He also met with Confederation College President Jim Madder about the need for more residential housing in Sioux Lookout for students from the north.

Leney also attended at First Nations-Municipal Community economic Development initiative

(CEDI) meeting with partners from Lac Seul First Nation and Big Trout Lake First Nation. He said it went very well and stated a project the three communities are working on should be ready to be announced soon.

He added he and Lac Seul First Nation Chief Clifford Bull have been invited to the Federation of Canadian Municipalities (FCM) convention in Niagara Falls to make a presentation in early June.

Leney said the Local Health integration Networks (LHINs) have accepted and reviewed plans for a 96 bed

long-term care facility for Sioux Lookout. Leney said the plans will be going to the ontario minister of health.

Leney met with Kenora MP Greg Rickford to talk about Sioux Lookout applying to the Building Canada Fund for funding for a new airport terminal building.

He also stated that he and several members of council and staff attended the announcement of a new high school for Sioux Lookout. “That was a big announcement and now it’s just a matter of finding the appropriate piece of property,” he concluded.

BURNING PERMITS RESIDENTS OF SIOUX LOOKOUT, HUDSON AND ALCONA

All residents burning brush and grass between April 1, 2014 and March 31, 2015 are required to purchase an annual “Open Air Burning Permit” for $10.00.

All residents who have an incinerator must purchase an “Annual Incinerator Permit” for $10.00. This permit is valid for one year beginning April 1, 2014 to March 31, 2015.

Any resident who does not have a Permit for burning will be subject to a fine as set out in By-Law No. 11-04.

Permits can be purchased at the following locations:

- Sioux Lookout Fire Hall, 39 Fifth Avenue, Monday to Friday from 8:00 a.m. to 12:30 p.m.- Municipal Office, 25 Fifth Avenue, Monday to Friday from 8:00 a.m. to 4:30 p.m.- Hudson Fire Hall, Tuesday evenings from 7:00 p.m. to 9:00 p.m.

Committees of council volunteers honored at banquetGeoff ShieldsstAff Writer

a banquet was held last Wednesday evening at the

5th avenue Restaurant by Sioux Lookout Municipal Council to show their appreciation for the time and effort put in by the volunteers who serve on their local committees. Volunteers, along with members of council and

staff, enjoyed a meal of Chinese and North American dishes. Each volunteer was presented with a small gift.

The idea was originated by Mayor Dennis Leney who commented, “The volunteers in our community do so much work. We have nine different committees and boards with approximately 55 people

serving on them who contribute a lot of time, energy and support within our community. They don’t receive any remuneration from the Municipality, so I thought why not hold a banquet to show our appreciation of their efforts? i asked council for their permission and they agreed to go ahead with it.”

He continued, “Our

executive assistant Sandra Turner took on the task of finding a venue. She also organized drink mugs with the logo, Thanks for making a Difference, on them to be presented to each volunteer and on April 9 we went ahead with it. Not all the volunteers were able to attend due to prior commitments but the ones who did enjoyed

themselves.”Leney concluded, “I

thought it was a good thing to do and it was fully supported by council. I thank them all for their contributions to the community because without volunteers there would be no possible way that council or the community could work.”

Turner added, “For myself, I think it was a great opportunity for the

municipality to say thank you and to acknowledge the hard work of the volunteers who commit their time into making our community a wonderful place to live.”

Jack Benny Tait, aged 61 years old, suddenly passed

away on the morning of Wednesday, October 30th, 2013 at the Meno Ya Win Health Centre in Sioux Lookout, Ontario. Jack was born on November 17th, 1951 in Sachigo

Lake First Nation, son of Sarah Jane Tait and the late Jonah Tait.Jack leaves his loving memories to be cherished by his children with Marlvena, Michael, George, Newton and Shauntay and grandchildren Leona, Angel, Jonah, Zoey and Tyiesha.He will also be lovingly remembered by his common-law of over twenty-eight years, Laureen Kaminawaish, their children Susan and Sundance and their grandchildren Matthias and Johnny. Jack is survived by his mother Sarah Jane, his brothers Louie (Rosemary), Jethro (Mary), Charlie (Telona), Steven (Shirley), Samuel (Maryjane), Theodore (Maida) and Jabbin, his sisters Edna (Alvin), Ellen and Pauline (Edward), numerous nephews and

nieces, great-nephews/nieces of which there are too many to name and honorary family members such as David Harper of Garden Hill and Sandra Fox of Kitchenuhmaykoosib Inninuwug. Jack, willingly and humbly devoted his life to helping and supporting his family, fellow community members and the community of Sachigo Lake First Nation. He worked passionately to improve the betterment of his community and its members. For close to 16 years, Jack served his community on the Band Council, close to 12 of those years were as a Band Councillor and 4 years as a Deputy Chief. For 17 years he served as a Board Member to the Sioux Lookout Area Aboriginal Management Board (SLAAMB) representing Windigo First Nations Council. He strongly

believed and advocated for the youth of the SLAAMB Area First Nations to gain work experience, skills and knowledge through the training funds SLAAMB receives from Human Resource Skills & Development Canada (HRSDC).

During his time on the Band Council, he worked on issues related to health, social, education, economic development, hydro and a training program for the community. Before his untimely death, Jack contributed to the creation and completion of the Sachigo Lake Business Centre as well as the Fibre Optics for the community and was in the process of starting cell service in the community.

In the early 1980s, Jack worked as a Band Economic Development Officer

for his community and was instrumental in the development of Echoing Lake Lodge, Achigo Airways, Sachigo Lake Motel, partnerships with Northwest Company and Hydro One Remotes.

Jack acknowledged his Creator and the importance of the land and living off the land as a way of life. He loved being outdoors hunting, fishing and trapping. He encouraged everyone with his passion for traditional activities and was also active in establishing community sports teams and hosting inter-community tournaments. His love for sports such as hockey, baseball and volleyball encouraged many long-lasting friendships of which his presence will be sadly missed.As a man who said what

was on his mind, he was an inspiring presence and will be missed by all who had the privilege to have known him and his ways. One of his “ways” was his meticulous recordkeeping of which there are boxes and boxes that contain notes from pretty much every conversation he had and he kept everything on file so he could refer to it at some point. For those that did know him, knew him to be wise, an inspiration and was a positive role model.

On behalf of his family, Sachigo Lake First Nation and SLAAMB we would like to thank everyone that supported us in our time of mourning. Services took place in the community of Sachigo Lake First Nation on November 2, 2013, officiated by Reverend Solomon Beardy and Interment at St. Clements Anglican Cemetery.

oVeR 200 parents, junior players and

friends attended a Sioux Lookout Minor Hockey Association (SLMHA)

Awards Banquet which was held at the Legion last Wednesday evening.

Pizza, vegetables and fruit were served to those who attended after which awards and sponsorship convener Linda Wiseman

opened the evening by welcoming everyone. She then introduced SLMHA President Angie Forbes who spoke about the association and what it does. Speaking about the May 7 Annual

General Meeting, she invited every parent to attend and vote on the constitution to see the things happen that they want to see and added that this year they will be electing a new

board as seven current members are standing down, “It’s your say that determines this minor hockey and we look forward and encourage active community and participation” she said.

The Jr Flyers orange Team were first to be invited on stage to receive their awards followed by the Jr Flyers Black. Each player was called up individually to receive a participation trophy and an Esso Certificate of achievement from their coaches and IP convener Jenn Maki.

The Novice League also picks a first year player to receive the Rookie of the Year trophy with this year’s winner being Zachary Lance. A Trainer of the Year award was presented to Trevor Ropek in appreciation for his coaching efforts throughout the season.

Parent Kimberly Murphy said of the evening, “I look back to all the great times had. it was a lot of fun and a lot of the kids came so far with their talents and both teams just achieved so much. It was a fantastic year.”
