Sioux Lookout OPP, CSBC wishing people a safe long weekend on the water

The long weekend is just around the corner and the Canadian Safe

Boating Council (CSBC) and the Sioux Lookout OPP want everyone to be safe on the water.

According to CSBC, drinking and boating accounts for approximately 40 per cent of boating related fatalities on Canadian waterways.

To reduce that number CSBC has launched Operation Dry Water.

“The CSBC would like,

through this initiative, to raise attention to the problem of boating under the influence and to remind boaters not to drink and boat,” stated Jean Murray, Chair of the Canadian Safe Boating Council.

staff, Katimavik youth, Bob Weaver and his friends along with the horticultural society.

“It’s been almost two years now since one of our family members, one of our nurses, Monica Ticino passed away. She was a nurse for over 20 years. We thought we should do something to remember her and a garden would be pretty nice. Then we took it a bit further. We thought we should honour all those who have gone before and we did, in honour of Monica, move three mountain ash, one of her favourite trees, into the garden area and her partner Bob Weaver and some of his

Canada Post and public library celebrate Stella

JuLY is Stella month at the Canada Post Office in Sioux

Lookout and at the Sioux Lookout Public Library.

Sioux Lookout Canada Post Office Lead Hand Karen Boyko explained, “We have a partnership going on where the library is displaying

Stella books and we have a new stamp out featuring Stella issued as the second in the children’s literature series. The first one was Franklin last year.”

Both the library and the post office have sheets featuring Stella and her little brother Sam that children can colour. Completed

pictures have been hung in the post office box lobby.

Children can enter at the library and the post office for a free draw to win one of two Stella gift baskets which include a set of stamps and Stella books.

The library encourages children to take a Stella book home to read.

Assistant Librarian/Children’s Librarian Micheal Laverty said he has been reading the Stella books, written and illustrated by Canadian author and illustrator Marie-Louise Gay, to children during the library summer reading program.

“The stories revolve around Stella but they

also feature her little brother Sam and they all follow a basic structure where they have this give and take between them. She’s the older sister and she has to teach him how to do things, but she doesn’t always get it right. The theme is exploration and discovery and the theme for our reading club this year is go. So that was nice. They’re perfect for kids because I have a three year old son who has just entered the why stage and these books are all about questions.”

The summer reading program runs until August 21. It is a drop-in program that runs every Wednesday from

10 a.m. to 11 a.m. for preschoolers, 11 a.m. to noon for children 4 – 8 and in the evening from 6 p.m. to 7 p.m. for children 8 – 12.

Laverty described a Stella book. “It’s perfect for the four to eight year old group. They love the questions Stella and Sam ask and I pose those questions to the kids and they answer back. Very positive reception.”

he concluded by commenting on the partnership with Canada Post in Sioux Lookout. “Any chance we have to partner with other organizations in town is great. When Karen Boyko asked us to get involved we were delighted.”

Sioux Lookout son Meadwell named French knight

Ke n n e T h M e a d w e l l , born in Sioux

Lookout, has been named Knight in the Order of Academic Palms of the republic of France as decreed

by the Prime Minister of France.

Meadwell, a professor of French Studies at the university of Winnipeg, spent his early childhood living with his parents Frederick and Shirley in the home they built on Abram Lake. Meadwell said he has fond childhood memories of fishing, blueberry picking in the bush, picnicking on ruby Island and family get-togethers with the Coles, the Sanders, the Andersons, the Makis, the Wilsons and the radfords.

he was chair of the

Department of French Studies, Department of French Studies and German Studies, and Department of Modern Languages and Literatures for 13 years at university of Winnipeg, with a career spanning three decades.

The Order of

Academic Palms, the oldest civic decoration in France, is an order of chivalry originally created by napoleon Bonaparte, emperor of France, in 1808 in order to honour eminent members of the university of Paris. It is the second oldest award,

next to the Legion of honour.

Meadwell was named Knight in recognition of his contribution to the promotion of French language, literature and culture, strengthening ties of friendship and cooperation between Canada and France.

Residents being misledThis letter is in response

to articles appearing recently regarding possible changes to Sioux Lookout’s water and wastewater rates. In the July 24 Sioux Lookout Bulletin, Municipal Treasurer henry Wall explains that “a lot of homes are only using three or four cubic meters a month, and are still paying as though they are using 12 cubic meters (current minimum).”

I would like to know what Treasurer Wall’s definition of “a lot” is. What percentage of residents does this involve?

In the July 26 Kenora On-line article, Municipal Treasurer henry Wall explains that the “average household use is 15 cubic meters a month.” Why would Treasurer Wall not choose to focus on the fact that the average household would see an increase in their

water costs, rather than focusing on the statement that “a lot of homes are only using 3 or 4 cubic meters?”

I find that his statements are meant to mislead the residents of Sioux Lookout into thinking that this would be an improvement for the average citizen, cost wise. The truth of the matter is that a vast number of residents of Sioux Lookout will see an increase in the costs of their water, if the proposed changes are implemented.

With the proposed changes, in order for the majority of residents to not see an increase in their water bill, they would have to decrease their average consumption by 50 per cent. My question is, if you know that the average consumption is 15 cubic meters, why would you allude to the fact that it is a positive measure, that

the changes will mean anyone using eight cubic meters or less will be seeing a reduction in their water bill. What percentage of Sioux Lookout residents utilize less than 8 cubic meters presently?

The bottom line is, we would be going from paying $91.21 for 12 cubic meters, to paying the same amount for 8 cubic meters.

If the goal is to decrease water consumption, why not consider rewarding those who use less than the 12 cubic meters, by deducting $2.49 for every cubic meter of water they consume under the 12 cubic meters? If the Municipality is so concerned that some residents have been overpaying for water for many years, perhaps they should be looking at providing a rebate/refund to these residents.

Once again, Sioux Lookout residents are being misled on the costs (proposed costs) we are being charged – and we wonder why people are moving out of Sioux Lookout! This is just another example of why, as demonstrated in the recent 2013 resident Survey, Final report results quoted in the July 24 edition of the Sioux Lookout Bulletin.

Sixties Scoop class-action suit okayed for trialShayla Bradley

The class action lawsuit focused on Aboriginal

children taken from their families in the Sixties Scoop is going ahead to trial.

nishnawbe Aski nation (nAn) Deputy Grand Chief Goyce Kakegamic recently

announced the case will be heard by the Ontario Superior Court of Justice in Toronto. On July 15 the court ruled the suit can proceed.

Around 16,000 Aboriginal children in Ontario were removed from their homes between 1965 and 1985, placed

in mostly non-native communities. Members of nAn First nations were among those removed.

Beaverhouse First nation Chief Marcia Brown Martel and robert Commanda started a suit in February 2009 against the Attorney General of Canada, but in December 2011, the Superior Court of Justice ruled that conditional certification of a class action proceeding should not have

been granted.The case is expected

to go to trial after the presiding justice provides his written

decision this fall. “The Sixties Scoop

was a continuation of the assimilation polices of the

residential school system, and the impacts of these transgressions have permanently scarred countless First nations,” said Kakegamic, who holds the social services portfolio. “The path to litigation has been long and tiring for these courageous people, and we are resolved to support their efforts to hold the Government of Canada accountable for this devastating legacy.”

Device) of appropriate size. We want to stress the best practice is to always wear your life jacket. Most of the time when we stop a boat the life jackets are tucked away in a compartment so if people ever need them they probably couldn’t get them. Also, you’re not allowed to have alcohol in a vessel unless you’re transferring it from point A to point B and it has to be in a closed container in a compartment. You can’t have open liquor or be drinking in a boat. Drinking and driving in a vessel is another issue.”

According to CSBC,

“In Ontario, for example, Bill 209 amended the Highway Traffic Act to also apply to “anyone operating or having the care or control of a vessel.” As such, anyone found boating with a blood alcohol level above .05 faces an on-the-spot automobile drivers license suspension. Should the person’s blood alcohol concentration exceed .08, upon conviction, an additional suspension of up to one year can be applied.”

Lowry added, “We do check for safety equipment as well. every vessel has to have certain things onboard and of course

people need their Pleasure Craft Operating Card (PCOC).”

Lowry clarified, “everyone that operates a powered vessel has to have a PCOC. Anyone under 12 operating a vessel cannot operate a vessel with more than a 10 horsepower motor unless they’re accompanied by a supervising adult. A child 12 to 16 can only operate a maximum of 40 horsepower and a youth under the age of 16 cannot operate a pleasure water craft such as a Sea-doo at all, even if accompanied

by an adult.”Overall, he stated,

“Things have been going pretty well in Sioux Lookout. We’ve been doing joint patrols with Mnr and with Lac Seul Police Service. We have 10 officers trained for marine patrol in Sioux Lookout and conduct regular patrols.”

Lowry concluded, “Another thing I would like to stress is that anyone going out on the water should make a plan. They should check their vessel over, make sure their safety

equipment is there and working, they should be wearing their life jacket and they should

be letting someone know where they are going and when they are supposed to be back.”

Knights of Columbus supports community healthcare

The Knights of Columbus continues to

support healthcare in the community with a donation to the Sioux Lookout Meno Ya Win health Centre (SLMhC) Foundation July 29.

Kathryn Davidson, foundation administrator

shared, “The Knights of Columbus have presented a $5000 donation to the foundation. They’ve designated the funds to our diagnostic imaging fund and we’re very pleased to have their continued support. The Knights of Columbus have a history of supporting

healthcare in our community and they’ve been a strong supporter of the foundation and our fundraising efforts for many years.”

Deputy Grand Knight Duane Broderick said the funds were mainly raised through donations received for some charity work the Knights have done around town and break open ticket sales.

“The Knights of Columbus have made donations to the hospital before and it’s something we feel is important and we want to continue to support them. We want to support the community and the people of the community,” he concluded.

writing workshopOn July 23 the Sioux

Lookout Public Library hosted two writing workshops with Dorene Meyer, an award winning author and founder of Goldrock Press.

Four young writers attended an afternoon workshop intended to introduce the craft of generating ideas and honing these into stories. Meyer led her participants through several fun activities and urged them to seek a wider audience through publication in

magazines, contests, and other venues. each writer took home a complimentary package of materials to offer further inspiration and guidance.

During the evening session four local adult writers took part in an intensive two-hour workshop on the art and business of being an author. Meyer took questions and comments from the group as she covered everything from finding a unique voice to presenting a proposal to a publisher. each participant is a member of a recently

formed writers group that will be meeting at the Sioux Lookout Public Library once a month. Anyone interested in joining can contact Mike Laverty by email ([email protected]) or phone (737-3660 ext. 4403).

Several of Dorene Meyer’s books (adult and young adult) are available at the library. Stop by and ask the staff to help you find one.

InspectIonInspection of Approved Prescribed BurnLac Seul Forest

The Ontario Ministry of Natural Resources (MNR) invites you to inspect the MNR-approved prescribed burn plan that will be carried out in the Lac Seul Forest (see map). The MNR (Fire Management Headquarters and District Forest Management) in conjunction with Obishikokaang Resources Corporation and Lac Seul First Nation is planning to conduct three prescribed burns in storm-damaged areas.

As part of our ongoing efforts to regenerate and protect Ontario’s forests, some storm-damaged areas have been selected to be burned under the strict guidelines of the MNR Prescribed Burn Planning Manual. The prescribed burns will prepare and enhance the sites for subsequent regeneration and growth. The burns are scheduled for ignition between September 1, 2013 and November 15, 2013.

Information about this prescribed burn project, including specific locations and maps, is available for public viewing at the Sioux Lookout MNR District Office during normal business hours and the MNR public website at ontario.ca/forestplans beginning August 1, 2013. ServiceOntario (62 Queen Street, Sioux Lookout) provides access to the Internet.

Yule commented on the horticultural society’s involvement. “The horticultural society have their bulb sale every year and they came to me and said, Sharon, we have some extra bulbs and we would like to donate them to the hospital. There is such potential for growing the garden, so this partnership with the horticultural society is wonderful.”

One of the special plants in the garden, Yule pointed out, is a rose bush from the site of the old general hospital which nurses estimate is between 50 and 60 years old.

Sioux Lookout horticultural Society secretary Tracy Coughlin shared, “We’re trying to revitalize the horticultural society. We’re trying to get more community members involved. We picked this as a community beautification project.

We’re pretty excited about it.”

She said helping out with the garden is a great opportunity to grow membership in

the horticultural society, support the community and is a great chance for older gardeners to pass on knowledge to younger ones.

She said that helping take care of the garden doesn’t need to take a lot of time. “It could be as simple as going out for a bit with your spouse or kids or just by yourself and picking a few weeds,” she said.

Anyone interested in helping out with the memory garden or joining the horticultural society can find them on Facebook by searching Sioux Lookout horticultural Society.

Yule concluded, “It just goes to show how a little idea can grow.”

Paul Karda pleaded guilty and was fined $1000 for unlawfully hunting wolf without a licence. He is not allowed to hunt in Ontario for a year.

The court heard that on October 19, 2011, a conservation officer responded to a complaint that during a trip to the bush their family dog was shot and killed. The officer’s investigation found that Karda was moose hunting in the area when he spotted the dog on a road and shot it. He later dragged the dog off the road and hid it. Witnesses heard Karda

say he thought it was a wolf. He did not have a wolf hunting licence.

Licence issuer fined $2000 for not

remitting moneyA U.S. resident

operating a business in Ontario has been fined $2000 for failing to remit money owing to the Crown from selling hunting and fishing licences.

Mark Zupancich of Ely, Minnesota, pleaded guilty to not submitting payment for licences he sold during the 2011 operating season. Zupancich paid the Crown $13,835.47 - the full amount owing.

Fined $1700 for using wrong gun for deer hunting

An Atikokan man has been fined $1700 for unlawfully hunting deer.

Michael Fogg pleaded guilty and was fined $1000 for hunting deer without a licence, $500 for hunting big game with a rim-fire rifle, and $200 for possessing unlawfully hunted wildlife. He is not allowed to hunt in Ontario for one year.

The court heard that on December 3, after receiving information from the Ontario Provincial Police, a Ministry of Natural Resources conservation officer investigated an untagged white-tailed deer stored in a shed at Fogg’s residence. Fogg told the conservation officer he shot the deer a few days earlier with a .22 calibre rifle although

he did not have a deer licence. The deer was seized and forfeited to the Crown.

The ministry reminds hunters that rim-fire rifles cannot be used for hunting big game animals, such as white-tailed deer.

Stealing Red Fox from trapline proves costlyA Northwestern

Ontario man has been fined a total of $1000 for stealing and keeping a red fox he took from a trapline.

George H. McKay pleaded guilty and was fined $500 for stealing a trapped red fox from a registered trapline and $500 for possessing the pelt without authorization.

The court heard that in November Ministry of Natural Resources conservation officers conducted an investigation after receiving trail camera images showing an

individual removing a dead red fox from a snare and leaving with it. The person was later identified as McKay. McKay was not licensed to trap on the trapline where he took the fox.

The ministry reminds the public that it is illegal to interfere with lawful trapping practices, including taking harvested animals

from traps. Trappers are encouraged to report any instances of their traps being tampered with.

A Visit With… Arnold BeebeTim Brody

ARNOld Beebe has been proud to call Sioux

lookout his home since 1965.

Over the years Beebe has taught hunter education, worked for the railway, been mayor, played hockey, built and run a marina and found a wife right here in Sioux lookout.

Earlier this year the Ontario Hunter Education Program recognized Beebe for continued dedication and 45 years of service in training safe and responsible hunters in the province.

He received the honour from the Ontario Ministry of Natural Resources (MNR)

and Ontario Federation of Anglers and Hunters (OFAH).

“It’s not only a service award for the years that you’ve spent in service, but also a recognition of the position you hold in hunter ed,” Beebe explained.

“In my particular position I’m an instructor… one of the things I do is train trainers. I just got through training three new instructors for the province. That’s one of the jobs I’ve also been elevated to. The big thing for me is instructing. I particularly love when I get a classroom full of kids. They’re ready to learn.”

He continued, “With kids you can spend a weekend thinking that

kids from 12 to 15 are going to fail. When you’re all done they’ve done great. It’s a very rewarding thing. For those reasons I continue to hang on. They asked me this time around, are you going to shoot for 50? And I said, I really don’t know.”

Beebe also trains people so they can acquire their Possession, Acquisition license (PAl) and also puts on small craft training for children.

“It’s something that keeps me active and, frankly, something I’m really interested in,” he said.

He added, “When you get to the point you’re hitting 40, 45 years, you’re getting down to a very few people in the Province of

Ontario that have stuck it out that long.”

Asked how he first got involved with hunter education, Beebe responded, “I was the first instructor in Sioux

lookout under Mike Semitok who was then the enforcement supervisor (Sioux lookout Ministry of Natural Resources). Mike actually came to me and said that because I was running a gun club at the time, that I should be a hunter ed instructor, so that’s where I started.

“Ever since those early days the instruction has become a lot different. I’ve had to go away several times for upgrading. All instructors must go through annual or every second year go through training and write an exam.

“How hunter ed works now is, The Ontario Federation of Anglers and Hunters are partners with the Province of Ontario’s Ministry of Natural Resources. In that partnership the OFAH looks after the coordinating and putting out materials and information and we also belong to the International Hunter Education Association (IHEA).

“It’s something that has grown with the objective that the training saves lives. I don’t recall anybody ever within the Municipality of Sioux lookout ever being in an accident.”

Beebe, accompanied by his wife Noreen, went to Peterborough to receive the award.

“It’s hard for me to reconcile it’s been 45 years. I look back and I can remember when I started our certified gun club. It was in the basement of the old Moose Hall. We had a lot of competitions and

stuff that went on at the time. When I was putting on the courses they were done there upstairs.

“One of my first students was Remi lorteau. Remi said to me recently, Wow! I can’t believe that was 45 years ago.”

Beebe said his students have been engaged learners.

“When do you shoot I would ask? There’s a pheasant going over a fence and just below the pheasant there’s a little sign that says no trespassing. Would you shoot? And I start doing that and I get after them. What’s the answer? What’s the answer? And they’re all paying close attention.”

He commented on teaching over the years, “One of the good things is that you meet people and this is one of the things I really recognize in students.

“You talk to a young student and he tells you about his experiences and he shows some reverence for the animal. He doesn’t say I blasted him. One student called me up one time. Mr. Beebe, Mr. Beebe, I’ve got a story to tell you. I said ok, first tell me who I’m talking to, so he did, and then the story. He says we shot a beautiful cow moose. And I said that’s wonderful! He said my dad taught me how to field dress. We quartered her and brought her home and everyone is happy. We’ve got meat for the winter. He was all excited. Those are the types of things that bring the gratitude, especially when they repeat terminology they were

taught in the course.“That’s really

gratifying, when you see kids as they grow up they join the gun club, they want to improve their ability to shoot and proficiency is so important. I maintain that you have to hit your target. You have to humanely bring that animal down and you have to do it right now.

“Some then take on archery and different ways they are going to harvest an animal.

“You talk to them about being alcohol free. Hunting and alcohol don’t mix.”

Beebe recalled his father being a good role model for him.

“My father, Earl, was one of the originals in Thunder Bay with ducks Unlimited. He belonged to the early association in Thunder Bay which became one of the satellites of OFAH. He was very strict about that kind of thing. I had five brothers and they all behaved in the bush too. We have a sister as well.”

Beebe’s brothers have since passed away.

He said there was a big age difference between him and his older brothers. “When my brothers came back from the Second World War there was a five year old running around in the house. Where did he come from they asked?”

Now 74 years old, Beebe recalled his brothers. “They were in their 20s and went overseas. They all came back. let’s hope nothing like that war ever happens again. My mother was always so happy the war was won. The likelihood of it ever happening again wouldn’t be in their times and then up pops Korea… men seem to have a hard time staying away from that kind of thing. Maybe we need more women running the country.”

Beebe came to Sioux lookout from his home in Thunder Bay in 1965.

“I was born and raised in Thunder Bay, was schooled there, and I took an apprenticeship with Canadian National Railways as a machinist and I ended up going to Winnipeg to further my education and spent time at Red River College and also University

of Manitoba.“When I came back

to my home station in Thunder Bay they had no room for me so they offered me a job here on the basis that if I went here and helped them, if an opportunity came up where I could have a desk job, because I also took drafting, I could have it. I thought wow, so I came here. When the year was up, or a little bit longer, they phoned and said, hey, you’ve done well. We’re going to get that desk for you now and I said, whoa, I don’t want to go. They were quite surprised.”

Beebe worked for Canadian National Railway in Sioux lookout for 20 years.

“In 1980 I started building Mascotto’s Marine. I built that building and brought in our dealerships and it was called Pelican lake Marina. That was opened up in 1975,” he said.

“I was also mayor of the town. I was the mayor for six years and a councillor for two, from 1968 to 1974. I

was always keen about the community, liked it and in 1972 and 1974 I ran federally for the PCs. Had 150 people changed their minds how they voted I’d have won. I came that close. Some days I think about it and think, God you were blessed that you didn’t get elected. Next election right after that Trudeau went to work.”

Asked if he knew the King of the North, the late leo Bernier, a long-time Conservative representative for this riding, he replied, “I knew leo very well. He was Godfather to

my children.”Asked about meeting

and marrying his wife Noreen, Beebe recalled, “She didn’t enter in until 17 years ago. My first wife hated Sioux lookout and finally she wanted to move back to where her family was and I wasn’t ready to do

that. So that finally got to the point she said I want to move because if you won’t come, I want to go, so I moved her. We’re still friends.

“I met Noreen as a realtor. I was looking at selling a log home I had built. She came out and took a look at it. She started talking to me about the listing and we got to know each other and periodically she started dropping into the marina and you know how one thing leads to another. I played hockey with her brothers Michael Makahnouk and Stan and got to know them. I knew them before I knew her. Joanne Ford is a sister.”

Beebe played hockey as a goalie until he was 69.

“At 69 I figured it was time to learn how to play golf. I love it. It’s not a skill you acquire quickly. Howard lockhart has been sort of my mentor and coach.

“I hired Howard lockhart as our rec director here in Sioux lookout when I was

mayor. He was a great acquisition. Why he wanted to come to Sioux lookout I’ll never know but he liked it right away and he looked after recreation in Sioux lookout and it did nothing else but expand under his leadership.

“He was a winning coach in Texas and he’s a good coach at golf. For the first time ever since I started I beat him in a game of golf two weeks ago and he got this smile on his face as he was sitting in the cart and he said, Mr. Beebe, I think this is going to end our partnership. He got quite a kick out of it,” Beebe laughed.

Beebe also recalled, “I was the executive director for search and rescue in Sioux lookout until we were taken over by the OPP. We had a very good unit. So many people donated to us. Everybody had all the things necessary for a good search.”

Beebe is currently the administrator for the Ontario Moose-Bear Tourism Industry Program.

“My job is to run a program that looks after the tourist industry in Ontario. My job is to keep track of the animals that are taken through a mandatory report system and I keep all those records and I have since 1983 for the whole province for the tourist industry. My contract for the program is with the MNR.”

He reminisced about Sioux lookout. “It’s a place I’ve selected to live in and I’ve had no regrets, none whatsoever, and Noreen of course was born and raised here.”

He added with a laugh, “I always tell somebody new, you have a boat and motor in your yard yet? If you do, you’re going to do fine.”

Beebe concluded, “I think Sioux lookout has done a pretty admirable job in its growth. I like the mix of people. There’s a lot of history for me in Sioux lookout and a very, very strong love. I think the people in Sioux lookout are just great.”

Docs North film workshop accepting applications

DOCS North/docs Nord, an annual workshop hosted

by Flash Frame Film and Video Network, is accepting applications for its five-day program.

The workshop takes place

in conjunction with the Bay Street Film Festival in Thunder Bay, September 5 – 8. Film, television, and digital media producers from Northern Ontario will learn about filmmaking from experts in the field.

A limited number of travel grants and

accommodations are provided for filmmakers in Northern Ontario, with priority given to active filmmakers from remote communities.
