DECISIONS OF THE BOARD OF REGENTS

1299th MEETING, 31 JULY 2014

A. 1298th Meeting, 30 June 2014

1. Establishment of the UP Manila Primary Reproductive Health Care Center (UP PRHCC) as a Center of the University of the Philippines Manila with Ortoll Hall as its First Building and Creation of Trust Account under UP Manila Primary Reproductive Health Care Center

At the 1298th meeting of the Board of Regents held on 30 June 2014, Dr.

Jose Florencio F. Lapeña, Jr., UP Manila Vice Chancellor for Administration, presented the Ortoll Primary Reproductive Health Care Center. The Board took note of the presentation but deferred its decision to iron out some organizational, implementation, and financial issues that were raised in the discussion.

Dr. Lapeña submitted the revised proposal for approval of the Board of

Regents at its 1299th meeting on 31 July 2014. A copy of the revised proposal is on file at the OSU records.

Chair Licuanan said that UP Manila has effectively revised its proposal

according to the comments at the last Board meeting. She asked for the Board’s decision on the establishment of the UP Manila Primary Reproductive Health Care Center with Ortoll Hall as its first building.

Student Regent Macuha recalled from the last meeting that a trust account

under the UP Manila Primary Reproductive Health Care Center should be created correspondingly. He asked if the Board is also approving the creation of the trust account.

Chair Licuanan clarified that the Board is approving the establishment of

the UP Manila Primary Reproductive Health Care Center with Ortoll Hall as its first building, as well as the creation of the trust account under the UP Manila Primary Reproductive Health Care Center.

Board Action: APPROVED

2. UP Course Descriptions/UP’s Niches/Academic Program Improvement

Vice President for Academic Affairs Gisela P. Concepcion presented the

different academic activities being undertaken by the UP System pertaining to the request of Regent Senator Cayetano at the 1298th meeting of the Board of Regents held on 30 June 2014 for a review of the courses being offered by UP to make them more attractive and marketable.

In particular, VP Concepcion distributed the following documents: - UP CUs’ niches which were affirmed by the President’s team including the

Chancellors at the Strategic Planning Meeting in August 2013. - Reform of the General Education (GE) Program - Policy and Guidelines on the Utilization of Academic Program

Improvement (API) Funds - Follow-up actions on the Academic Excellence discussions at the UP

Strategic Workshop3

Chair Licuanan clarified that the major point Regent Senator Cayetano was making was to revisit the curriculum and make the courses more creative and more attuned to the young people who will be choosing these courses. Obviously in terms of substance and pedagogy, the System is really working at it, but packaging and communicating these various innovations should also be discussed.

Chair Licuanan noted that there are just too many individual

specializations and courses in general. She said that merging or amalgamating of courses is necessary. VP Concepcion said that in the Strategic Planning Workshop held in August 2013, some documents providing the priorities for amalgamating, merging, and abolishing certain courses in degree programs based on criteria were discussed.

Regent Senator Cayetano noticed that in the presentation, the course

description would be filled up with the student’s learning goals and objectives of the course and its comparison and connection with other countries. She said that a lot of these points would be so interesting for a student to see on the website and that these information would already help the students decide on what courses to take.

Regent Montinola asked for an update on the ASEAN Universities

Network-Quality Assurance (AUN-QA) because she was aware that UP underwent the assessment already. VP Concepcion reported there were three (3) degree programs that have undergone the quality assessment: BS Civil Engineering in UP Diliman with a score of 5.0 out of 5.5, BS Statistics of UP Diliman with a score of 4.7, and BS Biology of UP Los Baños with a score of 4.9. For BS Statistics, she informed the Board that the assessors were particularly impressed with the program but they gave such score principally due to the physical infrastructure. She said that the direction needed from the Board is to undergo the QA assessment for all degree programs but doing that involves a large amount of money.

Regent Montinola suggested making the necessary recommendation

because based on the context of the other ASEAN universities, UP must have enough accreditation and three (3) degree programs are not enough to show seriousness in this endeavor. She requested constant update on how UP is implementing the AUN-QA across the different degree programs in order to get real assessments.

3. Approval of the UP Master Development Plan: Development Principles and Design Guidelines

At the 1298th meeting of the Board of Regents held on 30 June 2014, VP

Zamora and AVP Cristopher Espina presented to the Board the development principles and design guidelines, including a CAD presentation of UP Diliman’s building and surrounding development, for approval at the next Board meeting.

Vice President for Development Elvira Zamora said that it is important

for the Board to approve the Development Principles and Design Guidelines because it will serve as the framework for future developments under the UP Master Development Plan. She added that after the approval of the principles and guidelines, her team will proceed to develop the Campus Development Plans which will be presented to the Board once completed. VP Zamora assured the Board that consultation is a necessary step in the process of coming up with the Master Development Plan.

Chair Licuanan hoped that the Board will be informed about every step of

the development. President Pascual assured the Board that the individual projects proposed to be done under the Master Development Plan will be presented separately and individually to the Board.

To allay the concerns raised by the Staff Regent and Student Regent,

Chair Licuanan said that they have the confirmation of the Vice President for Development and the President that what are being approved were only the guidelines and principles but the Master Development Plan and every part of it will come back to the Board as appropriate.

B. 1294th Meeting, 13 December 2013

1. Updates on the Socialized Tuition (ST) System 2013

After the Board approved the Socialized Tuition System 2013 at its 1294th meeting on 13 December 2013, the ST System is now being implemented for the new set of applicants for 2014.

President Pascual requested Prof. Richard Phillip Gonzalo, Director of

the ST System Office, to give an update on the implementation for information of the Board. A copy of the presentation is on file at the OSU Records.

Before the presentation, President Pascual informed the Board that the

acronym for the Socialized Tuition System will be changed from STS to ST System. This is to avoid confusing it with the “Science, Technology, and Society” course which is popularly known as STS as well.

Prof. Richard Phillip Gonzalo presented the preliminary results of the ST

System based on the 26 July 2014 data. He said that his office would be releasing results and other statistics by September 2014, after the last application period in August 2014. He clarified that application for appeals is still on-going up to the end of August 2014.

President Pascual emphasized that the ST System is in a continuing process of improvement. Inputs coming from the users of the system are important and most welcome.

Chair Licuanan agreed that the ST System is a work in progress but it is a

better system based on the data presented.

The main purpose of this trip was to honor the invitations I had been receiving from various associations of US-based UP alumni. I visited five (5) cities and was able to discuss with hundreds of alumni the strategic plan I am pursuing in UP during my six years in office (2011-2017) and the accomplishments of my administration to date. Attached is a copy of my standard presentation which provided the basis of these discussions (see Annex 1). With regard to opportunities for alumni to support UP, I highlighted the need for our alumni to develop a culture of periodic giving to the University. And I explained how monthly donations, even in small amounts, can be made regularly with minimal transaction cost through online payment facilities which we are setting up. The positive response I received was encouraging.

Among the alumni events I attended are the following:

UP Alumni Association of Greater Los Angeles (UPAA-GLA) “Meet & Greet the UP President” dinner event held on 5 July at the Silver Lake Medical Center, Los Angeles. Attending were about 80 alumni, including former UPAA President and Alumni Regent Edgardo Espiritu, Philippine Consul General for Los Angeles Leo Herrera-Lim, and UPAA-GLA officers led by President Vicky Gancayco.

UP Medical Alumni Society in America (UPMASA) 9th Annual Grand Convention held on 8-11 July at Marriott Marquis in San Diego. There were more than 300 attendees from 15 chapters of UPMASA across the US. Leading the activities were Dr. Silverio Cabelon, Jr. (MD’72), UPMASA President for the two-year period 2013-2015, and Dr. Arnel Joaquin (MD’89), President of the host chapter of Southern California. Participating with me from the Philippines were UPM Chancellor Manuel Agulto, PGH Director Jose Gonzales, UPM CM Dean Agnes Mejia, UP Medical Alumni Society (Philippines) President Eva Marie Cutiongco de la Paz, and Philippine Genome Center Executive Director Carmencita Padilla. I gave a presentation to the UPMASA Board of Governors meeting, and delivered a message to the general membership business meeting and the respective luncheon meetings of the Greek-lettered organizations of UP Medicine.

UP Alumni Association in America (UPAAA) Board meeting held on 10 July at the Crowne Plaza in San Diego. The meeting was chaired by UPAAA President Juanita Santos Nacu (BSN) who is based in San Diego. It was a planning session for the biennial convention of UPAAA next year in San Diego.

UP Alumni Association of San Diego (UPAA-SD) “Meet the UP President” dinner event held on 10 July at the Crown Plaza in San Diego with about 60 alumni in attendance.

UP Alumni Association of Wisconsin (UPAA-W) 40th anniversary gala dinner held on 13 July at Potawatomi Hotel in Milwaukee. There were around a hundred attendees, including Philippine Consul General for Chicago Generoso Calonge, a UP law alumnus. Prior to the gala night, I had informal meeting with small groups of alumni over dinner and breakfast. My activities in Wisconsin were organized by Dr. Roger Austria, former President of UPAA-W.

UP Alumni Association of Greater Chicago (UPAA-GC) “Meet & Dine with the UP President” event held on 16 July at Hofbrauhaus Chicago in Rosement. The event was organized by UPAA-GC President Michael Frauendorff and attended by more than 50 alumni, including again the Philippine Consul General for Chicago.

UP Alumni Association of San Francisco (UPAA-SF) Forum held on 18 July at the Philippine Consulate General in San Francisco. It was attended by more than 80 alumni from the Bay Area and Northern California led by UPAA-SF President Letty Quizon and Past President Gabby Moraleda.

In Chicago, I had other productive activities as organized by Dr. Almira Astudillo Gilles, former President of UPAA-GC. These included the following:

Visit to the Field Museum where I (1) met with the Vice President of Science and

Education, Dr. Debra Moskovits; (2) was shown the collection of stuffed mammals from the Philippines (circa 1940s) by Dr. Larry Heaney, a world-renowned zoologist who has been doing research in the Philippines for the past 20 years; and (3) was toured in the vaults of the museum by the Pacific Collections Director Jamie Kelly who showed some of the 10,000 Philippine artifacts in storage. The Field Museum is working on an innovative co-curation initiative with the Filipino community in Chicago to facilitate the exhibition of such hidden Philippine collection.

Visit to the Shedd Aquarium where Director George Parson conducted a behind-the-scene tour of the permanent exhibit of Philippine reefs. The experience was quite instructive given our plan to establish a marine aquarium in UP Diliman.

Visit to the Newberry Library for a behind-the-scene tour of its impressive Philippine collection of manuscripts and prints. Joining me from Manila were Director Jeremy Barns and Assistant Director Dr. Ana Labrador (a UP alumna) of the National Museum of the Philippines.

Visit to Columbia College Chicago, a 120 year-old institution which is an international leader and recognized pioneer in arts and media education. I met with its President, Dr. Kwang-Wu Kim, and had a brief with its officials. The specialization of this college could serve as a model for UP Cebu.

In San Francisco, I visited and gave a talk to a group of young Filipino-Americans who were participating in a two-week Filipino Cultural Summer Camp. This cultural immersion program was an annual project started last year by the UPAA of San Francisco.

Also in San Francisco, I convened and chaired the meeting of the Board of Trustees of the Friends of UP Foundation in America (FUPFA). As UP President, I appointed three (3) new trustees to replace the ones who had passed on or resigned. These were Atty. Lourdes Santos Tancinco (a practicing lawyer), Ms. Gemma Nemenzo (a journalist), and Ms. Sonia Delen (a corporate manager), all based in the San Francisco area. The meeting was held at the office of Atty. Tancinco. One important achievement of the meeting was the expressed commitment made by the trustees to work together in revitalizing the Foundation and in implementing the plan to generate resources for the University through an online system of regular, periodic donations from US-based alumni. As of 30 June 2014, FUPFA had a total of USD 1.036 million in cash and invested assets. First-Time Implementation of the new Socialized Tuition (ST) System1

The ST System has been promoted (branded) as a program that provides tuition discount

to UP undergraduate students at rates that are based on the assessment of the paying capacity of the household to which an applicant belongs. It is designed to make UP education affordable even to the poorest of the poor.

The new online system has speeded up the application process and significantly reduced the waiting time for applicants. The ST process takes just two weeks to two months to complete, including decision on appeals, compared with a waiting period of up to 12 months under the old STFAP. The preliminary results as of 26 July of the ST System’s first-time implementation are quite encouraging: Many more students (91% of total) applied for ST compared to those who did for

STFAP (37%). We would like to believe that the significant increase in applications was due to the ease in the process.

More students are now in the lower brackets (C, D, E1, and E2 (see the table below).

Of the ST applicants, 16.7% have filed appeals for reconsideration of their discount

level. This percentage is slightly higher compared to the 13% or so under STFAP. Again the ease in the appeals process seems to be a key factor that encourages students to do so. The much bigger base of applicants, of course, means that the absolute number of ST appeals is much more compared to the STFAP appeals. But the decentralized processing of ST appeals, now done at the CU level, is also speeding up the disposition of cases and, in addition, appears to be sharpening the decisions on appeals.

The continuing presence of appeals confirms the fact that the generalized instrument for determining the socioeconomic classification of ST applicants works for a big majority of applicants (83%), but cannot deal with special cases that are individually unique.

It should also be noted that the ST System will not dramatically increase the number

of poor students in UP. This is because the payment of fees on enrollment is already the second gate or barrier that qualified students must hurdle to gain access to UP education. The first gate or barrier is getting admitted to UP. In this regard, we are now taking steps to address UP’s admission policies and procedures. We have noted that many poor students from the rural areas are screened out by the current admission process given that they come from public high schools that are still inadequately endowed and of poorer quality.

Typhoon Glenda’s Damage on UP Campuses Typhoon Glenda/Rammasun that raged in mid-July hit the campuses of UP Diliman, UP Los Baños, UP Manila, and UP Open University and caused damage. UPLB appears to have sustained the greatest damage. At least 47 of its structures ended up with damaged roofs, ceilings and windows; 4 were totally damaged; at least 70% of housing units got damaged by strong winds and fallen trees. The National Grid Corporation of the Philippines (NGCP) substation in the campus was also affected and left UPLB without power source until recently. According to the UPLB Administration’s initial rapid assessment, it would require some P273M to repair the damage in the campus. The same picture, though of lesser degree, was true for the 3 other campuses. Funding for rehabilitation of UP campuses damaged by Typhoon Yolanda UP recently received commitment for funding the rehabilitation of UP Visayas Tacloban College (P13,044,905.00) and UP Manila School of Health Sciences in Palo (P26,627,050.00). The funds will cover repair and rehabilitation of academic buildings and purchase of equipment. The funds are valid for obligation until 31 Dec 2015. UP System has released the Sub-SARO to the concerned mother CUs who are expected to assist the two units in their procurement efforts. Merit Promotions 2014 We are now implementing a call for merit promotion of our faculty and staff effective January 2014. The available promotion money is P305M – a historic high. It will be taken from UP’s share of the Miscellaneous Personnel Benefit Fund (MPBF). The UP units are now in the thick of their reviews of the accomplishments of their personnel. The promotion recommendations are expected to reach the Board in September. UP Budget for 2015 We have obtained the tentative figures for UP in the proposed National Expenditure Plan that Malacañang will submit to Congress. These are given in the table below together with comparative data and estimated increases.

Of the P120 M increase in MOOE, P53 M is for UP PGH (drugs and medicine) and P66 M for scholarships. Of the P4,342 M in CO budget for 2015, P3,150 M is for UP PGH and P1,192 M for the UP academic units. We see in NEP 2015 a huge allocation for the modernization of UP PGH and some increase (19% over 2014) in the CO budget for the UP academic units. We will still continue to work for the upscaling of the UP budget to make the University competitive in ASEAN, if not in the whole of Asia and in the rest of the world. To support this campaign, I have commissioned a study entitled “The Role of Science, Technology and Research in Economic Development” (see Annex 2) which we have circulated among key officials of the government. Other Activities College of Social Work and Community Development (CSWCD) RTD on Internationalization of UP held on 22 July: I was the keynote speaker. In my presentation, I explained in some detail our strategy for intensifying the internationalization of UP. There was an extensive open discussion with the faculty and staff that followed my talk. 24th National Convention of Management Educators and Practitioners held on 25 July at the Baguio Country Club. I was the keynote speaker. In my talk, I explained the impact of ASEAN integration on management education and shared my thoughts on key competitive actions local higher education institutions must pursue in an ASEAN-integrated Philippines.

B. Report of the Faculty Regent “31 July 2014

I. On the Ongoing Search for Chancellors of UPLB, UP Manila and UP Visayas

The Office of the Faculty Regent has been getting queries whether the Board will interview the nominees for chancellorship. I recall when the Board deliberated on the chancellorship of UP Diliman, a Regent proposed that nominees be interviewed. If this is so, there might be a need to convene a special meeting of the BOR for the election of the new Chancellors of UPLB, UP Manila and UP Visayas.

II. Selection of the Next Faculty Regent

My term ends in December 2014. The next Faculty Regent will come from the UP Visayas. The nomination starts in October and the election will be in November. A timetable should be prepared in this regard.

III. Follow Through of Issues Raised by Faculty of the Different CUs During

Consultation/Dialogues Conducted by the Faculty Regent

1. Revisit the guideline for overload teaching and look at the possibility of increasing the honorarium for the same The practice in UP Manila of not applying the “off-hour” rate to overload of faculty administrators has remained uncorrected. There is also the practice in the same campus of not paying the honorarium for overload teaching if the subject concerned has less than five (5) students. This has happened only under the current UP Manila Administration.

2. Look at the possibility of amending the provision(s) of the expanded sick

leave benefits of the faculty It has been suggested that the expanded sick leave benefits of faculty be amended to include those applying for optional retirement provided they have served the University for at least twenty (20) years. At present, this is availed of only by those who retire at the compulsory retirement age of sixty-five (65) years old and if ones gets seriously ill as defined by PHILHEALTH.

3. Review of tuition benefits of faculty

At present, the faculty only get tuition waiver for at most six (6) units enrolled. If they enrol in more than six (6) units they have to pay for the additional units.

4. Look at the possible increase in the rates of lecturers

The last increase in the rates of lecturers was approved by the Board at its 1254th meeting held on 25 February 2010. The practice then was to adjust the lecturers’ rate at par with the adjustment of the salary of the equivalent faculty ranks, subject to availability of funds.”

C. Report of the Student Regent “31 July 2014 On the Rehabilitation on the Damages by Typhoon Glenda to UP Units The Office of the Student Regent (OSR) and the National Executive Council of the

Katipunan ng mga Sangguniang Mag-aaral sa UP (KASAMA sa UP) was holding its year-long planning in UPLB when Typhoon Glenda hit the area, UPLB was heavily affected; UP Diliman and UP Manila also reported some damages. Below are some of the reported damaged infrastructures in various UP units.

The OSR is calling for a complete assessment and rehabilitation of the damage inflicted by Typhoon Glenda to our units, including the immediate communities within UP. In line with rehabilitation concerns, the OSR is calling the attention of the entire UP administration in expediting the system-wide assistance to units hit by Yolanda: UP Tacloban and especially UPM SHS Palo. These units are still suffering from lack of classrooms, dormitories, and facilities which hinder them to resume normal operations. With regards to the response of the student sector, the Office is enthusiastic to report that relief programs have been immediately initiated throughout the system:

Tulong Kabataan in partnership with UPM USC, various organizations, and college student councils (UPM)

Serve the People Brigade spearheaded by UPLB USC, various organizations, and college student councils (UPLB)

UP Visayas Relief Drive by the University Student Council and College Student Councils

On Promoting Good Governance Student Regent Macuha was invited by UP Faculty Against Pork (FacPork), an alliance of university faculty against the pork barrel system, to their press conference held last 09 July 2014 at Vinzons Hall Lobby. During the said conference, the Student Regent expressed disappointment and condemnation in behalf of the student body that several members of the Congress largely benefited from the people’s money through PDAF despite the continuous failure of the government in funding education, health and other social services. SR Macuha was also invited by the NCPAG Student Council to their Lingkod Bayan Series Forum on the Disbursement Acceleration Program (DAP) last 23 July 2014. The Student Regent shared the view of Professor Emeritus Leonor Briones, Professor Harry Roque, and Political Management Specialist Malou Tiquia that DAP was deliberately unconstitutional.

In line with the principles of good governance and accountability, the Office has been actively campaigning that those who are involved with the recent pork scams be held responsible and be charged accordingly. Because of this, SR Macuha supported and co-signed the cases filed against Department of Agriculture Sec. Proceso Alcala for his implication with the PDAF scam. Likewise, SR Macuha also co-signed cases filed against Department of Budget and Management Sec. Florencio Abad Jr., citing the Supreme Court’s decision that DAP is unconstitutional as the basis. Furthermore, in line with the recent Supreme Court ruling, SR Macuha co-signed an impeachment complaint against Pres. Benigno Aquino III. The OSR would like to raise clarifications regarding the statement of the Chairperson of this Board, Honorable Patricia Licuanan, in which she stipulated that the education sector (e.g., UP) benefited from DAP. Such claim irresponsibly misleads the youth, academe, and entire UP community that DAP is a bureaucratic innovation. In truth, however, had public funds been directly allotted to departments, the university would receive the same amount through its annual budget and without associating it with the president’s mere goodwill. On Lucio Tan Legacy Forest of UPLB The College of Forestry and Natural Resources Student Council (CFNR SC) conducted an ocular inspection in a UPLB property in Siniloan, Laguna to determine the impacts of converting the area into the Tan Legacy Forest. There were reports that portions of land in the area was already awarded to local farmers. In addition, the community in the area was also being forcibly evicted; therefore, posing issues of human rights. It has also come to the attention of the Office that the Memorandum of Understanding between UPLB and Lucio Tan has not been raised to this Board yet. Thus, the OSR asks the Office of the Vice President for Legal Affairs to check the merits of the said proposal in line with the naming and land-use policies of the university. However, the OSR shall, in no way, endorse the said Memorandum of Understanding since it blatantly disregards the rights of the community, violates the academic use of land policy of the University, and questions the merits of naming the whole forest to the legacy of Lucio Tan, a known crony of the late dictator Ferdinand Marcos. On the 2012 Code of Student Conduct Several organizations and student councils expressed their dissent on the recently approved 2012 Code of Student Conduct (Student Code or CSC). In addition, the Student Alliance for the Advancement of Democratic Rights in UP (STAND UP) and Nagkakaisang iskolar para sa Pamantasan at sa Bayan (KAISA) have set an appointment to discuss with SR Macuha regarding the approval of the CSC. They decided that the approval of the repressive Student Code effectively hampers exercise of political freedom, the right to organize, and the right to critical discourse. The said issues were the same points raised by SR Macuha during the 1298th BOR Meeting that sadly approved the Student Code, despite him raising his objections.

On the Miag-ao Tricycle Accident (July 2012) This June, during a courtesy call with Chancellor Rommel Espinosa of UP Visayas, SR Macuha asked for updates regarding the unfortunate Miag-ao tricycle accident last 13 July 2012. This accident unfortunately took the lives of UP Visayas Public Health student Alyssa Naranjo and the driver, Mr. Carlito Muzones. Two students, also from Public Health, Bealou Patrishe Galupo and Jimel Tolentino, were then in critical status which prompted Chancellor Espinosa and Vice Chancellor for Administration Nestor Yunque to sign a guarantee in behalf of the said students. According to the Chancellor, it was a measure to ensure that the said lives shall be saved and be given appropriate medical attention despite financial difficulties. Fortunately, the two survived the accident and are currently recovering from their gruesome experience. The OSR lauds with highest regards that swift actions undertaken by the UP Visayas Administration, and also recognizes the help that the UP System Administration led by Pres. Alfredo Pascual and the UP Alumni Association. However, both Chancellor Espinosa and Vice Chancellor Yunque disclosed that they are still indebted at around Php 1.3 million to Iloilo Doctors Hospital and West Visayas State University Medical Center for the medical fees of Galupo and Tolentino. Thereby, the OSR humbly asks the Honorable members of the Board to assist our administrators from UP Visayas in raising this amount. On Socialized Tuition System Last 3 July 2014, the OSR conducted a grievance consultation on the initial result of the Socialized Tuition System held at the UP Diliman University Food Service. Students from UP Diliman, UP Manila, UP Visayas and UP Los Baños, several faculty members of UP Diliman, and a parent of a student in the College of Music attended the said consultation. Among the issues, concerns, and questions raised on the consultation were the following: 1. Several students were put in a bracket beyond their capacity to pay. Representatives

from the UPD Business Administration Council and UPD Engineering Student Council also reported of cases where siblings that input the same information were assessed with different brackets. Last, self-supporting students who were asking whether their income while being working students are being taken against them.

2. The problem on information dissemination and coordination which was already reported by SR Macuha. Several staffers were not informed regarding the release of UP Mail accounts to UPM College of Nursing students. According to the UPM Nursing Student Council Chairperson Irish Palomeno, this hindered one-fourth of their population in applying for STS.

3. Students maintain that the question does not really contextualize their capacity to pay. The parents present also raised the concerns of some vague questions on the STS questionnaire. She also added that she was insulted with how some questions were phrased.

Furthermore, several student councils across the UP System have started conducting their own series of consultation through the month in order to gather the sentiments of students with regards to STS. The said consultation among students, and student councils were the main bases of the motion of the Student Regent to be discussed in the meeting. The Office of Student

Regent, together with the support of the majority of student councils across the UP System, maintains that the Socialized Tuition System is a form of de facto tuition increase and alienates those coming from low income brackets in the university. Furthermore, the students and the OSR may pray to the Honorable Members of the Board to grant the said motion. In the spirit of serving the students and the people, (Sgd.) HON. NEILL JOHN G. D. Report of the Staff Regent

Attended the State of the University Address of Dr. Rommel I. Espinosa at UP Visayas

Discussed with some members of the REPS from UPV the composition of the Search Committee for UP Visayas which has no representative from the REPS. They are worried that their concerns may be left out and are wary of the implication of this in case of the losing candidate will question the composition of the Search Committee which did not follow the prescribed membership written in the guidelines.

Entertained questioned from the member of the staff and REPS regarding promotion which were not cleared in the guidelines. Such questions were forwarded to the Office of the Vice President for Administration: 1. What are the chances of the staff members for rank promotion. Can the unfilled

items in CUs be filled up if there are qualified staff members for the items that can also be tantamount to the promotion?

2. Will ALL SAGAD employees who are recommended for SAGAD grant be given equal amount OR will the SAGAD grant depend on the rating and the number of years of service of the employee?

3. Are those with the rating of 2.21 (equivalent to Satisfactory) be included in the Sagad Grant?

4. There are staff members who have attained step 7 in their salary grade. If they be recommended for four steps, only one step can be credited to them to reach step 8 which is the maximum steps allowed for the items. These despite the fact that they deserve the 4-step recommendation. This deprives the recommendee the remaining three steps which could have resulted to a higher rank promotion but there is no available higher job position. What will happen to the three steps not credited?

5. Is the performance rating the sole basis for the grant of Step Promotion for the staff? What about other accomplishments, awards, and community service, committee and research involvement for the staff, etc.? Will these be not considered in their promotion?

B. Proposed Revisions of the UP Arts Productivity System (APS) Guidelines and Criteria

Below are the salient points of the proposed revisions: 1. Revision of the artistic categories:

1.1 Separation of Music and Dance into 2 categories 1.2 Deletion of the category Scholarly Works and inclusion of sub-categories

of scholarship/scholarly works for all categories 1.3 New artistic categories for evaluation

a. Architecture and Landscape Architecture b. Dance c. Film d. Fine Arts e. Literary Works f. Music g. Radio, Television, and Emerging Electronic Media h. Theater

2. Standardization of the rating scale across categories 3. Increase in the monetary award from P12,000, P144,000 and P180,000 to

P150,000, P200,000 and P250,000 annually for UP Artist 1, 2, and 3, respectively.

4. Emphasis of the “regular” status of applicants to include faculty members, research faculty, REPS and administrative personnel in continuous service for 5 years at the time of application

5. Deletion of the minimum requirement of an MA degree or its equivalent because there are “icons” in their art genres but have no graduate degrees.

6. Inclusion of new award giving bodies for the evaluation of Artists 2 and 3.

It is further recommended that the revision for the monetary award be made effective prospectively for CY 2014 awardees.

A. Proposal to Increase the Honoraria Rates of College Librarians from P2,000 to

P4,000 per month

UP Diliman has proposed to increase the honoraria of college librarians from P2, 000 to P4,000 (100% increase). Justifications: The last adjustment in the honoraria of college librarians was in 2003. The Consumers’ Price Index (CPI) increased from 2003=113.8 to 2014 (May) =

193.4 Thus, an adjustment of P4,000 monthly honoraria for each college librarian is

reasonable. Authority: UP Charter, RA 9500, Section 13(g). Powers and duties of the UP Board of Regents

to fix and adjust salaries and benefits of the faculty members and other employees; adjustment of honoraria by the UP Board of Regents (1199th meeting, 26 August 2005)

Other considerations: The System Fiscal Policies and Operations Committee (SFPOC) discussed the

proposal in its meeting on 24 June 2013, and endorsed the proposal. There are 88 college librarians system-wide who will benefit from the adjustment in

honoraria. Thus, funding required will be P4,224,000 per year (88 college librarians x P4,000 = P35200 monthly x 12 months = P4,224,000 additional funding required per year).

Since there is relatively high mobility among college librarians who are assigned from small to large units and vice versa, depending on need and circumstances, a uniform honoraria is recommended (regardless of being small, medium or large unit) as practiced in the past.

The SFPOC made further improvements, prior to endorsement; and suggested rounding off the amounts to the next highest thousand pesos.

A. University of the Philippines/University of the Philippines Manila/ Philippine General Hospital Health Insurance Scheme (Phase I: Coverage to start with employees in the Philippine General Hospital and UP Manila)

Dr. Jose Gonzales, Director of the UP Philippine General Hospital, presented the

concepts and the implementing guidelines of the UP Manila/Philippine General Hospital Health Insurance Program. A copy of the presentation is on file at the OSU Records.

President Pascual clarified that it would be a pilot run for UP Manila and PGH and their experience will inform the other CUs. UP could also look at the possibility that the health insurance program would replace the current FAPHE. The coverage under the FAPHE is P200, 000 in total while under the proposed health insurance; the coverage is P100, 000 a year for as long as they are employed by PGH or UP Manila.

Secretary De Las Llagas recalled that when the principles and concept of the proposal were initially presented to the President’s Advisory Council (PAC) meeting in 2013, the decision was for PGH to conduct a survey among the employees. PGH was able to comply on the premise that the proposal is going to be presented to the Board for approval.

Chair Licuanan clarified that the action required from the Board was approval of the proposed health insurance program for UP Manila and PGH. A motion for approval was then made, seconded, and was carried.

Regent Montinola reiterated that the approval by the Board was only for the Phase I implementation in UP Manila and PGH; and that it was a trial run that will be subject to evaluation.

Staff Regent Ramirez registered her objection to the program in deference to some sectors of UP Manila that were claiming they were not consulted. In solidarity with the Staff Regent, SR Macuha expressed his objection to the proposal. SR Macuha clarified that he was not against the health insurance per se but his objection were due to some consultation issues and concern on the sustainability of the project.

Board Action: APPROVED for Phase I implementation in UP Manila and the Philippine General Hospital (2014-2016) and subject to evaluation after 2016

D. Request for Waiver of Sabbatical Rules Requirements in Favor of Dr. Antonio F. Gascon, Associate Professor, Institute of Renewable Natural Resources, College of Forestry and Natural Resources, UP Los Baños

Dr. Gascon was diagnosed with Stage 4 Chronic Kidney Disease and is currently

undergoing dialysis twice a week. Dr. Gascon decided to undergo kidney transplant this month and would need time to recuperate from the surgery.

Dr. Gascon started serving the University as Instructor on 1 March 1988. He was

promoted to Assistant Professor on 1 November 1992 and subsequently to Associate Professor on 1 July 2000. His first sabbatical was granted on 1 June 2008 and has served the University for 5 1/2 years since he reported for duty after enjoying the privilege.

The Academic Personnel Board (APB) has evaluated the application for

sabbatical in its meeting held on 25 June 2014. Since the required length of service before the grant of sabbatical has not been satisfied yet, the APB suggested that the college request for a waiver of the rules on the subject.

The President approved the waiver of the rules in sabbatical in favor of Dr. Gascon

on 22 July 2014, subject to BOR confirmation. E. Requests of the UP System Technology Transfer and Business Development Office

Objectives of the Committee: Phase I (7-18 July 2014) Identify the movements among the type of cash funds (General, Trust,

Revolving Funds, etc.) during the period 2011 to 2013 by examining the Balance Sheet and Statement of Cash Flows; and

Phase II (21 July -31 August 2014) Develop a cash flow analysis tool for Accounting Offices to determine

cash balances/availability whenever such information is needed. The Committee shall submit their report to the Office of the Vice President for Planning

and Finance on or before 31 August 2014. The Chair is authorized to designate resource persons and secretariat/support staff for the

committee.

In response to follow up queries regarding the letter-complaint of UP PGH head nurses

and other employees dated 12 May 2014 (attachment), on allegation about the PGH Director’s conduct unbecoming of a public official, the parties are hereby enjoined to use the existing UP grievance procedure (Reference: “Grievance Machinery Procedure for UP Faculty and Non-Teaching Staff”, MVG 03-114 dated 28 October 2003).

The Chancellor of UP Manila shall address the complaints and appeals through the

“Grievance Machinery Procedure fort UP Faculty and Non-Teaching Staff”, monitor compliance by all parties concerned, and submit a report to the undersigned on or before 15 August 2014.

Work-related grievances are best settled at the unit level, through dialogue. The existing

grievance procedure further recommends conciliation and mediation to settle work disputes.

May I also remind all UP officials, faculty and staff of the requirements of

professionalism in government service: “Public officials and employees shall perform and discharge their duties with the highest degree of excellence, professionalism, intelligence and skill.” (Reference: Section 4(b), Republic Act No. 6713, “An Act Establishing a Code of Conduct and Ethical Standards for Public Officials and Employees”).
