GENERAL DESCRIPTION OF THE FACULTY OF ECONOMICS

Faculty

The Faculty of Economics is located in the ancient monastery of San Felice, which was founded in the 8th century AD by the last Longobard King, Desiderio, and his wife Ansa. Gradual restoration of the monastery buildings is under way, and Faculty students already have access to the highly distinctive reading room, which used to be the monastery’s church. Two finely decorated medieval tombs were found inside the church in 1996; one of the tombs contained the earthly remains of the Abbess Ariperga. The room also houses graduation ceremonies. The Faculty Library, which ceilings are decorated with medieval bas-reliefs and frescos, is also situated in the monastery premises.

HistoryThe Faculty of Economics is heir to the original Italian schools of commerce, which were founded in the second half of the 18th century, and subsequently transformed into the various Faculties of Economics and Commerce. This title was given to the Faculty that was founded in Pavia in 1964, and it remained thus until very recently. By today’s standards, the Faculty’s initial educational goals were limited, and graduates were prepared for 2 broad career paths: one in the traditional professions, i.e. managerial positions in banks and other for-profit companies, with an emphasis on commerce and related procedures; the other in the public sector, which required particular competence in law and accounting. Subsequently, the constant burgeoning of world-wide markets, the rapid development of financial markets and the expansion of new information and communication technologies multiplied the professional profiles required by Faculty graduates. In addition to changing its name, the Faculty has faced the need to adapt itself to the new requirements, and hence to diversify the training it offers. Accordingly, and in alignment with the transformations affecting all companies, new three-year undergraduate degree courses, such as Marketing & E-Business, were added to the more general and traditional ones, namely Economics and Enterprise Economics. At the same time, the general and interdisciplinary nature of the Faculty has not been obscured. Over the 3-year undergraduate period, the Faculty offers a general education in the basic notions of Macroeconomics,

THE DEAN’S INTRODUCTORY STATEMENT

The so-called “Bologna process”, aiming at harmonizing higher education systems in Europe, has promoted a strong effort of internationalization in Italian Universities, that started developing academic curricula, specifically devised to allow integrated mobility programs promoting competition and equal opportunities between students and graduates in all European countries. With regards to the Italian experience, at present a little less than 50% of foreign students are concentrated in the Universities of Lombardy. The Faculties of Economics in the region are at the top of the place-list of faculties with the highest attendance of foreign students. In particular, the Faculty of Economics at the University of Pavia records a share of enrolled foreign students greater than 10%, thanks to the combined attraction of this field of academic studies and the peculiar features of the University town, described below in more detail. The international opportunities successfully offered by the Faculty of Economics until now, besides the traditional LLP-Erasmus and Erasmus placement projects, are the ISEP (International Student Exchange Program), the EMBS (European Master of Business Sciences) program and the double- degree program, jointly operated with renowned European higher education institutions. Starting from the academic year 2009/2010 the Faculty will offer a new opportunity for both Italian and foreign students: a graduate course (Laurea Magistralis, substantially equivalent to an anglo-saxon M.Phil. course) labelled «International Business and Economics», entirely taught in English. This course possesses all the requisites of a solidly founded international academic proposal addressed to students wishing to improve their knowledge of business and economic studies at the graduate level. Indeed the first pre-requisite for the success of higher education initiatives is represented by a course of studies in line with internationally accepted qualitative standards, integrated in a network of foreign Universities. In this perspective the University of Pavia belongs to the prestigious Coimbra Group of oldest European Universities and can boast a wide variety of cooperation agreements with more than 500 Universities and research centres around the world. The second pre-requisite for success of international programs is the existence of peculiar reception capabilities of the local University structures. In this perspective the University of Pavia can rely upon a network of 15 historical colleges, which can host foreign students and teachers, contributing to promote a multi-disciplinary and multi-cultural environment and facilitating formal and informal meetings between people designed to enrich their academic

experience. Moreover in 2005 the IUSS (Institute for Advanced Studies) was created to offer talented young students the opportunity to widen their specific academic curriculum with additional courses, seminars and other educational activities. Hence the 9 academic Faculties, the colleges and the IUSS constitute an integrated system of University structures, both at the undergraduate and graduate level, almost unique in the Italian panorama. And finally, last but not least, the reception capability of the town of Pavia is relevant for the success of higher education initiatives, because the learning experience of students during their University studies is based not only on the notions and skills learnt, but also on the development of social, interpersonal relationships and the development of a wide spectrum of cultural and interdisciplinary interest (as the original term Universitas Studiorum actually means). In this perspective, the town of Pavia, located only a few miles away from Milan and its airports, with its historical heritage, its cultural opportunities, its cultural and social events and its excellent quality of life represents an unrivalled place for University studies. In conclusion I believe that the above described features of the University of Pavia ensure that the new-born graduate course in «International Business and Economics» will fulfill the expectations of foreign students aiming to improve their business or advanced economics studies in Pavia and will contribute to promote and expand the international dimension of our Faculty.

In order to access the computer rooms and the wireless Internet connection, the student has to show to the Faculty personnel a document that states that he/she has registered for one or more of the courses offered by the Faculty. All computers are connected to the Faculty server, and students have access to e-mail, Internet, laser printers and a scanner. The computers have software for word-processing, spreadsheets, database, and presentations, as well as specialized software for statistics, econometrics and mathematics. LibraryThe Faculty of Economics Library contains about 40,000 volumes and 300 periodicals related to the fields of economics, politics, management, econometrics, statistics, mathematics and law. Most of the books are placed on open bookshelves. Users have freely access to the material after having left bags and folders in the lockers at the entrance of the library. For a limited number of special volumes, users have to deposit their identity card to the librarian. Periodicals, statistics, encyclopedias, dictionaries, codes and other special publications can not be taken out of the library. There are two catalogues and an on-line catalogue at users’ disposal.

Course Program:the course is divided into two parts:

1) the recognition of administrative facts this part proposes aimes at defining the methods of recognition of administrative facts related to different areas into which the enterprise management can be divided and the recognitions needed at year end for the determination of income of the period and statement of financial position as at year end, along witj the first notions concerning the representation of the values into the forms of profit and loss and statement of financial position enforced by law

2) from the company’s accounts to disclosures according to national GAAP (IT GAAP) and international accounting standards (IFRS). The second part of the course is aimed at defining the process leading to the measurements of assets and liabilities in the statement of financial position, and the related disclosures to be included in the note to financial statements and in the financial review, both with reference to the national and international accounting principles, with particular reference to the following issues:

A. international harmonization and changes in the framework of the financial statements.

Course ProgramThis course is designed to provide students with the basic principles and the main instruments related to the assessment processes activated by business enterprises. Specifically, the course deals with the main measurement theories and with the models used by business enterprises to present financial performances. Finally, the focus will be on:The objectives of financial statements; the main characteristics of the information provided in financial statements (understandability and reliability);the underlying assumptions (going concern and accrual concept);the recognition and the presentation of assets, liabilities and owner’s equity in the balance sheet;the recognition and the presentation of revenues, expenses, gains and losses in the income statement; the cash flows analysis.This course also offers a basic guide to the “double entry book-keeping process”: the basic steps involved in the debit and credit entry process; the general journal.

Some attention is reserved in the last part of the course to the regulatory mechanisms adopted in practice by regulatory authorities. Liberalisation issues and regulatory mechanisms applied in the natural gas sector will then be considered.

Course ProgramThe course introduces the concept of environment in its multiple facets, with particular attention to the strategic role of natural resources for a planning policy both at the organisational and at the systemic levels.the first part provides the framework of development pathways within the current sustainability theories, from the rio declaration to the kyoto protocol, by means of the implementation of a broad range of certification instruments. furthermore, corporate choices are related to the need of buying/selling green or white certificates and co2 quotas.The current economic context requires a detailed examination and evaluation of the energy resources, both traditional and renewable (alternative), with particular focus towards the environmental impact and energy savings related to the use of the most recent technologies. the standardisation and relational issues are considered in the european context.The environmental policy of the european union considers air, water and soils as resources and therefore as economic goods, the management of which in an integrated cycle, allows to pursue conservation and development objectives.The course analyses the basic principles and characteristics of the market for those commodities that are useful for the production of the organisation, with particular reference to the different supply sources and therefore their costs, from which depend the organisation results.

Educational AimIllustrate the most significant resources of a production cycle. within the working plan of organisations. to develop evaluation and decision capabilities as a function of the economic and environmental consequences.

Educational AimThe course presents the theoretical models proposed by economists to analyze the main issues of economic policy, with particular reference to the debate about the role and desirability of stabilization policies. These models are then applied to the study of the actual problems of the Italian economy and the operation of monetary policy in the Euro area. The methodological approach adopted in the course is both historical and analytical, with the aim of showing the student that each issue may involve different viewpoints and that the discussion of any actual problem necessarily implies the use of a theoretical model. This approach then tends to stimulate the development of the students’ critical attitude towards the structure and properties of the theoretical, alternative models currently used by economists.

Course ProgramThe course is divided into three parts: the first part of the course is dedicated to the different political economical theories, from the neoclassical theory to the new Keynesian macroeconomics. The main point is the continuous contrast between State intervention and laissez-faire.. The second part is dedicated to the discussion of the main actual problems of the Italian economy: the real growth, the balance of payments and exchange rate behaviour, public finances, inflation, unemployment. The third part consists on the definition of objectives, strategies and ways of operation of the monetary policy in

The detailed program of the course is as follows: A- Part one - Market failures according to the neoclassical theory, micro and macro interventions: monopoly, public goods, externalities, imperfections and absence of markets, growth and public economics, cyclic fluctuations and money.- Keynes and the methods against mass unemployment: the relative role of fiscal and monetary policy. - Neo Keynesian and policies of income stabilisation: effects of fiscal policy, both in open and closed economy. - The theory of economic policy: objectives and instruments, decentralizations of the decisions, choices in conditions of uncertainty (Poole)- Monetarism and the inopportunity of stabilisation policies: discussions about crowding out. - The new classic macroeconomics and the inefficacy of stabilisation policies: rational expectations and the role of economic policy, effects of announced and unannounced policies, Lucas’ critic, temporal incoherency, rules against discretion in the economic policy, persistence of shocks, disinflation without costs, the role of credibility in macroeconomic policies; individual ultra-rationality and Ricardian equivalence; fiscal policy and inflation.- The new Keynesian macroeconomics: prices and wages inertia and desirability of stabilisation policies; supply shock and policy options; costs of disinflation, asymmetric information, rationing of the credit and transmission of the monetary policy. - Some marginal positions: disequilibrium theory, the supply-side economics, financial orthodoxy, the new school of Cambridge. -B - Part two - The process of growth of the Italian economy during the second post-world war and its features. - Evolution of short-run and the prospective of cyclical analysis; the economic police in a structural and cyclical context; possible limits to the growth process of the Italian economy.- The balance of payments as a possible constraint to the growth: the role of the current account and movements of capitals, conditions of sustainability and financial instability related to situations of high and continuous current deficit, the general Thirlwall model, currency liberalisation, interest rates and movements of capital. - The evolution of the Italian public finance: real and monetary effects

Course ProgramThe course is divided in two parts:In the first part once the main functions of the public sector are defined, according to the traditional Musgravian distinction, the causes of market failure are analyzed: in particular, the existence of public goods, externalities, monopoly and natural monopoly, asymmetric information. Then, the tax theory is considered in depth, including the main types of taxes, the ensuing economic effects and the distorsions created by the tax system. Finally, some insights are provided in the theory of fiscal federalism and the sustainability of public debt.In the second part of the course three different topics are addressed.

Course ProgramThe course is divided into two parts. The first one consists of a traditional survey of the historical evolution of economic thought since mercantilism until contemporary ideas; the second one is dedicated instead to the examination of the nature and the role of money according to the different schools of though in order to highlight its relevance or irrelevance with respect to the actual working of the real economic system.
