EXPANDING PARTNERSHIP TO UZBEKISTAN

Different from its approaches in the past, Universitas Hasanuddin took the initiative in establishing partnership to a higher education institution in a country that has no prior partnership with the University, and universities in Uzbekistan became a significant target. The bilateral relations between Uzbekistan and Indonesia has been maintained since the presidency of Soekarno, therefore holding great potential for higher education institutions to establish partnership. In responding to such a possibility, Prof. Dwia Aries Tina Pulubuhu, along with several officials of Universitas Hasanuddin, attempted to seek new partnership with universities in Uzbekistan, between the dates of 14-18 November 2019.

The delegation of Universitas Hasanuddin intensively discussed language collaboration with the Indonesian Ambassador to Uzbekistan, Prof. Sunaryo Kartadinata. Representing Universitas Hasanuddin, the Rector stated that the aim of the visit was to establish

partnerships with higher education institutions in Uzbekistan, which can facilitate a varied number of partnerships in the fields of education, research, student and lecturer mobility programs, and other vital activities deemed necessary. Unhas is committed to establish partner-ship, especially to countries that have the potential to advance further the needs of the university in achieving human resources development. In response, Prof. Sunaryo Kartadinata expressed his sincere

support and provided assistance in bridging the universities.

Rector of Universitas Hasanuddin first signed a Memorandum of Understanding with Tashkent State University of Economics (TSUE), Uzbekistan. TSUE became a significant target for Universitas Hasanuddin, as it is one of the biggest universities in the field of economics in both Uzbekistan and Central Asia. Throughout the meeting between TSUE and delegation of Unhas, both universities focused on aspects of the partnership that could be elaborated for future collaborations. Among the partnerships discussed, some include in the field of research (double degree programs, international class), joint research, student and lecturer mobility, and other academic activities.

After concluding the MoU with TSUE, Delegation of Universitas Hasanuddin continued to seek the establishment of partnerships with other higher education institutions in Uzbekistan. One of the agendas is to internationalize partnerships for academic fields of humanities and social sciences, to further increase the research span of academics in the Faculty of Social and Political Sciences. Such an aim was realized with an MoU between Unversitas Hasanuddin and Samarkand State Institute of Foreign Languages (SSIFL). SSIFL greeted the visit of Universitas Hasanuddin delegation positively, as they were accepted by Dr. Ilkhomjon Tukhtasinov, the Rector of SSIFL, along with several key officials of SSIFL.

As a public university, SSIFL has been known to focus on the social fields of language and culture in the state of Uzbekistan. It has developed a reputation as one of the most advanced higher education institutions in the field of foreign languages in Central Asia. Prof. Dwia stressed the active role that Faculty of Language and Culture, Universitas Hasanuddin will have in maintaining the relations between both universities in the close and distant future.

Not only in the fields of economics, language, and culture, Universitas Hasanuddin further sought to solidify partnerships with other higher education institutions, specifying in a different variation of specialization. Establishing partnership in the fields of tourism became another target during the

educational visit of Universitas Hasanuddin officials to Uzbekistan. In developing the field of tourism, Universitas Hasanuddin signed an MoU with Silk Road International University of Tourism (SRIUT).

Focusing on the field of tourism can be attributed to a number of reasons. The development of globalization in the 4.0 era correlates to new and emerging challenges that will require a non-mainstream approach to respond. Tourism among the challenges that will be faced by civilization is one that is the most pressing, especially considering the potential figures of tourists that will double, based on the predictions of the United World Tourism Organization. Specifying the field of partnership, SRIUT is regarded as a significant higher education institution that focuses on this specific field.

SRIUT is a university that focuses on the development of tourism knowledge in Uzbekistan. It was established to utilize the natural resources and cultural heritage of Uzbekistan effectively. The fields of collaboration agreed with SRIUT were not different from SSIFL and TSUE, which includes partnerships in the fields of education (double degree and programs for international class), joint publication, as well as student and lecturer mobilization programs. But specific to SRIUT were in the fields of conducting conferences and events related to tourism, culture, and language programs.

Following the series of universities visited, the officials made the Bukhara State University Uzbekistan (BSU) as the last university to visit. Accepted by the Rector of BSU, Prof. Obidjon Khamidov, BSU was established in 1930, and currently educates approximately 6.500 students, with 400 lecturers. It currently has 12 different faculties, including the faculties of Philology, Pedagogy, Tourism, Physics-Mathematics, History and Cultural Heritage, Military Education, Foreign Languages, Arts, Agronomy and Biotechnology. In comparison to the universities of SSIFL, TSUE, and SRIUT, partnership with BSU is considered a partnership that focuses on multidisciplinary fields of education.
