T he 7th Vibrant Gujarat Summit, from the 11th to 13th January,

2015, at Mahatma Mandir, Gandhinagar, Gujarat, India, has begun

in good time by the Government of Gujarat after the Vibrant Gujarat

2013 Summit's resounding success. The last Summit has given an example of a

visionary approach of the Government of Gujarat towards inclusive and

sustainable development. The sixth edition of the Summit provided enormous

prospects to the State to display its strengths, progressive stand, initiatives taken

to improve governance, investor friendly climate and art & culture of Gujarat.

Six summits held so far have been a resounding success that immensely

contributed to transformation of Gujarat into a 'Global Business Hub'. The

brand 'Vibrant Gujarat' began as an 'Investors Summit' but has now evolved

into an ideal platform for knowledge sharing, social and business

transformation. The Summit gradually evolved into a round-the-year investment

promotion exercise with events scheduled well in advance of the main Summit

MEGA is a proposed mass-transit rail system for the cities of Ahmedabad and

Gandhinagar. The special purpose vehicle company was established in February 2010 and the Phase-1 of project was approved in October 2014. MEGA aims to create a landmark metro rail project not only for the state of Gujarat but for the entire country. MEGA is committed to deliver most cost efficient metro within the shortest time span possible in the country. Seamless connectivity, minimum land acquisition, world class state- of-the-art infrastructure, fastest implementation, least construction cost are some of the key features of the project.

The Phase I of the project with total length of the route is approx

35.2 km, which includes 28.2 km elevated and 7.0 km underground section having 32 stations along this route. There will be two corridors in Phase-1:

1. North South Corridor starting from Motera Stadium to APMC via Sabarmati, AEC, Sabarmati Railway Station, Ranip, Vadaj, Usmanpura, Ashram Road, Nava Gandhidham, Madalpur, Paldi, Anjali, and Vasna.

2. East West Corridor starting from Thaltej Gam to Vastral Gam via Thaltej, Doordarshan Kendra, Gurukul Road, Commerce Six Road, Stadium, Ashram Road, Shahpur, Gheekanta, Kalupur Railway Station, Kankaria East, Apparel Park, Amraiwadi, Rabari Colony and Nirat Cross Road.

In 2003, Gujarat Infrastructure Development Board carried out the

study for urban transport between Gandhinagar and Ahmedabad. It also carried out a detailed project report through Delhi Metro Rail Corporation and RITES and submitted it in June 2005 and received Central Government approval the same year. The estimated cost of Rs 4,295 crore and the study of viability of project was abandoned in 2005 to give priority to the Ahmedabad BRTS and Regional Rail system projects. In 2008, considering the future developments in and around Ahmedabad and Gandhinagar, the project was revived and new corridors were designed to make the project viable.

The special purpose vehicle company, MEGA Company Ltd, was established by Government of Gujarat on February 4, 2010, with Rs 200 crore. Later in 2014 it was decided that the Central Government will own 50 per cent of the company. It was on on October 19, 2014, that Union Cabinet of India approved Rs 10,773 crore for Phase-1 of the project.

MEGA: The Vision & MissionTo provide safe, fast and eco-friendly rail based mass transit services to the public at affordable rates while simultaneously catalyzing dense and orderly urban growth. The Ahmedabad - Gandhinagar Metro rail project is being promoted with the objective of providing safe, fast and eco-friendly transportation services to the public at affordable rates while simultaneously reducing the congestion on the roads. The metro rail project will promote integration with AMTS, BRTS, Railways and other modes of public transit system.

The Government of Gujarat is committed to ensure that the dividend of the rapid economic growth reaches

the weakest sections of the society. This is reflected in the policies and programs directed towards sustainable human development.

GIFT, a Public Private Partnership between GUDCL (Gujarat Urban Development Company Ltd) and IL&FS (Infrastructure Leasing & Financial Services Ltd) is currently shaping a new dream, one that is marked by audacity, and is focused on making Gujarat one of the world’s most hospitable places for living and conducting business. The venture known as GIFTCL (Gujarat International Finance Tec-City Company Limited) is empowered to undertake the development and implementation of Gujarat International Finance Tec-City (GIFT) Project.

The Gujarat International Finance Tec-City (GIFT), located on the banks of the Sabarmati River, 12 km from Ahmedabad’s Sardar Vallabhbhai Patel International Airport and 8 km from the State capital Gandhinagar, is soon to become the world’s first GIFT and the first integrated smart city being built from scratch that will sprawl across an area of about 886 acres with its total built-up area being about 92 million square feet. It has been planned for sector specific SEZ for multi services having total area of about 261 acre with minimum 50 per cent area

for processing area. It will have a high-quality city environment and world-class infrastructure.

The project has been globally benchmarked with hi-tech and International Financial Centres for Financial Services and other multi-service sectors. It is expected to become a hub for IT/ITeS International Financial Services Centre (IFSC), aspires to cater to India’s large financial services potential by offering global firms world-class infrastructure and facilities. The GIFT Project encompasses a multi-service SEZ with international as well as domestic financial services centre, corporate offices, a trade centre, and associated infrastructure, including housing. It aims to attract the top talent in the country by providing the finest quality of life all with integrated townships. It has the potential for generating around 0.5 million direct jobs and an equal number of indirect jobs. Considering the global status and recognition to be achieved by GIFT, the project would inherit some

unique identities by way of its planning and scalability factors.

The preliminary design envisages development along the Sabarmati River. There will be green belts interspersed with the concrete structures. With lot of green areas, the city will be a pleasant sight. A common theme will run along the entire landscape, while maintaining the individual character of different zones.

It will most probably be the Movement Axis and a Recreational Axis that will define the city’s structure. The Movement Axis will divide the city into SEZ and non-SEZ regions and Recreational Axis will demarcate the areas between SEZ Processing and SEZ Non-Processing areas.

The total area of the project, work on which began in 2010, will be nearly 886 acres. It is being developed in three phases over 12 years. The scale of the project’s implementation can be gauged by the fact that, at today’s rates, it will involve investments to the tune of INR 78,000 crore over the next 12

years. This includes INR 20,000 crore for infrastructure d e v e l o p m e n t , INR 30,000 crore for building apartments and utilities and INR 20,000 crore for interiors.

In June this year, GIFT completed financial closure, raising INR 1,157 crore, out of INR 1,800 crore required in the first phase. The balance of nearly INR 615 crore came from internal accruals.

The project will include 120 high-rises of 20-30 floors each. Each set of towers will be linked by a collapsible bridge to deal with emergencies. The first tower of 122 meters height was completed in 2013 and 70 per cent of its area has already been occupied by different financial institutions. The second tower, also 122 meters high, will be inaugurated in February 2015.

Key Governance Aspects of GIFT City Project: This project has set up special purpose vehicles to implement critical utility components through major private sector participation. They will deliver smart deliver services in the segments: transport, water, power, solid waste management, cooling, ICT, Intelligent buildings, GIFT urban monitoring system, and real time GIS applications.

The DMIC Corridor

The DMIC project is aimed at the development of futuristic industrial cities in India with a strong economic

base, which can compete with the best manufacturing and investment destinations of the World to activate local commerce, enhance foreign investments and attain sustainable development along the 1500 km DFC. The DMIC will be a high impact industrial area within 150

km distance on both sides of the Dedicated Freight Corridor (DFC) between Delhi and Mumbai, with an investment potential of USD 90 billion. It will be developed as “Global Manufacturing & Trading Hub”. In the close proximity to the Gujarat International Finance Tech City (GIFT) and the Petrochemicals and Petroleum Inv Region (PCPIR), the Corridor

km) of the planned DMIC route is through Gujarat (Ahmedabad- Dholera), pegged at an investment of USD 90 million and more than 60 per cent of the investment is likely to be in Gujarat. Of the 24 nodes planned along the corridor, six nodes – two investments regions and four industrial areas have been proposed in Gujarat.

Infrastructure investment opportunities: Development of high-speed railway corridor, a four and six-lane Expressway, three ports and six

airports for connectivity. Developing mega industrial clusters area covering about 200-250 sq km, intelligent transport system, logistics parks, industrial townships and integrated transport systems and utility corridors. These projects are likely to generate 8,00,000 million jobs and will house 2,000,000 people by 2050.

The Delhi-Mumbai Corridor (DMIC): Building IndiaDelhi Mumbai Industrial Corridor will be a high impact industrial area within 150 km distance on both sides of the Dedicated Freight Corridor (DFC) between Delhi and Mumbai, with an investment potential of USD 90 billion. It will be developed as 'Global Manufacturing & Trading Hub'. Thirty seven per cent of the planned DMIC (DFC route) is through Gujarat, covering around 553 km; 18 out of 26 districts of Gujarat will be benefitted and six industrial nodes will be created within the state as part of this project.

Smart Grid DevelopmentThe Key to Smart Cities

Like cell-phone users, people may be able to pick a plan for electricity consumption. The Uttar Gujarat Vij Company

Ltd (UGVCL) will roll out India's first modernized electrical grid, or the smart grid, in Naroda and Deesa in North Gujarat by April 2014. The pilot project will study consumer behaviour of electricity usage and propose a tariff structure based on usage and load on the power utility. Eventually, it will be rolled out across the state to disincentivize power consumption during peak hours. New meters embedded with SIM cards will be installed in 20,000 residential and industrial units in Naroda to monitor data every 15 minutes on how a particular consumer uses power. The smart grid was first implemented in the US for efficient transmission of electricity. Like the internet, the

smart grid consists of controls, computers, automation, and new technologies and equipment working in unison. These technologies work with the grid to respond digitally to the consumer's dynamic electricity demand. The smart grid will work on the 'time of day' concept, based on which tariffs will be set. For example, if the demand is at peak during 7 pm to 11 pm, the tariffs will be higher for that period. This will help us curb power theft substantially. In a 50-50 partnership, UGVCL, along with the Central Government, will invest Rs 48 crore in the project to set up new infrastructure, meters, servers and analytic systems for smart grid.

GETCO (Gujarat Energy Transmission Company), the transmission arm of the power sector has been consistently

building up transmission network capacity and today, GETCO owns 46554 CKM and 1272 substations ranging from 400 KV to 66 KV. This has been achieved through well defined project management process and capital investment of more than Rs 6,000 crore in the 11th Five Year Plan (FYP).

In an another pioneering sustainable energy project, the Gujarat Solar and Smart Grid Development Investment Programme (Facility Concept) Project, a Multi Tranche Financing Facility (MFF) will develop the transmission and distribution network in Gujarat. Support has been provided for grid-connected solar PV to meet day-time demand in rural areas (including agriculture) and for distribution of electricity through smart high voltage distribution system (S-HVDS) in two distribution companies. In addition, transmission evacuation and grid stabilization related infrastructure including solar power transmission would be developed. ADB announced the Asia Solar Energy Initiative (ASEI) to catalyze 3,000 megawatts of solar power generation projects. The programme is to be implemented in phases depending on the progress of ongoing and proposed solar power investment in Gujarat.

At a time when living in urban India means traffic snarls, crowded streets, long queues for almost

every civic amenity and limited residential accommodation, a smart city seems like a pipe dream. Dholera, about 100 km from Ahmedabad, is one such city to be developed as Dholera SIR (Special Investment Region) and as the First Smart City to be developed on the Delhi-Mumbai Industrial Corridor (DMIC). Dholera Sir to be on one of the prime locations on the DMIC will benefit the most.

Dholera Special Investment Region (DSIR), one of the most ambitious projects of the Gujarat Government, was notified in 2009 as a special investment region under the Gujarat Special Investment Region Act. Dholera SIR is to be developed as global hub of economic activity, which will be supported by world class infrastructure, premium civic amenities, centers of excellence and proactive policy framework in Gujarat. Geographically Dholera is in proximity with the coastal line, covered by water on three sides, namely, on the east face by Gulf of Khambhat, on the north side by Bavaliari creek and on southern side by Sonaria creek. This is the first SIR of its kind in India proposed for a large size investment region and industrial area.

This DSIR is the 1,483-km-long Delhi-Mumbai Industrial Corridor (DMIC) project passing through

six states. The Dholera SIR is the node in Gujarat for the proposed Dedicated Freight Corridor (DFC) between Delhi and Mumbai. It falls within limits of the Ahmedabad district and comprises of an area of 920 sq km spread across 22 villages (19 villages falling in Dhanduka taluka and three Barwala Taluka). The project is being developed by the Delhi Mumbai Industrial Corridor Development Corporation Limited (DMICDC) with a funding of about 4.5 billion US dollars from Japan. Spread over an area of 35,000 hectares, the project will be implemented by the Gujarat Infrastructure Development Board (GIDB), the nodal agency.

It is ideally located, well-connected with a total area of 920 sq. km of which 567.39 sq. km could be developed. Strategically located, Dholera will have the advantage of being connected to Ahmedabad through a proposed Metro rail and an expressway, while an international airport is also planned outside the special investment region, near Navagam.

Land acquisition for roads and other common infrastructure amenities has begun. The city will have its own Effluent Treatment Plant. The project’s proximity to Ahmedabad has provided Dholera with a strong location and connectivity advantages, having a vibrant manufacturing base and a proactive investment scenario.

DSIR connectivity to cities of Ahmedabad, Bhavnagar and Mumbai by the National Highway - NH 8 is a lead benefit. In addition, Dholera itself has good connectivity with NH 8, Anand and NH 8A to Bagodra, augmenting Bagodra-Bhavnagar, Bagodra- Surendranagar-Radhanpur links. Part of the Golden Quadrilateral, the 500 km Mumbai-Ahmedabad-Vadodara Express way also connects the region. In order to make the region more assessable, an airport and a port are proposed. for the development of port site. Rail connection is being planned for Dholera, while the nearest meter gauge connection is Bhavnagar (34 km) and the nearest broad gauge station is Tarapur (103 km). And the distance of DSIR from the major industrial cities: Mumbai at 516 km, Delhi 815, Surat 278, Jamnagar 313, Rajkot 225 and Gandhinagar at 128 km has added advantage of connectivity.

DSIR: The Project DevelopmentIt has been envisaged that

the DSIR will include clusters of electronics, high tech and emerging technologies, pharmaceuticals and biotechnology, heavy engineering, automobile and auto ancillary industries, general manufacturing, metals and metallurgical products, agro and food processing, IT/ITES along with tourism and education sectors. The project is to be developed in three phases of 10 years each. Phase 1, 2 & 3 shall comprise of urban area of 11,505 hectares, 12,045 hectares and 10,147 hectares respectively.

The project is self-governed in the economic region enjoying full support of the government and full potential for private sector participation with the logistic support of the DMIC-DFC linked with efficient rail and road network. The project site has empowered mechanism for administration, autonomy in operations, flexibility in decision-making, freedom in planning, is committed to adopt best practices. It has the full potential for private sector participation and a fully developed environment and framework for PPP and PSP modes mainly related to BOT, BOOT etc already operational has a single window clearance facility and dispute resolution mechanism in place in the area. The DSIR development has been

planned as a compact city where resources like water and land have been treated as scarce resources. According to officials, of the total notified area, about 325 sq km falls under the Coastal Regulation Zone and about 128 sq km is agricultural land. Hence, area that can be developed is 422 sq km, which will include industrial, residential and commercial areas. In spite of being an urban centre, this city will not have traffic issues, queues or congested residential apartments.

The tec-supported infrastructure has been designed to provide world-class civic infrastructure that will focus on: Residential areas complemented by public transportation; Preservation of agriculture land; People; Open space and green networks and Tech-supported civic Infrastructure.

IT major Cisco is undertaking a feasibility study before the actual work begins. The city will use ICT for management of urban amenities like drainage, traffic, water supplies among others. This will make it a smart city for the next generation and the city will take 30 years to complete. The first

brick may be laid in a year’s time. DSIR will soon be developed as global manufacturing and trading hub i.e. the engine for economic resurgence of the country. The Development Plan, taking into account the DMIC objectives and goals, should focus towards creating and enabling environment to protect local industries, enhance investment climate, improve quality of life, upgrade human skills, create world class infrastructure and attract global investment, build industrial parks, townships, knowledge cities and world class transport service foreign markets infrastructure for road, rail, hospital, water, sanitation, tourism, and hospitality. It also has the potential for development as a multi-modal transportation hub due to lesser distance to all the northern Indian States. The Project goals are to double the employment potential, triple industrial output and quadruple exports from the region in next five years.

Gujarat: Subsequent to a huge shift of economic growth and opportunities to emerging economies,

particularly in Asia, managing and retaining key talent has become important for sustainable growth. Organizations are being forced to rethink their talent pipeline and transform their HR function to deal with new priorities and risks. A study commissioned by UN-Habitat's Global Urban Youth Research Network reported that in less than six years from now, India would be the world's youngest country, with the median individual below 30 years of age. The impact of technology and need for innovation continue to demand new skills in new places. A clear plan for global talent mobility alongside the development of strong local talent is vital. The paradigm shift has also brought new regulatory obligations, transformed our view of pay and incentives, and refocused our definition of employee engagement. Talent shortages are already biting as there is lack of key skills as a major challenge. The drawback leads to either, cancelled/delayed a strategic initiative, were unable to pursue a market opportunity or could not innovate effectively. It has now become more difficult to hire workers in their industry. Business leaders across the country feel that they have the greatest challenge recruiting and retaining

SKILL TRAINING PLACEMENT MAP OF GUJARAT

Gujarat constitutes five per cent of Indian population and contributes 16 per cent to India's GDP. The investment climate and industry friendly policies have made Gujarat an industrially vibrant state. Gujarat is among the few states in India to attract investments and create jobs. In Gujarat, self-employment and entrepreneurship plays a vital role in generating the employment and corporate houses could benefit by participating in industry led skill development programs. In the last decade, Gujarat has taken several strides in enhancing youth with skill development. Be it revamping ITI structure, giving jobs letters to ITI educated youth or focusing on soft skills, the tireless efforts of the Gujarat Government in skill development have delivered phenomenal results. The Kaushalaya Vardha Kendras were awarded the Prime Minister’s Award of Excellence in Public Administration in 2013. Other initiatives Aajeevika – National Rural Livelihood Mission, Sakhi Mandals / Self Help Groups (SHGs) in the state Mission to empower women in financial literacy for women, so that they can make

informed choices; Universalization of SHGs; Build federations of SHGs, and register them as formal institutions and set up MIS and innovative monitoring systems. Short-term courses by the State Industries, Mines Department, the Tribal Development Department of the State government with the PPP model and UMEED initiative of the Urban Development Department are some of the successes that the state achieved in skill.

The National Skill Development Mission estimates a requirement of 50 crore trained work force by 2022 wherein Gujarat targeting to train 2.5 crore youth, comes to train 25 lakh individuals per year. In the next five years, GLPC targets to screen 40 lakh candidates and provide employment to 10 lakh candidates from various sectors. Districts like Ahmedabad, Surat, and Rajkot, etc, have huge potential pertaining to skill development.

GLPC associations in the Skill Training Placement Sector: GLPC is involved in promoting livelihoods in the skill training placement sector by implementing short term training courses, strategic partnership and direct placement to the beneficiaries through various Central and State level schemes.

PRIDE: This is an online portal for Skill Training Placement initiatives, jointly developed by GLPC Ltd. and NIC – Gujarat State Centre. This system captures all details of placements generated through Government-sponsored skill and training programs which focuses on avoiding duplication of trained and placed candidates. The objective of PRIDE is to create an overarching integrated

As Gujarat is on its way to becoming an automobile hub, it is essential to provide the skill set required to cater to the growing demands stemming from this industry. There will be specialized training programmes for girls as part of this

initiative launched by the State government. In Gujarat, nearly 1,16,000 students get training at the ITIs, of which nearly 55,000 are girl students. One hundred and fifty skill development centers meet the rising demand from the industry established at Industrial Training Institutes. The center of excellence will provide specialized training for students targeted to the industry application.

As a landmark in higher education the Government of Gujarat signed an MoU with Siemens India at Mehsana for INR 817 crore to establish six Centers of Excellence (CoE) in the Engineering Faculty of higher education in the colleges across Mehsana, Patan, Rajkot, Morbi, Bhavnagar and Jamnagar to

enhance engineering skills. More than 69,000 engineering youth will get opportunity of excellent higher education and employment. Five CoE are already operational at Pt. Deendayal University, L.D.Engineering College and IIT Gandhinagar at Ahmedabad; Maharaja Sayajirao University at Vadodara and Surat Engineering College. The MoU was inked during the VGGIS 2013 for setting up six CoE on public-private partnership at a cost of 500 crore rupees in five engineering colleges in the state. The 13 CoE in engineering colleges and ITIs have been set up with the co-operation of private sectors. Around 50,000 engineering students will be benefited with the five new CoE.

For example, we are not aiming to attract investment from Maharashtra to Gujarat, instead, we invite the businessmen of Maharashtra to come to Vibrant Gujarat and find partners, meet delegates from different parts of the country and the world and have joint ventures even in Maharashtra. We are making it a big platform for business,” said Patel.

Gujarat Chief Secretary D. J. Pandian said: “We want to make Vibrant Gujarat a global knowledge forum where everybody can come, share knowledge and know how to do business and how to invest. 'Mai Pradhan Mantri nahi, pradhan sevak hoon', he said, making the nation believe he is for them, by them, and indeed, one of them.

Modi's recent national initiative and programme to transform India into a global manufacturing hub, Make In India, has met with much reciprocation from all quarters. This campaign aims to take India to new heights by inviting countries to invest and manufacture in India. With focus on innovating, producing and manufacturing in India, Modi's interest and involvement in the project will ensure it smoothens the processes that will give the much-awaited, greatly anticipated, boost and push to various sectors and areas of manufacturing in the country.

The sectors are wide and all encompassing including automobiles, aviation, defence manufacturing and construction to food processing, textiles, tourism and hospitality to ports, railways, highways and space. This is a message to the world to let know how prospects of doing business in India will now not only be smoother, but less complex and more accurate with processes being faster.

Modi's stress on the need for improving human resources also fosters growth in empowering Indians across. His emphasis on reducing paperwork and enabling fast movement on projects could be another cause for business growth and enthusiasm that in coming years will ensure a Vibrant India. Modi's continued interest in launching campaigns and projects relevant to India and Indians and encouraging change wherever necessary and mandatory, are also helping him reach his vision and aims that involve growth of not just his countrymen but also those from far and beyond.

100 SMART CITIESA ‘smart city’ is an

urban region that is highly advanced in terms of overall

infrastructure, sustainable real estate, communications and market viability. It is a city with information technology as its principal infrastructure and the very basis for providing essential services to its residents. There are many technological platforms involved, including but not limited to automated sensor networks and data centres. Though this may sound futuristic, it is now likely to become a reality as the ‘smart cities’ movement unfolds in India.

A smart city offers a superior way of life to its denizens, and one where in economic development and activity is sustainable and rationally incremental by virtue of being based on success-oriented market drivers such as supply and demand. They literally benefit everybody, including denizens, businesses, the government and moreover the environment.Smart Cities in India

In India, the cities that have on-going or proposed smart cities include Kochi in Kerala, Ahmedabad in Gujarat, Aurangabad in Maharashtra, Manesar in Delhi NCR, Khushkera in Rajasthan, Krishnapatnam in Andhra Pradesh, Ponneri in Tamil Nadu and Tumkur in Karnataka. Many of these cities will include Special Investment Regions or Special Economic Zones with modified regulations

and tax structures aimed at making is easier and more attractive for foreign companies to invest in them. This is an essential factor for success for smart cities in India, because much of the funding for these projects will have to come from private developers and from abroad.

The smart city concept is not without challenges, especially in a country like India. For instance, the success of such a city depends on its residents, entrepreneurs and visitors to the city becoming actively involved in energy saving and implementation of new technologies. There are many ways to make residential, commercial and public spaces sustainable by ways of technology, but a high percentage of the total energy use is still in the hands of end users and their behaviour. Also, there is the time factor – such cities can potentially take anything between 20-30 years to build.

The most anticipated moves of the 2014 budget - the inclusion of the decision to build 100 new smart cities.

Although the smart city model is relatively new in India, they are receiving increased support - both from within India and from other countries extending an arm of assistance. Singapore is one such country, with vast smart city experience, to offer a helping hand. With India key to Asia's security, Singapore has a vested interest in the success of the initiatives and

this comes on top of the role it hopes to play in India's infrastructure development.

France too has committed to supporting the drive, during a meeting between the French Foreign Minister Laurent Fabius and Indian Prime Minister Narendra Modi, who is largely responsible for the vision.The Smart Cities Programme

Though urbanization is inevitable, and will only change when the benefits of urbanization overtake the costs involved, it is an opportunity for the BJP government for achieving faster growth. Efforts towards achieving smart solutions have been initiated. An estimate reveals that about USD 1.2 trillion will be required over the next 20 years across areas - governance, energy, environment, public security, transportation, IT and communication and buildings to build smart for the next five years, 2014-2019.

Spotlight of the Programme rolled out in 2014-15 fiscal:

• USD1.2billionallocatedtodevelop modern satellite towns around existing and the FDI norms relaxed.

• These proposals are likely tobe reviewed by a committee before approval by the Central Government. The approval process would have two stages. In the first stage, cities and states would have to submit an Integrated Smart City Development Plan, based on the Smart City Reference Framework.

• Thereafter, cities would besanctioned an initial amount for preparation of professional and comprehensive project reports. Under the second stage, the Project Reports would be evaluated by designated Project Management Units and finally approved by an Empowered Committee.

• In a boost to India's 100 smartcity programme, the US will help India in developing three such cities apart from joining hands with civil society and authorities to provide clean water and sewage facilities in 500 cities in the country.

• The three cities are Allahabad,Ajmer and Vishakhapatnam. This announcement was made after India's Prime Minister Narendra Modi and US President Barack Obama agreed upon the same.

The government has already moved forward to initiate the Smart Cities Programme Initiatives The Indian Government plans

to develop 100 smart cities and in this regard an allocation of Rs 7,060 crore was proposed in the Union Budget.

The Centre has framed and listed conditions for getting Smart City Label:

• Cities along the coast, hills aswell as those having a population between one to four million could be among the 100 to be developed as Smart Cities.

• Union Ministry of UrbanDevelopment has circulated a draft concept note to State Governments on a set of proposed conditions for eligibility for the smart city tag.

• Proposals for approval ofsatellite cities, cities of tourist and religious importance as well as cities in the 0.2-1 million population range have been sought.

Gujarat has a vibrant society of entrepreneurs and businessmen. That is why in India it is a favoured

Contemporary Israel is an example of what a creative society is like. Israel has just eight million citizens, with a population and area about the size of a large Indian district. Israel was established in 1948. It was then a poor and struggling society surrounded by hostile forces. But it developed spectacularly thereafter. Between 1980 and 2000 the number of patents registered in Israel was nearly 8,000 compared with less than 400 for all the Arab countries combined. In 2008 alone Israeli inventors applied to register some 10,000 new patents versus less than 6,000 for all Muslim majority countries combined. Israel has more scientists and engineers as a percentage of its population than any other country and produces more scientific papers per capita than any other country. Its civilian R&D is among the highest in the world as a share of GDP. Internationally, Israel is a leader

in the use of solar energy, water conservation, geothermal energy, software, communications, space technology, life sciences, etc. Six Israelis have bagged the Nobel Prize since 2002. Besides, Israel boasts several internationally known musicians, writers and film makers. For its size, it also has the largest number of business start-ups in the world.

My excursions into history, anthropology, economics, social psychology, management and so forth led me to identify nine factors that can promote society-level creativity. Briefly, the first factor requires the availability in the society of certain kinds of resources, mainly a lingua franca and quality

institutions of learning and research. The second factor requires certain social norms, particularly a scientific approach, an innovationist mindset, and a strong work and cooperation ethic. The third factor requires social diversity coupled with open dialogue about differences. The fourth factor requires pro-active challenge facing by the rulers. The fifth factor requires competition in the market place as in a competitive market economy, and in the political arena, as in a robust democracy. The sixth factor requires rising quality of life and capabilities of the relatively poor and disadvantaged sections of society through investments in health, education, welfare, infrastructure, civic services etc., for promoting upward mobility, empowerment and widespread self-actualization. The seventh factor involves the removal of social blocks, such as discrimination against women and low caste or class of people that can have far-reaching, mostly positive social consequences. The eighth factor requires enlightened and innovative management of such major institutions of society as the Government, educational and health institutions, and the media. The ninth factor requires high interactivity between people and between institutions, not only within the country but also with people and institutions abroad, through trade, media,

tourism, etc.Amongst these nine factors, the eighth is particularly

important for Gujarat. Innovations in governance can yield rich dividends quickly. An innovative paradigm of governance called New Public Management or NPM can, if adopted by Gujarat, make it scale new heights of excellent governance. The core principles of NPM that have emerged over the past few decades are the following: 1. Professional management of government bodies and the use of various NPM tools and techniques for this purpose, through a device called agencification of government.2. Performance accountability through a computerized Performance Management System that delivers periodic snapshots of departmental performance on a number of quantitative, qualitative and impact indicators.3. Participation of stakeholders in apex level decision-making of government bodies through departmental boards that represent key stakeholders and domain experts.4. Extensive use of communications technologies, particularly computerization in the delivery of public services.5. Bolstering of people’s voice mechanisms through, for example, surveys of citizens concerning their satisfaction with government services.6. Preference for innovation over status quo in government organizations by instituting awards for innovation and by engaging in widespread brainstorming by groups for innovations that improve services and cut costs.7. Public-private-civil society partnerships to increase resources and management capacity, and extensive but transparent outsourcing to cut costs and bring in professional provision of services.8. Expert, consensus based policy making and emphasis on periodic review of policies by experts to improve them and eliminate outdated ones.9. Emphasis on self-regulation, expert regulation, and avoidance of excessively bureaucratic regulation; emphasis on periodic professional and participative review of regulations; the use of Regulatory Impact Assessment to improve regulations and get rid off useless or harmful regulations.

Several of these principles are in use in Gujarat, though to variable extents. Most of these principles are now being utilized fully not just in the West, but also in Asian countries like Malaysia, Singapore, Thailand, South Korea, and Japan, several South American countries and Ghana. The most innovative and important of these principles is agencification (number 1 above). In Gujarat, as elsewhere in India, it is yet to be used to any significant extent. It quickly brings in professional and highly effective management in government.

Agencification is the process by which most of the activities of a ministry or department of the

Government are entrusted to professionally managed government bodies called executive agencies. Agencification incorporates most of the principles of NPM. Agencies are headed by experienced CEOs, selected on a competitive basis and for a fixed tenure, and their emoluments have a sizeable performance-linked component. They are selected for familiarity with the domain of work of the agency. They have considerable autonomy through a mandate document, and performance

accountability in terms of quantity, quality and the impact of the agency’s activities ensured through a computerized Performance Management System. A customers’ charter and a grievance redress mechanism ensure that each agency is responsive to its customers. Each agency has a board of supervision consisting of the representatives of its major stakeholders.

Through agencification, the change is from bureaucratic slowness, rigidity, resistance to change, apathy towards the employees of the organization and the public, to timely action, helpfulness and concern in dealing with both the employees and the clients of the organization, and from maintaining the status quo to innovation and change. For this reason, after it was tried out in Britain, ‘agencification’ has spread widely to over 50 countries, though with appropriate local adaptations. In Britain nearly 80 per cent of former government employees are now employees of agencies. As an expert survey of 127 British executive agencies concluded, “The agency model has changed the landscape of government. Extremely flexible, it provides the most responsive and accountable framework for delivering executive functions from within central government.”

An example of the innovations a bureaucratic government body may make once it is agencified is provided by Inland Revenues of Britain. This large body is responsible for collecting taxes and duties. After agencification, the agency merged assessment and collection of taxes in an area into a single location to reduce the hassles faced by taxpayers. It organized over 200 Taxpayer Enquiry Centres to help taxpayers with information and advice. It increased the use of Mobile Enquiry Centres to reach the disabled and the people living in remote communities. It designed a nation-wide telephone support service to give taxpayers access to free advice of experts in filing their returns and paying their dues. It re-designed forms and information brochures to make them taxpayer-friendly.

‘Agencification’ seems to represent the best hope of making government administration innovation-oriented, efficient, economical, sensitive to citizens’ needs and staff needs, participative, clean, objective and agile. If adopted in Gujarat, it can cut down governance costs, corruption, delays and hassles of doing business, and brighten the prospects of Gujarat becoming one of the world’s most attractive investment destinations.

Together, business and art are building collaborative trade that pushes the boundaries of possibility.

When one encounters a successful and thriving business economy, the most overlooked area seems to be the soft and intangible aspect - the soft infrastructure,

the art and cultural atmosphere of a destination. In fact, one can only sense the not so obvious space of art.

Thriving businesses create healthy communities, and the arts, music, sports, entertainment certainly create the base, as Charles Handy in his famous book, The New Alchemists, points out - “There was something in the air in Florence in the 15th century and in Athens two thousand years before that. It didn’t last forever but at its peak those cities attracted and bred great innovators in the arts, philosophy, government and warfare. These people fed off each other. So it may be with Dublin today, the city at the heart of the Irish Renaissance, a time when Irish theatre and music, as much as business is having a heyday.”

Businesses, likewise, are becoming increasingly reliant on softer infrastructure that creates environments for innovation, inventiveness and creativity. The arts inspire to think creatively and creativity is the source of innovation. Whatever be your area of focus, interest or work when visiting a new city/country, you cannot ignore the fact that the attractiveness of a place does contribute to making it a successful business destination, however insignificant the so-called artistic angle may seem.

If you try to do things on your own, you will not get things done as quickly or as effectively as you could if you embrace the Indian way of doing things and that is through your circles of friends and relationships.What could 'make' or 'break' you Gujarat is a family-friendly state; they love it here and I am very excited to raise my family in Gujarat. For the expat, especially a Western expat, there is one word and idea that will either 'make' or 'break' you in India: expectation. If a Westerner comes to India while subconsciously carrying expectations from his home culture(s) and tries to force and expect things to happen the way they are used to in his land, he will encounter frustration. But, if he comes to India keeping in mind he is a guest in an overwhelming land of excitement and diversity, it will release him from unfair expectations and allow him to enjoy and learn a new culture and way of doing things. If Westerners can learn to appreciate the Indian ways and recognise that there isn't necessarily a 'right' or a 'wrong' way of doing things in terms of work styles (these are cultural preferences), this will make the stay in India, however long or short, most memorable in this most fascinating

country and culture!Nothing like the garlic chutney here!As an American, I have a very special relationship with food here. I often joke with many of my friends from India that America is in existence because of Indian food. Christopher Columbus set sail for India in search of the world famous spices to make European food more tasty, and he took a wrong turn! Subsequently, America was 'discovered', all because of masala. I am a foodie and I love both veg and non-veg Indian food. Because Gujarat has a special place in my heart, I must recommend to you to taste dhokla, undhiyu, the Gujarati thali, and my favourite garlic chutney. For the expat business people, ask one of your Gujarati peers to have their mother or aunt make you some garlic chutney. You will write and thank me for this advice! If you are in Ahmedabad, my two favourite thali places are Agashiye at House of MG and at Pakwan.Here, a penny saved is a penny earnedDoing business in India is challenging. Some of the best business minds in the world are Gujaratis. It's also said that the sun never sets on the Indian diaspora. And many of these men and women who are part of the Indian diaspora are Gujarati and involved in some sort of business. There are many Gujarati business people in America; they are hard working and have built wonderful lives. They will fight for every penny, as everyone should. A famous American, Benjamin Franklin, once penned that “A penny saved is a penny earned”. I think he must have had a close Gujarati friend he learned that from! If you want to do business in India, be prepared to look into every penny. There's much to travelKutch is one of my favourite places in Gujarat and the

white desert there is enchanting. I also love Sasan Gir to see the Asiatic lions; then I love riding my Enfield up to Mt. Abu. Also, the roads along the coast are always a nice get-away from the big city.

Why I like being in Gujarat...Being in Gujarat and India has let me realise that the world is much bigger than my country or anyone else's country. The world truly is flat, and to be able to live in Gujarat is and has been a very unique experience. Another aspect is that Gujarati culture is very different compared to many other cultures in India and you actually have to travel to other parts of India to realise that. Here, we have made some wonderful friends who will be friends for life; people of Gujarat are warm and welcoming, especially when you as the expat make attempts to understand more about the culture and people here.

Gujarat-Netherlands: Investment both sidesHead of Mission, NBSO, Job Glas talks about Netherlands - Gujarat ties, business, projects and why he finds Gujarat home

How has working in Gujarat been after being in your home country/other countries before?I consider Gujarat home and that is a compliment to the people of this state. I have also experienced the business-oriented attitude of the Gujarat Government and the enterprising spirit of the Gujaratis which is a big plus. As an entrepreneur/owner of three companies who is working on an assignment for four years for the Government of the Netherlands, it is a great environment to be part of. Through the safety, good education and a city which has a lot to offer my family also feels at home.

How has business and communication improved between Netherlands and Gujarat over the last few years?In the last 400 years (Surat was the first Trade post of the Dutch) business and communication was part of our mutual habits. The last few years a more active approach has been developed in getting more business to Gujarat which is clear in the number of business people from the Netherlands coming to Gujarat and Gujarat business people going to the Netherlands and the investments happening on both sides. Since Gujarat is one of the most industrially developed states of India and the desire of Gujarat to become an “make in India hub” for South Asia. The strategic location of both geographical areas creates opportunities to work together on knowledge, encouraging cooperation with universities, creating knowledge-based jobs and attract foreign students in the field of several sectors. The Netherlands is the fifth largest investor in India.

What have been your key focus areas?Port, Logistics & Maritime Sector are key. As a hobby I do sea-sailing and this is the sector where I get the most energy from. The match between the Netherlands and Gujarat is a natural one and last year a lot of interaction was done to create a path for business.Agriculture, that's a key area for the Netherlands

and a huge potential for India to grow and prosper of developed technologies is agro. The Netherlands is research country number one in this field and the Netherlands is the second largest exporter in the world. If you do the math of export per person then the Netherlands is 10 times better than the number one (“The USA”).

Being a partner country you must have a list of possibilities and opportunities to build trade relations.The Netherlands will have a good presence as a partner country but the masala must be eaten when the food is ready; in other words during Vibrant Gujarat we will do announcements, sign MOUs and partnerships. More then 200 Dutch companies are doing business in Gujarat (among them large Dutch companies include Philips, DSM, Shell, Unilever and Shell).

talk about Cycling and the city of Amsterdam and sports. Every Dutch person has around two bikes; our prime minister goes to office on bike and this is a very healthy habit to bring to Gujarat, especially during winters. For example, if you want to build or change a road you need to have permission from the Cycling Committee in the city of Amsterdam. If more people cycle during winter and make it safe it would be great for the environment and great for the health of people and the city.

Tell us about the Drinking Water Project (DIWALI).Water related challenges in India are growing strongly by economic growth and climate change. There is a great need for innovative solutions. The Netherlands has a strong knowledge and innovation base due to high investments in R&D for water technology. Many new applications and technologies have been developed over the last years. The Dutch Ministry of Economic Affairs has a partnership with the Indian Department for Science & Technology (DST) in the field of water called DIWALI (Dutch Indian Water Alliance for Leadership Initiative). A cooperation with the Netherlands on addressing water challenges is of great strategic and economic importance. This offers opportunities for technological cooperation between Dutch and Indian private and public parties. The first project of DIWALI has started in Gujarat: The New Urban Sanitation concept separates the organic pollution from urban (or industrial) wastewater. The wastewater is fed into an electro treatment reactor where flocculation of the organic fraction occurs. After the reactor the flocs are separated from the water by means of sedimentation or filtration. The water is discharged (for irrigation purposes). The sediment is mainly organic sludge and can be digested in an anaerobic digester. The produced biogas energy can be recovered from the wastewater. A biogas driven turbine generates electricity which is used for membrane ultra and nano filtration of polluted ground water. The fertilisers in the digestate are used for farming application. The technology setup generates electricity from wastewater, minerals from the digestate and drinking water. The end result will be a joint production hub in Gujarat to produce New Urban Sanition concepts and the pilot is being implemented.

In September, 2014, Chinese President Xi Jinping visited India and was in Ahmedabad where he was welcomed by Prime Minister Narendra Modi. Among various important issues, including the

PM's urge to resolve border dispute and discussions on opportunities in trade and infrastructure, a sister city agreement between Ahmedabad and Guangzhou was signed. The Consulate General of India in Guangzhou, Nagaraj Naidu Kakanur, tells us what are the focus areas and shares plans for the next few years.

Tell us some of the important features of the sister city pact signed between Ahmedabad and Guangzhou during the Chinese President Xi Jinping’s visit to Ahmedabad in September, 2014?Chinese cities have a long history of tying up with cities of other countries to promote people-to-people contacts, tourism, cultural exchanges, economic engagement and mutual visits by senior leadership of the cities. The recent “sister city” agreement between Ahmedabad and Guangzhou cities also aims at enhancing engagement across all sectors between the two provinces.

What were the key components considered when signing this treaty?The areas of cooperation are very broad; the agreement is forward looking and dynamic in nature. Mayors of the two cities could meet and discuss areas of cooperation which among others could include investments, operation of direct flights between the two cities, tourism promotion, cruise visits between Guangzhou and Mundhra ports, investments, cooperation between municipalities on urban development, exchange of trade delegations, participation in exhibitions etc.

Aspects where Ahmedabad could learn from Guangzhou? The areas of focus are usually decided by the Mayors of the two cities through mutual consultation. Details

of projects once agreed could be shared between the municipalities and specific officers designated in each city to carry out further discussions on such agreed projects. There are lot of things that Ahmedabad can learn from Guangzhou. Firstly, in the area of urban planning, the city of Guangzhou with a population of over 14 million has effectively managed the problem of migration from rural areas. The city has ensured that its overall aesthetics are preserved. Detailed attention is paid to greening of the city, maintaining of water bodies, water recycling, waste disposal, urban transportation, creation of industrial and knowledge clusters, tourism etc. In each of these areas, I see a number of projects for cooperation.

Please elaborate on the cultural angle and its importance in making this pact a success.On the cultural front a lot can be done by the two cities. Ahmedabad could conduct tourism road shows in Gujarat and attract Chinese tourists to the city. Today China is the world’s largest source for outbound travel. It is estimated by the end of 2014 over 100 million Chinese travellers would have travelled all over the world. If Ahmedabad is successful in attracting even 0.1 per cent of this outbound tourism flow, it would convert into one lakh tourist arrivals from China alone, giving a huge boost to the Ahmedabad’s hospitality industry. In this regard the city of Ahmedabad could encourage India airline operators to commence direct flights between Ahmedabad and Guangzhou. Gujarat has tremendous tourist potential and Chinese travellers are keen on exploring new destinations. 2015 is being celebrated as the 'Visit India Year' in China. The Ahmedabad Tourism administration should make full use of this opportunity and participate in tourism events that the Consulate will be organising throughout next year in different Chinese cities. Cultural troupes from Gujarat can also be part of such road shows to showcase the rich culture and traditions of Gujarat. Give us a brief outline of plans and projects for the next two years. The plan for cooperation should be prepared by the

Municipalities of the two countries. The Mayor of Ahmedabad Meenaxiben Patel on her recent visit to Guangzhou had discussed two projects with the Mayor of Guangzhou.One of the projects relates to a Bio-diversity Park in Ahmedabad and the other relates to a water recycling project. Information relating to the projects have been shared with the Guangzhou municipal government. Hopefully, we will see some traction on these projects in the coming months.

How does this help and contribute towards the Make in India campaign? An important aspect of the recently concluded 'Ahmedabad-Guangzhou' sister city agreement is the cooperation in the business sector. A large number of Gujarat-based businesses are already operating in Guangzhou. However, most of these businesses are importing from China for export to India. Ahmedabad could consider organising investment road shows in Guangzhou in which all these businesses could be invited and encouraged to set up manufacturing units in Gujarat, rather than merely exporting to Gujarat and other states of India. These businesses could be encouraged to bring their Chinese counterparts (from whom they source) to set up joint venture units in Ahmedabad or other districts of Gujarat. I would also

encourage the Ahmedabad administration to have an officer designated to handle all investment queries from Guangzhou or China for that matter. This would also enable the Consulate to push for greater investments into Ahmedabad. What is also needed is a list of “investment projects” with details of the project including land availability; water and power situation; availability of skilled workers; average salaries; situation of existing infrastructure; connectivity to ports or nearest railway station; quantum of foreign investment; preferential policies if any; return on investment, contact person, etc. Every Chinese city has a brochure of such “investment projects”, which are even placed in hotel rooms. This enables every visitor to know about the business and investment possibilities. Once the Consulate receives these “investment projects”, the Consulate will organise road shows in various cities under the jurisdiction of the Consulate to promote Chinese investments in Ahmedabad and other cities of Gujarat.

From the time it was set up in 2013, Gujarat Innovation Society is on to its next stage of growth now. It has been in talks with the government on the role of innovations and the government has

helped set up a State Innovation Council to facilitate participation and encourage innovation, especially in micro, small and medium scale industies, besides any public, private, institution or individual's interest and passion to innovate. GIS is also working at strengthening its number base and for the first time Gujarat has taken lead in getting experts and innovators on board of the Innovative Council. Being a member of the Innovation Council, I am witnessing the expansion plan it has undertaken. It is for the first time that the State government, under Vibrant Gujarat, has taken the initiative to conduct a symposium on the subject of Innovation at a global level this year.

Normally, when we talk about Innovation, it relates and elaborates upon the area of a particular innovation. Like, for example, when talking about an innovation in the area of healthcare or automobiles, we have experts talking and elaborating on that subject alone. This time we have Nobel Laureates who may have a Nobel Laureate in Climate Change, for example, but we will get to hear them speak on this and beyond. Every speaker will deliberate as much as 70 per cent on what is innovation, how innovation happens, how one can turn into an innovator and the rest will be the subject-specific innovation talk on whatever is their area of innovation, be it in pharma, textile, healthcare, e-governance, etc.

This way people will get to absorb ideas and learn methods of innovation in general instead of hearing out details of just a particular innovation which may or may not be either of interest to them or even as useful. We also have a network dinner on January 12, which is again a first of its kind in India. We are in talks with the Government to allow us to do it in a different fashion. It will have a seating arrangement and every 20 minutes the menu and a few people's seating place will change. This will help facilitate better communication between a larger number of people and ensure positive and wider networking.

It is interesting to note that every individual is a born innovator and entrepreneur but sadly we use these skills only during crisis. To know and to believe you can do it is extremely important. Besides, no matter what work we do, in life each one of us is thrown into a role almost all of a sudden and the only solution sometimes we have is to innovate and do the best we can then. How we plan and do that which suddenly comes to us makes innovators of each one of us.

Tell us the primary reason for your focus on Aviation in Vibrant Gujarat 2015. More than 90 per cent of the roughly 2,40,000 civil aircraft registered in the United States are General Aviation aircrafts. And of the nation’s approximately 6,25,000 pilots, an estimated 5,00,000 fly General Aviation airplanes. North America has over 20,000 landing facilities available for use by pilots of general aviation aircraft. In comparison, scheduled flights operate from around 560 airports in the USA. General Aviation contributes more than 150 billion US dollars, accounting for 1.2 million jobs in professional services and manufacturing. India, on the other hand, does not have a dedicated airport for General Aviation operations. All airports in India are currently designed and operated to cater to airline operations. General Aviation requirements need appropriate and not the airline type regulations. In India, number of General Aviation aircraft have surpassed the number of airliners, and growing faster at over 10 per cent rate. General Aviation needs are not given due consideration in aviation policy/airport facilities planning and operations in India.

Compared to the rest of the nation, Gujarat has lesser contribution to aviation industry in terms of manpower. How can that be enhanced?Gujarat could be pioneer in developing the much required facilities for General Aviation if a dedicated General Aviation airport is created.

You are planning a General Aviation port for cargo and other chartered flights flying in and out of Gujarat. What are its requirements and benefits?First of all, the requirements at a General Aviation

airport include that it be manned 24 hours, have sufficent parking, fuelling services, arrangements for airport, passenger and baggage security, air traffic control services, reasonable repair and maintainence services, ground handling services, airport security and crew accommodation. Then, the activities at the General Aviation airport include uninterrupted movement of General Aviation aircraft, flight training operations, maintenance and production, air ambulance and air taxi services, regional airlines operations, police/pipeline patrols, surveying and resource management, alternate airport for diverted flights/flights in emergency. General Aviation in Gujarat would also come with some benefits, including social benefits. It will generate employment and wealth, will have the ability to serve larger markets and impact business operations, influence investments, and support tourism. Besides, it would contribute to sustainable development, provide access to remote areas, deliver humanitarian aid and ensure quick reaction in case of natural calamities. Once fully operational, the General Aviation airport will generate 4,000 to 5,000 well-paying direct and indirect employment in Gujarat. It would have substantial revenue generation from airport services, ground handling, parking & navigation charges, advertisements, airport hotel, etc. Also, aircraft maintenance services will be a constant source of revenue.

What is the kind of support you seek from the Gujarat Government?We need about 800 acres of land suitable to develop meaningful and futuristic facilities. It should be free of any roads, railway line, power lines, rivers or canals. It should also be within reasonable distance from Ahmedabad/Gandhinagar with good road connectivity and free of any environmental issues.

Would there be pilot training for students in Gujarat?Yes, today many Indian airline companies are hiring foreign pilots. This shall be able to train Gujarati and Indian pilots for Indian as well as foreign airlines. This project will conduct Private Pilot & Commercial Pilot courses which are already being offered by its partner organisation, Ahmedabad Aviation & Aeronautics Ltd.

Tell us about the Aviation Park. The general aviation airport itself will be an aviation park as it will also house some of the aircraft component manufacturers as well as aircraft maintenance and service centres.

Please share key aspects regarding this project.There are some peculiarities of General Aviation: there is no fixed schedule, on-demand availability is required. Currently, most Indian airports are open for two to 10 hours of the 24 hours. General Aviation operators

either have to adjust timings as per opening/closing time of the airport or pay heavy charges. Parking space is always an issue as airports are designed only to cater to the number of scheduled flights operating at that airport. Crew accommodation, transportation, ground handling facilities, etc. for General Aviation is not available at most Indian airports. Reduction of regulatory burden will greatly increase General Aviation's contribution to economy and development of air transportation infrastructure.

What is the proposed budget for this? How do you plan to start off?The proposed budget will depend on the kind of support we get from the government of Gujarat. We plan to start off the moment we get required land from the government.

The energy source for the future is being incubated in Gandhinagar. Scientists of the city-based Institute of Plasma

Research (IPR) are contributing to the heart of the world's biggest Tokamak fusion reactor. The ambitious project, called International Thermonuclear Experimental Reactor (ITER), is the biggest scientific collaboration on the planet and is being set up in Cadarache in Southern France.

India is contributing to building the cryostat and vacuum vessel, which is the heaviest and the largest part of the ITER reactor where the fusion will take place. This is the biggest scientific collaboration known to humankind and will produce unlimited supplies of cheap, clean, and safe energy from atomic fusion.

The ITER project is based on the Tokamak concept of magnetic confinement, in which the plasma is contained in a doughnut-shaped vacuum vessel. India is providing 54 segments of the cryostat vessel of the giant reactor. The fuel - a mixture of deuterium and tritium, isotopes of hydrogen - is heated to temperatures in excess of 150 million degrees Celsius forming hot plasma.

The main feature of the 180 hectare ITER site in France is a platform spread over 42 hectares on which the reactor rests. It will be a kilometre long and 400 meters wide eventually. In effect it will be the size of 60 soccer fields. The Tokamak reactor will be slightly taller than the Arc de Triomphe in Paris. The ITER project began in 2010 in France and has 35 nations collaborating. India, through IPR, has been a part of the project since 2005. The ITER Agreement was signed by China, the European Union, India, Japan, South Korea, Russia and the United States.

The construction of the cryostat workshop (110 metre long, 44 metre wide and 27 metre high) is nearing completion at the ITER site.

India's contribution to ITER is 10 per cent. But since

India is part of the core fusion group of countries, it will have access to the entire method of erecting and operating a fusion reactor at the end of the ITER experiment. India is among the fast growing economies and our energy demands will be huge. As fossil fuel reserves deplete, fusion will be our lifeline.

India will be one of the significant creators of the reactor which will weigh 23,000 tonnes - as heavy as three Eiffel Towers - with a plasma volume of 840 cubic metre. Beginning December 2015, the first of the ITER cryostat's components will arrive on the

site from India. The first plasma in the ITER reactor is expected in 2022-25. The temperature within the gigantic machine will, therefore, reach 10 times the temperature at the core of the sun.

Harnessing Fusion Energy IPR's SST-1 uses magnetic confinement process in which huge magnetic and electric fields are used to heat and squeeze hydrogen plasma in the Tokamak reactor. This heating turns hydrogen gas into plasma. The plasma gets squeezed by superconducting magnets, thereby

allowing fusion to occur. The most efficient shape for the magnetically confined plasma is doughnut.

Reliance Industries (RIL) has joined hands with Russia's SIBUR to set up a butyl rubber manufacturing plant in Gujarat.

At present, Reliance Industries has a poly butadiene rubber (PBR) plant in Vadodara that produces about 80,000 tonne per annum. SIBUR and RIL entered into a joint venture arrangement in February 2012. Jointly owned company Reliance Sibur Elastomers Private Limited was then set up, in which the Group owns a 25.1 per cent stake. This joint venture was established for the development of a butyl rubber production facility in Jamnagar with a capacity of 120 ktpa. The project is currently at the design and procurement stage and the construction works are expected to be completed by the end of 2016.

Evgeny Griva, CEO of SIBUR Petrochemical India said that for the petrochemicals sector, bilateral cooperation between Russia and India will be particularly fruitful. He added that India's petrochemical industry is already rapidly developing but there is increased scope for further growth as oil and gas processing

companies look at monetizing byproducts of oil and gas production. He also mentioned that this is exemplified by SIBUR and RIL's construction of a butyl rubber manufacturing plant in Jamnagar, in which model is one of strategic cooperation - RIL's oil refinery will provide the raw materials for production and SIBUR the technology.

Griva mentioned that India is now seeing a wave of tenders for new petrochemical processing technology held by major players - ONGC and GAIL, amongst others. Demand for products is growing as the industry is developing, and India will soon need to increase its imports.

India is the world's fourth largest consumer of elastomers (a type of polymer) after China, the US and Japan, and demand in China and India is growing at a faster rate than in America where it remains stable. Demand for synthetic rubber in India has more than doubled over the last few years, according to market analysis.

informed that seven new medium-sized Japanese companies plan to set up manufacturing plants in the Japanese Industrial Cluster at Vithalapur village in Mandal taluka of Ahmedabad district.

These automotive ancillary firms include Mitsubishi Aluminium's M A Extrusion, T S Tech and Roki-Minda, besides around four others which plan to begin operations soon. These companies would provide parts to auto giants like Honda and Suzuki which are being set up in that region. He further mentioned that M A Extrusion, T S Tech and Roki Minda will commence operations by the end of March 2015. Three to four other firms will begin operations within six months.

Vithalapur and the nearby Hansalpur village have emerged as Gujarat's auto hub, attracting Japanese auto giants to set up their plants. Maruti Suzuki India Ltd (MSIL) plans to set up its plant in Hansalpur,

This center has become MEI's fifth such center in India after Pune, Gurgaon, Bangalore and Chennai. At least seven new medium-sized Japanese companies plan to set up manufacturing plants in the Japanese Industrial Cluster at Vithalapur village in the district.

"Earlier, we signed an MoU with the Gujarat Government to develop the Japanese Industrial Cluster. These new Japanese firms will provide auto parts to auto giants. For example, T S Tech is a motorcycle seat manufacturer, while Roki Minda manufactures air filters," said Kitamura.

With Modi's 'Make In India' campaign, Gujarat's manufacturing sector seems to only be growing further.

The AK-47 assault rifle, the first choice for peace-keepers as well as a deadly weapon for terror groups across the globe, is all set to fire rounds of production in Gujarat.

Kalashnikov officials recently met key state officials for preliminary discussions and plan to visit during Vibrant Gujarat Summit 2015.

The development comes in the backdrop of Russia expressing keen interest in Prime Minister Narendra Modi's 'Make In India' campaign. Apart from oil and gas, agro-processing and logistics, defense products manufacturing is a key area where investments could flow.

Kalashnikov, founded in 1947, is headquartered in Izhevsk, Russia. Currently, AK guns and its variants are manufactured in over 32 countries. Over 100 million AKs are pegged to be in use across the world. It has been recently rebranded as 'Kalashnikov Concern' — positioning it as a weapon of peace and calm.

The company has also inquired about the legal formalities and other incentives. They have also inquired about land which will have a testing range. The State government has referred the proposal from Kalashnikov to the Centre; the Union Cabinet recently approved raising FDI limit in the defence sector to 49 per cent.

Digital entertainment player KSS plans to invest Rs 90 crore for rolling out 180 screens in 80 locations in smaller cities over the next five years. KSS Miniplex is a division of KSS which

"We are planning to invest Rs 90 crore in our miniplex business, expanding our reach to smaller towns of Gujarat, Maharashtra, Uttarakhand, Punjab, Chhattisgarh, Uttar Pradesh, Madhya Pradesh among others," KSS Miniplex chief executive officer Mridul Vyas told news agencies.

"There is a huge opportunity to expand in smaller towns than in metro cities because the occupancy ratio in these cities is almost 60 per cent which is more than double of any multiplex or theatres of metro cities," he said. "We will be rolling out over 180 screens covering around 80 locations in the country in Tier-II and Tier-III cities within next five years and each property

The company, which is listed on the BSE and has already produced more than 30 features films, is looking at coming up with an IPO next year to fuel business expansion. The company is exploring various options to fund Rs 90 crore investments including assessing the market once all clearances are in place.

KSS currently has around 80 screens under various stages of implementation. Besides, 17 screens of KSS Miniplex are operational and 13 screens will be added by the end of the current fiscal. An additional 50 screens will come up by March, 2016, and the remaining by March, 2017. KSS expects a quantum jump in its revenue. The profitability of the current portfolio (KSS share) is around Rs 20 lakh per screen per year.

"With operational screens set to grow manifold over next five years, we will witness a significant growth in revenue, the scope of services also covers assistance in revenue generation from the box office, F&B, education and in-cinema advertising," he said.

The 1600 km coastline of Gujarat with 48 ports lacks skilled labour in ship-repairing in spite of the existing infrastructure available for ship building and breaking yards. To fill this

gap, the Pentagon Marine Services is planning to develop a shipping hub in Gujarat for ship repairing and maintenance facilities. This Mumbai-based firm, established in 2004, offers services in ship and crew management along with the repair and inspection of ships. The hub is likely to be set up by 2018 with an initial investment of Rs 50 crore. The company has tied up with a Singapore-based firm for technical assistance to set up the hub in Gujarat, which will provide maintenance and repair facilities to around 50 to 60 ships annually. The place to develop the shipping hub will soon be identified by March 2015 and is likely to be in operation by 2018. The company will also provide a maritime training course to labourers working at various state ports.

craftpersons involved in their making to processes that lead up to the final product. “Each clothing is a souvenir,” says Jainam, sharing the reason behind the brand's emergence. “To us, the culture of the brand and its fabric are important; besides, we wanted to revive arts and crafts and empower families where age-old traditions were dying or those who had to take up other jobs instead of where their expertise lay in. The process, fabric, concept, integration of NGOs involved in the making of these apparels and related products, basically the back-office works, are most important.Numbers on the rise“There was no scope for a lot of families in this industry who now have a direction, and that is how we expanded our production set-ups in cities including Bangalore, Delhi, Kolkata, Jaipur, etc. We started off with one designer but now have about 28-30 designers who are constantly working towards designs keeping in mind the brand's philosophy and our global clientele,” says Jainam.

Not the product, the journey leading to it is importantThe team at Bhu:sattva is well qualified with people rooted across India; like the entire silk production is carried out in Assam and Bhagalpur. Jainam elaborates, “We have the certification body who certifies our land that is cultivated to suit the requirements of our product and support its journey. We have NGOs working in South India, in Coimbatore for example, who look into the entire production; we have also tied up with mills for contract farming and have our team of handloom workers. We have adopted villages, farmers, weavers, in making our product. Our crux is the journey that goes in making the fabric – from contract farming of organic cotton and silk to manufacturing, designing, etc, all is looked into by Bhu:sattva. The product is not important for us, the story and its journey, those hundreds of hands at work to create these products, are what matter. There is a lot that goes in this concept that touches lives at various stages.”
