Project details

• Pre-feasibility and master planning for the project is completed by Halcrow of UK. Dholera SIR is notified for 22 villages and total administrative area is ~ 920 sq. km. out this the urbanizable area is ~500 sq. km. and the developable area is ~360 sq. km. Regional Development Authority (RDA) has been constituted for the project. Town planning for the project is also underway. Anchor tenants are in place and MoUs have been signed for investment worth Rs. 1 lakh crore.

• The proposed greenfield project is strategically important being close to the upcoming Dholera SIR, which falls under DMIC. It will serve logistic requirement of the SIR and nearby cities. It is located between Ahmedabad (80 km) and Dholera (20 km).

• The government has reserved about 7,500 ha of land for the project. Government has obtained site clearance from Ministry of Civil Aviation for the project and a detailed project report has been prepared by Airport Authority of India. A Special Purpose Vehicle (SPV) has been created by the government to expedite development.

Project brief

Dholera SIR (DSIR) is expected to witness rapid industrial development. The water demand in DSIR is estimated at ~ 250 MLD in phase-I and is expected to grow up to 947 MLD in 30 years. The government plans to meet this demand from various sources and one such source is recycled water.

Project details

The project envisages to tap 500 MLD of waste water available after secondary treatment on west side of Ahmedabad city for non potable usages in the SIR Region. The recycled water shall be transmitted through two parallel pipelines to storages proposed in the SIR. Presently studies have been initiated for the project.

Gujarat is the first state to enact the SIR Act in 2009. This act enables the government to establish, develop, operate and regulate SIR(s). As per the Act, SIRs will have an area of more than 100 sq. km. Besides, Industrial Area (s) have been defined as land parcels of more than 50 sq. km.

SPECIAL ECONOMIC ZONES (SEZs) - GUJARAT

India was one of the first countries in Asia to recognize the effectiveness of the Export Processing Zone (EPZ) model in promoting exports, with Asia's first EPZ set up in Kandla in 1965. With a view to overcome the shortcomings experienced, and to attract larger foreign investments, GoI enacted the Special Economic Zones Act in 2005.

Gujarat has 55 SEZs covering an area of approximately 30,954 hectares. Presently there are 16 SEZs which are in operation, covering an area of ~17,295 hectares. Government of Gujarat has always been proactive in supporting industry and industrial development. It has provided policy framework and support to industrial parks / estates on PPP. Presently there 27 Industrial Parks operational in the state established under the Industrial Policy, 2003.

In order to promote private industrial parks/ estates, recently government of Gujarat has come up with ‘Scheme for assistance to Industrial Park/ Estate set up by private institution.’ Under this scheme, government provides financial assistance upto Rs. 10 crore for development of ‘Link Infrastructure’ and other stamp duty benefits. Presently 20 parks are under approval.

A metro rail link is proposed to connect Ahmedabad with Dholera. This development will take place in various phases.

Project details

Presently, the proposed project alignment includes routes within Ahmedabad and Gandhinagar; it also connects important destinations such as International Airport, GIFT, Sachivalaya, Kalupur railway station etc.

The estimated construction cost is ~ USD 3.8 billion for route of approximately 101 km, which includes 85 km of elevated section and 16 km of underground section.

Project brief

In order to incentivize people to stay in satellite townships of Ahmedabad by ensuring connectivity of these townships with their work places the government has planned Regional Rail System for Ahmedabad.

Project details

The project will use the existing Right of Way available with Indian Railways passing through the city by upgrading, modernizing and integrating the existing railway facilities. The project will create its separate tracks and suburban train stations at 1.5-2 km to maintain the desired frequency. Presently the DPR for the project is in its final stages. The following corridors are being planned for development in first phase:

Line 1 : Kalol – Ahmedabad – Barejadi : 43 km.

Line 2: Ahmedabad – Naroda : 95 km.

Line 3: Ahmedabad –Sanand – Viramgam : 65 km.

In order to ease the pressure on civic services in Metropolitan cities by enabling frequent commuter movement to and from satellite towns (for trade and business, employment, leisure etc.), Government of Gujarat (GoG) along with Ministry of Railways (MoR) is planning to develop High Speed Passenger Rail Corridor.

This corridor is planned over a distance of ~600 km connecting Pune – Mumbai – Ahmedabad. The High Speed Passenger Train service will have a commercial speed of 300 kmph and a design speed of 350 kmph.

Region Rail / High Speed Rail etc. work on a guided track and hence cannot cater to the masses from all corners of the city. With a view to cater to diverse areas of the city, government of Gujarat has taken an initiative to develop Bus Rapid Transit System supported by bus feeder system.

Project brief

Water is a critical resource for Gujarat. The water resources constraints is an impediment to growth and development of the state and hence the State accords highest priority to investments in the water sector. Desalination is one important source of water. The Government intends to leverage the natural advantage of the long coastline by explor ing possibi l i ty of water through desalination in water scarce areas and greenfield coastal area development.


Presently, 3 locations are shortlisted for development of desalination plants i .e. Jamnagar, Pipavav and Kutch. Studies for identifying new locations are currently underway.

In the state of Gujarat, water is a critical resource and hence the government is focusing on improving water use efficiency. As part of this, the government intends to develop projects for recycling of municipal liquid waste across the state.


The are 182 Urban Local Bodies (ULBs) across Gujarat, which includes 7 Municipal Corporations. The liquid waste generated across these ULBs is huge. Considering the availability of almost complete sewer network and sewage treatment facilities in municipal corporations, the government intends to develop liquid waste recycling projects. The recycled water can be used for non-potable applications. Presently, the government is in planning stage for this project.

Upgrading of basic infrastructural facilities like connectivity, water supply, drainage and health care already being undertaken by the Government for most religious destinations across the state like Dwarka, Ambaji, Dakor, Palitana, Somnath , Girnar and other places to promote development and private sector interest.

Integrated Plan for Holistic Development of Somnath : Estimated Project Rs 200 Crore

• Provision of Basic Infrastructure: Road, internal road work, electricity, water, solid waste management, sewerage systems

• Site Specific tourist facilities: Somnath Lake , Bhalka Pond and Garden area , Bhidbhanian Mahadev, Golakhdham, Sun Temple

Integrated Development of Dakor: Estimated Project Cost Rs. 50 Crore

• Provision of Basic Infrastructure: Internal road widening, electricity, water supply, solid waste management & sewerage systems etc

• Site Specific Tourist facilities: Padukali bridge , Gomti Ghaat, Parking at 3 entry points, Jetty for boating, Temple arrival plaza development, Lighting and decoration

Tourism Circuit: Dwarka-Bet Dwarka-Nageshwar-Gopi Talaav : Estimated Cost Rs. 85 Crore

• Traffic and crowd management systems

SABARMATI RIVER FRONT DEVELOPMENT - AHMEDABAD

Project brief

The Sabarmati Riverfront project is an environmental improvement, social and urban rejuvenation project through development of riverfront along one of Gujarat’s biggest rivers in the commercial capital of the State. The objective of the urban renewal project is to improve spatial structure and habitat conditions of the river and adjoining areas.

Project details

• Development project encompasses both banks of the river Sabarmati for 10.5 km, creating approximately 185 hectares of reclaimed land.

• Key element of the project is a new linear two level promenade providing uninterrupted pedestrian access to water

• Along with rejuvenation of neighbourhood areas, it would provide a unique identity to Ahmedabad's skyline


• Commercial development like Office Spaces and Trade fair complexes

• Cultural Activity Centres like Museums and Theatres on 36,000 sq. m.

• Recreational Activities – Water Sports and Floating restaurants

Kalpasar is a water resources project involving creation of fresh water reservoir in the Gulf of Khambhat for meeting demand of irrigation, domestic and industrial water supply

Project details

The development of Kalpasar reservoir will lead to the development of other associated projects i.e. use of top of the dam across the Gulf as a surface transport link, potential development of fisheries, reclamation of saline land around the fresh water reservoir etc.
