We have been doing a good job throughout the year. We could celebrate our achievements especially the winning of the R10 Large Section Award on Oct 28 th . I would like to once again congratulate and thank one and all for the efforts taken in getting this award. At the cost of repetition, let me also indicate that we should not bask on past glories. We have to continue further with all activities in much more vigour and see that after the cooling period of two years, once again our Section should win the R10 Large Section Award. The miniPOCO held on the 29 th was a grand success, going by the feedback from the participants. It provided a detailed overview on how to go about from start to finish of an International Conference. It was an eye opener for most of the participants. I am sure with this, the quality of conferences technically sponsored by the Madras Section will improve. The presentations made in the event are available at the Section website. It is also planned to make the miniPOCO an annual event of the Section so that more participants can attend and get familiarized with conference organizing strategies and steps. We propose to organize the next miniPOCO outside Chennai region so that out station participants can get benefited. Once again at the cost of repetition, may I request current members to renew their membership soon? Also, my request to student members passing out would be to convert their membership to professional grade so that they can become part of Young Professionals (YP) affinity group and be apart and serve as volunteer in various activities being organized by YP apart from benefited from the events. You are the pillars and torch bearers of future of IEEE. Please take IEEE Madras to greater heights. As far as the conference papers are concerned, please note that their inclusion in IEEE Xplore is not a matter of right once they are accepted for presentation in the conference. There will be an another round of thorough review of all papers by headquarters and only those pass through it will be accepted for inclusion in IEEE Xplore. There have been of late, cases where some conference papers are not found to be acceptable for inclusion in IEEE Explore. This puts many researchers into trouble. Hence my request to conference organizers would be to have a thorough review before papers are accepted so that such unfortunate issues do not take place. Also, authors please note and contribute papers only to the conferences which have high standing. Till next time, Yours voluntarily M A Atmanand Chairman, IEEE Madras Section

Message from Chairman

Dear Members,

We are in the last quarter of this year with the New Year fast approaching. We

have been doing a good job throughout the year. We could celebrate our

achievements especially the winning of the R10 Large Section Award on Oct

28th. I would like to once again congratulate and thank one and all for the efforts

taken in getting this award. At the cost of repetition, let me also indicate that we

should not bask on past glories. We have to continue further with all activities in

much more vigour and see that after the cooling period of two years, once again

our Section should win the R10 Large Section Award.

The miniPOCO held on the 29th was a grand success, going by the feedback from the participants. It

provided a detailed overview on how to go about from start to finish of an International Conference. It

was an eye opener for most of the participants. I am sure with this, the quality of conferences technically

sponsored by the Madras Section will improve. The presentations made in the event are available at the

Section website. It is also planned to make the miniPOCO an annual event of the Section so that more

participants can attend and get familiarized with conference organizing strategies and steps. We propose

to organize the next miniPOCO outside Chennai region so that out station participants can get benefited.

Once again at the cost of repetition, may I request current members to renew their membership soon?

Also, my request to student members passing out would be to convert their membership to professional

grade so that they can become part of Young Professionals (YP) affinity group and be apart and serve as

volunteer in various activities being organized by YP apart from benefited from the events. You are the

pillars and torch bearers of future of IEEE. Please take IEEE Madras to greater heights.

As far as the conference papers are concerned, please note that their inclusion in IEEE Xplore is not a

matter of right once they are accepted for presentation in the conference. There will be an another round

of thorough review of all papers by headquarters and only those pass through it will be accepted for

inclusion in IEEE Xplore. There have been of late, cases where some conference papers are not found to

be acceptable for inclusion in IEEE Explore. This puts many researchers into trouble. Hence my request

to conference organizers would be to have a thorough review before papers are accepted so that such

unfortunate issues do not take place. Also, authors please note and contribute papers only to the

conferences which have high standing.

IEEE Madras Section mini POCO

The IEEE Madras Section organized a mini POCO (Panel of Conference Organizers) event for the benefit of

conference organizing community on 29th

Oct 2017 at the Conference Hall, Alumni Centre, Anna University. The

idea behind this Mini-POCO event was to help participants in gaining in-depth knowledge to hold International

conferences of high level, commensurate with IEEE standards. The event aimed to provide exposure to Timeline

Planning, Procedures, Research Papers Preparation, Plagiarism Check, Publication, and IEEE Best Practices etc.

This event also attempted to clarify and guide in all factors related to organizing a conference following global

standards.

The 2017edition of IEEE MAS mini POCO which attracted about 50 participants was a one day event with the

following sessions and covered almost all topics relating to organizing a quality IEEE conference.

Smart Cities | Mission Statement & Guidelines: Cities are engines of growth for the economy of every nation,

including India. Nearly 31% of India’s current population lives in urban areas and contributes 63% of India’s GDP

(Census 2011). With increasing urbanization, urban areas are expected to house 40% of India’s population and

contribute 75% of India’s GDP by 2030. This requires comprehensive development of physical, institutional, social

and economic infrastructure. All are important in improving the quality of life and attracting people and investments

to the City, setting in motion a virtuous cycle of growth and development. Development of Smart Cities is a step in

that direction. Full Post

Guidelines for open educational resources (OER) in higher education: Open educational resources (OER) are

materials used to support education that may be freely accessed, reused, modified, and shared. These Guidelines

outline key issues and make suggestions for integrating OER into higher education. Their purpose is to encourage

decision makers in governments and institutions to invest in the systematic production, adaptation and use of OER

and to bring them into the mainstream of higher education in order to improve the quality of curricula and teaching

and to reduce costs. Given the potential of OER to improve higher education systems, UNESCO and the

Commonwealth of Learning (COL) have developed these Guidelines, after broad consultations with stakeholders in

all regions of the world, to support governments, higher education institutions/providers, academic staff, student

bodies and quality assurance/accreditation and recognition bodies. A UNESCOCOL companion document, A Basic

Guide to Open Educational Resources (OER) (2011; 2015), provides more detailed information about all aspects of

OER. Full Post

IEEE MAS Student Branch Particulars: After the SB revamping exercise, we wish to have closer interaction with

the SBs to make our Section a vibrant one among all the Sections in the India Council. In this context, some

essential details about each SB are being collected through a google form at https://goo.gl/QK426B It has been

noted that many SBs have not provided the information sought. All the SB officers are requested to kindly fill-up

this google for with all fields.

From Smart to Neural Grids - open innovation challenge: As massive volumes of machine-generated data from

smart meters becomes readily available, utilities can use that data to detect patterns in consumption. Through

improved analytics they can optimize energy distribution, making the most efficient use of their resource pool.

Nokia is looking for fresh ideas how the collected Smart Grid smart data can be used to gain a complete 360-degree

view of utilities customer and create new opportunities. You can find more information about the project here The

last date is 31st Dec 2017.

IEEE MAS SB Website Contest: The results of the website contest conducted by IEEE Computer Society, IEEE

Professional Communication Society in association with the IEEE Madras Section have been announced and can be

seen at https://drive.google.com/file/d/0B3HJ2knpFzKHU3Jab2dOTDJrcWM/view

The result and recommendation based on the evaluation and ranking provided by Mr Ramesh Gopalaswamy and

scores provided by Ms Latha Ramesh are as given below:

Certificate of Appreciation with a prize of Rs. 2000/= : Mepco Schlenk Engineering College

Certificate of Appreciation with a prize of Rs. 1000/= to Jeppiaar Institute of Technology; Aarupadai Veedu Institute

certificate of appreciation and cash prizes for the year 2017.

IEEE MAS LINK Changes: As announced in the Oct 2017 issue of IEEE MAS LINK, the newsletter format has

been changed to the digest format (similar to the one followed in the case of the quarterly print edition of LINK) and

add a link to the website of the SBs for the detailed report, pictures, presentations and any other supplementary

materials. The SBCs are requested to provide the link to detailed reports of their events while sending the matter as

per guidelines for publishing in the IEEE MAS LINK. By this way, we will be motivating the SBs to have their own

websites to popularise their activities and SB as such. As a precursor to this, IEEE Madras Section along with IEEE

CS & PCS held a website contest. While the response was not to the extent expected, some SBs took interest in this

direction. IEEE HQ provides space on its server for all the OUs and encourages having websites. We at IEEE

Madras Section also encourage the SBs by incentivising with 10 points during the annual evaluation of the SBs for

awards. We had also made a presentation during the SB Officers Meet – 2017 on how to create and manage your

own website. Pl. refer https://goo.gl/GjPSsx

Call for Proposal to organize SPAC: IEEE Madras Section invites proposal from SBs to organize IEEE SPAC –
