submits this Semi-Annual Progress Report #1 on behalf of the James F. Hickman, Jr. Trust. This

progress report is required by the Voluntary Remediation Program (VRP) statute and requested by

the Georgia Environmental Protection Division (EPD) in its VRP acceptance letter dated September

9, 2016.

PROJECT SUMMARY

The Proposed Chamblee Apartments property (Site) is an approximate 3.86-acre parcel addressed at

5211 Peachtree Industrial Boulevard in Chamblee, DeKalb County, Georgia. The site is identified on

the DeKalb County Tax Assessor’s website as 18-299-13-005. Historically, the Site was developed

with a trucking company and a filling station beginning in the late 1950s, then various automobile

dealerships from 1978 through 2016. Refer to Figure 1.

Soil and groundwater assessments conducted between 2005 and 2016 indicated impacts to soil and

groundwater. As a result, a VRP Application for the Site was submitted to the EPD on July 28, 2016.

The Site was accepted into the VRP as indicated in a letter from the EPD dated September 9, 2016.

SLX GRAND Atlanta, LLC plans to redevelop the site with a five-story 240-unit multifamily apartment

building and an associated parking structure. Amec Foster Wheeler understands that demolition of

the on-Site structures is planned to begin in mid-March 2017.

ACTIONS TAKEN SINCE LAST SUBMITTAL

Since acceptance of the Site into the VRP, supplemental environmental assessment activities have

been completed with the goal of modeling the fate and transport of the VOC impacts to groundwater

in the northern corner of the Site at the location of the former filling station. Refer to Figure 2.

MONITORING WELL INSTALLATION AND GROUNDWATER SAMPLING

An additional groundwater monitoring well, AW-2, was installed near the northeast corner of the Site

on December 14, 2016. A copy of the boring log and monitoring well diagram for AW-2 is attached.

Following well development, a groundwater sample was obtained from well AW-2 and tested for

volatile organic compounds (VOCs), polynuclear aromatic hydrocarbons (PAHs) and RCRA metals.

Additionally, existing wells MW-5, MW-16 and AW-1 were purged and sampled in order to test for

sulfide, chloride, nitrate, nitrite, sulfate, ethane, ethylene, methane, iron (Fe+2) and alkalinity. Well

development/purge logs and copies of the laboratory reports are attached.

HYDRAULIC CONDUCTIVITY TESTING (SLUG TESTING)

Slug tests were performed in wells MW-5, MW-16 and AW-1 at the Site to evaluate hydraulic

conductivity. The slug tests were performed by lowering a solid ‘slug’ into each well, then allowing the

water level to recover and stabilize. The slug was then removed and the rate at which the groundwater

recovered to its static level was measured using a data logger.

The data obtained was evaluated using AqteSolve which calculates hydraulic conductivity based on

the data obtained during the slug tests and selected well construction parameters. The slug test

results indicate that hydraulic conductivities at the site (K) range from 1.5 x 10-5 cm/sec to 3.4 x 10-4

cm/sec.

Based on the data obtained from groundwater elevation measurements obtained at the time of slug

testing, the hydraulic gradient (i) within the shallow aquifer over much of the Site was calculated to be

approximately 0.019 ft/ft. This value, along with an assumed effective porosity of 0.25 (ne), a value

typical of Piedmont soils, was utilized for the purpose of calculating groundwater flow rate using the

following equation: Velocity =Ki/ne. Based on the data input, the velocity of groundwater flow at the

Site was calculated to range from approximately 1.2 feet per year to 26.8 feet per year.

CONTAMINANT FATE AND TRANSPORT MODELING

Data obtained through groundwater testing and hydraulic conductivity testing were utilized to prepare

a preliminary groundwater fate and transport model to evaluate contaminant migration at the Site.

Modeling was conducted using the BIOSCREEN software. BIOSCREEN utilizes a combination of

site-specific data obtained through laboratory and physical testing and literature values to determine

the various physical properties of the contaminant plume and the migration potential of the VOC

constituents.

The model was prepared assuming that the release had occurred by 1976 when the USTs associated

with the former filling station were removed (approximately 40 years ago). Because gasoline tanks

are no longer utilized on the Site and soils impacted above applicable remediation standards will be

removed during upcoming site development activities to comply with the remediation plan , it was

reasonable to assume for the model that an ongoing source condition will not exist.

The groundwater conditions at the source area approximately 40 years after the initial release were

set to match current conditions. We note that because the historical data available for the source area

is limited , significant assumptions were made regarding initial source area concentrations,

biodegradation rates and source decay rates .

Based on the input data, the BIOSCREEN model indicated that the benzene concentration in the VOC

plume could degrade to drinking water conditions within 50 years from now. The model also predicted

that the portion of the plume exceeding a drinking water standard would not approach the nearest

downgradient building.
