• Support observational agencies by demonstrating the impact of observations on forecast and reanalysis systems
• Contribute to the assessment of existing observing systems• Identifying gaps and redundancies• Identifying errors
• Contribute to the design of future observing systems• e.g., altimeter constellations, mooring arrays etc

NRT OSEs Routinely run parallel forecast at operational centers and
with-hold a different data each month: Quantify the impact of each data type on forecasts Multi-system approach Rotating data types each month
We need to agree on:experiment schedule (what to with-hold and when);Who will participate?Metrics (what?);Analysis (what, who, how?); andDissemination (where, how?)
