7. CURRENT BUSINESS A. DPW Monthly Report – June 2017 Statistics. Randazzo noted that the Wastewater Treatment Plant was in compliance for the entire month of June. The sewer repair technicians have been sharpening the grinder pump repair and replacement procedures to help reduce the number of grinder calls. Randazzo lastly stated that the DPW staff has replaced the diffusers in sludge tank #4 and cleaned the diffusers in tank #1 and well as the SBR tanks. Podvoyski stated that the manhole inspections will resume in the next month or two and that they are working with a firm that will be cleaning and televising the old gravity pipes in the Village area to determine the condition of that portion of the sewer system.

H. Crossing at Lakelands Trail Apartments – Water Tap Fee Discussion. Hohl explained that the proposed project consists of the construction of 208 apartment units to be connected to the municipal water and sewer systems. The developer is experiencing some difficulty getting financing for the project and would like to move forward with only the first 24 apartments. Hohl reported that he received a telephone call from Alan Gottleib requesting that the Township allow the developer to purchase only 18 water taps in the amount of $3,000.00 each. Hohl explained that the Board approved the reduced tap fee only if the developer purchased 100 water taps. Hohl stated that the project would also have to go back through the Planning Commission to revise their entire development plan to only build 24 apartments. MOTION BY HAHN, SUPPORTED BY KOEBLE TO RECOMMEND TO THE BOARD TO DECLINE THE DEVELOPERS REQUEST TO PURCHASE ONLY 18 WATER TAPS AT THE REDUCED RATE OF $3,000.00 PER TAP. Ayes: Hohl, Hahn, Koeble Absent: None Nays: None Motion carried. I. Sewer Install Blanket Contract Bid Results. Campbell noted that the Township received bids from a total of four interested Contractors. Bids were received and opened by Township Supervisor Pat Hohl. The four bidders were Bob Myers Excavating, Inc., C & E Construction Co., Fonson Company, Inc. and TLS Construction. The bids were briefly reviewed and discussed by the Committee members. The two lowest bidders were C & E Construction Co. and TLS Construction. Campbell was directed to prepare a bid tabulation for the Committee members and distribute it next week. Hohl stated he would like to see a contract in place by the end of the year. 1. The Wastewater Treatment Plant was out of compliance for three days in July. It was out of compliance twice for phosphorus and once for total inorganic nitrogen.

2. DPW Staff has begun routine inspections of duplex grinder pumps to identify problem

pumps so time consuming, after hours replacements can be avoided. 3. The activated carbon charcoal at all of the pump stations was replaced with fresh material to minimize odor.

Re: Sewer Damage Repair Charges – 9540 Tree Top Ct. ------------------------------------------------------------------------------------------------------------------------ On Saturday, June 24th, 2017 the DPW staff responded to a grinder alarm call at the home located at 9540 Tree Top Court. When the DPW staff arrived they noticed the grinder was reading very high amps (pushing, running harder than normal). This usually indicates a plug in the line. DPW staff bled the pressure off the line (Monday) by flooding the manhole across the street then pumping it out and hauling the sewer back to the plant. This fixed the problem for a short time. The pump was taken apart and Clay noticed the stator was packed with gravel telling us there was a break in the line. Myers Excavating was called in on Tuesday (Myers installed the line and the Township has a 5yr warranty agreement with them). The DPW staff and Myers noticed a low spot in the new landscaping where a new piece of plastic (the kind you bury to keep mulch from getting in to your lawn) was installed the landscaper trenched over the 4inch line and broke it causing gravel to infiltrate the grinder can. Myers fixed the 4-inch (4”) pipe which was not his fault and therefore not covered under the warranty. Staff time included Saturday: two guys, 2 hours (Kyle and Ryan). Clay tore down pump, 1 hour found bad stator and liner (will have to charge for two stators and liners). We had to put a pump in so the homeowners could have sewer service. On Tuesday 6-27-17 Myers was called out 9AM. They did not show up till 3PM causing one DPW staff member to stay late (Kyle) 6 hours over time. The total repair charges are as follows: Myers Excavating Invoice No. 2017-295 $ 1,747.00 DPW staff time: Kyle Sitarek - 8 hours OT ($28.785 x 8) 230.28 Ryan Ward - 2 hours OT ($27.615 x 2) 55.23 Clay Gall - 1 hour regular time 21.81 Part costs: E-One Part #8003 Stator/Liner x 2 ($52.00 ea.) 104.00 10% administration fee on parts per Twp. policy 10.40 Total charges: $ 2,168.72 Proposed Action by MUC: Upon review and approval by the Committee, a motion should be made requesting that the Accounting Department invoice the property owners in the amount of $2,168.72 for the sewer damage repair charges.

ITEM 7.D. MUC Cover Sheet

Vernier Sewer Installation Cost Review and Refund Request

8345 Hamburg Rd. Reason for MUC Review: Pursuant to the Policies and Procedures for Sewer Connection, Allyson Vernier, deposited $16,750.00 with Hamburg Township on June 27th, 2017 to cover the sewer installation and connection costs for her home located at 8345 Hamburg Road. A request for bid was sent out for completion of the sewer installation. The property owners selected the lowest bidder, C & E Construction Co., to complete the sewer construction work.

The sewer installation work was started on Monday, July 10, 2017 and completed on Tuesday, July 11, 2017. The home now has a fully functioning sanitary sewer connection.

Actual Construction Charges: The estimated construction charges under the bid proposal were $8,550.00. The actual construction charges were $7,875.00 leaving an excess balance of $675.00. The Contractor was able to tap into a 6” HDPE force main found on the same side of the street versus the 10” ductile iron force main on the opposite side of the road. The originally estimated sewer lateral footage of 180 feet was not installed. Only 135 feet of pipe was installed at $15.00 per foot for a reduction of 45 feet resulting in a savings of $675.00 (45 ft. x $15.00/ft.). In addition, the homeowner completed the property restoration on his own reducing the Contractor’s invoice by $600.00 as agreed to by Greg Harris of C & E Construction. As result of the reduced charges a total refund of $1,275.00 is due to the property owner.

Proposed Action by MUC: Upon review and approval by the Committee, a motion recommending the approval of the refund in the amount of $1,275.00 should be made to direct the Director of Utility Services to issue the Purchase Order pursuant to the policies and procedures for sewer refunds contingent upon the funds availability within the Enterprise Fund budget. NOTE: On August 21, 2012 the Township Board voted to amend the sewer refund policy to require that the estimated sewer project costs be deposited into a non-interest bearing Escrow account. Therefore, no interest payments are due as part of the sewer cost review.

Re: Klee Request for O & M REU Billing Reduction – 10682 Hamburg Rd. ------------------------------------------------------------------------------------------------------------------------ At this time Mr. Klee is being billed a total of 1.20 REUs for his barber shop located at 10682 Hamburg Road. The building was connected to the sanitary sewer system on August 10, 2004 as part of the Village of Hamburg sewer extension project. Mr. Klee now has only 1 tenant using the barber shop on a limited basis and would like the Township to adjust his O & M rate to 1.00 REU. Pursuant to Ordinance No. 69F a user cannot be assessed less than one (1) REU. This will result in a savings of $31.10 per quarter for Mr. Klee. Dave Podvoyski, DPW Field Superintendent, completed his inspection of the barber shop on July 27th, 2017 and his report is as follows: Mr. Klee never had a water meter installed in his building. He only has one chair in his unit and no one is renting the downstairs so there is only one person renting a spot to cut hair. I see no problem reducing his REUs. He is using less water than a home. Proposed Action by MUC: It is the recommendation of the DPW/Utilities Department staff that the Municipal Utilities Committee approve the reduction in Mr. Klee’s O & M rate from 1.20 REUs to 1.00 REUs for billing purposes only for his property located at 10682 Hamburg Road and to direct the Accounting Department to reduce the rate as of August 1st, 2017.
