As valued stakeholders, partners and supporters, we are pleased to invite you to the Congressional Black Caucus Foundation, Incorporated (CBCF) 44th Annual Legislative Conference (ALC). This year’s event takes place September 24 – 27, 2014, at the Walter E. Washington Convention Center in Washington, D.C. and explores the potency of individual power in making a change in the African-American community and diaspora through the theme, “It Starts with You.”

Whether you are registering for ALC for the first time or a returning participant, you will find numerous choices of in-depth issue forums and many opportunities in which to share and valuable opportunities to exchange information. We expect to engage nearly 9,000 attendees; representing business and industry leaders, elected officials, community leaders, media, emerging leaders and every day Americans during policy forums and general sessions.

ALC also serves as an outlet to highlight the work of the Foundation’s fellows, interns and scholarship recipients by showcasing their talents through personal interaction as panelists, performances during special events and analysis of the pertinent policy issues being discussed during the four-day conference.

We are pleased to welcome you to the Congressional Black Caucus Foundation, Incorporated (CBCF) 44th Annual Legislative Conference, September 24 – 27, 2014 at the Walter E. Washington Convention Center in our nation’s capital. This year builds on the conference’s long-standing purpose to improve the condition of African-Americans by expanding working relationships among leaders and stakeholders to develop solutions to issues and policies uniquely impacting our community.

The theme for the 44th ALC, “It Starts with You,” challenges and inspires each of us to take individual action to move our communities forward. The conference is already shaping up to be one of the most rewarding and thought-provoking ever, as it represents a tremendous opportunity for business leaders, lawmakers, and every day Americans to explore solutions to the challenges that plague our community—from poverty and unemployment to quality education. As part of the CBCF mission to educate the public, ALC offers more than 70 policy sessions. Modest registration fees and tickets are required to access some sessions. ALC begins with a day devoted to high-powered symposiums centered on black America’s future. The Center for Policy Analysis and Research (CPAR), CBCF’s research arm, has organized dynamic sessions that cover information about empowerment, education and health issues disproportionately impacting the African-American community. During these sessions, you will engage with some of the brightest, most innovative thinkers on topics relevant to African Americans.

Thanks to advances in technology, the use of electronic devices and computer applications helps people control their health. Because of pre-existing health disparities in the black community, modern health tools can benefit African Americans and their health issues.

What are the latest products and their advantages? How are they being marketed and used in black communities? Can they become critical assets in addressing health disparities, especially under health reform? Please join a panel of experts for an engaging discussion about this important issue.

Despite growth in the fields of science, technology, engineering and math (STEM), African Americans disproportionately suffer from unemployment in STEM-related fields. According to the U.S. Bureau of Labor Statistics, African Americans accounted for less than 10 percent of STEM jobs created from 2003 – 2012.

What factors account for the jobs gap? What are the demographic trends and shifts in the general labor market? A panel will identify policy and program solutions to increase security and success for African Americans in STEM careers.

Black-Latino Coalitions and Comprehensive Immigration Reform

Global Competitiveness and Minority Business Development and Entrepreneurship

Risky Crossroads? The Intersection of Sexual Behavior and Mental Health

This panel continues last year’s ALC conversation on immigration reform as it relates to coalition building across racial and ethnic minority communities. This year, we will focus on the possibilities of coalition building between blacks and latinos.

What are the cultural similarities and differences between these two communities? What challenges do African Americans and black immigrants have in the immigration reform debate? This is an important and necessary discussion you don’t want to miss!

Given the past five decades of double-digit unemployment rates among African Americans, combined with the detrimental effects of the recession, what successful strategies are being employed to encourage global business development and entrepreneurship? What role has the Minority Business Development Agency (MBDA) played in helping African Americans achieve global competitiveness? This panel will answer these questions and provide immediate steps and resources for starting and maintaining profitable business practices.

Sexual health and mental health are often sidelined in African-American communities because of a lack of information, stigma, misunderstanding and fear. Please join our panel of experts, as we discuss the nexus of sexual and mental health, and identify effective policy and program strategies to ensure a greater well-being in black communities.

CBCF PresentsFor more than three decades, CBCF has partnered with the spouses of African-American members of Congress to help young people reach their educational goals and provided more than 2,000 free health screenings.

Each year, CBCF, CBC members and their spouses serve breakfast and provide clothing, toiletries, health screenings and community resources to more than 400 of the District’s homeless. This program raises awareness about the issue of homelessness.

High school sophomores and juniors from CBC member districts submit essays on pertinent issues in the African-American community. Contest winners are invited to attend ALC to present their essays.

CBCF Presents

Engage political leaders, corporate executives, community activists, entertainers and other young professionals in critical dialogue on the state of affairs in black America. From the founding of the Divine Nine Greek organizations to the courageous progress of the Civil Rights Movement, emerging leaders have transformed history by demanding change and commanding progress. Join the next generation of leaders as they identify navigation strategies throughout the political process, influence public policy and excel in their various career choices.

Seize the day and become the “instant apprentice” of a top executive or power broker. Don’t miss the opportunity to meet with various industry leaders who will share advice on how to gain an advantage in today’s competitive marketplace. Limited capacity event.

This session is designed to prepare students in civic engagement and direct action. This interactive training session will cover the three principles of direct-action organizing and the concept of “People Power.” There will also be a discussion on the criminalization of youth through the school-to-prison pipeline, “Stand Your Ground” laws and racial profiling. This training will be conducted by Dream Defenders, an organization with demonstrated abilities to influence social change and mobilize young people nationwide.

This event will allow participants to interact with CBCF alumni and business leaders in the areas of social and corporate social responsibility. Attendees will gain a stronger understanding of how to integrate social giving in their professional endeavors.

The CBCF Alumni Association was created to foster continuous engagement among current and previous CBCF Leadership Institute for Public Service (LIPS) interns, fellows and scholarship recipients. The Foundation is proud to recognize more than 2,000 accomplished and dedicated alumni who impact their communities nationwide. The alumni reception is a critical networking opportunity to meet or rediscover with fellow CBCF alums and encourage year-round involvement with the Association and CBCF. The event will also recognize the outstanding achievements and contributions of several alumni.

Emerging leaders will mingle amid the regal ambiance of the legendary Howard Theatre. This year’s Black Party will salute three CBCF Leadership Institute alums for their contributions to African Americans and other underserved communities. This is an evening of recognition, celebration and entertainment.

From access to effective health care to obtaining quality education, every aspect of our daily lives is affected by voting. As the 2014 midterm elections draw near, engage in this dialogue that is sure to underscore the power, the impact and importance of your vote!

CBCF hosts a jazz issue forum and concert featuring world-renowned artists. Jazz pianist Geri Allenwill headline this year’s concert. Presented by honorary host, Rep. John Conyers, Jr. of Michigan, the forum will focus on the roots of jazz and the importance of its preservation.

This annual reception will celebrate the accomplishments of women leaders and provide an environment for women to interact and continue to build strong networks of like-minded individuals committed to fostering strong women leaders. This reception kicks off the Sojourner Truth Legacy Project forum.

Join us as we celebrate the faith that has comforted, encouraged and nourished us. Past event participants include Yolanda Adams, Byron Cage, Kurt Carr, Fred Hammond, Marvin L. Sapp and Vickie Winans.

The Authors Pavilion is one of the largest assortments of books by and about people of African descent in the nation. It has an inventory in excess of 3,000 new releases and best selling paper, hard back and electronic books in various genres. The Pavilion also features live readings and book signings. The Sojourner Truth Legacy Project aims to raise awareness about issues affecting African-American women and the community, and mobilize women committed to creating positive change. The annual forum serves as the main event for discussing these important issues, determining needed solutions, and connecting women who are committed to changing their community through legislation.

Avoice Student Workshop

Avoice Presents: The Historic Impact of Civil Rights in America

Sojourner Truth Forum

New Attendee Morning Networking Opportunity

High school students and their teachers will explore the legislative contributions of African-American members of Congress through an interactive workshop and lunch at the National Archives and Records Administration in Washington, D.C. The 2014 Avoice student workshop will focus on “Civil Rights in America,” this year’s National Black History Month theme. As we mark the 50th anniversary of the passage of the 1964 Civil Rights Act, Avoice will feature exhibits and activities from the CBCF Avoice virtual library “For Educators” section to highlight the historic strides of African-American members of Congress.

Avoice will take a look at the monumental civil rights legislation of the 1960s and the CBC’s efforts toward its implementation. From the Voting Rights Act to the Civil Rights Act, African-American legislators have led the discussion and worked to maintain the legislation’s effectiveness. The panel will refer to CBCF Avoice virtual library archival materials and provide further exploration on the present and future impact of the legislation.

All Emerging Leaders packages consist of the Standard Registration Package (excluding the General Session Luncheon) plus:o Emerging Leaders Journalo Instant Apprentice Power Luncheon (until capacity is reached)

Emerging Leaders—Professional Package($125 EARLY / $140 PRE-CONFERENCE / $150 REGULAR) This package is the Emerging Leaders package plus:o General Admission ticket to the Black Party (until capacity is reached)

Emerging Leaders—Student Package($40 EARLY / $50 PRE-CONFERENCE / $50 REGULAR) Discounted registration fee offered to students who provide valid student identification at registration check-in. This package does not include a ticket to the Black Party. Emerging Leaders --Student registrants, who are 21 and over and present valid identification, may purchase a Black Party upgrade ticket (BPX) for an additional charge ranging from $40-$55. There are a limited number of upgrades available.

Methods of PaymentCredit cards (Visa, MasterCard and American Express), checks and money orders (made payable to: Congressional Black Caucus Foundation, Incorporated) are accepted as payment for ALC sponsorship, registration fees and event tickets. Will CallWill Call is only available for The Phoenix Awards Dinner and Prayer Breakfast tickets. CBCF is happy to provide Will Call service to sponsors as a means to distribute tickets to individual guests. Please note the following:

o Sponsor must specify the full name of the individual who will pick up the ticket(s).o Photo identification is required to retrieve tickets from Will Call.o The Will Call desk is located in the main lobby of the WEWCC.o The Will Call desk will promptly close 60 minutes (one hour) after the published start time of the Phoenix Awards Dinner and Prayer Breakfast.

Please note that ALC hotels may also offer Will Call service. It is important that your guests are specifically notified of the Will Call location for their tickets.

Sponsor TicketsTickets purchased by Friday, August 8 for event tables will be available for pick up at CBCF headquarters, Sept. 12–23. Tickets purchased after Aug. 8 will be available for pick up at the WEWCC in the sponsors suite beginning at 8:00 a.m., Wednesday, September. 24 through 1:00 p.m., Saturday, September 27.

Registration cancellation requests must be submitted in writing and received by CBCF no later than 5:00 p.m. (EST), Monday, August 18 to receive a refund. Cancellations will not be accepted via phone. To ensure proper processing, cancellation requests must be emailed to [email protected] or faxed to 703-631-6288.

CBCF will issue refund checks for eligible cancellation requests within 30 days of the final day of the conference, Saturday, September 27. Refund checks will be issued for the registration amount less a $25 processing fee.

Registration is required to receive all official conference materials, including the Souvenir Conference Journal, registration badge and invitation to the CBCF Chair’s Reception.

A registration badge is required to enter all ALC non-ticketed events, including the National Town Hall, Jazz Concert, Gospel Extravaganza and Exhibit Hall Showcase. Many of the sponsor packages include registration badges.

Once sponsor payment is received, you will receive instructions for registering your company representatives. Registration and ticket purchases can be made via any of the methods below.

It is strongly encouraged that registration forms are mailed on or before September 12 to avoid delays in processing resulting in higher fees. ReservationsReservations are filled on a first-come, first-served basis. Hotel rates do not include local taxes, which are 14.5% per room, per night. To receive the conference rate, be sure to mention “Congressional Black Caucus Foundation, Incorporated”. CBCF Internship and Fellowship ProgramThe CBCF Leadership Institute for Public Service offers scholarships, internships and fellowships to prepare the next generation of leaders. Through the Leadership Institute, CBCF fellows and interns work on Capitol Hill and in federal agencies, attend policy seminars, and gain first-hand views of leadership at its best by working with and learning from the African-American members of Congress and other leaders in Washington, D.C.

Center for Policy Analysis and Research (CPAR)The CBCF CPAR was established to facilitate evidence-based policymaking and positively influence public discourse on issues important to African Americans and other underserved populations. CPAR conducts quality research and identifies, analyzes and disseminates policy-oriented information critical to advancing the global black community.

CBCF Scholarship FundThe CBCF Leadership Institute for Public Service has awarded scholarships to talented students for more than 20 years. Scholarship recipients have gone on to successful careers in government, non-profit and private sectors. Each year, CBCF awards more than 700 scholarships to students across the United States.
