HUA HIN, THAILAND The four Thai men who confessed to the attack on a British family in Soi Binthabaht during Songkran were each sentenced to four years in jail this week, reduced to two years without parole as they admitted the crime. Many readers will have seen the CCTV video of the incident, and while it is good to see the police and courts act swiftly in this case, many have wondered if this would be the case if that footage had not gone public. Others question whether the attack was as clear cut in terms of blame as appeared at first glance, with a strong case to be made that the British tourists exacerbated the events through their own actions. Some expats also feel that while the man that delivered a kick to the woman’s head fully deserves a custodial sentence, the others may have been harshly treated. The Owen family can certainly count themselves lucky that their injuries were not more severe, and possibly that they were not themselves found culpable for their actions, but they should feel grateful to the Thai legal system for delivering such speedy judgement on their foes. Most legal systems in the world would not have been able to identify, catch and process offenders within the two months the Thais have done, regardless of any possible public relations motives lying behind that. What is clear though, is that far from the accusations many expats level at Thailand, the authorities and the people do genuinely care about both the safety of people visiting Thailand, and what foreigners think of the Thai people, as displayed by these swift legal processes and the reaction of Thais to the incident. It also underlines the importance of tourists and tourism to the country, and it must be hoped that a line can now be drawn under what really was an isolated incident for Hua Hin. This week it is..... away with the fairiesnot facing reality; in a dreamworld.This phrase has its basis in the Scots/irish Gaelic tradition of belief in a set of folk myths, the cartoon version of which is a belief in the existence of ‘the little people’.in a mythology that compares with the current fad for stories of abduction by aliens, irish folklore had the alien role played by the Sidhe, a dominant, supernatural clan of fairies. The stories involved the Sidhe appearing from some hidden place, either their underground lair or from an invisible world, equivalent to contemporary science’s notion of a parallel dimension, and spiriting people away. in another link to current scientific understanding of relativity, the stories usually involved the victim returning after what seemed like a few hours only to find that many years had passed in the world of humans.The everyday belief in a nether world populated by fairies, elves, pixies, leprechauns, goblins and the like was commonplace in mediaeval europe, as was the belief in their interaction with the real world. a letter to the Scottish poet William Drummond, dated October 1636, contained the following:

As for the Fairy Queen, of whom you wrote to me, her Apparitions of late have bewitched so many, that I find sundry ready to dance with the fairies.

The belief in people being taken away by the fairies was

very well-established by the time that the phrase ‘away with the fairies’ first came to be used - which isn’t until the 20th century. This earliest example of the expression that can be found in print is in the new Zealand newspaper The Otautau Standard and Wallace County Chronicle, May 1909. This retells a story from ireland, in which a Michael Coyne attempts to convince onlookers that he hadn’t murdered his rival, James Bailey:

[Coyne] “Don’t mind your son; that is not him you see there.” Bridget Bailey understood that he meant that her brother was away with the fairies.

The phrase didn’t begin to be used in its current figurative sense until the late 20th century. This item from The Washington post, June 1987, is typical of the examples of the phrase that are commonly found from the 1980s onward:

“Still away with the fairies, the fey and gentle Incredible String Band epitomised the hippie ideals of the Sixties.”

kinG OF The rOaD?With homelessness an increasing problem in the uk, some city and town councils are taking controversial action in an attempt to alleviate the problem.The first reaction from many people to homelessness is that it is self inflicted, which of course can be true. and that the homeless could get themselves out of that situation, which is not so easy. in fact there are homeless folk who choose to live that way, even in our climate. Some 20 years ago i knew one such man, who simply liked to be free to move from one place to another. un-encumbered by property, belongings and bills, during his time in hull he left his pension book in our office safe, collecting it every week to draw his pension, until one day he didn’t fetch it back again. We knew he had moved on and were even sad to see him go, but respected his way of life.That man of course had his pension income to cover his basic needs. Most don’t, and rely on begging, which is where the problems arise. Because let’s be honest, how can you be sure the person wrapped in a blanket in a shop doorway really is homeless? You can’t.in fact the rise of the ‘professional beggar’ in the uk is quite understandably a cause for concern, and needs to be dealt with.Which is where the ‘pSpO’ comes in. The public Space protection Order was introduced two years ago as part of the anti Social Behaviour, Crime and policing act. pSpO’s can be used to prohibit pretty much anything which has a detrimental effect on the quality of life in any specified area.Fair enough. anti Social behaviour is sadly a problem in most parts of the uk, where we see alcohol and drug abuse all too often on the streets. But the pSpO is also used to prohibit the feeding of pigeons in public places in the London borough of hillingdon, as well as outlawing

the possession of golf equipment in one Derbyshire park. (We know all about ‘going equipped’ - but that one takes the biscuit.) hull, along with over 10 percent of all councils, has stirred things up by introducing a written agreement which effectively criminalises behaviour linked to homelessness. police have the job of issuing the orders, which the homeless have to sign, agreeing to go straight to a hostel for the night. What they often don’t realise - or understand - is that they have signed up to a pSpO which bans them from sleeping rough at all, and that breach of the order can result in a fixed penalty of 100 pounds. (Much more if their case subsequently goes to court.)hostels do of course try to provide help and support, but, like the courts, are overstretched, and can do little when someone disappears after just one night. So are pSpO’s being used as sledgehammers to crack nuts?

On June 10th 1963, president John F kennedy signed the uS law which gave equal pay to both men and women who were doing the same jobs. What a shame that back then people like the late - great - Mohammed ali were still having to campaign for racial equality.

and finally. any upcoming uk entrepreneur who fancies getting into the people smuggling business need look no further than our tabloid press for advice. There they will quickly learn what make and model of boat to buy, how much they can expect to pay for it, and the going rate to charge their cargo of illegal immigrants. a nice little earner that might appeal to beggars who want to avoid pSpO’s.
