G reetings all! Well, while I was well-prepared by my presidential predecessors,
as well as CTA staff, about the range and volume of events that I will attend this year as President; hearing about them versus experiencing them are two different things!
I most recently attended the gastronomically-infamous Lamb Fry (benefitting a number of great organizations including Make-A-Wish Foundation, Inclusion Films and the Kern County Fire Burn Survivors Trust), hosted by the Kern Unit on March 3rd, then offered my (golf) driving skills to those foursomes who needed some comedic relief at the "Everyone Can Play" Golf Tournament and Fundraiser (benefitting "A Foundation for Kids"), hosted by the Southern Allied Members Conference on March 14th. Aside from having a wonderful time at both (big
thanks to Alex Watts, Burgie and the other helpful Kern Unit elves in Bakersfield and Mike Munoz, Mark Sturdevant, Lee Howard, David Hagen and Garrett Schmenk, amongst a host of other allied folks in Aliso Viejo), what really resonated with me was the extent to which our CTA allied members put on their thinking caps, roll up their sleeves and dial for dollars (and sponsors) on behalf of CTA and wonderful local organizations throughout California. While I am so proud of our carrier members and what we do for worthwhile causes, I am equally amazed and proud of our allied members who partner with us in support of the trucking industry. They see we truckers and our industry as much more than just customers or clients.
The Allied Conference (aka, the Northern and Southern Member Conferences) is a major contributor to this Association. Not only are allied members quite active in our policy committees and conferences, as well as our Board of Directors and Executive Committee, they contribute so much of their time and resources to our CTA and Unit events throughout the year. And it is through many of these events that CTA is able to make substantial financial and in-kind contributions to great local organizations doing wonderful things in their communities in California.
So, when you read your Caltrux magazine (on-line or hard copy), pull up the CTA website (I hope you do that often so that you stay informed about what's going on now and coming up at CTA) or our Facebook page, amongst other CTA info resources, and you see allied members either advertising their services or run across them in a photo or article, please take note that these folks help keep CTA thriving and growing! And the next time you run into one of our allied members, let them know you appreciate what they do for the good of the whole; better yet, see what they can do to help you in your business ventures.
And speaking of allied and carrier members doing wonderful things in local communities, some other presidential visits I am looking forward to this year include the 31st Annual CHP and CTA Golf Tournament (benefitting the Merced County Sober Graduation Programs), held May 20th in Atwater and the 15th Anniversary of "Truckin' for Hospice," kicking off on June 25th at the Delta Truck Center in French Camp. Okay, maybe we wouldn't refer to the CHP as an allied CTA member, but how about an allied CTA safety partner? And can you believe that "Truckin' for Hospice" has brought in almost $650,000 for Hospice of San Joaquin and Community Hospice, Inc.?

The California Trucking Association (CTA) is comprised of many
components in an effort to genuinely represent a very broad array of elements within a very complex and at times, highly specialized industry. And often times you will see a great deal of attention paid to the multitude of statewide programs, meetings, educational webinars and events which are all vitally important to an engaged and active membership here in California. I would like to take this opportunity to place a spotlight on an aspect of this association that I feel is our essential backbone: The CTA geographical unit structure.
As many of you know, the CTA is structured in such a way that we presently have twelve distinct geographical units. Given the size and scope of our great state, this unit structure allows opportunities for our members who may not be able to always take part in statewide events at venues that at times may be far away from home base. Our operating units serve a vital role well above and beyond simply being a more convenient locale for our members to engage in CTA activities. Our units ultimately are a big part of the heart and soul of CTA in particular, and of the trucking industry overall.
You see highlights throughout the year in Caltrux, our social media and other communication channels that highlight and detail the great work being done locally from our units. Just looking at the first few months of 2016, most of our units have already held their first respective unit meetings, and from my firsthand observation and feedback I have received, the timely topics being covered and discussed, and the specific meeting content clearly illustrate how important our units are to our members. Right out of the gate this year, we have
seen deep coverage and discussions regarding the new BIT inspection program and the elements of importance under this program, as well as full and detailed coverage with legal experts as it pertains to compliance with the provisions of California Assembly Bill 1513, legislation passed late last year codifying existing state law but also placing new and complex reporting and compliance aspects upon many industries in the state. I had the opportunity to attend the recent Bay Area Unit’s meeting in San Leandro where two officers from the California Highway Patrol covered aspects of the new BIT program to a capacity crowd of CTA carrier members. This meeting involved great classroom style content with a great deal of time dedicated to Q&A with the CHP, as well as a hands-on truck inspection walk-through outside where carrier members posed dozens of questions and picked up valuable insights for use in their operations. I would like to extend my thanks and appreciation not only to the Bay Area Unit’s Steering & Planning Committee for delivering on such a useful and insightful meeting, but to all of our Unit S&P Committees for the extra time and effort you put forth voluntarily to plan for these outstanding meetings and many other events throughout the year.
The unit work and accomplishments go well beyond the essential roles they play in bringing CTA content and engagement to our members. I cannot possibly write about our units without talking about the incredible philanthropic work our units undertake on behalf of our great industry. Each and every year, our units and the dedicated carrier and allied members who plan for, implement, and participate in a multitude of charitable fundraising events in a most meaningful way speak to the Trucking Proud ™ spirit our CTA members bring to our local communities. I am excited about what lies ahead in 2016 from our units as it relates to meaningful and impactful charity events and the ‘giving back’ character of our trucking family.

Obituary
Robert WadeMay 9, 1967 – March 3, 2016
Robert Wade, a driver for Apex Bulk Commodities’ Hesperia terminal died March 3 after battling cancer.
Rob drove into the L A basin daily and was a safe and courteous driver. He joined the competition at the southern California Truck Driving Championships and placed in 2011 and again in 2014, then took 1st place in the “Twins” competition that sent Rob to the Nationals in Pittsburgh, Pa. Rob went on to achieve a score of 28 out 42 in the Nationals. Rob was a CTA
Driver of the Month in 2012.In November of 2014, Rob
was diagnosed with Hodgkin’s Lymphoma and began treatment. Rob will be dearly missed as he would always light up a room with his smile and positive personality. All of the Apex company of employees express their sincere condolences to his wife Heidi and other family members.

Truckers Join Fight Against Trafficking
It's a new year, and if your company, hasn't gotten their wallet cards from Truckers Against Trafficking or hasn't shown the
TAT training DVD, so you know the critical role the trucking industry can play in fighting human trafficking, time is a wasting.
Calls from truckers to the National Human Trafficking Hotline reporting tips and information continue to rise. In the last six years, those calls have resulted in over 400 likely human trafficking cases, involving almost 700 victims, of which 234 were minors. In an interview last fall, CLI Vice President and Founder Ken Weinberg said companies that implement a transportation system typically first see the major improvement in routing

allied sPotligHt (Cont.)Goodyear Expands Commercial Service Network
Goodyear recently announced five new locations for its Goodyear Commercial Tire & Service Network.
Goodyear Commercial Tire & Service Centers were recently opened in Portage, Ind.; University Park, Ill.; South Beloit, Ill.; Walcott, Iowa; and Eloy, Ariz.
“Our new centers will make it even easier for fleets to access elements of the Goodyear Total Solution, which has been designed to help reduce their operating costs,” said Paul Wanstreet, president of Goodyear Commercial Tire & Service Centers.
The Portage Goodyear Commercial Tire & Service Center spans 4,800 square feet, has one service bay and is located at 6791 Melton Rd. HELP Inc. Adds Four New Board Members
The nation’s oldest non-profit public/private partnership serving the trucking industry and commercial truck safety
enforcement welcomed four new board members at its spring board meeting last month.
HELP Inc., which oversees PrePass and other truck safety services, accepted the appointments of three new public sector Board members. They are Kevin Biesty, Deputy Director, Arizona Department of Transportation; Jimmy Glascock, Deputy Chief, New Mexico State Police; and Lt. Allen England, Tennessee Highway Patrol. Chief Glascock also named Johnny Johnson, Managing Director of the New Mexico Trucking Association, as the State’s new private sector representative.
To ensure its services benefit both the public and private sectors, the HELP Board is comprised of an equal number of officials representing the public sector and the commercial trucking industry.
“These transportation and enforcement leaders are perfect additions to the HELP Board because they bring a wealth of knowledge about truck safety, enforcement and compliance to HELP’s future direction and policy-making,” said HELP President and Chief Executive Officer Karen Rasmussen. “All of our board members represent states that are expanding the number of PrePass-equipped sites so their input and guidance helps to ensure that HELP’s policies are equitable and prudent and that HELP is doing all that it can to ensure highway safety and efficiency.”
Currently, 542,000 qualified trucks are enrolled and electronically pre-screened and cleared for bypass in 32 states. With new PrePass sites consistently being added to the program and new weigh-in-motion (WIM) scales being built by HELP at many existing PrePass sites, compliant carriers enjoy the savings and safety that come from bypassing weigh stations and electronically paying their tolls without having to stop at toll booths.

Value of NAFTA Freight Declines in January
The Bureau of Transportation Statistics reported March 24 that all major transportation modes carried less U.S. freight
by value in trade with Canada and Mexico in January, down 7.7% from the previous year.
Truck freight was down 1.5% while the other modes – rail, pipeline, vessel and air – were off by larger percentages, with the value of vessel and pipeline freight down more than 30% from a year ago. The drop in oil prices was a key factor in the decline in value, according to BTS.
Trucks still carry the bulk of NAFTA freight – accounting for 66.5% in January -- $28.4 billion in imports and $26.4 billion in exports.

DOT Announces that Un-repaired Recalled Trucks Are to Be Immediately Placed Out-of-Service
The U.S. Department of Transportation’s Federal Motor Carrier Safety Administration, in collaboration with the
National Highway Traffic Safety Administration, announced March 23 it had determined that vehicles subject to Volvo Trucks’ Safety Recall (NHTSA Part 573 Safety Recall Report No. 16V-097000) that have not already received the interim or permanent recall remedy repair specified by Volvo in the recall and are still operating on the nation’s roadways are in an unsafe condition and should not be operated; such vehicles are to be immediately ordered out-of-service by federal and state roadside safety inspectors.
On March 10, 2016, Volvo Trucks North America announced the recall of certain model year 2016-2017 VNL, VNX, and VNM trucks manufactured from May 11, 2015 through March 8, 2016. The trucks may have been manufactured without a roll pin on the steering shaft.
If the roll pin is missing, the lower steering shaft may disconnect from the junction block. Also, the bolt connecting the upper steering shaft to the lower steering shaft may not have been properly tightened. Either condition can lead to separation of the steering shaft without warning, resulting in a complete loss of steering, which may lead to a crash.
The recall affects nearly 20,000 Class 8 motor vehicles, with nearly 16,000 affected vehicles in the U.S.
On March 18, FMCSA issued an Urgent Safety Bulletin advising operators and carriers of recalled vehicles to immediately contact Volvo Customer Support at 1-877-800-4945 (Option 1) before continuing driving operations.
FMCSA said that operators of vehicles declared out-of-service must comply; violating a federal out-of-service order may result in civil penalties as well as criminal prosecution.
National Academies of Sciences to Study CSA’s Effectiveness in Identifying “High Risk” Operators
The Federal Motor Carrier Safety Administration announced March 7 that it had commissioned the National Academies
of Sciences, Engineering, and Medicine, through its Committee on National Statistics and Transportation Research Board, to carry out a study regarding high risk truck and bus companies. The FAST Act transportation bill passed last year requires the agency to conduct such a study.
The study will examine the accuracy with which the Behavioral Analysis and Safety Improvement Category (BASIC) safety measures used in the Compliance, Safety, Accountability and the Safety Management System identify high risk carriers and predict or are correlated with future crash risk or other safety indicators for motor carriers.
