1.1 Introduction

1.2 Objectives the Plan:

The purpose of the Construction Management Plan is to outline our approach to managing the demolition and re-construction works for Wildernesse House. This document includes specific comment on site establishment, logistics and the process of managing the overall environment surrounding Wildernesse House. It will also ensure that the works cause the minimum disruption to the adjacent residents with a safe working and living environment.

The agreed contents of the construction management plan will form part of the development plan and be agreed with Kent county Council. The plan will be constantly reviewed and any changes and or improvements will be added and agreed with the Council and the plan revised and re-issued

These proposals are to enable third parties to understand the nature of the works and the various construction activities associated with the development.

This Construction Management Plan is subject to third party approvals and therefore amendments are likely. Formal approvals and activity methodology approaches will be addressed in detailed submissions to the design team and the Client. Liaison with the neighbours and interested parties will continue throughout the project, as information is updated and as the project develops. Particular attention will be paid to ensure that the neighbours are kept appraised of progress and future works on the project.

The information provided in this document is an overview of the key project activities at Wildernesse House. Generic statements herein are to be further developed into plans, procedures and detailed method statements as the project develops.

This Plan is to inform interested parties. It will be used as the background for the detailed construction method and risk assessments and will be included in all specialist trade contractor portions of the works.

1.3 Project overview:

The project consists of: Phase 1 - Demolition of existing buildings which form part of more recent to the Main historic house and some new build elements along with the refurbishment and redevelopment of the grade 2 listed building known as Wildernesse House. The new build element includes the construction of 8 no mews style apartments a restaurant and the existing listed house is sympathetically converted into 26 no new apartments along with a wellness Centre. Phase 2 – construction of 5 new residential blocks on the southern part of the site along with infrastructure, landscaping and associated car parking

Phase 3 – Construction of 3 No detached residential units. Anticipated programme to be confirmed, subject to planning

2.1 Project Background

2.2 Site Description

Wildernesse House and the Col lege S ite are s i tuated off Seal Drive/ Wildernesse drive just off the A25. The properties are set in t h e i r own grounds. There are residences nearby which will be considered throughout the construction project and will be taken into consideration further in this document. The grounds surrounding the property are extensive and measures to ensure the environment is suitably protected will be in place throughout the project.

3.0 Proposed Site Works

3.1 Preliminary Programme

The works for Phase 1 are scheduled to commence January 2016, and due for completion in summer 2017. Phase 2 is scheduled to start in summer 2016 with completion in summer 2017. Phase 3 construction programme is dependent on reserved matters planning approval. The key elements of the development with regards to the potential impact on surrounding area are summarised into 3 key areas as described below.

3.2 Site set up.

Prior to commencement of Works on site the following items will be carried out.

Pruning to trees on roads which will provide access to the site and within the site itself along vehicle access routes. These will be carried out by a suitably qualified landscaping contractor/ tree surgeon

Install Tree protection fencing as detailed on Landscape Architects drawings

Erection of full hoarding to enclose site including all gates

Installation of site security system & hutting

Installation of traffic management system including wheel wash.

Installation of site offices and welfare facilities

Installation of temporary car park for construction operatives.

Demarcation and segregation of storage areas on site.

Installation of posts along access route. (driven not concreted)

The site set up for the three phases is attached in Appendix A 3.3 Demolition Works

Once the items included in section 3.2 are completed minor demolition works can commence. The demolition that is included in Phase 1 works will be the minor extensions directly attached to the historic main house. Materials will be removed from site as the works proceed and we do not propose to stockpile demolition materials on site other than those used to form the base of the new access road (crushed concrete). The concrete will be crushed and stored within the confines of the site. The materials will then be exported for use in the new access roadway as required during construction of Phase 2 A full traffic management system within the confines of the site will be in place with traffic marshals for the duration of the demolition works. No vehicles will be allowed to reverse into or out of the site except under the supervision of a banksman

3.4 Main Construction works

The main works comprise the following,

Substructure: Basements, drainage

Frame: Superstructure. Roofing External elevations.

Internal services and finishes.

External works. The works as described above all take place within the confines of the site hoarding and are constantly reviewed and revised to suit the constraints imposed by each activity.

3.5 Material distribution

In order to effectively serve the project we will implement the following plan with regards material distribution and storage.

As far as practicable we will implement just in time deliveries.

There will be a modest material storage facility as shown on the appendix document adjacent to one of the hoists.

We propose to install 2 no hoists for the main house and have loading bays at each floor. This will facilitate loading out of works areas.

The hoists will have scaffold run offs to allow materials for the roof to

be distributed.

There will be access around the site for a small all terrain forklift to distribute materials as required.

Crushed concrete will be stored within the confines of the site until such time it is required for the new road base.

4.0 Construction Management Action Plan

The following sections outline the key elements for consideration. This document demonstrates our commitment to manage, control and where possible mitigate our impact on the local community and infrastructure. Many of the issues identified will be further developed and dealt with in our more detailed site based method statements. Method statement will be prepared and agreed for all major site operations in advance of the relevant works commencing. This will be particularly important for demolition, piling, excavation and structural works.

4.1 Communication

The site is isolated from immediate neighbours however there are nearby properties that will be affected by the construction works. Maintaining good neighbourly relations is assisted greatly by good communication, and by keeping third parties regularly informed of site activities likely to impact on adjoining residents. The contractor will be encouraged to listen to reasonable concerns and by demonstrating a considerate and professional approach will maintain a well-balanced relationship. Regular newsletters will be produced to keep neighbours advised of future events, general progress of the works and the requirements for any abnormal works. The contractor will engage with the community to discuss in an open and collaborative manner the concerns raised and will attend meetings for consultations where required. Appropriate signage and information boards will be displayed on all site hoardings.

4.2 Considerate Constructors Scheme:

The Contractor will register and comply with the requirements of the Considerate Constructors Scheme for the duration of the project. The works including demolition will be carried out in accordance with the Considerate Constructors Scheme and in such a way as to minimise the impact on the local environment and amenities. Materials will be re-cycled wherever possible. A contact board will be displayed outside the site providing contact details. This will include names and telephone numbers of key construction staff that neighbours and the general public can contact should they have cause to do so.

A complaints / contact book will be kept on site, which will be used to record details of any complaints. This will include the name of the person making the complaint, the date, time and nature of the complaint and the action necessary to resolve the complaint. The complaints book will be regularly reviewed to ensure that any complaints are dealt with and resolved promptly (sample below).

4.3 Site Establishment:

A hoarding will be erected enclosing the site and segregating the works. The hoarding will be either a heras fence correctly secured or a painted in an agreed colour and kept in a clean and tidy condition throughout the works. A site office and welfare facilities will be established nearby to the site and enclosed with a hoarding as described above. A security guard will be present during non-working hours to ensure that security to the site and the offices/ welfare facilities is maintained. Temporary power, water and drainage will be established to serve the site and the accommodation. Parking of the Contractors, Sub-Contractors and all other vehicles visiting the site will be restricted solely to the area of the site as indicated in the contract documentation. Parking of Contractors’ vehicles will not be permitted on the Private or Public Highways adjacent/near to the site.

For phase 1 and 2 a car park will be established on the open field to the east of the main house for use by construction personnel and on completion the area will be reinstated to its original condition prior to commencement. For the college site parking will be provided within the site boundary. See Appendix A for site set up plans

4.4 Access

Access to the site will be through purpose made secure gates which will be managed by a traffic Marshall. Vehicles will be unloaded within the site boundary.

4.5 Traffic Management (see specific traffic management plan)

Deliveries will be managed on a ‘just-in-time’ basis. Deliveries will be carefully planned, pre-booked and managed on site to ensure no back up of vehicles and timed to minimise disruption to neighbours. There will be a log kept of all construction vehicle movements to and from the site in order to monitor them closely

All deliveries to site will be undertaken with full regard paid to:

o Reduction and control of plant movements o Reversing vehicles directed by a Competent Person o Pedestrian and vehicle directional signage – suitable barriers will be erected

when deliveries arrive to prevent pedestrians accessing the unloading area. o Mobile plant will only be operated by a Competent Person with a Banks

Person in attendance to direct movements o No vehicles will be allowed to reverse into or out of the site except under

the supervision of a banksman

Consultation with Kent county council will continue throughout the project to ensure:

o Construction methods minimise the potential impact on nearby residents o Maintenance of the existing public highway o Segregation of all pedestrians, public or employees, on or in the vicinity of

the site 4.74.6 Road Condition surveys.

Prior to the commencement of the works the contractor is to undertake with the EA and any other stakeholder from the Roads Trust Association, a joint photographic and physical condition survey of Seal Drive and Wildernesse Avenue which will include the carriageway and also the associated kerbs, verges, crossovers to adjoining properties, adjacent shrubs and trees. The survey will be

prepared and issued within 14 days, 3 copies of a bound report for agreement with the EA.

Prior to each monthly progress report, contractor shall make a joint visual inspection with the CA, and shall make a photographic and / or surveyed record of any material change in the carriageway or adjoining verges, crossovers, shrubs and trees (however caused).

At monthly intervals the access routes will be inspected and any repairs deemed necessary will be undertaken by a suitably competent contractor. Upon completion of the works the contractor shall undertake a final joint condition survey and prepare 3 copies of a bound report identifying and providing a commentary on variances between initial and final condition of the carriageway, verges, crossovers to adjoining properties, adjacent shrubs and trees.

Such final reinstatement works necessary as a consequence of the use of the private roads for the works as the CA shall reasonably direct.

4.84.7 Travel to Work Plan

The contractor is required to develop a travel to plan and develop and implement appropriate measures to the reasonable satisfaction of the EA such a vehicle sharing or busing in to limit to a practical minimum the number of operatives’ cars on site

4.94.8 Working Hours:

Working hours will be 08.00 – 18.00 Monday to Friday and 08.00 – 13.00 Saturdays. No working on public holidays or outside the above stated hours to be undertaken without prior written approval.

4.104.9 Fire and Emergency Procedures:

Contact names and telephone numbers will be made available in case of out of hour’s emergencies relating to the site. This information will be displayed on the hoarding. The Contractor w i l l implement procedures to protect the site from fire, which will include the following: A Site Fire Safety Co-ordinator will be appointed to assess the degree of fire risk and formulate a Site Fire Safety Plan, which will be updated as necessary as the works progress and will also include the following: Hot Work Permit regime.

Installation of the site firefighting equipment e.g. establishing fire points and installing and maintaining fire extinguishers etc.

Evacuation alarm.

Material storage and waste control.

Fire Brigade access. 4.114.10 Security:

An electronic security and ID system is to be provided. This will be incorporated into the site rules and included as part of the site induction process. The hoarding will be regularly inspected to ensure that it remains secure. All windows and external doors will remain closed when the site is not operational. The access doors to the site will be fitted with a combination security lock to only allow access for authorized personnel. An alarm system will be installed on the external scaffold, and linked back to a monitoring station. The name of an appropriate member of staff will be provided in case of emergencies.

4.124.11 Health and Safety:

A Construction Health and Safety Plan will be prepared for the works in accordance with the CDM Regulations. Risk Assessments will be developed and agreed. Sub- contractors detailed method statements will also be produced and safe methods of work established for each element of the works. Site inductions will be held for all new site personnel to establish the site rules and to enforce safety procedures. All site personnel will be required to read the emergency procedures when signing in for the first time, and sign to the effect that they have read the procedures. These will include any relevant neighbourly issues.

4.134.12 Scaffolding

Prior to scaffolding being erected on site a fully designed solution will be developed and agreed. External scaffolding will be erected and will generally consist of a five board wide independent scaffold with boarded 2.0m lifts. The scaffold will be enclosed where appropriate with transparent sheeting installed to provide added protection to the building. The ends of the scaffold will be boarded in for added security. Loading platforms will be erected on the elevations to assist getting materials into the building.

4.144.13 Main Plant:

360° excavators will be used to excavate the new foundations and load excavated material into lorries for removal from site. There excavators will operate within the confines of the site. Lorry mounted hiabs will be used to off load materials within the footprint of the site.

Goods platforms and loading gantries will be positioned at strategic positions to assist with the distribution of material to the upper floors and roof levels and minimise manual handling A telehandler machine will be utilised for the distribution of materials and will operate within the confines of the site

4.154.14 Good Housekeeping:

The site will be kept in a clean and safe condition. The areas adjacent to the site will be regularly inspected and any rubbish or litter removed. Adjacent roads and pavements will be kept clean. Road sweepers will be utilised periodically to maintain suitable appearance. Perimeter hoardings will be repainted from time to time and will be kept in a neat and tidy condition. Offloading will generally be direct from vehicles onto the site. Materials will not be stored outside the site footprint enclosed by the hoarding Waste and rubbish will be regularly removed from site and not allowed to accumulate so as to cause a safety or fire hazard. Activities that have the potential to cause dust will be carefully monitored and dust reduction methods employed. This will include water spray, dust abstraction and localised screening where appropriate. Welfare facilities will be provided on site. Site operatives will not be allowed to congregate or loiter on the footpaths or grounds adjacent to the site.

5.0. Environmental Issues

The Contractor is to operate an environmental policy in which the following objectives are met: Conduct our activities with proper regard to the protection of the

environment.

Comply with all relevant regulatory and legislative requirements and codes of practice.

Communicate with local communities to ensure the work causes the minimum disturbance and disruption.

Ensure that our staff has a good understanding of the environmental impacts of our business and what is expected of them to minimise these impacts.

Ensure that our suppliers and sub-contractors are aware of this policy

and ensure they apply similar standards to their own work. During the early stages of the project the following activities will be carried out to deal with environmental management: Preparation of the Project Environmental Plan in line with ISO 14001

Environmental Management System.

Preparation and consultation with client and statutory authorities to obtain approved licenses and consents for discharge and putting the stated consent conditions and controls in place through the Project Environmental Plan.

Preparation of the Site Waste Management Plan and consultation with supply chain partners and design team to design out or minimise waste.

5.1. Waste and Material Management:

A site waste management plan will be prepared prior to the works commencing. All waste materials will be removed from site by a licensed waste contractor. All waste from this site will be dealt with in accordance with the waste duty of care in section 34 of the Environmental Protection (Duty of Care) Regulations 1991 (b): and materials will be handled efficiently and waste managed appropriately We aim to minimise waste and to recycle as much material as possible. Due to the limited space on site waste will generally be sorted for recycling at the waste transfer station. This element of the works will be carried out by one of our licensed sub-contractors specialising in waste management.

5.2. Dust, Noise and Vibration:

Dust: The following measures will be considered as appropriate to mitigate the impact of dust due to the construction activities:

Solid barriers could be erected around specific work areas to minimise

the impact of construction activities. There will no on-site bonfires; Site set-up to be planned to ensure where possible dust creating

activities are located away from the sensitive areas; Demolition activities will use water as a dust suppressant; Adjacent road

surfaces will be frequently swept to keep in clean; All loads entering and leaving the site will be covered where

appropriate; All non-road mobile machinery will utilise ultra-low sulphur tax exempt

diesel, where available; All road vehicles will be requested to comply with set emission

standards;

Cutting equipment will use water as suppressant or have a local exhaust ventilation system;

Skips will be securely covered; A method statement will be developed as part of this Construction

Management Plan prior to the works commencing to minimise gaseous and particulate emissions generated during construction.

Noise and Vibration: We are fully aware of the sensitivities of those occupying the adjacent properties to noise. All reasonable steps will be taken to minimise any disruption to adjacent occupiers by noisy activities. Where it is necessary to carry out noisy activities, these will be identified well in advance and the timing agreed prior to commencement. Noisy works will be restricted to between 09.00 – 16.00 Monday to Friday Operatives working in noisy areas will be monitored to ensure they are wearing the necessary protective equipment and that they are not exceeding their permitted exposure periods. Electrically operated plant will be used where practical. We will ensure all plant used on the site will be effectively silenced. No radios or other audio equipment will be allowed on site. Where it is necessary to carry out noisy activities these will be carried out in accordance with Local Authority requirements and in consultation with any affected residents.
