    This meeting is being held in conformity to the Open Public Meetings Act N.J.S.A. 10:4-6 et. seq. Properpublic notice of the meeting was published in the local papers on December 10 and December 11, 2011.

    If any Board member or member of the public in attendance believes that the meeting is in violation ofthe Open Public Meetings Act, the Hoboken Board of Education requests that they make a statement atthis time.

    The Board wishes to make those in attendance aware that this meeting is being recorded on video and willbe broadcast by the Board at a later date on CATV Channel 77.

    The Hoboken Board of Education is committed to preserving the decorum of the public process and ismindful that we live in the electronic age of computers, cell phones and other electronic communicationsdevices.     SUBJECT: APPROVAL OF CHEMISTRY CLUB FOR HOBOKEN HIGH SCHOOL

    RESOLVED, that the Board of Education, upon recommendation of the Superintendent, approves aChemistry Club for Hoboken High School with an advisor (Emily Pontius) to serve on a volunteer basisfor the 2011-2012 school year. If this program meets the necessary enrollment and budgetary criteria forthe 2012-2013 school year, the board will consider the establishment of the new club with a paid advisorposition (to be negotiated with the HEA).     WHEREAS, there exists a need to implement a pedestrian safety project along Willow Avenuebetween 11th and 12th Streets near Wallace Primary School; and,

    WHEREAS, the City of Hoboken will submit an application to the State of New JerseyDepartment of Transportations Safe Routes to Schools Grant Program.

    NOW, THEREFORE, BE IT RESOLVED that the Hoboken Board of Education formally

    approves the grant application for the above stated project.

    BE IT FURTHER RESOLVED that the Mayor and Municipal Clerk of the City of Hobokenare hereby authorized to submit an electronic grant application identified as SRS-I-2012-Hoboken City-00084 to the New Jersey Department of Transportation on behalf of the City ofHoboken and the Hoboken Board of Education.

    WHEREAS, Safe Routes to School programs are recognized nationally and internationally aseffective tools to enable and encourage students to walk and bicycle safely to school; and

    WHEREAS, the health and safety of our children is of highest concern to the residents ofHoboken and the Hoboken Board of Education; and

    WHEREAS, a lack of physical activity plays a leading role in rising rates of obesity, diabetes,and other health related problems among children in New Jersey; and

    WHEREAS, being able to walk or bicycle to school along safe routes offers an opportunity tobuild healthful physical activity into daily routine and arrive at school ready to learn; and

    WHEREAS, having safer routes to and from schools aims to decrease pedestrian and bicycle-related injuries, not just for students, but for the entire community; and

    WHEREAS, driving students to and from school contributes to traffic congestion and airpollution; and

    WHEREAS, the Safe Routes to School Program can contribute to a positive connection betweenschools and neighborhoods by creating beneficial interactions between children and adults; and

    WHEREAS, Safe Routes to School programs require the formation of multidisciplinary teamsin each community to increase awareness of and support for schools and students; and

    NOW, THEREFORE, BE IT RESOLVED that the Hoboken Board of Education expressessupport for the development of a Safe Routes to School Program for the benefit of its students;and

    RESOLVED, that the Hoboken Board of Education approves the donation of a 90-gallon fish tank withstand, canopy, accessories (fluorescent light, gravel, lava rocks for habitat, two air pumps, two heaters,net, scrub brush, gravel cleaner, food, water testers) and an additional 20-gallon tank with iron stand andfluorescent light. The approximate value is $1,200. The Hoboken Board of Education expresses theirthanks to Frank Baldino for his generous donation.

    SUBJECT: APPROVAL OF THE ACKNOWLEDGEMENT OF RECEIPT OF AUDIT REPORT

    FOR FISCAL YEAR 2011 AND APPROVAL OF RELATED CORRECTIVE ACTION PLAN

    WHEREAS, the New Jersey Statutes, NJSA Title 18A, Education, require that each board of educationcause an audit to be performed each year by an outside, independent auditor, and

    WHEREAS, said statutes and administrative codes require that a synopsis of the audit be presented to thepublic, that the recommendations of the auditor be read and discussed by said board and that the boardapprove a corrective action plan to remediate said recommendations, and

    WHEREAS, said documents must be forwarded to the New Jersey Department of Education through theHudson County Superintendent of Schools,

    NOW THEREFORE BE IT RESOLVED, that the Hoboken Board of Education hereby acknowledgesreceipt of the Comprehensive Annual Financial Report for FY 2011, the Auditors Management Letter forFY 2011 and the Synopsis of Audit for FY 2011, and

    AND BE IT FURTHER RESOLVED, that the Hoboken Board of Education hereby approves theCorrective Action Plan for FY 2011 as prepared by the Interim School Business Administrator, and

    BE IT FINALLY RESOLVED, that the Interim School Business Administrator is directed to forward the

    WHEREAS, the Hoboken Board of Education has previously engaged an insurance consultant to advisethe board on the placement of its insurance policies, and

    WHEREAS, the firm of B.G.I.A. through its agent Mr. Terence Dermody has recommended the renewalof its current workers compensation policy with AmeriHealth Casualty Insurance Co. through November26, 2012 at an annual premium of $155,356.00 for the Large Deductible Program Parameters, and

    WHEREAS, said recommendation was made after comparing the cost with a Guaranteed Cost Programand a retrospective rating alternative,

    NOW THEREFORE BE IT RESOLVED, that the Hoboken Board of Education hereby renews theworkers compensation policy as recommended above by their insurance consultant, and

    BE IT FURTHER RESOLVED, that the Interim School Business Administrator is authorized to executethe renewal documents, and
