• The proposed site is located in M/s. Islampur Integrated Textile Park, A/p. Peth, Tq- Walwa, Dist- Sangli.

• The case was discussed in 11th CAC meeting held on 09.11.2011. • It was decided to grant consent to establish subject to install the full- fledge ETP &

maximum treated effluent shall be recycled and reused in the process and remaining shall be reused on land for gardening purpose.

• Board has issued letter on 12.10.2011 for making payment as per New G.R. dated 25.08.2011, but industry declined to pay addl. Fee as they stated that industry has applied before this G.R. dated-25.08.2011.

• The case was resubmitted in CAC meeting on 05.12.2011 & it was decided to issue SCN for refusal of consent to Establish for not paying the revised consent fee.

• SRO vide E- mail dated 8.12.2011 has submitted the DD & DR No. of consent fee paid by industry as per revised fee structure.

• Industry has submitted the letter regarding payment of fee vide dated 09.12.2011

HOD Remarks: • Applied for the Consent to Operate (Renewal) for the 2500 TCD sugar Unit.

• Application received at SRO Solapur on 04/05/2011 and at HQ 15/07/2011.

• Capital Investment of the industry is Rs. 118.41 Cr.

• The case was discussed in the CAC meeting Dt. 30/09/2011 and decided “ CAO to check the compliance in respect of whether the industry has paid consent fees for two years i.e upto 30/04/2012 and to take the review of environmental statement and put up in next CAC”

• Accordingly the case was again resubmitted in the CAC meeting held on 09/11/2011 and it was decided to issue the SCN for refusal of consent due to non compliance of consent conditions.

• SCN was issued to the industry vide letter dt. 18/11/2011.

• The reply from the industry is awaited.

Chamber, primary Clarifier, Aeration Tank, Secondary Clarifier, Thickner, Filter Press. • ESP is provided to recovery boilers and also installed CO2 scrubber of capacity 30000

T/Year. • The application was discussed in the CAC meeting held on 30/09/2011. • RO has recommended for grant of C to R for amalgamation subject

a) Industry has submitted consent fee for 5 years i.e upto 31/07/2016 and industry has require to submit the balanced consent fee of Rs. 4,09,437/-.

b) Industry shall provided continuous ambient air monitoring station for which time bound programme will be called from industry.

• Industry has proposed to provide effluent treatment plant comprising of equalization cum neutralization tank, Aeration tank, Clarifier, Sludge sump, Sludge Drying beds, treated sump & for domestic effluent industry has proposed to provide septic tank with soak pit.

• The treated effluent is used for gardening/irrigation.

• Land available for disposal of treated effluent generation is 24.7 Acre. • Industry has proposed to provide Electro Static Precipitator(ESP) as an air pollution

HOD Remarks:

• Applied for the C to E for expansion.

• Industry type is food additives, nutrients and flavors.

• C.I of the expansion is of Rs. 39.30 Cr.

• ETP – ETP of capacity 660 CMD consisting of primary, secondary and tertiary treatment provided.

• The treated effluent is used for gardening & irrigation. Land available is 15 hectors.

• APCS is provided to existing boilers and DG set.

• The industry has obtained the membership of CHWTSDF Ranjangaon for the disposal of HW.

• Unit is located at @ 2.0 Km from river Indrayani.

• Industry was called to submit the river distance certificate of Executive Engg. Irrigation Department vide letter dt. 23/08/2011 and 18/11/2011.

• Industry has not submitted the River Distance Certificate from the Executive Engg. Irrigation Department.

• Hence the application is submitted before CAC for further decision.

Name of industry : M/s. Shree Pandurang SSk Ltd., Sheerpur, Tal. – Malshiras, Dist. – Solapur. HOD Remarks:

• Applied for Consent to Operate (First) for expansion of Sugar Unit from 3500 TCD to 4800 TCD and Expansion of Co- Generation Unit from 12 MW to 19 MW (3 MW of the electricity will be kept idle from 12 MW.)


• Capital Investment for the expansion is of Rs. 30.00 Cr.

• ETP of capacity 500 CMD is provided consisting of Screen Chamber, O & G removal Equalization Tank, Neutralization Tank, Aeration Tank, Sec. Clarifier and SDB.

• Applied for Consent to Operate (Renewal) for 30.5 MW Co-generation plant.


• Capital Investment of the Co- Generation Unit is of Rs. 78.56 Cr.

• ETP Status – ETP of the sister concern sugar industry is used comprising of Screen Chamber, Equalization Tank, Buffer Tank, LESBAR, Extended Aeration Tank, Secondary Clarifier, Chlorine Contact Tank, De- Chlorine Tank, Multi Grade Filter, Activated Carbon Filter and SDB.

• For APC – ESP is provided to the bagasse fired boiler.


• Water cess is paid upto 31/12/2008.

• JVS analysis results are exceeding the consented norms.

• SRO has recommended for the grant of consent upto 31/08/2012.

CAC Item No. 17 Name of Industry: M/s Kellogg India Pvt. Ltd, L-2,3, MIDC Taloja, Dist. Raigad. HOD Remarks:-

1. Applied for Renewal of Consent to Operate.

2. Application received at SRO on 28/04/2011 and at HQ 05/10/2011.

3. Food products manufacturing industry.

4. Provided primary, secondary & Tertiary treatment facility.

5. Earlier Industry was not complied with the conditions stipulated in interim directions

hence closure directions were issued by Board on 27/09/2010.

6. Conditional restart directions were issued on 01/10/2010 valid for a period of one month

with Bank guarantee of Rs 2.0 Lakhs.

7. Personal hearing was extended to industry on 25/11/2010. Ind submitted time bound

action plan for modification /up gradation of ETP.

8. Interim directions issued on 22/12/2010 with condition of completion of up gradation of

ETP by March 2011, and further allowed to continue manufacturing activity upto April

2011.

9. At that time Industry completed the up gradation work to the tune of 60% & again

personal hearing was extended to industry on 28/03/2011. Directions for extension of

time period for modification/up-gradation work of ETP was issued on 13/04/2011, with

condition of completion & commissioning of aerobic treatment with clarifier before

30/04/2011 & of completion & commission of anaerobic digester before 31/05/2011.

10. Further then JD(WPC), vide letter dtd 05/07/2011directed industry to complete the

remaining work of commissioning of digester on priority & report the compliance.

11. Up gradation of ETP was completed and commissioned at the end of April, 2011.

12. The JVS results after up gradation of ETP dtd. 26/04/2011, 28/05/2011, 24/06/2011,

23/07/2011 and 19/08/2011 are within prescribed standards.

13. SRO & RO recommended for renewal of consent.

Name of the Industry : M/s. Shirpur Power Pvt. Ltd., Plot No.1, Nardana (Phase-I) Industrial Area,

Near Nardana Railway Station, Tal: Shindkheda, Dist: Dhule. HOD Remarks: 1. Industry has applied for Consent to Establish for 150MW x 2 = 300 MW coal based

thermal power plant.

2. The proposed power plant is located in MIDC, Plot No.1, Phase-I Industrial area at Village:

Nardana Tal: Shindkheda, Dist: Dhule and 15 kms away from notified river Tapi.

3. Capital Investment of the industry is Rs.1500/- Crores. Consent fee of Rs.30,00,000/- paid

as per new GR dated 25.08.2011.

4. Industrial Effluent – 475 CMD, Primary treatment will be provided. Domestic Effluent - 8

CMD, proposed to provide ETP. Treated effluent will be Partially recycled and remaining

disposed on land for plantation/irrigation. 25.5 Hector area available for land disposal.

5. ESP will be provided to Boiler .

6. Environment Department, Govt. of Maharashtra has issued Environment Clearance to this

project vide No. SEAC/2010/CR.177/T.C.2 dated 25.11.2010.

Recommended for Consent to Establish for coal based power project.

Name of the Industry : M/s. Ideal Engergy Project Ltd., Borgaon Lambat, Tal: Umred, Dist: Nagpur. HOD Remarks: 1. Industry has already obtained Consent to Establish and Environment Clearance for Phase-I

for the coal based power plant of capacity 270 MW.

2. Now applied for Consent to Establish for proposed coal based thermal power plant of

capacity 270 MW in Phase-II.

3. Incharge SRO Nagpur-II reported that ;

i) Industry has submitted an application for public hearing and same is under process.

ii) MoEF has already accorded TOR for the proposed project.

iii) Notified river is not located within 10 Kms radius from the site of proposed plant.

Recommended for consent to Establish for proposed expansion of coal based power

plant 270 MW subject to obtain Environment clearance and not to implement the

project unless to obtain environment clearance.

CAC Item No. 21 Name of the industry :- M/s. Sahasrskund Hydro Electric

Multipurpose Project. Kautha, Tal:- Himayatnagar Dist –Nanded.

HOD Remarks :-

1. Applied for consent to Establish. 2. Application received at Sub Regional Office, Nanded on 20/11/2010 and received at

HQ on 01/04/2011. 3. It is Hydro Electric Power project of 25 MW 4. Requires EC, which is not obtained. 5. Indl Eff – 2243 CMD as tail water. Dom Eff – 8.0 CMD for which industry proposes

to provide septic tank and soak pit. 6. SRO has recommend the case for grant of consent to Establish. 7. Additional fees of Rs. 583000/- is to be recovered from industry as per new fees GR. 8. We may grant consent to Establish, subject to EC before operate. 9. We may place the consent application before CAC for further consideration.

Name of the Industry : M/s. Lupin Ltd ( Research Park) 46/A, 47/A, Vill-Nande, Tal-Mulshi,

Dist-Pune. HOD Remarks :- • Application recd at RO Pune on 15/07/2011.. • Application recd at HQ on 30/11/2011. • R & D activity of pharmaceuticals products. • Industry applied for renewal of consent with expansion. • RRZ applicable reported that, distance about 2.1 Km from Mula river (A-II) zone. But

Distance certificate of competent authority is not attached. • C.I increased due to addition of new lab equipments and plant. • In earlier consent due to inadequate land BG condition is incorporated, as submission of

BG Rs 2 lakhs within 15 days at RO Pune Office for compliance of land acquisition for disposal of treated effluent. But compliance on this point is not reported.

• One JVS report attached dtd 18/3/2010, Lead parameter exceeds the limits. • It is proposed to place the case before CAC as per instructions to place all cases in

process before CAC. It is necessary to get the compliance report on adequacy of land, BG status, distance certificate, latest JVS (air/ water) reports, and incineration details from RO Pune.

• We may be consider the case, after receipt of compliance report on above points from RO Pune.

CAC Item No. 27

Name of the Industry: M/s. Innovassynth Technologies (I) Ltd S.No.9-24, Wasrang, 34-36 Chinchwali, At Khopoli, Tal.Khalapur,Dist- Raigad

HOD Remarks:- • Application recd at RO Raigad on 12/10/2011.. • Application recd at HQ on 14/11/2011. Query letter on 29/11/2011 & 8/12/2011 • Mfg of Bulk drugs activity. Industry applied for amendment in consent for change in

product mix, by deleting Glyoxylic Acid ( 50% solution)-25 MT/M and adding new product Trimethyl HydroQuinone -20 MT/M and by product chromium sulphate solution – 175 MT/M.

• Existing unit, valid consent upto 30.06.2013 granted in 19/9/2008. In this consent 3 product tables mentioned as below- a) Having 72 products with present & proposed production – 76.598 T/M & 3.2236 T/M

respectively. b) By products 181.6 MT/M ( 4 nos) c) List of products as per 2002 consent – 5049 T/M (15 Nos)

However 2002 consent has 17 products & 4 By –Products. • There is no clarity on the change in products from 2002 & 2009. • Query letter to RO Raigad reg. disposal of industrial effluent, clarity on change in

products and quantity as per consent issued in 2002 and 2009 and recent visit reports for verifying effluent disposal mode.

• It is proposed to place the case before CAC as per instructions to place all cases in process before CAC. But it is necessary to get above information from RO Raigad. We may consider the Case, after receipt of satisfactorily report from RO Raigad.

CAC Item No. 28 Name of Industry: - M/s. BASF India Ltd. Plot No. 12, TTC MIDC Turbhe, Navi-Mumbai. HOD Remarks-

1. Application for Consent to Establish for chemical storage facility. 2. Storage facility for Lupranate M 205- Diphenyl methane -4,4-di-isocynate

MDI. 3. Application received at SRO on 18/05/2011 and at HQ on 03/10/2011. 4. I.E. generation as per existing consent is 660 m3/d. I.E. generation for expansion is Nil. 5. Existing chemical industry having consent valid up to 31.03.2012. 6. Industry will be going for only trading of this material, by importing the

same in drums from their company across the globe, and unload it in the bulk storage tank and supply to customers in the bulk tankers.

7. RO has asked information on MSDS, Basel Convention compliance, EC requirement etc. But till date industry has not submitted the same.

8. Considering this, SCN for refusal of consent to Establish may be issued.

CAC Item No. 29

Name of the industry : M/s. Bharat Forge Ltd 72/76, Mundhwa Dist - Pune.

HOD Remarks :-

• Applied for consent to establish for expansion in existing unit. • There will be no change in production quantity. • Application received at Regional Office, Pune on 22/07/2011 and received at HQ

on 30/08/2011. • Previously industry has obtained consent to operate and which is valid upto

31/05/2012 . • There will be no increase in air pollution. • Indl Eff – NIL, Dom Eff – 3.90 M3/D during commissioning phase, same will be

treated in existing STP of 700 CMD capacity. • RO has recommended the case for grant consent to establish for expansion. • The case was discussed in CAC meeting dated 22/11/2011 and it was decided to

call the information from industry regarding details of expenditure incurred in increased capital investment and whether there is any link between increased Capital Investment and the production capacity.

• Accordingly, information has called from the industry and industry has submitted the reply vide their letter dated 09/12/2011and stated that the investment is in infrastructure upgradation which will comprise installation of new shed, shifting of existing machinery and replacement of old machine. There is no increase in production quantities.

• We may grant consent to establish for expansion. • We may place the consent application before CAC for further consideration.
