Scores of tree guards have been dumped for many months inside a public park in Mogappair Eri Scheme area. The park n a m e d E s t a t e Pa r k (Mogappair Eri Scheme) is maintained by the Greater Chennai Corporation and located in Ward 91, Divi-sion 19 of the civic body’s Zone 7. Upon entering the park, one can spot dozens of tree guards, presumably procured by the Greater Chennai Corporation for

use in the neighbourhood, dumped on the ground and rusting uncared for. From a cursory look one can surmise that these tree guards, costing thousands of rupees, have been aban-doned in the park for many months or perhaps even some years.

Park users do not recall when these tree guards were placed here. “Obvi-ously the Greater Chennai Corporation had pur-chased these tree guards to use around saplings on the roads in the neighbour-

hood in its Zone 7. But for some strange reason it had not used them and instead left them inside this park and never bothered to take them back. I even wonder if the officials concerned are even aware that so many tree guards are lying here uncared for and ex-posed to the vagaries of nature,” said Achyut Kan-nan, who claimed to be a regular visitor to the park and a resident a housing complex located on the Church Street close to the Mogappai r Eas t Er i

Corporation authorities did not have any use for these tree guards, they could have at least given it to the neighbouring zone officials who could have used them in their neigh-bourhoods. In the alterna-tively, the officials could have distributed them to non-governmental organ-isations working in the area of environment conserva-tion and afforestation ac-tivities so that their volun-teers could have put them to proper use,” said Nan-dini Varghese, a resident of Mogappair.

In the absence of tree guards, many saplings would have withered or be susceptible to being grazed by cattle and goats. “These tree guards are so essential to protect tree saplings and to carry out afforestation measures in urban areas successfully. Unfortunate-ly, the tree guards have

been allowed to rust here with no one expressing any concern about it,” said Ramakrishnan, a park user.

The city traffic police are all set to roll out contactless en-forcement while booking traf-

fic violators. The police have already made Anna Nagar and surrounding areas a traffic regulation observation zone by registering e-challans using automatic number plate rec-ognition (ANPR) cameras.

As many as 63 ANPR cameras have been installed in Anna Nagar. Apart from read-

ing the number plate, the cameras will also take photos of the vehicles flouting the rules and it will be attached to the e-challans.

The challans will be deliv-ered to your address. Incidents such as signal violation, riding without a helmet, riding tri-ples, rash driving, defective

number plates and speeding will be booked. These cam-eras have been installed at Anna Nagar Roundtana, Shanthi Colony, Estate Road, 18th Main Road and Anna Nagar police station junction. The surveillance room is set up at Anna Nagar Roundtana at a cost of Rs 2.5 crore.

The Chennai Metro Rail Limited (CMRL) on Thursday announced that commuters can use smart travel cards in the parking lots of the stations as well, which would help them save time. The pilot project of accepting payment through smart travel cards will be implemented in 11 metro stations – Egmore, Anna Nagar East, Tirumangalam, Koy-ambedu, Vadapalani, Alandur,

Washermanpet, Mannady, High Court, Government Estate and LIC – in the initial phase and will be extended to all 32 stations later.

CMRL is the first in the country to implement this facility. Even in Delhi Metro (commuters)cannot use smart cards for parking.

Commuters can swipe their smart travel cards on the point of sale (POS) terminals at the parking lots.

Rashi Khanna on cloud nineActress Rashi Khanna, who

has consistently been delivering hit after hit in both the Tamil and Telugu film industries, is on cloud nine.

It is no wonder then that she is one of the most sought after actresses in both theTelugu and Tamil film industries today.

Rashi Khanna, who first made an impact in the Tamil film industry with a fine perfor-mance in Imaikkaa Nodigal, followed it up with another bril-liant performance in Adanga Maru. Many months af-ter garbage bins were removed

from near the entrance of the Electricity Board (EB) Road-Ori Salai junction, household waste - both biodegradable and non-biodegradable - continue to remain strewn on a corner of the road turning the spot into an eyesore.

As early as March 2017, the Mogappair Mail had reported that a huge dust-bin placed by the Greater Chennai Corporation at the corner of the EB Road near the DABC Apart-ments had gone mysteri-ously missing.

Back then, a local resi-dent Govindan Kutty had lamented, that stray dogs were raving the garbage dumped on the street

scourging for food. “In the process, these dogs not only end up leaving a mess around the dump site but also sometimes drag the

polythene bags containing household waste with their mouth and leave it ran-domly outside the gates of some homes,” he had said

then. Kutty had also point-ed out at that time that the conservancy worker who comes home in the morn-ing to collect the household waste picks up an argu-ment if residents ask him to clear the polythene bag dumped by the dogs out-side the gates. “He thinks we have left the garbage there and questions why can’t we keep it inside the house and hand it over to him when he brings the tricycle,” Kutty had said.

The situation is pretty much the same now in the July of 2019, i.e. over two years hence. “It is not just health concerns for the humans. Even for animals this poses a big risk. Since

the garbage is scattered all over, we often find cattle foraging for food here on the ground. In the process, they tend to ingest foreign materials, most impor-tantly polythene bags in which these household wastes are deposited before being discarded at this spot randomly. Though single use plastic carry bags have been banned, they still find their way to garbage dump locations such as this. Poor animals they struggle after swallowing polythene. At least for their sake we can have a garbage bins where the waste is out of their reach,” suggested Yasmin, a resident of the Electricity Board Road.

In utter disregard to the rights of the pedestrians and the rule of law, some cars are being parked on the elevated footpaths on the Mogappair-Thiruman-galam Road near Golden Flats.

Abutting the compound wall of Golden Flats an elevated platform has been in existence for many years for the benefit of those traversing by foot. The platform is adjacent to the high traffic density Mogap-pa i r -Thi r umanga lam Road. Many people who commute by bus actually use the platform to walk till the bus stop. However, of late much to their chagrin they find that some cars are being parked on the footpath obstructing their free movement.

"As it is many cars are being parked along the fringes of the Mogappair-Thirumangalam Road right outside Golden Flats. And now I am amused to see cars being stationed on

the abutting platform as if it is a parking lot. How can people be so senseless to park their vehicles on the platform without any re-gard to the discomfort they cause to pedestrians? Clear footpaths are the right of pedestrians and the owners

of cars must realise this and stop being insensitive to our needs," said Kalais-elvi, a resident of Mogap-pair who takes the Metro-politan Transport Corpo-ration (MTC) bus from the Golden Flats bus stop on all working days to reach

her workplace in Anna Nagar Roundtana.

Pedestrians say that if people don't even have space to park their cars inside their homes, why buy a car at all. "I think people simply buy a car because of the easy avail-ability of car loans and then park them on such public places because they don't have to pay anything

for using that space. This is ridiculous to say the least. We can't be forced to step on the road to walk because vehicles are parked on our space i.e. the footpath," said a visibly agitated middle-aged bus commuter, who identified himself as Natarajan, a resident of an apartment

on Mogappair-Thiruman-galam Road. Sections of pedestrians demand that the Chennai City Traffic Police must crackdown on a sustained basis against owners of cars who park them in unauthorised pub-lic spaces especially the footpaths creating hurdles for walkers.
