1 Making Sense of Sensors Conference @ SCAQMD Diamond Bar, CA September 27 – 28, 2017 Below are notes taken by Susan Gorman-Chang, who attended both days of this conference. The amount of information below is rather overwhelming. Because we recognize that fact, we will discuss small portions of this information at every Sustainability Committee Meeting, the agenda of which is always posted on prnc.org, at least 48 hours before each monthly committee meeting. If any of the information is clearly under the purview of the Ad Hoc Aliso Canyon Gas Storage Facility, whose focus is to collaborate with government entities to secure a permanent, 24 hours a day 7 days a week, independent, fence line monitoring system around Aliso Canyon Gas Storage Facility, such information will be discussed at the Aliso Canyon Gas Storage Facility Ad Hoc Committee meetings. Ad Hoc Committee meetings do not fall under the Brown Act, but in consideration of our community, we also post those meetings and the agendas 48 hours in advance on prnc.org. Exhibit Area David Yates from Axetris. Axetris makes small hand held monitors. The unit is self-contained. It utilizes Tunable Diode Laser Spectroscopy (TDLS). It uses “a laser to scan the specific absorption lines of a target gas with an extremely high-resolution, which enables a precise measurement of the gas concentration with a very high selectivity.” The unit does continuous emissions monitoring. It can do methane. If there is exane present with the methane, then that is proof that the methane is coming from an industrial, refinery or storage source and not a natural (i.e. cows in a pasture) source. The unit on display is currently about $5,000, but they will be coming out with a smaller unit for less than half that price in April 2018. Axetris is already working with SCAQMD for possible testing for use of these sensors in Porter Ranch. Angela Mitcham from Vaporsens This company’s equipment detects chemicals such as formaldehyde. They found a cancer cluster in Utah, so they put these small, portable formaldehyde sensors around in the community. They showed during week days, formaldehyde increased substantially due to industry and due to commuter traffic. Kids Making Sense This is an educational program for kids, mostly geared toward middle schoolers. The company sells various packages and provides in person teacher training for the programs. The program consists of provide air sensor monitors to children and teachers, who do a project tracking the air quality in their area, graphing the data and plotting it online. The kids become citizen scientists. The prices vary, and usually are paid for by a grant. The packages vary in scope and cost and are called: Standard Classroom Package*Small Group Packages*Starter Kit*Citizen Scientist Kit*Combo Kit

Currently,itisthelargestenvironmentalnetworkintheworld.CitizenScientistsandcrowdfundingareutilizedtobringpeopletogetherinthiseverexpandingeffort.Theywereaconsumerinternetcompany,andarenowpartofIBM.TheWeatherUndergroundisactually,historically,anameofwhatbecamearatherviolent,leftistmovementinthe1960soutoftheUniversityofMichigan.TheytooktheirnamefromaBobDylansongthatsaidsomethinglikeyoudon’thavetobeaweathermantoseewhichwaythewindisblowing.ThiscurrentWeatherUndergroundisacompanythathasitsrootsinmeteorologicaldata.Inthe1990sthecompanywastakingthedatafeedfromtheNationalWeatherServiceandputtingitontheinternetforpeopletoutilize.Theythoughtitmightbefunnytonamethisprojectaftertheleftistgroup,andthatiswheretheWeatherUndergroundnamecamefrom.In1995theyhadoneofthefirstcommercialwebsites,andtheyincorporatedunderthenameWeatherUnderground.In1998theymovedtheirheadquarterstoSanFrancisco,andtheretheyfoundthatthecityhasveryaggressivemicroclimates.TheyfoundthegenericfeedfromtheNationalWeatherServicetobeinadequateforthemicroclimates.Theirsolutionwastocreatepersonalweatherstations.Personalweatherstationscostfrom$150to$1,000incost.Eachpersonalweatherstation,collectsdataandisconnectedtotheNationalWeatherService.ThispersonalweatherstationprogramwaslaunchedJanuary1,2001and283individualssighedupfordevises.Thechallengewasthatnointerfacewiththeinternetexistedtogetthispersonalweathersystemdata.In2014theygottheinternetconnectionissuefixedbywayofapartnershipwithsensormanufacturers.Nowtheyhave263,000personalweatherstationsaroundtheworld.Around75%oftheweatherstationsareintheU.S.LessonsLearned:Lesson#1:AgreeonStandardsEarlyForPersonalWeatherStations(PWS)owners:

TheAQ-SPECProgramstartedinthesummerof2014.Thegoalistoprovideguidanceandpromotesuccessfulevolutionofanduseofsensortechnology,andtominimizeconfusion.Therearethreetypesofsensors:Optical,ElectricalandChemical.AQ-SPECdoesfieldingtesting,labtesting,andthensummarizestheresults.TheSCAQMDwebsiteisaclearinghouseforvendors,AQOfficialsandtheCommunity.FieldTestingcostsaround$2,000.LaboratoryTestingisdonehereontheSCAQMDheadquartersinourlaboratory,andmanyofyouarescheduledtotakeatourofthatlab.Inourlab,wedoanAerosolTestwithtwotypesofparticlegeneratorsandaGasTestusingCO,NOxO3SO2HxSandothers.Seewww.aqmd.gov/aq-specformoreinformation.Whenyouclickon“sensors”youwillseeeachonehasbeentestedbySCAQMDandthereisaYouTubevideoyoucanwatchaswell.MostPM(particulatematter)sensorsshowedminimaldowntime,moderateinter-modevariabilityandsmogcorrelationwiththeEPA.However,therearesomechallenges.First,sensorcalibrationisneededinmostcases.Second,verysmallparticles,lessthan.5ppmarenotdetectiblewithlowcostsensors.Third,thereisabiasinalgorithmsusedtoconvertparticlecountstoparticlemass.MostGasSensorsshowedacceptabledatarecovery,widerangeofintra-modalvariability,CO,NO,O3hadgoodcorrelations,andSO2,H2SandVOCaredifficulttomeasure.Whatisnextforcertification?Theyareworkingoncertificationforfencelinetypemonitorswith2.5ppmparticlemeasures.Theyareworkingonsurveytoolsaswell.Thecertificationprocessisveryexpensivetoimplementcorrectly.Today,over60lowcostPMsensorsaredeployedbySCAQMDinLosAngelesandSanBernardino.TheyarePurpleAirsensorsandcostaround$200each.TheyareworkingwithMicrosoftAzurefortheinterface,andthereisgrantmoneyfromNASA.Oneusefulapplicationismonitoringandservingwildfireevents.ThereisaU.S.EPASciencetoAchieveResults(STAR)Project,whichistoprovidecommunitieswithknowledgetoselect,useandmaintainsensors.Theaimsaretodevelopeducationalmaterialforcommunities,evaluate/identifycandidatesensorsfordeployment,anddeployselectedsensorsinCaliforniacommunities.Atotalof530willbedeployed,with430measuringPM(particulatematter)and100measuringforotherpollutants.Dr.StephenFeinberg,EPADenver:EPAhashadfieldstudieswithdeployedairsensors.HewantedtohighlightaprojectdoneinDenver.CairsensewasthenameoftheprogramwhichtookplaceinDenver’shighaltitude,lowhumidity,andlowtemperatureenvironment.Thesensorswere$2,500eachandtheyusedsensorsapplicabletoEPAstandardsfromSeptember2015throughFebruary2016.ThePM(particulatematter)sensorswerelightscattering,TS1AirAssureandaircastingairbeantechnology.ThePMlaserparticlecounterwasanAlphaseOPC-N2for$500andtheT2OAPMResearchSensorwas$600.Theirevaluationchallengeswereintheareasofdatalogging(sinceitcouldnotbecloudbased),dataprocessingandweatherevents.TheyhadhourlyPMcorrelation,andmostsensorshadstrongcorrelation.Inlowerhumidity,thereislessnoiseinthedata.Each10degreeofwindwasanalyzedfortrends.Thewinddirectionmaynothavethesamehumiditydifferenttimesoftheday.TherelativehumidityappearedtoimpactPMsensors.
